What i thought was to ensure that we had these issues on the table and i made sure that our candidates, i didnt want them blindsided, thats what i admitted to. Wikileaks pointed out [laughter] blindsided. You should do this for a living. Lauren i love his reaction. It raises the question, is there collusion by the dnc with the clinton camp to rig the primaries last year and quite honestly, maria, a primary that Bernie Sanders could have won as you asked tom perez yesterday. But all this is going on. Look at the new poll from cnn, our favorability of the Democratic Party has fallen to the lowest level in 25 years. So more than half people asked had unfavorable opinion of dems. And also listen to the former white house chief strategists steve bannon, he was on hannity last night. I think youre goi democrats in the Progressive Left really go after the wall street cronies of clinton that control the Democratic Party and i think they will have a lot of division in the Democratic Party in the years to come. Lauren and major wins by democrats in governor race this is week, virginia and new jersey, but look, there are fighting in the Republican Party too and did you hear about what bannon said about if majority lead sner. I think Mitch Mcconnell ought to tender resignation. Mitch mcconnell tomorrow should tender resignation and say, hey, after we get taxes done, i will step aside and we will have a revote on majority leader. Maria wow. Lauren hes not in the white house anymore but hes still, you know, churning the pot. [laughter] maria he sure is. Lauren its a mess. Maria no expectation that Mitch Mcconnell will step down, by the way. Dagen certainly not if steve bannon is telling him to do it. [laughter] lauren raises the question about tax reform. The more we look at the details of tax reform bill as you guys talk about all of the time, can this happen . Maria i would say its more likely than ever after what we saw two nights ago in terms of the elections across the country. Very liky. Dagen absolutely. Senate bill hopully comes out later today but seems like it is more along the lines of reform. That if youre going get rid of state and local Tax Deduction, dont put in 10,000dollar property tax giveme to the Home Builders and realtors in the country. If youre going to reform it, if youre going to take away that deduction for the northeast, just get rid of it but then lower the top tax rate. Maria which is what the senate is doing. Dagen right. Youre going to do simplification maria sounds like you like the senate plan better than the house plan . Dagen the senate plan my kates the tax code. Lauren slowly fazing in the corporate. They have to do that right away. Maria one year is swallowable from businesses, i have spoken with a lot of ceos who actually say thats fine, i will have a year to look ahead and try to figure out how to invest and plan ahead. I think your point is right on that its permanent. Thats the key because that actually is going to be helpful in terms of planning for the future. I want to point out with the democrats, theres a division that you see between the what is the dnc that rigged the election for hillary and democrats on the ground. Rnc raising double the amount of money. Maria good point. Dagen dnc has some debt. But on the ground, local grassroots candidates are raising money at record levels. Maria democrats . The senate seems to be doing a better job at putting together what would look more like real tax reform than what the republicans came up with which was a bar damage can. Maria wow, youre tough. We have indication of what the senate plan will like look. Joining the conversation texas congressman Roger Williams is with us, former chairman of the Federal ReserveAllen Greenspan and former chief of staff to president w. Bush, karl rove. Lets kick it off right here with a big day for tax reform. Senate is expected to release a version of its bill later today, im hearing that it removes the house bubble rate of 45. 6 and removes entirely these state and local income Tax Deduction, it delays the 20 corporate rate now for a year, now theres a lot of talk that it would be 2022, thats not the case, hope to delay it for one year and then cuts is expected theyre expect today cut the top rate on the individual side from 39. 6 to 37 . Joining us right now to talk more about it Ey Private Client Services elda del rey. Hi, maria. Maria youre an expert in taxes, look at the plan as you see today and tell us what most strikes you, whats most important in terms of impact . Well, the bill that we are sitting here today before you see the Senate Version, the Corporate Tax reduction and the lower rate for passthrough businesses which most businesses in america are. Maria thats 25 . Thats the 25 . With many exclusions for service businesses. So we dont have the details on exactly what businesses may or may not and how the rate would work for what part of the business income would be able to have the 25 , so theres complexity there, but very important because thats what america is in terms of businesses. So the goal of the bill is to make it america more competitive in terms of businesses, so we have that. Maria right. Does it both e you that we will see a delay, how much money would that raise actually but pitting the 20 not until 19 . I dont know how they scored one year. They have a whole new Playing Field to figure out how should we be running our business, how are we going to be more competitive, should we not be a passthrough, should we be a corporation, it gives us more time, but, of course, theres one year of less savings. Maria well, also, dagen, youre talking about a 20 rate down from 35. So thats got to be a big deal for corporate even though i know that when youre talking about large multinationals they were paying on average 24 because they had loopholes. Dagen thats why the 20 rate is so critical and President Trump being smart than anybody gives him credit for thats why the red line was the 20 rate because its below the industrialized world average which i think is about 22 and a half and it is below the effective rate that multinationals pay, that they still they are getting a small tax cut but a tax nonetheless and does level the Playing Field and goes to a territorial system which most of the world is on just not the United States. Its so important, i think, the point about Small Businesses because thats the vast majority of job creations in the country. So bringing the corporate rates down to 25 of the passthrough is absolutely critical because it will do nothing less than create jobs, promote Economic Growth and the small caps and the russell 2000, average is 37 Corporate Tax rate, dropping the Corporate Tax rate disproportionately benefits the biggest creators of jobs in the country. Maria lets talk about the individual side of things, thats the corporate side that you like. So the provision in the House Republican tax plan adds 6 bubble tax for the highestend, this would bump up the tax rate on people earning more than a Million Dollars to obviously about 45. 6 . This is being pushed, a lot of pushback on this. How can the senate lower taxes for everybody . Do you like the idea that they are thinking about going 39. 6 to 37 and eliminating the bubble rate . Its not simple. It is very complex. Maria yeah. Adding 6 to a narrow band of taxpayers seems unfair. Maria the point is they dont want the highest and 39. 6ers to have any exposure to 12 initial rate. Right, impacts the extra 6 . Youre making 10 million a year and youre paying the extra 6 , its about 25,000. If youre making 2 million, its a 25,000dollar additional tax. So proportionately doesnt seem quite fair so its a very small number to people making a lot of money but the people who just are in that band, its a big percentage. Maria i think it goes away, dagen. Dagen i think it has to go away. Thats what made me lose my mind. [laughter] dagen people criticized me, stop talking about raising taxes on the wealthy, thats not the issue. Its the fact that the house went in there with this on the corporate side the 20 tax on some payments made to overseas affiliates which, again, idiocy, complicating the tax code on the individual side with this this surtax on people to keep them from getting the 12 rate. Thats what didnt make any sense. Youre going to call it tax reform, make it simpler. If you saw how it was calculated, its actually looking at your income based on gross income before your reductions which is adding a new complication. You add this bubble calculation. Maria they have confined 1 and a half trillion dollars. We are already seeing that the senate plan is 1. 7 trillion. Something has to give. You to pay for this at some point. You cant count on growth entirely. Again, thats why i would personally get rid of state and local Tax Deduction, get rid of it all, simplify it, lets just go there. Lets do that. Instead of like trying to come up with small maria 60 billiondollar a year. Dagen 60 billion, 70 billion. Brings accountability too, dagen, who pays for those increases, theres no accountability for hightaxed states to keep jacking up tax prices. Maria over time this will pressure governors. What did don pebbles say, we will see a massive exodus people leave new york. Its happening. Even mentally without even knowing what the dollar amounts are, people say if im not get august deduction for the state and local income taxes, i can move, then its a choice. Maria yeah. Leaving the country in terms of paying taxes as citizens we pay taxes no matter where we live around the world, citizenship is not really an option. What state i live in, thats optional. Maria if you can put that up, dagen, you also mentioned theres going to be more brackets, theres going to be more brackets in the senate plan, but they are going remove the house bubble rate of 45. 6, remove the salt deduction, delay the 20 corporate rate for a year and perhaps cut top rates which are 37 . Dagen thats actually cutting the top rate, not going with 399. 6 , was something we talked on day one. It was too of a disparity between the 20 Corporate Tax rate and the very high end on the individual side that there seems you seem seem to narrow that gap somewhat. Maria specially whats the percentage of people that pay no tax . Dagen right, close to half of the country pays no tax and 40 of nonpaying americans get back from the federal government, im not talking about refund, something thats refundable to them. One thing we should point out is the estate tax will not go away in the senate bill apparently, there will be some tweaks to it to grow the number of people maria what . Double taxation. Dagen thats an easy giveme for republicans. Maria thats right. And with the retention of costbasis stepup, when you asset that is pass through in a state, the cost basis to the beneficiaries become date of death of market value. Business is good and always evolving the retail climate today. When we look at it and what we can do is staying focused on consumer, delivering consumer fantastic products. Maria are they spending out money . The consumer is spending money on denim today, 16 billiondollar market here in north america and growing at midsingle digit rates. I think whats different about the marketplace today is just how they are shopping and how they are looking for information. Its the digital side of it is very important. For us, we are focusing on delivering content. The consumer, specially the younger one, they want to know about the product, they want to know who the designer was, what their inspiration is and when we look at how we develop product, we are developing content along with that, along the way, so maria what kind of content . Videos of designers, what they were thinking about, inspiration, how the product was made. If you go to our site, thats part of it. The younger consume e wants to understand that. Are you having trouble competing with brands . The youth market . No, listen, great craftsman ship and innovation. We have the heritage that you cant make up and thats part of it and we really try and lean into that with everything that we do. What do you think with regard to capacity to get these new skill sets, to produce and replace the displacement of workers not only Deutsche Bank, but low skills come in medium skills. Way. We have to change our educational system for the white house has great proposals. Look, we have hundreds of thousands of jobs open for data analyst today, software writers and others in economies face we need to create them ourselves here or we have to go to canada or overseas. So we have to look at highly skilled immigration, getting the people we want. We have to trade agreements. We cant isolate ourselves or we will fail to thrive as a country. We require trade and thats obviously where the Tech Industry is most concerned about where the administration could be going. Maria one thing i allowed us a lot of these universities, colleges are more concerned with educating and creating social justice for years and focus on the social issues rather than educating young women to be scientists and mathematicians and computer scientists. You will see some of these colleges go out of business if they dont care what the program. Some are doing a great job and some are falling on their faces. Best way for us to buy such a huge source of revenue because virtually any foreign student who pay full tuition, a much smaller minority do. Chairman . Not really, i have known him for a number of years, well before he was on the fed. And he has got he is not an economist when you think you have complexity issues that dealt with by the staff of the fed you Research OperationFederal Reserve system is the best in the world. And he has backing up supplying information on every subject you can imagine. But he has the able to make judgments giving that information base, i think he will be perfectly fine i think you know, he is going to confront problems with great deal of uncertainty where all of us were in that slot must do. Maria are we facing some really different challenges today given the fact that they have already said they want to wind down the Balance Sheet mr. Chairman . 4 1 2 trillion dollars, i mean that is a whole another issue, that comes into play, for a new chairman, at a time when you are dealing with the issues that you dealt with so many have in terms of Economic Growth, inflation . What is your take on new challenge of winding down the Balance Sheet in the face of all of that . Well, first of all, maria, it is not as large not the four trilliondollar Balance Sheet that is worried about remember goodly part of that is the holding of treasury securities of Federal Reserve so that there is double counting. If you handle Treasury Department plus the Federal Reserve, as a monetary unit there is a great deal of intramovement of funds get washed out. So the nowhere near 4 1 2 trillion nonetheless, there is no doubt when Federal Reserve begins to shrink the Balance Sheet it will pickup truck ward pressure on Interest Rates in fact, that is the very process by which fed or generations has so that is really interesting point, so, yeah, talking about raising rates maybe get rate hike in december but you say the shrinking of the Balance Sheet that will put the upward pressure on rates, going out the next couple of years . Exactly. Yes. Do you think that that is going to upset an Economic Growth story that is just gaining traction . We saw 3 quarterly last quarter then before it another 3 feels like things are loosening up companies loosening Purse Strings does that unwinds smash that right at a time just gaining traction . Well, first of all, fourth quarter, less than 3 and youve got to revise what is causing the problem in caused the problem for years is productivity growth virtually stagnant since crisis productivity growth a big number of under vopd that lower rate of growth we donned have underlying real gdp growth. And with the number of people that becoming available shrinking we have effective full employment now weve got pressures now where upward pressure on wages is going to accelerate. Largely because supply and demand a situation which is not conducive to my general view is the fact that were not about to go down as far as i can see. But would i be very cautious about having large 3 plus rates in gdp growth in future. Brings me to conversation about fiscal policy versus Monetary Policy mr. Chairman for the longest time we have been really relying on Monetary Policy, to move this economy forward. Certainly since the Great Depression of 06 worse than a generation do you think this tax bill is going to move needle on Economic Growth. Frankly, i think that we ought to be impersonatconcerned federal debt rising very rapidly pace there is nothing in this bill will essentially stop that from happening. So my view is that we are premature on fiscal stimulus whether tax cuts or he increases weve got to get the debts stabilized i think politically a mistakes i should not say politically, i should say economically it is a mistake to deal with sharp reductions in taxes now, i grant you, that if Corporate Tax is way out of line, we have one of the most heavily taxed corporate structures that exists in the world, and i think it is probably wise to bring it down corporate rate i like issue of bringing down to 20 from 35. But dont look at dont look to that as a major factor in expanding the economy. Just brings us back to neutral. As far as relatially come pettiveness. You dont believe this tax plan, your laughing, this tax plan will generate enough growth to try to pay some of this tax plan .
