A new poll out shows 72 of people live here in north dakota overwhelmingly support President Trumps plans for tax reform. So he is bringing their senator with him today. The reason why were in manden, north dakota, this is the forth largest refinery in america where President Trump will deliver his remarks. This plays into the strategy to get democrats on board. He is no longer just counting on conservatives to get tax reform through. He need democrats. He is going to states where he won by double digits in november that have democrats up for reelection. Heidi heitkamp says this trip with President Trump is not an endorsement of his tax plan but she does say she is ready to work with the white house and ready to listen. Some critics of the decision to extend the debt hint to december 15th arent happy wit. The others say the reason why because President Trump is trying to clear the agenda for tax reform and set the table for both republicans and democrats to come together to come up with bipartisan reforms. This refinery in particular produces over 74,000 barrels of oil a day and they have been ramping up, they went from the fifth largest refinery to the fourth largest. Expansion is definitely something theyre pursuing. Senator heitkamp says one of her criticisms of trumps tax policy she didnt think Corporate Tax cuts will benefit this community. Now Senate Majority leader Mitch Mcconnell says he is on board as well. His feeling was that we needed to come together to not create a picture of divisiveness, at a time of Genuine National crisis. I will be supporting it. Melissa all right, but Speaker Paul Ryan had harsh words for the democrats plan just before the meeting with the president took place. I think that is a ridiculous and disgraceful they want to play politics with the debt ceiling at this moment when we have fellow citizens in need to respond to these hurricanes so we do not strand them. Melissa all right. Here now is republican congressman jason lewis. He is from minnesota. He is a member of the house Budget Committee. There are a lot of ways to interpret what went on today. It could be a clearing of the decks for tax reform. On opportunity, kumbayah moment to look like peace and love is breaking out all over washington. Tell us what is really going on . I think they cut a deal to move this back, but i tell you a lot of conservatives and budget hawks on Budget Committee elsewhere want something in exchange for a clean debt ceiling hike. Were in 20 trilliondollar debt crisis, that means Economic Growth through tax reform, like the old boehner rule, getting spending reductions in exchange for debt ceiling hike, we need to do Something Like that. This perhaps gives us some time to get that. Melissa do you think, piecing through what you just said there, could this be the beginning of a deal for tax reform in that he is giving them this . Theyre going to help on the tax reform . What do you think . Well, i wouldnt be too sure of that, i will be blunt with you. The democrats have not been helping on much with regard to governing. Health care was a good example of that. They said they wouldnt help at all because of partisan politics. Melissa that is the in the past, kumbayah. Its a new day. Everyone is happy. There is national disaster. We can all pull together. Im from the irs and here to help you. Melissa well you can go down the road sometimes you push stuff through. Eventually democrats come on board with tax reform when the ccorp rate from 39 to 25 and down from 25 to 20. Passthrough rate from 39. 6 to 15 or 20. A lot of democrat businessmen and women telling democratic heeders to get on board but it wont be because they want to help republicans. Congressman, you bring up a interesting point, weve been saying the democrats is the party of the 1 . It is in fact that big Corporate Tax cut, those ceos, they are democrats and they say they want to pay more tax but when push comes to shove, paying more tax doesnt make sense for the company youre the ceo of. Is there a chance that there are democrats that want to lower Corporate Taxes even though that is the opposite what their public talking points are . Melissa, it isnt about paying more taxes. Getting more people with skin at the game in lower rates. We have system of very high rates but a few lucky ducks get out from paying anything at all. Carried interest for Hedge Fund Managers is a commission, not a capital gain. Take away loopholes, deductions you get lower rates. Melissa youre preaching to the choir, my friend. Im just saying do you think that the democrats, can they get right with this idea of lowering Corporate Taxes . They always say, talking point on democratic side, youre giving tax cuts to your rich buddies who run corporations. Why do we want corporations not to pay taxes . And you make a great case for why they shouldnt but but can democrats get behind that . Do they have enough of their constituents who want tax breaks . I think so. When democratic businessmen and women, Small Businessmen and women on the passthrough side, the larger corporations as you mentioned, see the rates coming down i think at the will force the democrat Leadership Hand on this you have 2. 6, 3 trillion, we really dont know, 3. 5 trillion sitting offshore ready to come home for Infrastructure Project democrats like. Under the rules viawould b nicee mo,heyan still pass it way they passed through health care through reconciliation. They must unite. If they dont unite on tax cuts, it is trouble for the gop. David maya, today you had deal between the president and democrats, republicans were in the room, but they didnt apparently have chance to disagree with socalled deal on debt ceiling. Conservatives are not happy with this deal. I assume youre not either . I think there are two things. One i think were making more out of this deal than there really should be were talking about people coming together and showing that washington can function. No. They did what they do. They kicked the can. This is merely extending it so we have to deal with it at the end of the calendar year. David maya, there is more than that they want to get tax cuts for this year. That is a very important goal, push it three months ahead, granted kicking the can down the road but meantime between now and december there is a chance of a tax deal. There is a big question, is that tax deal going to be tax reform or tax cuts . If it is tax cuts that add to the debt, i think you will have a problem come december of passing a bill that makes the debt worse at the same time they increase the debt ceiling. I think you have a hard time getting democratic buyin then. David treasury secretary Steve Mnuchin says about that, if you have growth from tax cuts that could mean trillions of dollars more in the economy and perhaps trillions of dollars more in revenue which would cut into the deficit. What do you think . Well, david, it really depends. I hate to be the old economist right hand left hand but it is true. Depend on the kind of package they put together. Some tax cuts do more for Economic Growth than others. David right. If you look at things like child tax credits, other sorts of targeted tax credits, they do very little for Economic Growth. David sure. That has little impact on revenues. David bob, look what happened in 1980s. In 1981, you had a tax deal that really didnt kick in until 1983. The gdp blew its top off. First of all we had recession in 82 because the tax cuts hadnt kicked in yet. If we put the numbers on the board, in 83, the gdp grew 4. 6 . In 84, the economy grew 7. 3 . In 85, 4. 2. It never went below 3 1 2 . This is not only trillions more in the economy but trillions of dollars more in revenue for the government, which means were cutting into the debt. Right that is the argument republicans have to make. The Growth Numbers under trump have been promising. Obviously trump has to make a better message on taxes than on health care to basically say the economy is doing well, but it can really do well if we pass this bill. David stick with us. Throughout the day tomorrow into friday, it will rake the turks and caicos, these islands, tons of them, donts have any mountains that rip the storms apart. There isnt anything that will make the storm lose its ability to stay strong and the water here is incredibly warm. Some of the warmest water we have. We think it will stay at least major hurricane status. Pulls off to the west. The big story for us, dave, it will make a righthand turn. Really we have gone at a record pace, to eliminate the barriers that have been holding back our economy. Youve seen it. So many jobs, stock markets at new highs . Were getting rid of one jobkilling regulation after another. We lifted restrictions on shale oil. We lifted those restrictions on energy of all types. Were putting our miners back to work. We canceled restrictions on oil and national gas. We ended the epa intrusion into your jobs and into your lives. [cheers and applause] were refocusing the epa on its core mission, clean air and clean water. That is what i want. [applause] china air, think of it. We talk about the environment. I want beautiful, clean air and Crystal Clean water. Right . Thats what we want. In order to protect american industry and workers, we with drew the United States from the jobkilling paris climate accord, job killer. People have no idea. [applause] many people have no idea how bad that was. Right here in north dakota, the Dakota Access pipeline is finally open for business. [cheers and applause] now one other politician if elected president would have done that one . They would have stayed so far away. I did it immediately. I didnt do it in that case for jobs. It was the right thing to do, and that is flowing now beautifully. It was the right thing to do. [applause] we opened it despite so many people that were on the other side calling and asking for not to happen. Please, we dont want it to happen. I said why . They didnt know. There was in, they just didnt want it to happen. So i did that i also did keystone. You know about keystone. [applause] another one, big one. Big. First couple days in office, those two. 48,000 jobs, tremendous thing. I think environmentally better. I really believe that, environmentally better. So im keeping promises to the american people. I do whats right, thats all. I do what is right. I dont think about it. I do whats right. [applause] were seeing the results all across the country. Already unemployment is near a 16year low. African american unemployment is at its lowest. Since almost the turn of the millennium. Wages are rising, optimism among manufacturers is at an alltime high. That is something im very proud of. [applause] and theyre moving back. Ill tell you. The companies are moving back. The Car Companies are coming back. Theyre going back into into ohio, michigan, pennsylvania, lots of places, Car Companies, theyre moving back. They have to move back. Why should we be allowing other countries to make it, sell the cars, no cost, just put them through our borders, cause us unemployment. Not happening that way, believe me. It will be more and more so because you know, like you have to cut through red tape to do things, hard to believe, i have to cut through red tape to do things too. They have it set, ill tell you. America is back. It is back right on track where it should be, and it is happening day after day after day. And we have certain areas where you have to give notice of 90 days before you can touch an act, before you can touch an executive order. Then you have to wait another 30 days, then another 90 days. Believe me all of those days are coming up. Tremendous numbers of regulations have been cut but soon you will see even more. Well have regulation because regulation is not bad but you dont need 25 times what you are supposed to have. So were going to have sensible regulation. [applause] but our country and our economy can not take off like it should unless we reform americas outdated, complex, extremely burdensome, this is so complicated, so burdensome, our tax code. Our painful tax system has become a massive barrier to americas economic comeback. Really is. Were penalized. It costs us millions of american jobs, trillions of dollars and billions of hours wasted on paperwork and on compliance. Our tax code is a giant, selfinflicted economic wound. In the last 10 years our economy has grown at an average of only around 2 . Some would say less than that. When i talk to the leaders of other countries, i speak to them all the time, theyre unhappy about 7 or 8 points of growth, gdp. I spoke to a leader of a major, major country, recently, a big country. Our country is very big. It is hard to grow. Believe me this country is very big. How are you doing, i said . I have very good relationships believe it or not with leaders of these countries. How are you doing . Not good at all, our gdp is 7 . I say . I speak to another one, how are you doing . Not good, our gdp is only 9 . When you look at our number when we first got in, we were hitting 1 numbers, nobody even talks about it. Last quarter we hit 3 gdp. [applause] a hot of that had to do with cutting regulation. A lot of optimism. People started businesses they had no idea they would start a year ago. If we sustain 3 growth, instead of 2 , only one point, i know we have a long way to grow, that means, 12, think of it at one point 12 million new jobs and 10 trillion of new Economic Activity over the next decade. Think of it. 10 trillion. [applause] if we ever went to 4 , think of that, or 5 or 6 . Lets see what happens. They were all sort of smiling when i said 3 . We hit the number faster than i thought, but we hit 3 last quarter. If we want to renew our prosperity, restore our opportunity and reestablish our Economic Dominance, which is what we should be doing, we need tax reform that is progrowth, projobs, proworker, profamily, and yes proamerican. [applause] anybody going to vote against tax cuts, tax reforms, whether in north dakota, or anybody else or any place else, you have to vote against them and get them out of office because it is so bad. [cheers and applause] this is not a close one. My administration is working with congress to develop a plan that will deliver more jobs, higher pay, lower taxes for businesses of all sizes and middleclass families across the nation. It is not only business taxes. It is middleincome families and families at every level. At every level, tax cuts. Our tax plan represents a sharp reversal from the failed policy of the past. Americas high tax rates punish companies for doing business in america and encourages them to move to other countries. That is why you see it in so many states, including here for a period of time. Now people are starting to stay and companies are staying. They would leave for mexico and for other places. Just routinely. Well, weve stopped it, and we are stopping it. Were not going to let it happen. There has to be a price to pay when that happens, when they let our people go, and that happens, and they think they can sell the product back into the usa. There will be a big price to pay. There has been. Thats why youre seeing a big change. These washington policies have pushed industries and companies offshore, who then import their good back into america and lay off their workers in the process. We end up with nothing. Not going to happen. My administration, strongly rejects this offshoring model and weve embraced a new model. Its called the american model, very simple, the american model. [applause] under the american model, were reducing the burdens of our businesses, as long as they do business in our country. We want them to do business, made in the usa. We want them to do business in our country. We want our companies to hire and grow in america. To raise wages for American Workers. To help rebuild our American Cities and towns. That is how we will all succeed and grow together, as one team, one people, and one american family. Its love. One american family. [applause] were getting into great detail over next two weeks, but were working on it with congress now, coming up with very exacting numbers. But here are my four basic principles for tax reform. First we need a tax code that is simple, fair and easy to understand. Unlike what we have. [applause] our tax code has gotten ridiculously complex. This leads to massive frustration, wasted time, and lots of wasted money. Today the average taxpayer has to wade through 240 pages of instructions to file a basic tax form. Does anyone know that . 241 pages. A staggering 94 of families need professional help to do their taxes. They have to get it. Which is why the tax preparation industry general. Jenna generated 10 billion of revenue last year. That is one business i want to drive down, sorry. H r block will not be supporting donald trump, that i can tell you. Taxpayers spend 6 billion each year trying to comply with the tax code. Under our plan 95 of americans will be able to fill their tax and file their tax returns on a single page without having to keep receipts, fill out schedules, or track endless paperwork. Were giving hardworking americans their time back and were giving them their money back. [applause] thank you. Second, we will cut taxes for middleclass families. This is a major, major tax cut, the biggest since ronald reagan. [applause] the pipe fitters and plumbers and nurses an police officers, all the people like you who pour their hearts into every penny earned in both offices and oil fields of america, youre the ones who carry this nation on your back and its time for you to get the relief that you deserve. Its enough. Its enough. [cheers and applause] thats why our tax plan will reduce taxes for our middle class and allow them to keep more of their own money, keep at that hardearned money where you can spend it the way you want to spend it or guess what . You can also save it. Nothing wrong with that but it is your money. Not the governments money. [cheers and applause] so we will provide tax relief to middle income families through a combination of benefits such as raising the standard deduction, increasing the child tax credit, and lowering tax rates substantially. [applause] third, we need a tax code that restores our Competitive Edge, so we can create more jobs and higher wages for American Workers. Our plan will provide tax relief to businesses of all sizes, and we will cut the business tax rate as much as possible. Ideally, we would like to bring our business tax rate down to around 15 . That is a tremendous drop. [applause] all told it will be the greatest tax reduction in the history of our country, greater than ever before so thats going to be something. You will see a rocket ship. You will see something happen like youve never seen but well also dramatically reduce the tax rate for americas Small Businesses which created more than 60 of the new private sector jobs in the recent past. Tax relief is on the way for millions of sole proprietors, llcs, partnerships that report their income to their personal, and they do this, put it on personal tax returns. People think of it as a business, but on the personal tax returns. Those people with those businesses will be tremendous beneficiaries. [cheers and applause] sound like many of you have those businesses. Tax reform will also benefit midsized businesses like north dakota guarranty and Title Company in manden. He spend a fortune on accountants to navigate our complicated tax system. We know the feeling. Everybody here knows the feeling. [applause] like many family ranchers julie worries about the death tax shutting down her Family Business and keeping her from passing it on to her children. Its a devastating tax. Julie, we are not going to allow the death tax, or the enhair tans tax, or whatever you want to call it, to crush the american dream. Not going to let it happen. So. Fighting hard. [applause] thank you, julie. Ronald reagan proved that cutting taxes on American Businesses helps American Workers win in the world marketplace. When president reagan lowered taxes, American Businesses beat out our foreign competition. Our economy boomed, the middle class thrived, and median Family Income increased. But then washington stood by while other countries adopted our playbook, but they did it even better than us. They lowered their tax rates, and reformed their tax systems to be more competitive substantially than that of the United States of america. And america went from leading the pack, to following way behind. Now our business tax rate is the highest in the developed world. 60 higher than our foreign competitors. Pretty bad. Puts us at a big disadvantage. Were behind france, behind germany, canada, japan, ireland, mexico, behind south korea. Were dead last. Our high business tax is nothing more than a crushing tax on every product made in america. We have totally surrendered our Competitive Edge to other countries but were not surrendering anymore. [applause] were going to reduce the tax rate on American Business so they can keep our jobs in america, create jobs in america, and compete for workers right here in america. Meaning, higher wages for workers. And greater profits for companies. [applause] it is finally time to give the American Worker a pay raise. That is what were going to do. Finally we must bring back trillions of dollars in wealth parked overseas and just cant come back. Our tax system penalizes companies that bring wealth they earned overseas back to america. As a result, corporations have parked trillions of dollars in foreign countries. Money that could be, should be brought back into the United States where it can be invested in american companies, in american jobs and American Workers. Our tax plan will give these companies a chance to bring back these fund and bring them back and spend it in cities and towns all across our country. The numbers youre talking about are staggering. [applause] the numbers were talking about are probably between 3 1 2 an 5 trillion that can not come back into our think of it. The democrats wanted it to come back. The republicans want it to many could back. They have for years, and nothing gets done. Were going to get it done. [applause] were going to be switching from a worldwide tax system that encourages companies to keep their fund offshore, to a territorial system that encourages companies to bring their profits back home to america where that money belongs. It is our time to invest in our country. We want to build our communities and we want to build beautiful new ones. And we want to rebuild the old ones. And we want to hire, and you may have heard the term once or twice before, the fact is, we want to just like that beautiful mans hat. We want to make America Great again. Good hat. [applause] this is a once in a Generation Opportunity to reform taxes, rebuild our economy, and restore americas Competitive Edge. Had history has proven time and again there is no power on earth more awesome and unstoppable than the will of the american people. You saw that on november 8th, believe me, you saw that on november 8th. [applause] if you demand it, you call up people in congress, good people, maybe not the right intention but good people, congress will deliver on it because they have no choice. Call your congressman. You have to call your senators. Tough make sure they do what they have to do. Believe me, we havent given up on health care. We havent given up on health care, never given up. One vote, one vote. One vote, terrible. Terrible situation. Took place that night. We cant let that happen again. We can not let that happen again. But well get it done one way or the other. Only if you demand it. If you tell the people in Congress Stop putting party first, start putting america first, only then will it happen. [applause] you can remind them that both of the reagan tax cuts were passed by a democratic majority in the house, a democratic speaker and a vast majority of democrats in the senate, including a democratic senator from the great state of north dakota. If democrats dont want to bring back your jobs, cut your taxes, raise your pay, help america win, voters should deliver a clear message. Were going to make it different. Well get that straightened out too. That rewards companies for shipping jobs overseas and punishes them for investing in america. They actually get punished under the tax code for investing in our country. It can all change. We can heal the selfinflicted wound. We can reestablish our Economic Dominance all over the world. Which can give our workers the level Playing Field they deserve and they will win because if the fight is fair, no one on earth can beat the American Worker or the american company. Nobody. Nobody. When we do, store shelves all across this country, those shelves are going to be so packed. All around the world will be lined once again with products, proudly bearing the words made in the usa so do you remember when were growing up, it was either made in america or made in the usa. What do you like better . Ready . Made in america . Made in the usa, what do you like . Made in the usa . Seems to be. We should pick one or the other probably but we want to have one or the other. I think made in the usa, right . [applause] it was such pride in that label, such incredible pride, and its coming back again, believe me. Its coming, because the quality of what we do is second to none. If america comes together, if the people speak with one voice, we will bring back our jobs, we will bring back our wealth, and for every citizen across our great land, we will bring back the american dream. Bring it back. I want to thank the people of north dakota who have been so incredible to me. I have so many friends here, i have so many people that i respect from this incredible state. Obviously were going to cover of course what the president was just talking about. He did reach across the aisle to democrats earlier today before he left for that speech that you just
