As president were believing will outline at white house. Will call for expanded telemedicine access. Will help those in rural communities. Will allow the department of labor to provide grants to displaced workers. It will permit shifting of resources and hiv aids patients so they can receive Substance Abuse as well. This Opioid Crisis, something the president was talking about for years, dating back to the campaign trail. The statistics provide somber look how big of an issue for many communities. According to center for Disease Control, there were 33,000 plus opioid related deaths in 2015. Trish that is 10 in every 100,000 deaths across this country. Speaking with lou dobbs here at the white house, President Trump linked the Opioid Crisis back for a need for a wall across the southern border. Here he is speaking to lou. Opioid is tremendous emergency, what is going on there and ill tell you what, we made a big impact. Still we need the wall. Part of the reason we need the wall for drugs. For drugs . Forget even about people, we need a wall for drugs. Reporter trish, recently as yesterday the president said he would declare a National Emergency. A National Emergency and a Public Health emergency, two different distinctions. The president has been receiving criticism on this day for not taking it to that higher National Emergency status but Senior Administration officials are defending the president on this one by saying this Public Health emergency is what fits in this case. If they need to scale up, it is something that they would consider. Trish . Trish blake, thank you very much. Joining me as we wait for the president right now is dr. Marc siegel from the fox news medical ateam. How serious of an epidemic. I think it is serious epidemic and why epidemic is sear, trish. Those becoming addicts are using prescription drugs that were not even prescribed for them . A doctor writing prescription, someone else ends up using it. Four out of five addicts take heroin, standard the out with prescription drugs. 250 million prescription as year being written by our doctors. That is out of control. Trish why is it so out of control . Is there incentive for these doctors to be writing these prescriptions that they have repeat patients or Drug Companies over incentive . Why are some prescriptions being written in the first place. I will answer that but i still think the ultimate responsibility is the person with the pen. If you write the prescription trish what about the patients themselves, dr. Siegel . Theyre putting demand, im in pain. Please relief my pain. Very hard to turn that down. Doctors have been told for many generations now were undertreating pain. The institute of medicine says there are 100 Million People with chronic pain. But what doctors didnt know that opioids dont work that well. They may not treat underlying problem. It might be a muscle spasm, back spasm other modalities might treat it better. Trish this will fix you, before you know it somebody is addicted . Yes, inmplied by pharmaceutical Companies Put too many of these things out on the market. Yes, pharmacies make it too easy, too easy to prescribe it for too long. The fda is cutting down on a lot of that. The question is why are you in pain . I have to say to a patient, why are you in pain . What is cause of the pain . Figure that out first. Am i right doctor to treating this. Trish, up to half of prescriptions are written by primary care doctors, not even specialists. Trish let me ask you about this. I was disturbed, i saw statistics recently. I hail from the small state of New Hampshire. I think about New Hampshire, some ways, living in new york city feels idyllic. I was shocked to read that New Hampshire has the second worst case of overdoses deaths from opioids after west virginia, and third was kentucky. Why is this such a problem in rural areas . Well, part of that was addressed at the setup here because were not reaching people we need to reach in rural areas and telemedicine may help by the way. You might be able to prescribe alternatives, or you might figure out, instead of giving somebody opioid prescription, look, i cant see you for another three months. Lets keep that going. If i could get access by telemedicine, the Public Health emergency will cover, that may give better access to the patient. That is one thing. The other thing, rural populations tend to have poorer people. This is a huge medicaid problem going on. Trish oh it is a medicaid problem then . Huge. Twice as many opioids are written for medicaid patients as nonmedicaid patients. That is very interesting, dr. Siegel. So the government bears some responsibility in all of this as well . I think so. The government was behind the curve. They took too seriously, i dont want to say too seriously. Pain is serious. Pain is objective. Opioids are not often the proper treatment. It got snowballed. Trish that answers question why it is happening in poor rural communities. It makes sense if doctors writing prescriptions readily and willingly, a large portion of these people are on medicaid, that adds up. Let me ask you this. I spent time, actually did a story on this, a few years be back in portugal. Portugal actually had a very similar problem back around the year 2000. Their dependency on heroin was so extreme, roughly 1 of the population was addicted which is very high number. Were looking almost that in u. S. Right now. That was very high in portugal. They did something pretty revolutionary. They tried everything. Nothing was working. They said, you know what . Well decriminalize all drugs. What happened, it was still criminal, to sell drugs, but if they saw you on the street and you were addicted to heroin, instead of throwing you in jail, they went out and got you treatment, offered you treatment. It was libertarian approach to the drug problem. It actually resulted in tremendous reductions of drug dependency. Portugal is a small country. I dont know if you can do that here. Let me talk about that. In 2001 this law passed. They have seen decreased rate of hiv as the reporter said is connected to this. If you use the drugs intervene newsily youre transmitting hepatitis hiv. I also like that the order will broaden this, so we look at money given to hiv. Maybe now given to opioids. So they decreased hiv in portugal. They led to less Overdose Deaths, but heres the difference between portugal and here. In portugal it is more of analyst it drug trade problem. Here as i just said, were feeding the beast. Were causing it with prescriptions. Now it spreads among the communes. Trish opioids rather than actual heroin. You may progress to heroin but being addicted to opioids is initially bad enough. Yes. I want to emphasize decriminalizing of it to some extent, let me explain. If you throw somebody in jail, allow up to 10 days before they prosecute you, throw somebody in jail, in jail theyre not treating you for opioid addiction. 65 of people in jail these days, have Substance Abuse props, only 10 getting treatment. Not criminalizing or make penalties, treating in rehab is best. Trish drawing attention to this. It is unclear whether it progresses to the stage of a National Emergency. Its a national Health Emergency, that is difference in terms of funding. Creating this attention around the coppic, youre making people aware of innovative solutions. We need to do something. We cant allow it to continue. Trish, agree completely. Health and Human Services will get involved. You, Public Health emergency fund, only has 57,000 in it, right now. So, one thing were going to have to see is allocations for congress. This will have to be followed up with a money trail for it to work. Trish dr. Siegel, thank you very. Turning to two major obama era scandals, all details pouring in. Watchdog group claim dnc and Hillary Clinton campaign broke Campaign Finance law by funding that salacious and unverified, largely discredited trump dossier as become known. They want to know if the if fbi used it to hurt the Trump Campaign. 2010 uranium deal with russian investors. Dont forget we sold 20 of our uranium supply. Clearly strategic resource to the russians. Trish ford, walk me through first of all why this may have been illegal or in violation of Campaign Finance law. In other words, if you look through the documents, the Hillary Clinton campaign, the dnc, basically put it down as Legal Services but in fact it was services from fusion gps and Christopher Steele. They were gathering whatever seedy intelligence, much of which reads like a work of fix to try to take down the president , which may have been instrumental with the fbi wiretapping the Trump Campaign. But lets start first with whether or not what Hillary Clinton did her campaign did, was that in violation of Campaign Finance law . Yes it did. They were shielding from fusion gps. They used law firm as cutout. On the federal election report they were paying the law firm for Legal Services. The law firm was a passthrough to pay fusion gps and Christopher Steele. We have to stop calling this a trump russian dossier. It is political hit job on donald trump. What is incredible, Hillary Clinton has been sanctimoniously lying about this, calling trumps actionses treasonous, lo and behold we find out she is one or her campaign behind the political hit job. Trish that is irony, liz peek. We talk about russian collusion, looks like there was indeed russian collusion. Wasnt with the players democrats wanted us to think . It is extraordinary story that Hillary Clinton was so aggressively pressing inquiries to malicious acts by the russians, but i think the biggest story about the dossier, this filed compiled on trump it, was used, i think apparently to get search warrants and surveillance okays to spy on the Trump Campaign, and even perhaps on the president himself. I think we have known for some time that Obamas Justice department was corrupt, but this really takes it to a new level. This is clearly, not just inappropriate but it is actually kind of frightening to me. Let me build on that, liz, because youre absolutely right. What should concern all americans regardless of Political Party how this information made itself into the Intelligence Community and probably was the primary impetus not only for the russian probe but for wiretaps on Trump Campaign officials and probably transition officials. That should concern everyone because essentially a salacious document is being used to spy on americans. Right. Trish lets back up for a second. There is nothing illegal with Opposition Research. Right. You may say it is immoral. Nobody likes politics. Because other side makes up lies about you. Youre constantly on defense. There is nothing necessarily illegal making up for lies. You could sue for libel, this, that and other but sometimes too late. Liz, i will get back to you in a second, but ford, assuming it legal to have Opposition Research to make up these stories. At what point does it start getting really questionable . Because then, the administration, the obama administration, may have used these sketchy stories, this Opposition Research, to, to wiretap a campaign . I mean that to me, where it just starts getting out in left field . How can they do that . This is one of these things where President Trump essentially calls it, modernage watergate, this and uranium one together. Here is how they can actually do it. If the fbi uses it as the basis, essentially it could be conceivably done but what is troubling here it is unverified. If i were really scared venture to guess how the fbi used it as a wiretap, that Christopher Steele gave it to mi6. Mi6 gave it to intel, and you need lower threshold to get a fisa warrant this is a shell game to target the Trump Campaign. Trish Something Else is going on as well, the news keeps on coming or the hits for Hillary Clinton keep on coming because were getting more information on the uranium one deal, liz. Were now learning the informant is going to be able to testify and which anticipate getting much more information from that informant but as i have said all along, given your business background as well, i dont know how a deal like this happens. I really and truly dont because i know how sensitive crossborder transactions are. When you suddenly have a nation really had not been perceived as being very hospitable, russia, buying interest in Strategic Resources in the United States, i dont know how a deal like that, liz, how that goes through . There are safeguards through such a transaction. It has to be approved by a nine agency group called cfius. But i have to assume trish they are. One of the more important members of the ninemember group. It appears Hillary Clinton greenlighted this transaction even over objections of security personnel who, number one, that putin had targeted acquisition of uranium reserves for strategic purposes, very important to russia. So this wasnt just oneoff casual investment. This is something they were really working on. Trish they were investigating it. The fbi at the time was investigating why it was that Vladmir Putin was trying to grow his influence in the Atomic Energy sector. Thats right. Trish let me give you some names. Part of that sieve cfius committee included Hillary Clinton at state department, Eric Geithner at treasury, eric holder at doj, Janet Napolitano at Homeland Security. Department of Energy Steven chu, the list goes on. But Hillary Clinton, and do we have the sound, guys . We can play the sound actually, no, we dont have it, wmur, this New Hampshire station. She basically tried to say look, it didnt get to my desk. That is what i keep on hearing. We have the quotes. There were nine other agencies that signed off and i wasnt personally involved because that is something wasnt something that the secretary of state did. Were talking about total incompetence. You ought to be looking at a Something Like that or it is total incompetence at play. She is claiming im sticking my head in the sand like an ostrich. When you look around it besides fbi investigations going on, which by the way Robert Mueller was overlooking that investigation. You have frank justrow, trying to sell the company, russians giving her her foundation a lot of money, at the same time bill clinton giving a half Million Dollar speech to russian boehners. When you look at this, whether or not she had her head in the sand she should have known about it. Something smells rotten. Trish one of those things, separation of church and state. Trish go to the president of the United States right now who is about to speak on the Opioid Epidemic. [applause] thank you, thank you for being here today. Thank you for the time and strength it takes for each of you to tell your stories. Were here today because of your courage. The Opioid Epidemic is affected more than two million americans nationwide and sadly the number continues to rise. We lost more than 175 americans to overdoses every day and millions more are struggling with addiction. As many of you know, addiction affects children in many different ways. I have recently taken a larger interest in what i can do to help fight this epidemic. [applause] i have been visiting with people affected by this disease. I want to take a moment now to tell you what i have learned from the men and women on the front lines of this epidemic. Don holman talked to me about his son garrett, who took medication for adhd, he suffered from depression and anxiety. He explained that social media played a part in his sons erratic moods and behaviors. Garrett started to buy synthetic opioids on line and selfmedicated for his depression, passing away from an overdose just eight days before his 21st birthday. Don holman taught me the stigma of drug addiction must be normalized, talking about it is the only way to do that. Coach david mcgee talked about his friend, who become addicted after his pain medication were prescribed for sports injury. His friend died from an overdose, and through his tragic loss coach mckee taught me how important it is to educate kids, athletes, parents, because his friend was not weakminded. In fact, like so many of our kids today, he was competitive and strong willed. Sabra collier, in 10th year of recovery, help meed learn that drug ad dibs is a effective disease but with support and medical intervention a person can go on to lead a healthy and happy life. Were so proud of what you overcome and pray for you as you continue on this journey. Where are you, sabra . Hello. [applause] i had honor of visiting little is place. Thank you also to members of congress, my cabinet, governors, members of congress, state, local leaders. Firstresponders and Health Care Professionals gathered here today. We have some truly incredible people in this room, that i can tell you. Most importantly, we acknowledge the families present who have lost a cherished loved one. As you all know from personal experience, family, communities, citizens, across our country are currently dealing with the worst drug crisis in american history. And even, if you really think about it, world history. This is all throughout the world. The fact is, this is a worldwide problem. This crisis of drug use, addiction and Overdose Deaths in many years, it just has been so long in the making, addressing it will require all of our effort, and it will require us to confront the crisis in all of its very real complexity. Last year we lost at least 64,000 americans to overdoses. That is 175 lost american lives per day. Thats seven lost lives per hour in our country. Drug overdoses, are now the leading cause of unintentional death in the United States by far. More people are dying from drug overdoses today than from gun homicides and Motor Vehicles combined. Think of it. Motor vehicle vehicle crashes, gun homicides, more people by far, from drug overdoses. These overdoses are driven by massive increase in addiction to prescription painkillers, heroin and other opioids. Last year almost one million americans used heroin and more than 11 million abuseed prescription opioids. The United States is by far Largest Consumer of these drugs, using more opioid pills per person than any country by far in the year. Opioid deaths have quadrupled since 1999. And now account for the majority of fatal drug overdoses. Who would have thought. No part of our society, not young or old, rich or poor, urban or rural, has been spared this plague of drug addiction. This horrible, horrible, situation that has taken place with opioids. In west virginia, a truly great state, great people, there is a hospital nursery where one in every five babies spends its first days in agony, because these precious babies were exposed to opioids or other drugs in the womb, they endure nausea, pain, anxiety, sleeplessness, trouble eating, just same as adults undergoing detox. Some of these children will likely lose one or both of their parents to drug addiction and overdose. They were joining the growing ranks of americas opioid orphans. Such beautiful, beautiful babies. Beyond the shocking death toll, the terrible measure of the Opioid Crisis includes families ripped apart. For many communities, a generation of lost potential and opportunity. This epidemic is a national Health Emergency. Unlike many of us, we have seen and what weve seen in our lifetimes, nobody has seen anything like whats going on now. As americans, we can not allow this to continue. It is time to liberate our communities from this scourge of drug addiction. Never been this way. We can be the generation that ends the Opioid Epidemic. We can do it. [applause] we can do it. [applause] that is why effective today, my administration is officially declaring the Opioid Crisis national Public Health emergency unfederal law, and why i am directing all executive agencies to use every appropriate Emergency Authority to fight the Opioid Crisis. This marks a critical step in confronting the extraordinary challenge that we face. As part of this Emergency Response we will announce a new policy to overcome a restrictive 1970 rule, that prevents states from providing care at certain Treatment Facilities with more than 16 beds for those suffering from drug addiction. [applause] a number of states have reached out to us, asking for relief and you should expect to see approvals that bill unlock treatment for people in need and those approvals will come very, very fast, not like in the past. Very, very quickly. Ending the epidemic will require mobilization of government, local communities and private organizations. It will require the resolve of our entire country. The scale of this crisis of addiction is why soon after coming into office, i convened a president ial commission, headed by governor chris christie, that has consulted with experts across america to listen to learn, and report back on potential solutions. We await the final report, which will come in next week, and i know some of the, some of the report has already been seen because i want to see it as quickly as possible. And some of the things that they are recommending are common sense, but very, very important. They will have a tremendous impact, believe me. Tremendous impact. Today i will detail many of these aggressive steps with moye administration, which, weve already taken. After we review and evaluate the commissions findings, i will quickly move to implement approximate and appropriate recommendations but i want the American People to know the federal government is aggressively fighting the Opioid Epidemic on all fronts. Were working with doctors and medical professionals to implement best practices for safe opioid prescribing and we will do something very, very, special. We are requiring federallyemployed prescribers to receive finally, special training. The centers for Disease Control and prevention has launched a Prescription Awareness Campaign to put faces on the danger of opioid abuse. I want to acknowledge cvs caremark for announcing last month, that it will limit certain firsttime opioid prescriptions to seven day supplies, among other important reforms. I encourage other companies to do their part to help, to stop this epidemic. [applause] the fda is now requiring Drug Companies that manufacture prescription opioids to provide more training to prescribers and to help prevent abuse and at diction. It has requested that one especially highrisk opioid be withdrawn from the market immediately. We are requiring that a specific opioid which is truly evil, be taken off the market immediately. Of the. [applause] the u. S. Postal service and the department of Homeland Security are strengthening the inspection of packages coming into our country to hold pack the flood of fentanyl, a synthetic opioid manufactured in china, 50 times stronger than heroin n two weeks i will be in china with president xi, i will mention this as a top priority. [applause] and he will do something about it. I am also pleased to report that for the first time, the department of justice has indicated Major Chinese drug traffickers, and they have, really put very, very clamps on them, they have indicted them. The drug traffickers, for distributing fentanyl into the United States, so, jeff, thank you very much. Good job. Good job. [applause] and they have been indicted and well not forget about them, believe me. They are doing tremendous harm to our country. The Justice Department is valiantly pursuing those that prescribe opioids both in our communities and on the internet and i will be looking at the potential for the federal government bringing major lawsuits against bad actors, and what theyre doing to our people is unheard of. We will bring major lawsuits against people and companies hurting our people. That will start taking place real soon. [applause] were also supporting firstresponders around medical professionals access to the tools they need to prevent deaths through lifesaving overdose medications. At my direction, the National Institute of health, headed up by francis collins, has taken the first steps of an ambitious Public Private partnership with pharmaceutical companies to develop nonaddicting painkillers and new treatments for addiction and overdose. So important. [applause] i will be pushing the concept of nonaddictive painkillers very, very hard. We have to come up with that solution. We give away billions and billions of dollars a year and were going to spend lots of money on coming up with a nonaddictive solution. We will be asking dr. Collins and the nih for substantial resources in the fight against drug addiction. One of the things that our administration will be doing is a Massive Advertising Campaign to get people, especially children, not to want to take drug notice first place, because, they will see the devastation and the ruin aig it causes to peoples lives. Watch what happens when we do our jobs, how the number of drug users and the addicted will start to tumble downward over a period of years. It will be a beautiful thing to see. I learned myself, i had a brother fred, great guy, best looking guy, best personality, much better than mine. He had a problem. He had a problem with alcohol. And he would tell me, dont drink. Dont drink. He was substantially older and i listened to him and i respected, but he would constantly tell me dont drink. He would also add, dont smoke. He would say it over and over and over again. And to this day i never had a dripping and i have no longing for it. I have no interest in it, to this day. I never had a cigarette. Dont worry, those are only two of my good things. I dont want to tell you about the bad things. There are plenty of bad things too but he really helped me. I had somebody that guided me and he had a very, very tough life because of alcohol, believe me. Very, very tough, tough life. He was a strong guy but it was a tough, tough thing that he was going through, but i learned because of fred, i learned, and that is what i think is so important. This was an idea that i had, where if we can teach young people not to take drugs, just not to take them, when i see friends of mine having difficulty with not having that drink at dinner, literally im impossible for them to stop, i say to myself, i cant even understand it. Why would that be difficult . But we understand why it is difficult the fact is if we can teach young people and people generally not to start, it is really, really easy not to take them i think that is the most important thing. Really tough. Really big. Really great advertising. So we get to people before they start. So they dont have to go through the problems of what people are going through. [applause] thank you. We are already distributing nearly one billion dollars in grants for addiction prevention and treatment and over 50 million to support Law Enforcement programs that assist those facing prison and facing addiction. We have also launched an 81 Million Partnership to Research Better Pain Management techniques for our incredible veterans. And soon [applause] and by the way, secretary shulkin is here. You have done an incredible job for our veterans, in a very short period of time. [applause] and soon hhs will launch a task force to develop an update best practices for Pain Management across the federal government. I am urging all americans to help fight this Opioid Epidemic, and the broader issue of drug addiction, by participating in the National Prescription drug take back day this saturday. When you can safely turn in these dangerous and horrible drugs, for disposal, that will be a wonderful, wonderful period of time for you. All of these actions are important parts of my administrations larger effort to confront the drug addiction crisis in america and confront it head on, straight on and strong. Were going to do it. Were going to do it. For too long we have allowed drugs to ravage american homes, cities and towns. We owe it to our children and to our country to do everything in our power to address this National Shame and this human tragedy. We must stop the flow of all types of Illegal Drugs into our communities. [applause] for too long dangerous criminal cartels have been allowed to infiltrate and spread throughout our nation. And astonishing 90 of the heroin in america comes from south of the border where we will be building a wall, which will greatly help in this problem. [applause] it will have a great impact. My administration is dedicated to enforcing our immigration laws, defending our maritime security, and securing and securing our borders. We also have to work with other countries to stop these drugs where we originate. We have no choice. We have to work with others. We have to get together because they have similar problems to what we have. Some countries have bigger problems than we have. Whether the country is china. Whether its a country in latin america, it makes no difference. Well be working with all of them. Were taking the fight directly to the criminals in places that theyre producing this poison. Here in america, we are once again enforcing the law, breaking up gangs and distribution networks, and arresting criminals who peddle dangerous drugs to our youth. In addition, we understand the need to confront reality, right smack in the face, that millions of our fellow citizens are already addicted. That is the reality. We want them to get help they need. We have no choice but to help these people that are hooked and are suffering. So they can recover and rebuild their lives with their families. Were committed to pursuing innovative approaches, that have been proven to work, like, drug courts. Our evidents will be based on sound metrics, and guided by evidence and guided by results. This includes making Addiction Treatment available to those in prison, and to help them eventually Reenter Society as productive, and lawabiding citizens. Finally, we must adopt the most common sense solution of all, to prevent our citizens from becoming addicted to drugs in the first place. [applause] we must and are focusing so much of our efforts on drug demand reduction. We must confront the culture of drug abuse head on, to reduce the demand for dangerous narcotics. Every person who buys i illicit drugs here in america should know they are risking their futures, their families, even their lives. Every american should know if they purchase Illegal Drugs, they are helping to finance some of the most violent, cruel and ruthless organizations anywhere in the world. Illegal drug use is not a victimless crime. There is nothing admirable, positive, or socially desirable about it. There is nothing desirable about drugs. Theyre bad. We want the next generation of Young Americans to know, the blessings of a drugfree life. In this enormous struggle against drug addiction and Opioid Epidemic, it is really is that, an epidemic, our greatest hope is the same as it always has been, through every trial america has encountered throughout our history, the spirit of our people be and the strength of our character, we win. Each of us has a responsibility to this effort. We have a total responsibility to ourselves, to our family, to our country, including those who are struggling with this addiction. Each of us is responsible to look out for our loved ones, our communities, our children, our neighbors, and our own health. Almost every american has witnessed horrors of addiction, whether through their own struggle, or through the struggle of a friend, a coworker, a neighbor, or frankly a family member. Our current addiction crisis, especially epidemic of opioid deaths, will get worse before it gets better, but get better it will. It will take many years and decades to stop this scourge in our society but we must be ernestly to combat this national Health Emergency. Im calling on every american to join the ranks of Guardian Angels like the chief and the swoffords, to help lift up the people of our great nation. I went over there and did a story, because they had a big problem with heroin epidemic in portugal and one of the big things that came out of that campaign, that education campaign, kids were afraid of this stuff. I talked to a lot of kids there. Granted portugal has issues with alcohol, the young kids there had no interest, teenagers, no interest in this, any kind of illicit drugs because they knew what it did to their parents generation. How powerful was Nancy Reagans campaign, how powerful could Donald Trumps campaign be in terms of fighting this epidemic . I think it can be very effective, trish. This was highly ridiculed. This one will be too. But a great use of the bully pulpit. I couldnt help but think how donald trump is going down his list of promises one by one, checking them off. Here we are, this is a big one. Nancy reagan, we would have an event in the east room. We brought in candy light, mothers against drunk drivers. Until the alcohol lobby pushed it out of way. Nancy reagan highly ridiculed, but very effective. Very fashionable, hollywood personality, first lady, admired by many. Now the president is using his bully pulpit and melania. Good for them, youre right this is the way to go. Get it started. Trish it was a very good speech. Credit where credit is due and it is high time we Pay Attention to the issue. I dont know, i cant imagine people would be so crude as to ridicule him for this, as they did nancy reagan, because when you look at the challenges, doug, we now face as a nation, when you look, he rattled off statistics in the beginning, the idea that opioids are killing more people than homicides and traffic accidents combined, these are startling numbers. It has to change socially. I saw both. I was working for george h. W. Bush, who was the Vice President. During that time, one of his press secretaries, pete teely, became ambassador from canada, resigned from the Vice President s office so he could personally write a book, about carlos, the drug dealer who took a whole island in the bahamas, struggling drugs into the United States. They went after, george h. W. Bushs tactic, they could stop this militarily. They ended up as president , invading panama. They tried things. They learned you can fight it, cant stop it, you can kill is khobar, the drugs will keep coming. This is the right approach. You have to do both but certainly something that has to be done.
