As weve outlined multiple times before, those were determinations made by several factors, in large part, Congress Helped play a role in determining a lot of the factors in placing specific priorities on Different Countries and that would be the reason they werent a part of that. Reporter calling for uzbekistan to be put on the list . That may be something thats looked at but not something we called for at this time. Certainly havent ruled it out. Reporter im curious, why . Again, there are a lot of different criteria we use to determine which countries should be on there and hasnt been determined as one of the countries yet. Im not saying thats been ruled out yet. Reporter can you tell us when is the last time he and the president spoke, and secondly the president saying hes responsible in part for the attack before you go further, the president does not blame senator schumer and does not feel that the senator is responsible for the attack, we believe very strongly that the individual who carried out the attack is responsible and no one else. However, we do think that there are policies that could be put in place that help protect american citizens. Weve been talking about those for a long time, and we continue to push and advocate for the policies. Reporter does the president think senator schumer is someone he can work with . The president was asked a little earlier when he was meeting with cabinet about the possibility of sending this terror suspect to the detention facility at Guantanamo Bay cuba and said he is indeed open to that. Does the president think he has the authority as commander in chief to send the terrorist suspect to gitmo. The first question. And the second question is about gitmo. What advantages does the president see in sending this terror suspect to Guantanamo Bay cuba . The point he was making is he supports or would support it and wasnt necessarily advocating for it but would support it. Reporter are there advantages in terms of send anything terrorist suspect to guantanamo . Thats a question wed have to dive into deeper and talk with interagency process. Reporter the president said he ordered dhs to step up, quote, already extreme vetting. Im wondering if you can tell us specifically about what extreme vetting entails and any indication it might have had an impact on preventing yesterdays attack . Sure, some of the specifics for extreme vetting would be enhancing the collection and review of biometric and biographical data, improving intelligence streams, improve documentation requirements and verification, improving information sharing with partner nations and foreign Law Enforcement services and heighten scrutiny and thorough review procedures for cbp and other agencies that play a role in the process. Major . Reporter separate from the Guantanamo Bay question, does the president believe the suspect should be classified as enemy combatant . I believe we would consider this person to be enemy combatant, yes. Reporter would they instruct the Justice Department not to charge him in federal court and thefr use the powers of enemy combatants and the status to treat him differently not only in terms of determination or prosecution. Thats something we will wait until we get further into the process. Reporter having him charged at all in federal court . We havent made that determination, im not going to speak to that. Reporter you said youre open to the enemy combatant thing. I said we would consider him to be enemy combatant, yes. I think the actions that he took certainly justify that. Reporter does the status include that determination . Not that im aware of. Reporter i want to follow up on the question john was asking earlier. Youre make the case these are not new policies talking about, and the question still remains he is delving into a policy and political discussion and he and you were very clear after the Las Vegas Shooting it wasnt appropriate to talk about policy. So whats the difference now . I said it wasnt appropriate to politicize the conversation which i dont believe we are, were talking about protecting american lives and there are things that this president has consistently and repeatedly talked about, advocated for, pushed for, introduced executive orders for, supported legislation for time and time again since long before he was president of the United States, that support this position, its not a new position. There are facts that we know about this horrific tragedy that we know caused some of the things in this horrific tragedy they think determine what those policy positions that hes been advocating for long before yesterday or very consistent with the activity that could have prevented Something Like this from happening. Reporter the president invoked Chuck Schumers name, how can you say this is not a political argument . Look, senator schumer supported the opposing policies, and that is a very basic fact. Margaret . Reporter hes failing to notify the country. He helped implement them long before the gang of 8, and the gang of 8 would have addressed one part of the problem as we talked about before. He may have helped isolate one part of the problem and exacerbated so many other parts of the problem that fall within our immigration system. If you only address one part and not in the totality of it, and introduce a fully and more responsible Immigration Reform like the president proposed, like the president outlined. Youre not addressing the problem, not fixing the problem, youre only making things worse. Margaret . Reporter when youre talking about quicker, greater punishment, is he just talking about better enforcement of laws that currently exist or talking about extra judicial process, and are you looking at doing an executive order that was empowering him . Would you make Something Like that public or consider doing a secret order and very quickly want to ask you, is he serious about tying the obamacare to the tax thing or that seems like its going blow right through that. Very different questions, try to address the first in part of in terms of i believe he was voicing frustration with a lengthy process that often comes with a case like this. So i think that was simply the point he was making. In terms of the mandate were focused on pushing through tax cuts and tax reforms separately. Obviously, weve never made it a secret wed like to repeal and replace obamacare. Wed still like to do that but more likely to do Something Like that in the spring. But when that happens, as the president even said today, have you people that splinter off, go other places. Look, and were meeting them in each of the places as much as possible and continue to do that. Another reason this president wants to Institute Extreme vetting to help keep more people out of the country that want to do us harm. Criterion that you listed for enhanced vetting sounds very much like that for a national id card, a subject that comes up every few years in congress but which has never been acted on. Is the administration in favor of national id card as part of the enhanced veting . Look, weve laid out what principles and priorities are and work with congress on determining the best way to make those specific pieces of legislation, but the things they outlined are what wed like to see and whether or not what form that comes in, whats yet to be determined. Those are the principles wed like to see take place in extreme vetting program. Reporter youre not ruling out a national id card . Right, but im not saying were fully in. Im saying we laid out principles and priorities wed like to see and are important in extreme vetting program. Blake . Its possible one of the things republicans are looking at is drastically lowering the cap for 401 k s. The administration is consistently said that the tax plan has to help the middle class. How old bringing down the cap on 401 k s help the middle class . Look, were continuing to work with the house. Im not going to negotiate as i said, every day this week with the media, im going to get the Economic Team at the white house work with members of the house and senate to put forward the best bill possible. We are making sure that the priorities we laid out including helping the middle class are part of the final piece of legislation. We support where we are in the process right now and were going to continue working with both the house and senate to make sure we get there. Reporter on the tax cut bill, what women want what does the president want that bill to be called . There are reports its the cut, cut, cut act . If its called the cut, cut, great. I think the biggest priority he has is making sure it does what hes laid out or pieces of legislation thats providing tax relief for middle class, making it more fair, making it simple. Those are the things hes mostly focused on. If its called cut, cut, cut and involves massive tax cuts like the president is proposing, it would be fine with the name. Reporter is the fed chair a man or a woman . No, i cannot tell you that, i can echo its not Major Garrett again today. Poor major. Reporter talk about wanting meritbased immigration and crucify the diversityvisa program. Is he aware it does have a meritbased component to it . Look, there may be a component to it, but the fact we have a lottery system that randomly decides who gets the greatest opportunity in the world, one of the best things we have in this country is the fact that everybody wants to be here and give that away randomly to have no vetting system, no way to determine who comes, why theyre here and if they want to contribute to society is a problem. And the president strongly supports making sure the people that come here want to be here for the right reasons and not bring harm to our country.
