After, of course, bringing recordbreaking storm surgeries and flooding felt hurricane across the state of florida, devastating much of that state after making landfall as a category four storm. White house chief of staff, chief strategist, rather, steve bannon making deadlines, doubling down on his agenda the First Television interview since leaving the white house. First, to north korea. As we await that un vote, i want to bring in frank, the president for the center of Security Policy and former assistant secretary of the defense. Frank, a lot of people saying the stock market rally in part because we didnt get the gift of a test from north korea over the weekend. Tell us how important this vote is because the audience should understand, this is a water downed version of what the United States wanted. They wanted much harsher sanctions and actions against north korea. Well, charles, first, let me say welcome back. We missed you. Frankly, on the vote, i think whats happening now is so deeply discounted, so use a wall street term by the North Koreans as to have essentially no effect at all on their behavior as to whether the market is responding to a test or lack of tests. I leave to you that youre a savant in these things. But likely, where this is headed is very bad for not only our economic interest but our National Security interests. The North Koreans are putting in place the capability to inflict immense damage on this country. I think they already have the capacity to do something that kim jongun threatened last week, namely an electromagnetic pulse attack against this country. That could destroy our electric grid. It could really end america as we know it, possibly with a single detonation up in space. This is the sort of thing that i believe were going to have to address in a number of different ways, and were past due in getting to it. Charles okay. So heres the thing. The United States said lets blacklist kim jongun. Lets completely blacklist the american animal, they wont be able to fly anywhere in the world. Cut off all crude oil supplies instead. A completely watered down version of that. Why doesnt russia and china and other parts of the world see what youre saying right now that were some sort of collision course thats going to be ugly for all of mankind. Not just the United States. Im sorry to say that the reason is that the russians and most, especially, the chinese find it expedient to have the North Koreans acting badly against the United States. A country that both of them are, frankly, hostile to. They dont think of this as their problem. They dont think of it as something they need to help us with in solving. And as a result, at the un, among other places, you see them working to undermine this resolution, insisting on changing that will make it far less impactful on the North Koreans. And, again, i think that the hope that the chinese will save our bacon on this, they could, for sure, but theres no evidence that they will. Charles frank, i want to bring you back later because we expect that un vote some time this hour. I want to get your assessment of that and also ask you the hard question, ultimately, will this come down to some sort of military confrontation . Thanks a lot. Well bring you back later on. But for now, i want to switch gears back to Hurricane Irma because the result of the storm is devastating. The mayor of ft. Lauderdale, florida. Mayor, i know youve had a long weekend and a long day. It certainly has been. But i tell you what, breathing a sigh of relief. We took a big hit, but it wasnt as bad as we initially anticipated and expected. What was the difference . Was it just the impact . Or was it preparation or a combination of both . Well, i think it was a combination of both. The preparation was fantastic from our First Responders to our Emergency Operations to our public works staff, utilities, everybody was well prepared. We had plenty of notice, so i think from a preparations standpoint, we certainly heart in the city, if you will say that. But secondly, i think the fact that we didnt have that storm surge that weve been talking about week. That particular storm surge in ft. Lauderdale, you know, could have been six, seven, eight feet. But because of the way the storm turned, we had very minimal storm surge, and we actually feel a little better today. In fact, i watched your wall street review, and i feel like wall street today. We had a big boost here because things were not as bad as they could have been. Charles speaking of which, after a couple of days, the media will probably have their attention diverted. But ft. Lauderdale will still be in the cleanup phase. Talk to us about that. How do you see the cleanup going . How do you see restoring your city back to the growth that it enjoyed . Because often, these storms can derail cities for a long period of time. Well, we started last night. The minute the winds got below 40 miles per hour, we had our First Responders out there. Like i said, our police and firefighters. God bless them. Of all days to be doing this on 9 11, today, we honor them. But they were out there immediately last night the minute the winds got below 45. And then this morning at 5 00 a. M. , we had all of our other crews out there. Utilities, puck works, and our Barrier Island was essentially shut down because of sand, debris, downed power lines, but we really got everything in order. And all day, these guys have been working their tail off and really getting the job done. And we feel like were going to be open by business by the end of the week. Were fairly confident. Were opening city hall tomorrow. That was the total surprise last night. People didnt think we were going to do it. But we announced city hall is open tomorrow and the rest of our city employees, all 2,500 strong are up and running and back at work. Charles lets talk a moment because you just mentioned 9 11 and particularly, new york will, were always remembered how america was galvanized, how we all came together. And i feel like over the last 48 hours for sure, there have been no democrats or republicans or independents and particularly down in florida and louisiana. Is it possible to keep this going . In other words, this sort of feeling that weve got now that, you know, weve got a unified cause, we see we must come together at certain periods of time. Do you think that it wont be a completely new paradigm, but do these things go a long way toward reminding us who we are and who the real america is . Well, thats a absolutely great question, and i hope the answer is yes that we can, in fact, take this and take it to the next level because Hurricane Irma didnt care who the republicans or democrats were. Hurricane irma was coming on the shore in florida, impacting all floridians, impacting all americans, and i think youre absolutely right. We have got to take this momentum out of this storm, put aside partisan politics, recognize it, we come together as americans, and we do one hell of a job. We are amazing when we Work Together, and ive seen our community pull together before, during, and after this storm, and i hope we keep this momentum going. Charles well, i am curious as to why the hurricane wouldnt give the green party a break. But i do agree with the rest of what used. Thank you. Appreciate it. Charles congratulations. You did a great job. Well, thank you. We appreciate the coverage and keeping everybody informed. Charles absolutely. I want to go to fox Business Correspondent steve. Hes in naples with the latest there. Steve. Charles, you can just see around here giant trees have either been pulled up from the ground or snapped in half. Theres a lot of physical damage all around the naples area, city of 20,000 in southwest florida. Downed power lines as well. Just moving around on the roads has been a large problem for relief people. Some neighborhoods still flooded, especially some trailer parks as well. But the real catastrophe, the real fear is about catastrophic storm surge simply did not materialize. That flood of 16 feet did not happen. So theyre definitely uncomfortable here now. 200,000 people without power. That means no electricity, no phone service, but they are alive. Zero deaths from this storm, charles. Charles wow. Thank you very much. Its just devastating. We appreciate it and, again, continue to be safe down there. Thank you very much, steve. Next, we want to talk about irma not inflicting damage and hurricane jose, though, its lurking in the atlantic. It has not gone away. In fact, ive seen some very dangerous and scary maps of where this thing could be over the next seven to ten days. And also, this hour theres a major vote at the United Nations. Remember, the last time the un got together to discuss north korea, the Security Council, including russia and china, got behind america and inflicted the harshest sanctions to date against north korea. Will they do it again after the hermit regime, the hermit kingdom has exploded its most powerful Nuclear Device to death . Well take you there when we come back r visits. We learned it doesnt care about the community of decent lawabiding nations. It has violated every United Nations resolution against it. We have learned that the north korean regime doesnt care about its own people. It has denied them the most basic necessities to finance its weapons program. And we have learned that half measures against the regime have not worked. Previous efforts to bring north korea to the negotiating table have failed. They have repeatedly walked back every commitment they have made. Today, the Security Council has acted in a different way. Today, we are attempting to take the future of the north Korean Nuclear program out of the hands of its outlaw regime. We are done trying to ask the regime for doing the right thing. We are now having to stop it from doing the wrong thing. We are doing that by hitting north koreas ability to fuel and fund its weapons program. Oil is the lifeblood of north koreas efforts to build and deliver a nuclear weapon. Todays resolution reduces almost 30 of oil provided to north korea by cutting off over 55 of its gas, diesel, and heavy fuel oil. Further, todays resolution completely bans natural gas and other byproducts that could be used as substitutes for the reduced petroleum. This will cut deep. Further, a large portion of north koreas revenues come from exports. Revenues they use to fund their nuclear program. Last month, we passed a resolution banning its coal and iron exports. Todays resolution bans all textile exports. Thats an almost 800 milliondollar hit to its revenue. When these new stronger sanctions are added to this passed last month, over 90 of north koreas publiclyreported exports are now fully banned. Moreover, this resolution also puts an end to the regimemaking money from the 93,000 north korean citizens it sends overseas to work and heavily taxes. This ban will eventually starve the regime of an additional 500 million or more in annual revenues. Beyond the 1. 3 billion in annual revenues we will cut from north korea, new authorities will help us stop smuggling coal and other hidden materials around the world by ship. Furthermore, this prevents all joint ventures with the regime, resulting in significantly in a significant amount of lost revenue. But more importantly, the regime can no longer obtain criticallyneeded foreign investments, technology, and know how needed for its commercial industries. Finally, this resolution imposes asset freezes on the most central north korean regime entities affecting both the military and the government itself. In short, these are by far the strongest measures ever imposed on north korea. They give us a much better chance to halt the regimes ability to fuel and finance its nuclear and missile programs. But we all know these steps only work if all nations implement them completely and aggressively. Todays resolution would not have happened without the strong relationship that has developed between President Trump and chinese president xi, and we greatly appreciate both teams working with us. We have seen additional signs that other nations have stepped up to the plate. The philippines have cut off all trade with pyongyang. And states much farther away are also doing their part. Mexico recently declared the north Korean Ambassador to its country. Along with strictlyenforcing nations, these are important steps toward complete international unity. They make clear that all nations can act to deny north korea the funds to build its nuclear arsenal. Today is a solemn day in the United States. It is the 16th anniversary of the terrorist attacks that killed nearly 3,000 innocent people. Most of them in this very city. It hurts as much today as it did 16 years ago. We will never forget the victims of september 11th, and we will never forget the lesson that those who have evil intentions must be confronted. That day, the United States saw that mass murder can come from a clear, blue sky on a beautiful tuesday morning. But today, the threat to the United States and the world is not coming out of the blue. The north korean regime has demonstrated that it will not act on its own to end its newar prior to work program. The civilized world must do what the regime refuses to do. We must stop the march to the nuclear opportunity. We must do that by cutting off the fuel and the funding that supports it. We dont take pleasure in further strengthening sanctions today. We are not looking for war. The north korean regime has not yet passed the point of no return. If it agreed to stop its nuclear program, it can resume its future. If it agrees to live in peace, the world will live in peace with it. On the other hand, if north korea continues its dangerous path, we will continue with further pressure. The choice is theirs. Thank you. Charles well, there you have it. Major blanking news. Unanimously passed 150. Frank is back with me. Frank, we had Ambassador Nikki Haley running down the checklist of the new sanctions to go along with the prior sanctions that completely ban coal and iron and of course exports, which are major moneymaker, and other fuel sources, of course. How impactful will this be . Well, you know, on paper, it looks as though it would ratchet up the pressure on the north korean regime. I think relative to, as we discussed earlier, what the u. S. Was seeking, theyre relatively modest, but, yes, they do make some additional enhancements to that sanctions regime. But as nikki haley said herself, it depends on whether the other countries that do business with and that in some cases are actively propping up the north korean government, and there by enabling the threatening behavior it engages in. Whether they will enforce these sanctions if they dont, it wont make a damn bit of difference. Charles and lets cut straight to the chase. Were talking china, which is 93 of its trade. I thought it was intriguing that Ambassador Haley singled out xi and said he had a strong relationship with President Trump. We havent heard that recently as the missile tests were coming backtoback and the advancements and the nuclear abilities. Are we back on sort of strong relationship between the two countries, in part because of this unanimous vote . Look, i think that this is something that is perhaps more evidence behind the proverbial screen than it is to the public. You heard donald trump complaining repeatedly about the chinese not living up to their promises. Nikki haley is obviously pleased that the chinese went along with some of these sanctions, even though they prevented other ones. My guess is with all of it said and done, we havent moved the chinese one inch. They remain committed to the survival of the north korean regime. They are enabling its Nuclear Weapons and Ballistic Missile programs. Charles, some of the transporter launchers on the missiles that are being aimed at us are being provided by the chinese, for heavens sake. That is the definition of unhelpful, it seems to me, and the chinese have to be held accountable for it. Charles well, Ambassador Haley said north korea has not gone past the point of return. And later on in the show, well talk about what that will be. So hold tight. Folks, well be right back d that wed be downloading in seconds, what used to take. Minutes. That guests would compliment our wifi. That we could video conference. And do it like that. snaps if youd have told me that i could afford. A gigspeed. A gigspeed network. The authorities have reported the first death in South Carolina related to the tropical storm. The total now from the storm is 42 deaths. Now is looking more and more like Speaker Paul Ryan and Senate Majority leader Mitch Mcconnell versus President Trump. Were talking from daca to taxes and many folks are wondering if theres a potential civil war amongst the gop ready to break out. To my panel wall street journal editorial page jillian and emily of Washington Examiner commentary writer. Emily, i want to go to you first on this. Of course, steve bannon referred to this in his interview with 60 minutes. But it has been brewing very long period of time, and we know its going to come to a head, perhaps over taxes, maybe daca. But theres already, people believe ryan and mcconnell have deliberately sabotaged or attempted to sabotage the trump presidency. Well, thats why as you mention daca is going to get real interesting. Because weve known probably since the spring and summer of 2015 that theres serious tension between Donald Trumps agenda and the agenda of the Republican Partys leadership. The people like Mitch Mcconnell and like paul ryan. And paul ryan to his credit has been very willing to work with all sides. And i mean, its going to be really hard if all of these people are floating different ideas, theyre going to want a new speaker of the house, people like bannon involved in those opportunities. Its going to be hard to bridge all the different gaps that ryan does. But daca is going to be a fascinating battle moving forward because they have to act and that specifically on immigration is the biggest tension between the trump base. Charles jillian, why does paul ryan have an agenda . Emily said the president has an agenda and the gop has an agenda. Well, i think right now his agenda is governance. If you saw what trump did with the fiscal cliff, thats i think jeopardizing republicans ability to govern. Were looking at now charles you mean the republicans who couldnt get obamacare replacement done . In other words, a lot of people are applauding that saying this might have been the highlight of President Trumps so far eight months that no, really. He couldnt get anything done with his own party, and hes working for the american people. So he turned to democrats, and thats doing for the gop agenda just to the point that theyre going to be talking taxes, theyre going to be saving this fiscal cliff with democrats are going to apply against them. They didnt get any exchange for that, and theyre going to be facing that going into the 2018 elections. I do think that was a ridiculous deal. Paul ryan has a pretty impossible job right now. Charles well, you know, he has the job, emily. President trump bought three months, 90 extra days to get all of this done, and hes imploring them to get it done quickly. We talk daca, but i think taxes could be a major problem as well. Because thats going to come before the sixmonth tick comes out on the daca thing. And paul ryan is saying 15 corporate rate is impossible. Does that make negotiations tough when you have the speaker already saying that this is dead on arrival . Yeah. I think negotiations will be tough, but there will ultimately be harmony between President Trump and the Republican Leadership on this because theres so much room to work in the middle. But in particular, we have to look at trump as sort of a nonpartisan; right . Hes a nontraditional republican, hes not a democrat, he appeals to people who are largely nonpartisan who just want action, and i think thats what explains the deal that he made last week. Those are the most important lines Going Forward. Charles jillian, how do you see it playing out . Well, i agree hes not partisan. But what weve seen here is hes given democrats exactly what they want and really hurt the gops ability to pursue their charles have you read art of the deal . You give someone a little, and you take back a lot. Yeah. I would like to know what he got from this. There were so many things that he could tack on as a negotiating, i think ryan wanted to. Charles thank you, both, very much. Great seeing you. Breaking down the bannon doctrine. Weve got the details on that nt copd makes it hard to breathe. So to breathe better, i go with anoro. A system that lends to manufacturers. Okay . In the control of our borders. Economic nationalism is what this country was built on. The american system; right . We go back to that. We look after our own. We look after our citizen, we look after our Manufacturing Base and guess what . This nation is going to be more united and more powerful than its ever been. This is not astrophysics. And, by the way, thats every nationality, every race, every sexual preference, as long as youre a citizen of our country. As long as youre an american citizen, youre part of this populous economic nationalist movement. Charles former white house chief strategist steve bannon breaking down his definition of economic nationalism, just one of many components of what im calling the bannon doctrine. Bannon double down on other pillars of that socalled doctrine, including draining the swamp, ending daca, and full throated fulltime 100 support of President Trump, particularly for those who work with and for him. Join me now to discuss, former director for mitt romney elizabeth is with us as well. And Ford Oconnell chairman and washington exterior contributor. You guys are so accomplished, this segments over. Elizabeth, let me start with you. The bannon doctrine imposing it was a great interview, certainly, it seems like the has been thrown down. I think bannon is going to continue to go to the mat for President Trump, which is repealing health care, immigration, jobs, and America First and ten. That was his platform. And i think what youre going to see Going Forward is him really pushing out these issues and holding other republicans and Congress Accountable for not following through on parts of President Trumps agenda. And namely, what he mentioned daca if congress doesnt follow through on the president s priorities, on health care, and on immigration and the wall, but they do rubber stamp an obamaera legacy, i think theyre going to have huge problems if thats their only legislative accomplishment by the end of the year. Charles how do you see it playing out . Because things have changed with the way President Trump has communicated since bannon has left. We know bannon is a great ally to have on the outside. But will he feel a void if President Trump stays with the kelliesque sort of restraint, if you will . And if so, what kind of impact will that have . Well, i think bannon is going to have a huge impact. Hes going to have much more of an ability to shape the trump agenda, but more importantly, shape the support for the trump agenda. Because on the inside, he was going to be constrained; right . The kelly system is something that i think is going to be very challenging. Not so much from a substantive perspective. More from a procedural one. So having been from the outside is a very powerful tool for the president but also for bannon. Charles what do you make . You work with mitt romney. Mitt romney is the establishment person that bannon loathes; right . The bush, he felt george bush let us down and wasnt a fan of romney. How will they fight back or will they fight back . I dont know that theyre going to fight back. I think the reality is that theyve got a tremendous number of people in congress who believe the sort of establishment world view. The challenge really, charles, is that there is a fundamental disagreement with a Republican Party. You do have this economic nationalism that some espoused strongly. And then you have others who believe differently. So theres a conflict within the party now. Ford, i have to ask you. Economic nationalism, it won over the heartland of america. People understand. It resonates with them because something has gone wrong with america over the last several decades. Well, first of all, charles, its good to be back on the air with you, my friend. And secondly, youre absolutely right. The middle of the country is the conditioning i. And while i disagree with bannon doing this interview for 60 minutes, because i think it was more about bannon self promotion than trump. I think hes absolutely on the right issues. We have to start thinking about trade, we have to start thinking about manufacturing. But if hes going to push the Republican Party in the right direction, hopefully it will come on daca because we know how this is going to play out. If we dont get something in return, its going to be a very big problem because the Democratic Party and the Establishment Republicans think the only problem for this country is ilLegal Immigrations. And they dont understand that we need border security, and we need to change our wholesale Legal Immigration system right now because its not working for the american worker. Charles all right. Guys, we have to leave it there. We have major breaking news just moments ago. The Security Council passing new sanctions against north korea. I want to take a look at the futures because theyre acting so far positively to this news on the heels of an alltime record being established at the s p 500. Charles well, the s p 500 closing at a new alltime high, and i think this trend will continue. So the question is how do you make money in this market . Well, youve heard that diversification is the best way to invest. And this is true. But the meaning of diversification isnt always the same. You know, i want you to learn about diversification based on investment themes. In fact, there are five investment themes that i think people will make a lot of money on for a long time. And here they are. Oversold investing, thats one. This is where you have a variety of tools and metrics to see if a stock has been oversold, price to book, price too sales ratio, price to earnings, discount to cash flow and things like that. A lot of stocks this he didnt season sold off, even on good news, so theres some good pickings down there. And deeppocketedded professional investors dont own the stock. They crush it down and then buy it back and then make the money in between where they replace those shares. But i have to tell you these stocks move higher. Its called the squeeze. This year, major winners have been the biggest shortage stocks, including restoration hardware, which is up 94 since the first time i mentioned it on this show. And then theres momentum investing. I know a lot of you folks reluctant to buy a stock thats already at the high. But i have to tell you. These breakout momentum plays have been huge moneymakers. And this is not 2001 or the craze. And then the economic proxies. Ive been talking about these a lot on the show. Dirty fingernail stocks. That affect improvements in the u. S. Economy. It could be discretionary spending, Retail Stocks have looked hot lately. Have you noticed that . Packaging. Companies that build homes and roads, this kinds of things. Another investment, technique you must learn. Safe havens. Now, back in the 1970s, there were a group of stocks known as the nifty 50, and they were perfect for widows and orphans. To all day broad market and make it survive location recessions. Right now, i think apple fits the bill. Thats right. This stock is cheap. Let me start with you, dinene. Business behaving badly. You have 143 Million People data breach, and it goes 40 days without anybody knowing about it, and, meanwhile, top executives sold 2 million worth of stock. What the heck is going on here . Yeah. This is crazy. Well, welcome back, first of all,. Charles thank you. This is the classic textbook example of poor mismanagement with this company. You have these ceos, the suits, i say, i call them the suits. They were more concerned about their loss, potential loss once this news got out in terms of being more concerned about protecting their consumers. Possibly 143 Million People . Do you know how hard its going to be for some individuals to clear up their credit record if there is fraud that happens with their name, their Social Security, and all the other charles ford, theyre saying the sales are incidental. But since then, equifax put up a website in the fine print you gave up the right to sue the company. Since then, they said, oh, that was a mcof. Again, another mistake . Well, this is a monstrous screw up and now theyre busy protecting their backside. I think the problem is when you have the leak of 143 Million People private sensitive information, their online footprint from Social Security and drivers license, they dont know how to fix the problem, charles. Forget whos to blame and who could go to jail at the end of this. And whos wrong in corporate america. But the problem is how do you fix the problem and how do you protect the customer because as we know, charles, people have enough to make it for three months.
