Trish, we dont know, because we havent heard from police in 45 hours. It is day five and police are still processing the crime scene. We have new video from above that shows festival grounds. Peoples items and belongings are scattered, random, bullets rained down from the 32nd floor from the mandalay bay hotel. Police trying to figure out why Stephen Paddock gunned down hundreds from his hotel window, we have not heard a briefing from police in almost two days. Thats a problem, because the Clark County Sheriff himself says he doubts paddock committed the mass murder all on his own. He says paddock had to have help at some point. Police are looking for people that may have known about paddocks plans or may have helped him along the way. New details leaking out from the fbi sickhour interview with the gunmans girlfriend, marilou danley. She said he would lie awake at night, moaning and screaming, oh, my god, over and over. She was concerned about his mental stability. A california Real Estate Broker that worked with paddock to buy rental properties. He did not like human contact and would hire people to deal with tenants for him. He liked playing video poker. He didnt like to interact with other gam brothers that way. The shooter was scouting other places to target. Two of those places we now know, boston and chicago. We have information he was on possible sights looking at boston. Nothing to indicate he made it here or ever stepped foot in boston. All we know, he might have visited sites where he was looking in area of fenway park. This could potentially been our city but thank god it wasnt. I have full faith and confidence in the work the Police Department does. Reporter the police, former bpd police commissioner, trish, tells fox news, that paddock was quote, doing his homework. He was looking at hotels over looking kenmoore square where crowds swarm after leaving fenway park where the red sox play. Trish thank you, Hillary Vaughn. We have fox news contributor, former lapd detective mark fuhrman. Good to see you, mark. What do you make of this . Thank you. I have been listening to the search for a motive. Everybody should understand the detectives working at initial, center of this scene where the suspect was actually, where he actually took his own life, and all of the assault took place, the homicide detectives are working there, theyre working out from there. Now the motive is one thing in a homicide, if there is a prosecution that you really never have to approach. It is just who did what, when, where, how. So, the motive is something we all want to know, but, sometimes the motive is really never understood. I mean, most homicides it is a senseless act. Trish i think we in horrible situations like this, and, you do see something, right . There is some indication in the persons past that they had a lack of stability. Maybe were getting that in some ways. Were learning that he didnt like the government. He didnt like taxes. He didnt like people. He was suffering from person kinds of anxiety, so much so that he needed prescription medicine. His girlfriend said he would moan at night, screaming out oh, my god. These are pieces coming forward. It is not so clean cut. He didnt leave some kind of a suicide note. Were all grasping for a motive here. This is important they try to piece something together. The public really wants to know. Well i think they do. And the, the description of what, of mr. Paddock that you actually laid out could probably apply to 10, 15, 20 of the public living in metropolitan areas. So i mean that is not enough. But, look at the motive in so much as the crime scene. The suspect took 12 bump fire stocks and put them on 12 assault rifles, and most probably either did or intended to use all 12 rifles in the assault instead of reloading magazines. Is there a statement there . I think there is. If there was an intended or unintended consequence of his act, it was certainly that the bump fire stocks are going to be legislated out of existence, and the gun control debate is open, hot and alive with a lot of republicans actually putting their foot in the fire. Trish i think this is actually pretty remarkable, mark, because, it happened, the news broke right here on the Intelligence Report this time yesterday, that the nra wanted to see regulation, was open to this discussion. The white house indicated it is open to a discussion about gun control. I hesitated to talk about gun control, especially in the first and second day of this attack, just because emotions are so raw. It doesnt feel like the right time or place to do so, but, you know, were at the end of the week now. We have seen the nra say theyre opening to this discussion. Weve seen the white house say theyre open to this discussion. Might we see, perhaps the most meaningful changes in the gun industry in decades . Lets be honest, the bump stock device is actually, there is really actually no useful purpose for it except for laying down a lot of rounds quickly, which could be entertainment. In this case it was a mass homicide. So thats not hard to ledge late away. I think you would be hardpressed to any gun owner that would actually defend that. But if you try to move it into the possession of firearms, i think this is where the divisions is going to start again and this isnt about a firearm committing a crime. This is about a man committing a crime. If he left a manifesto, we dont, we dont listen, read or follow the directions of mad men that leave manifestos. Look at the unabomber. We did nothing with his manifesto except to grab him and prosecute him. The manifesto meaning means nothing. If we conclude something from his act, it is our thought, he quite possibly living through his motive of his act by our conclusions from the crime scene. It sounds a little complicated. If we tells us we wouldnt do it. If we conclude it, we might. From a National Security standpoint people want to rule certain things out, islamic terrorism is one of them. Isis tried to claim this attack. So, i think, for a whole variety of reasons National Security, everyones peace of mind, as country struggles with all of this, everybody is acting why did this happen, could it have been prevented. I say people taking this one in stride. They know in part because the hurricane factor toed into it. 33,000 were lost after states had businesses close in florida and texas, two vital states in our economy. The economy remains strong despite the hurricane damage, the dow, nasdaq, s p, hitting new alltime highs nearly every day this week. Is there anything that can delay this bull market . Joining me now newly confirmed Economic Council chair kevin hassett. Congratulations on the new job. Thanks a lot. Trish walk me through the numbers. People say, my gosh, we lost 33,000 jobs, that is a really big deal but do they need to take the numbers with a little grain of salt . Absolutely. Weve been following Natural Disasters for a long time, of course our hearts go out to all the people affected by the hurricane. Its a human story, not as much as a jobs story. This Natural Disaster is the worst one in 21 years for jobs. You have to go back, you remember the great blizzard of 96, four foot of snow from virginia to boston . That one was worst for jobs. You have to go back there to see hurricane affect this big of a jobs number. Our estimate, 200,000 jobs were taken off the number because of the hurricane. Trish wow, it could have been a whole lot better. Sure. Trish we saw economists ratchet down expectations as a result of the hurricane. They thought it would be better. 4. 2 unemployment, though. A lot of americans might look at that, hey, 4. 2 unemployment but was that affected by the hurricane . Ail little bit. That is great question as always, trish. But the payroll survey, they call up employers how many people did you paypay last week . A lot of restaurants closed especially the survey week. Restaurant employment went down for 110,000 workers. The employer said they were closed and we didnt pay them. With the household survey, say, did you have a job . They would say yes, but didnt get paid because the restaurant was closed. That is the best measure this month to smooth through the ups and downs. Trish talk to me about the labor force participation. This has been a frustrating number. Under this administration weve seen some improvement in it over all, but you want to see as many people, possible, right, getting back to work, wanting to go back to work. Sure. Trish do you anticipate that starts to change . Are we dealing with real structural shifts in our economy, include some retirees choosing not to be in the workforce . As you know, you talk about a lot, there are some factors affecting this, opioid abuse and people discouraged because of the great recession. They couldnt find a job. They gave up. There are good news is, pockets of country are so hot, people are being drawn back into the labor force. Look at colorado, half an unemployed person for every job listing right now. A lot of people been separated from society a little bit, are getting optimistic again coming back in. Make no mistake, we got to have a better economy than we had, we inherited from president obama. We need to give this optimism some hope to continue by passing the president s policies. If which get tax reform, for example, passed this year, that will give us a big chance to make this recovery. Trish that is interesting point. I talk to a lot of analysts on this program, many who have been predicting earlier in the year, dow 23,000, in part because of optimism you talk about. Were quite close to that right now, kevin. If you get tax cuts that is cherry on top. Who knows, we could really start to see some of the prosperity be unleashed. Thats right. Trish in terms of fundamentals right now, you talked about something i think is very important, thats optimism. Are we starting to see a shift in terms of how businesses, both large and small are thinking . Darn it. We lost him. I think we are starting to see a shift. Kevin, are you still there . I still am. I can hear you. Can you hear me . Trish yes. Terms of a shift of business openers thinking about the economy and about the future. Optimism is about as good as i have ever seen. In part related to all the deregulation that President Trump and team have accomplished. People are looking ahead to tax reform. Theyre disappointed we dont pass it that will be i think a real negative for growth. Trish they want it. They expect it. They need it. Right. So, you know, weve been moving along, chugging along. I made a point, kevin last eight years, we got nothing from washington, really, truly nothing. The fed is only game in town. I disagree, i was going to say i disagree. Not that we got nothing from washington. We got way too much. Look how many new regulations that president obama gave us, it really squashed the economy. President trump almost slowed those to a crawl. That means businesses are optimistic again. It is not hard to connect the dots. Trish i meant it differently, got nothing in the way something would be positive for the economy. Nothing would have been better, all im saying. But saw the fed have to step in, kevin, and really push aggressively to move this economy along to prevent it from dipping into recession. Now the fed tells us it is kind of out of the picture. It is unwinding the Balance Sheet there, so we need washington, we need tax cuts. We need something to come forward. How do you think the fed unwinding is going to go . First i think youre right. We need good washington, not bad washington. That is why President Trump is here. As for the fed, we respect independence for the fed. Have all respect for digs makers there. Were keeping our companies and the companies are coming back in. Perhaps more importantly were making our workers happy. They love to work. I want to thank everybody for being here. President and your administration for taking on 300,000 regulations making it easier for to us do our jobs, to make us more competitive. And [inaudible] that is really great. You bring up a very good point. We cut regulations more than any administration. There is, nobody is even close. And were talking about in 10 months weve cut more regulations than any president , any administration. We have a long way to go. Were cutting down so highways dont take 20 years to build and other things dont take decade and decade. Then find out in many cases after going through the process they cant build it anyway. We cut regulations more than ever been cut before. We are continuing. At the same time, i like regulation. Its fine. We want clean air. We want Crystal Clear water. What we want also, we want safety. But there is a point at which, we have to take care of our country. We have to take care of our workers and our companies. So were very honored. That is a great point you bring up with regulations. According to a recent survey with nam, 2 3 of manufacturers feel this tax reform will hire more people, hire more people, and more equipment and machinery in our factories. We just released our Quarterly Survey that we conduct of 14,000 of our members across the country. This is the Third Quarter where weve seen record optimism by manufacturers. So, the three quarter average is highest of 90 in the entire 20 year history of your say. Mr. President , that is because manufacturers are saying they believe tax reform, regulatory relief, Infrastructure Investment are keys to making sure that the Manufacturing Sector is growing and strong, and insuring our exceptional america. Trish did you hear that . The reporter asking, what did you mean, mr. President , by the calm before the storm . The president said, you will find out. He also declared, National Manufacturing day, talked a lot about the optimism were seeing in the Manufacturing Center of this country, and important part of jobs coming back here, because we have seen, really for decades now so many jobs go overseas. There are some reasons, right, whether taxes, cheaper labor, et cetera. Or even lack of optimism. Lack of thinking about how this country is going to move forward. Well, that may be starting to change. That is a big deal for this economy and its a big deal for the Manufacturing Center. Back to the cryptic comments, here with his take, fox news strategic analyst, author of a brand new book, Lieutenant Colonel ralph peters. Good to see you, sir, what do you think he means, calm before the storm and saying well, you will find out . If confusing your enemy is a virtue, it often is, president is virtuous man. I think it is important to recognize and remember, media overreaction to tweets and comments is absurd. The president is a man of impulse, sometimes captive to his enthusiasms and he adlibs. He may have been sending a conscious message to north korea. Or he may have been excited because he likes being around generals. He was clearly in a good mood. When he is in a good mood, he talks, he speaks out. So i think, it is one of those times when it is important to just keep things in balance. Wait and see what actually happens. Trish i would only counter that by a lot of people who know the president well say he is quite deliberate what he says and quite specifically and write as lot of this stuff himself or thinks through it, at least mentally what he wants to say. A lot of this is, directly coming from him and it is actually prethought out, parts of it adlibbed but he knows where he is going. If he does know where he is going, he may, to your point, trying to do something quite deliberately to needle kim jongun . I think that is certainly true. But i think also the president , there is a prescripted president. There is a thoughtful, calculating president. But there is an adlibbing president. Even, what we just word with the manufacturers, where he was reading a prepared statement, he still adlibs in the middle. Trish he is doubling down on something, right . Because it came up the other day. He said the calm before the storm. Said it again. Youll find out. So doesnt retreat. He says something, he doesnt take it back. Im not making light of this at all. Im just saying that, look, trish, you know, and i both know very well, if the president stopped talking and stopped tweeting media reaction would be, he is hiding, what is he hiding . He cant win. Trish a lot of people in the base like the fact that he is tweeting because they feel its a direct connection that they have to the president. Sure. Trish he feels like its a direct connection to them. That aside, iran, as well. Were talking about destroying that deal. Do you think that will happen . If so, is that a good thing . The president appears to be trying to split the difference by decertifying but not totally abrogating walking away from the nuke deal. By doing that, he is trying to please two parties. On the one side, he has got people who know what a rotten deal this is, and want us to just turn our backs. Trish are you in the camp . Im in the other camp. Let me explain the other camp. The other camp is jim mattis, general dunford, Rex Tillerson, who know what a rotten deal it is, but calculate Strategic Effects from simply walking away right now, makes us the guy in the black hat. That diplomatic and strack strategic costs they want to respond asymetricly to iran in the middle east, to push iran, that iran is the party that breaks the deal. I think that is strategic judo. That is the smart way to do it. He is trying to please both sides. Sometimes that is dangerous. In this case i think exactly right approach. Trish some encouraging words from the colonel. I like to be encouraging sometimes. Trish Republican Leaders meeting with a group of concerned republican lawmakers who are not as all happy with the partys tax plan which would repeal the deduction of state and local taxes. Right now in a lot of hightaxed states you get to reduce the amount of federal taxes you pay however much youre paying locally. Places like new york, new jersey, california. Notice theyre all blue. We have details next. If youd have told me three years ago. That wed be downloading in seconds, what used to take. Minutes. That guests would compliment our wifi. That we could video conference. And do it like that. snaps if youd have told me that i could afford. A gigspeed. A gigspeed network. Its like 20 times faster than what most people have. Id of said. Id of said youre dreaming. Dreaming definitely dreaming. Then again, dreaming is how i got this far. Now more businesses in more places can afford to dream gig. Comcast, building americas largest gigspeed network. Trish today congressional leaders meet with republicans from lawmakers from new york, new jersey, california. The elimination of the local and state income tax deductions. Lets go to our very own adam shapiro standing by with the latest for us. Adam, how is it looking . Reporter this is big issue, trish. A lot of republicans from high taxed states like new york and california are opposed to it. You tax roughly a third of taxpayers, remove a deduction for places like georgia. This isnt just going to hit hightaxed states, but taxpayers across the board ha itemize tear taxes. Democrats say, why should states like new york and california, subsidize states like alabama, which dont pay as much to the federal government, essentially allow them to keep their taxes lower because theyre getting federal dollars . Well leave that to the politicians to argue. Here is what gary cohn, you know we have video of him saying the key to tax reform, make sure there is a middle class tax break. That is not negotiable for the trump administration. Of course bringing down the corporate taxes. President trump said that tax reform is key, and were going to get it. Once we pass our historic tax reform plan, and were not only having reform but were having the largest tax cuts in the history of our country. [cheering] does anybody in room mind getting a massive tax cut . No. Does anybody object to paying less taxes . No reporter what is interesting here, trish, that the republicans, people like peter king from new york, theyre not happy with whats happening with the proposal to totally repeal the deduction for state and local taxes. Just to point out by the way, this reared its head in 1986 originally as part of that tax reform under president reagan. You know who proposed it . The democrats who proposed it, people like rostenkowski from illinois, a hightaxed state. Back to you. Trish thank you so much, adam. Part of the issue here effectively you have a lot of these higher taxed states like i mentioned in new york, that kind of get subsidized by the federal government or at least new york is not paying its share to the federal government because taxpayers here get to deduct it. How is that right and where is this going . Joining me, he had connor and Kingsview Asset Management cio, scott martin. Good to see you, guys. Ed, you live in new york or new jersey. I live in new york. Trish you live in new york. This i guess will not be great for you or any high income earners or middle income earners in new york because means they will still have to pay the sit tax, the state tax and their federal tax. A bigger tax bill. Trish yes. But you still like the idea of it . All Things Considered it is good for america. Why should a taxpayer in new york pay less to the federal government than a taxpayer in ohio . That doesnt make asense. It is true new york subsidizes rest of the country, we pay more than we receive in benefits, do the citizens of new york get that right or the americans get that right . Trish federal government says tax rate is 35 . Then it is 35. Trish you know, if new york wants to tack on an extra 9 for the state of new york and another 4 for the city of new york, well as Warren Buffett likes to say, when the tide goes out you can see who is swimming naked, because, scott martin, everybody will figure out pretty fast which are better states to live in for tax purposes. Thats fair to say, trish. I do like to swim but only with my trunks on. Lets put that out there. I disagree with ed though, at least when the lights are on, at least when the sun is up. I disagree with, ed, the example with the ohio people, people in ohio pay less than folks in new york or new jersey or california, or hello, illinois. That is the other issue. Trish whoa, whoa, whoa, whoa. They dont from a percentage basis though. You can say okay, people in ohio are not make as much money. Not making as much in ohio, guess what you still have to pay whatever percentage to the federal government. How is it that in new york, we can say oh because youre making more we divvy it up, and you dont have to pay 35 to the federal government, scott . I agree. Also though, trish, look at some states were talking about, are also some of the states with the worst Credit Ratings in the united states. They have the worst state deficit budgets. Those are states that hurting their taxpayers. Wait, i thought you said you disagreed . You didnt think it was fair it isnt, what is happening, goes to show you at the local and state level the states are abusing their taxpayers. Trish yes. When you look at, budget issues with respect to illinois alone, theyre raising taxes locally because they cant meet their state budget projections. Federal government cutting tax rates on highend, that is a good move. Trish i get what youre saying. Essentially states need to be smarter their tax policy, be not burdensome to the taxpayers, ed. You look at place like connecticut, right . Perfect example, ge moved. Yes. Trish they moved to massachusetts. Their ahead quarters, you know what, connecticut jacked up the tax rate. You cant do that or there will be consequence. I dont like idea of increasing taxes on most Successful Americans which what this does. A lot of them live in new york, california, places like that but its a mistake to subsidize state spending like states like new york and california, which spend enormous amount of money, get subsidized by federal government get encouraged to spend more, if you dont spend more you basically get taxed trish honestly bizarre anyone agreed in the first place. It is bad economic policy. Trish if you pay federal taxes you should pay federal taxes. If you pay state taxes, pay state taxes. The idea you get to write off some of your federal tax bill because your state cant manage its money well, it encourages that state, scott, to be irresponsible what it does with its money because it keeps coming in. It does. And you know, it costs the state business in the end. You guys mentioned ge there. Illinois is starting to lose businesses to wisconsin. Look at foxconn deal. You think it is any coincidence that theyre about 30 miles north of the border in wisconsin versus in illinois with the deal that got done there . No. Because companies dont want to come to the states that are high burdensome, as you said, trish. The problem though, not everybodys case. Not everybody is ge or foxconn can choose where they want to operate. Im a Small Business owner. Im feeling oppression of state of illinois. I can move my business. I thought about it. A lot of folks i work with that cant. Theyre unfortunately stuck in the states where tax rates are oppressively high. Trish states ned to do a better job. Federal government needs to do a better job. I grew up in small place like new hampshire, there is no state income tax, no sales tax, the motto whatever government has, the government will spend. I dont care if youre democrat or republican you took the tax pledge if you run for governor. Promise not to raise taxes. It is true, what government has, government spend. Keep them on a short leash.
