What would happen if we actually do something. I think its made people more flexible as far as how they think. And well just see what happens when we get back. Neil congressman, you were mentioning we need a clean i assume you were talking a clean rescue bill. Right. Neil the president s talked about something between 5. 5 6 billion. Your governor, governor abbott, has said damages could be well in excess of 130 billion or might be more. You dont want the socalled Christmas Tree decoration effect, right, where they pile on additional spending. That was something that was bemoaned in sandy k pileon besides relief for sandy victims. Thats exactly right. We dont have a clue how much this is going to cost get. Lets dont make it political, lets begin to get some cash flow going in the disaster area. And what i mean by that, look, lets dont tie the debt ceiling to this, for example. Lets not make it political. Lets do what we need to do neil what do you mean by that that . The president has already said or thrown out there as a possibility tying a debt ceiling increase to aid for texas victims. Now, the issue doesnt seem whether such a measure would pass, a texas relief bill, so why attach it to the debt ceiling at all . Well, exactly. I mean, i think whatever we come up with, a down payments going to pass. Theres a lot of debate on the debt ceiling. Im one of those that thinks were going to have to get serious about our debt, and we need to have some debate on it. And to tie that in, i think, makes it very political, and i think it would be the wrong thing to do. Neil so youre for a clearance debt ceiling increase a clear debt ceiling increase. You have to take the bills, increase it, dont attach provisos to it. Well, dont attach provisos. On the debt ceiling, i have not voted for the debt ceiling in the past. I think we need to cut expense, not borrow more on the debt. Thats a whole separate debate. Lets get a clean down payment of money to begin to rebuild tragedy weve had in texas and louisiana and not make it political. Neil i dont know, congressman, its interesting you know, congressman, its interesting, i now youre very fiscal and saying maybe there is a way to attach to the ceiling something that would avoid bumping into this sort of thing again and again. Others agree with you. But i cannot envision a Government Shutdown now even on principled causes depending on your point of view. I just dont see it, do you . Well, look, nobody wants to shut the government down. I mean, thats not an issue. But im just saying, neil, at some point in time weve got to address this debt. Its serious. A lot of people dont want, they dont want to address it. We need to be able to actually cut expenses rather than borrow. Look, thats what im getting at is lets have a clean bill, and lets get this funding going to the victims, and then see where we go from there on debate. Neil congressman, real quickly. Stuart varney talked to gary cohn at the white house about that tax package, and we found out a little bit more about whats in it. Not much relief for the upper income which was kind of telegraphed but kind of confirmed today. How do you feel about that . Well, look, ive been talking about tax reform since ive been in Congress Since 2012. I think id like to see it more broadbased. Id like to see ive been talking about the a 20 Corporate Tax across the board. But look, anything we do is going to relieve main street of a lot of pressure. I want to get back where we can take risk and reward again in this country. We havent been able to do that since 2008 having these high tax rates. I think whatever we come up with going to be good, but i do want it to be thought through thats broadbased. The more opportunity people have to, frankly, make money, the more opportunity they have to spend it, create a business and put people to work. Im excited about what the president s trying to do. Neil all right. People in the region, people who are sick of hurricanes need this like a hole in the head. Reports say another one coming. Irma strengthening to a category three. Does irma make landfall anywhere close to the u. S. Of a . Rick reichmuth has been following it very, very closely. What can you tell us . Reporter well, heres the thing, it is really far out to sea at this point, about 3,000 miles away from the u. S. So very long time to watch this one. Strong of a storm, this far west in the atlantic certainly does not bode well, this far east, i should say, for it gets towards the u. S. Generally, when we look back at historical storms, that doesnt happen. That said, weakened a little bit. It will likely strengthen again, its going to pull off towards the west. This is the official track here. Were about 1600 miles away from the Lesser Antilles here, so a very long time. This takes us to next wednesday where its somewhere in this area. I will tell you this far out model guidance is very difficult to get a sense on it, but we know its going to continue to pull off towards the west. Such a strong storm doesnt generally make this southward dip here, that is probably the thing that is most concerning to us. If it gets a little bit farther south, gets harder to get pulled up towards the north. But the latest run from the european model certainly has impacts here, wednesday around the Lesser Antilles, puerto rico, the bahamas. Take a look at what this last run does, pulls it off sharply towards the right, keeps it well away from the u. S. The gfs model does the same thing. We like to see that. Were talking about two weeks out here before were dealing with this kind of storm here when these storms brew so far out across the atlantic there. It takes a long time to get there. Put these two models together, they have been very divergent. We like to see them get into better agreement. These last few hundreds, feeling better about not having a u. S. Impact. Reporter hey, neil. Well, what youre looking at right now is port arthur. It still remains kind of underwater. Right now were with the air marine operation, theyre part of the u. S. Customs border protection, and what they have done is several search and rescue efforts particularly in this area. This was not accessible any way by land. You had to go by boat or in one of these aircraft in order to get people out. Now, this was the area we were in about three days ago where the Mass Evacuations were happening. But i do want to tell you more about this unit. They have taken aircraft from all over the country, 35 different places, and brought them here to help out those affected by Hurricane Harvey. And now after they are wrapping up the search and rescue efforts, theyve moved on to the humanitarian stage. They went from picking people up now to dropping food off at shelters and also theyve been dropping off blood bags to blood banks because still while there are people inside of these shelters and inside hospitals, they arent accessible because a lot of the roads are still flooded and blocked. This aircraft has been critical in getting people resources that they need and sometimes saving peoples lives because getting blood to the blood bank has been a critical part of their operation. Also looking ahead, once this water recedes, theyre going to be backing up Law Enforcement from the air and making sure that looters and vandals are not getting inside and taking peoples belongings. So they i say if they spot a looter from the air, they can be down on the ground within a minute and have that person in cuffs and take that person into custody can. So their reaction time really is remarkable. What were flying in right now is a blackhawk aircraft, and were going to keep looking over these neighborhoods. Back to you, neil. What happens down there is affecting people everywhere when it comes to gas, the fears of gas shortages that cant get up from the gulf region. 30 of it, of course, produced in that neck of the woods. Very able of it able to get to anyone elses neck of woods. There is no gas shortage in texas per se, despite some of those lines you see and have seen, for example, just in the dallas area. He joins us right now, ryan, what is the real skinny on this . Im not imagining the lines. I mean, the shortage is more having to do with disruptions, but what are you seeing . What are you hearing. Actually, neil, the shortage has less to do with disruptions than it has to do with just good oldfashioned panic. Unfortunately, with the storm coming in and peoples concerns are high. Theyre hearing refineries and pipelines are down, let me tell you this number. Weve got 230 Million Barrels of gasoline and inventory in the United States today. Thats almost ten billion gallons. We have enough gasoline. The challenge is getting it to the pumps. And unfortunately, whats happening is theres people that are so concerned, their emotions are high, and they are rushing to the pumps. Were having a run on the bumps, and that is causing a shortage at the gas station that the infrastructure, the systems just cannot support. If there had been no hurricane, if everybody in dallas goes to the gas stations at the same time and fills up five gallon buckets and gas tanks as well, you would run boo this exact same problem into this exact same problem. Neil i notice it was one report yesterday, i think it was fox i hope it was [laughter] they were talking to some woman whose tank was already threequarters full, but out of concern she might not get it, she was there on a line with everybody else. Whats the drill you tell fellow texans . Right now were telling people, look, were monitoring this closely. There are some logistical issues. Getting sufficient trucks to respond to this concern, getting pipelines up and running again, and that stuff is happening right now. Ive been telling people here, look, in the next two, three, maybe four days i think this thing is going to, for the most part, be over because people will see theres gasoline at the pump. Now, thats texas. In other parts of the country like the new england area, the Colonial Pipeline is not up and running, so there are some supply concerns once again, not that we dont have enough gasoline, but its getting it into the region in new england where they need our gas fast because they depend on texas very much for gasoline up there. Neil you know, its interesting, ryan, the markets really have so much to do with the price of gasoline, gasoline futures prices which have rocketed over the past week, and a lot of that based on the fears you alluded to, it becomes the reality that is soon seen at the pump. Does that worry you . Thats right. Well, you know, i think the at the end of the day this is a robust infrastructure, refining pipelines, i mean, theres going to be enough gasoline there. So unfortunately, weve got to wait for people to realize that. When they see gasoline at the pumps, you know, then the fears will calm down, there wont be this rush, and this thing will blow over. But for the next few days, because of this rush and the concerns become a selffulfilling prophesy, and we cant get the gasoline to the stations fast enough to respond to this run on the stations. So for people that have travel plans, theyve got to be thoughtful about this. Ill tell you this, if youve got enough gas to last a few days in your car, i would bet you 100 to your dollar that youre going to be just fine. Neil all right. Good words, calming words. Before we pursue that same story, i do want to pass along a development, House Speaker paul ryan is talking about funding for the harvey storm relief, thats that 6 billion measure thats been kicked around and that it will come in installments. Presumably, that measure is the first part of it because that wouldnt come close to addressing the better than 130 billion in costs Texas Governor greg abbott says have file piled up as a result of this storm. But speaker ryan seems very optimistic that those installments will come, that this immediate relief effort will pass. He didnt say it would be attached to a debt ceiling measure. He didnt really have to. The president has hinted that it would and should be attached to a debt ceiling increase to make sure it gets through. Again, a number of guests have already told me anyone voting against this in this environment, well, it wouldnt be a wise thing to do, so it will probably get through without having to tie it to any other piece of legislation like an increase. Speaking of the white house, we are hearing talk that in another 30 minutes or so 10 minutes, i should say, were going to get a presser from the white house. Right now rebuilding efforts going on right now in texas. When we get that, we will pass it along to you. Now, back to gas prices up better than 17 cents from just a week ago. You might have heard of my prior guest talking about the fear factor weighing in on the line factor, the people who are netting nervous and forming long gas lines in his view, needlessly. What do you say . I think the impact is somewhere between modest and measured at least right now. Hes right, at least last week i said there was 22 days of supply, and thats all well and good, but getting to that supply is another story. Combine that with labor day around the nation where theyre not impacted by texas and, yeah, we could see a shortterm spike. I look at the futures markets, you jest mentioned that. October, the front month, trading about 1. 72. You go to december, its 1. 52, so i think the markets understanding or interpreting that to be a shortterm issue. Neil thats a very good point. People have concluded by that time the spike will have died down or the fear factor, the supply fear of disruption will have died down, right . Yeah. And especially when you see the epa issuing another waiver of 38 states, its like allowing them to a waiver on low volatility convention algas requirement. In other words, moving to the winter blend which is a lot easier to produce. So we talk about the Colonial Pipeline, 2. 5 Million Barrels a day. Just imagine now theyll be able to mix, comingle that specification, get that up there once its up and running. Without that, it would be a whole different story, and i think gas prices would be higher as we speak. Neil is it your sense that this could even go beyond gas, though, that it could affect lets say things like heating oil, jet fuel, the kind of stuff that would cascade or follow normally . What about this time . Yeah. You know, its her affected jet fuel. Its already affected jet fuel. I think thats going to be a shortterm impact. Thats one of easiest fuels to refine so, yeah, short term. Heating oil, thats a different issue. It takes longer, and weve seen with the eia report that came out earlier that the results of that have been somewhat neutral right now. So, yeah, it could impact that but probably not. To the fallout from gary cohn speaking to our Stuart Varney and signaling that they have sort of the broad outlines of tax relief. It is not gown to be dramatic tax reform going to be dramatic tax reform, nothing like in 1986 but it will be a step in the right direction. Now, for the very well to do, not so much. More. Stuart donald trump talks of a middleclass tax cut, that is what he talked about in missouri. Does that mean the top 1 wont get a cut in their taxes. That is what the president is talking about. What we have been working on in the white house is a middleclass tax cut. He talked about simplifying the tax system and getting rid of loopholes. The middleclass doesnt take advantage of a loophole, the wealthy take advantage of loopholes was when he talked about getting rid of loopholes he talks about areas the wealthy have used the tax code to their advantage to lower their taxes while the middleclass does not have the advantage to take care of those loopholes so that is what the president was talking about. Stuart does that mean there will be no cut in the top rate of income tax or individuals . There may be a cut. That hasnt been decided but there may be a cut in the actual rate but it is the effective rate, what percentage of income do you actually pay . Neil that was a big deal with Stuart Varney, gary gary cohn confirming the line for taxes, 35. 6 , 35 , president bush and barack obama carried it, you know the drill onset but the pingpong is over. That ray wont come down by much but will be off said by limiting the richest deductions. A furious Charlie Gasparino to react to this. Charles does that look like a hostage video, he was blinking morse code, i really dont believe this . Neil you could read into this, the Charlotte Post presser, his last act. Charles here is the thing gary cohn he will not be fed chair because he will attack trump. He should have gone was Steve Mnuchin did, try to spin a positive tail, he did the opposite. Now gary cohn is a longterm democrat so who knows what pressure was on him to say what he said about trumps assessment. Is serving this to get the taxcut . Charles particularly the Corporate Tax rate, to something specific like 25 but keep the loopholes because effectively it is a lot lower or bring it to 20, 15 but take out the loopholes. Neil is out the gate with 15 . Charles he should. Think of what gary cohn had done, he will go back to Corporate America as the man, every ceo in wall street, all his buddies, lloyd blank find, larry fink, steve schwartzman, they will hail him as a hero if he does a significant Corporate Tax cut. Neil private industry possibilities. Charles the guy who did it. Maybe trump will forget he attacked him on the charlottesville thing even though it wasnt it was an indirect attack. I dont think so knowing donald, he carries grudges and it is in his mind. Chairmanship of the fed is something he thirsted for. Back to the tax thing, do you think whatever happens to the wealthy that it is so sweeping, the big middleclass, certainly maybe isnt 86 but close to what george bush did. Charles middleclass people as someone who grew up less the middleclass they dont pay the majority of the taxes, Something Like that. If you do a middleclass taxcut the budgetary impact wont be that great. I big thing for them they believe is the full monty is the Corporate Tax cut. If they can get that at a decent sized Corporate Tax rate you will get better stockmarkets. I was talking with a lot of traders and sophisticated investors what type of Corporate Tax rate do you want . They are telling me if they take it to 25 from 35 but keep in the loopholes the impact on s p earnings is negligible. It wont matter. They have to do something bold and gary cohn knows this. If you are going to take out the loophole for interest deduction, take that out, get rid of that loophole you will take for this to have an impact on s p earnings, stock Market Impact and Economic Impact the effective rate down to 20. If they do something bold take it down to 20. Neil cant be around the edges. Charles take it down to 30, forget it. Markets neil what about the individuals at the state and local taxes . States like new york, Chuck Schumer and Dianne Feinstein in a box to say nothing of Elizabeth Warren in massachusetts if that taxcut, you risk hurting your constituents either way. Charles there are republicans in new york. Ask them. In a contentious neil they need the proof their constituents will come ahead with them. Charles if you make 150,000 a year and live in long island you are paying a lot of taxes, you are not rich by any stretch of the imagination and writing off your estate tax is a big thing for you so just think of it, they will screw over the Republican Party will screw ever everybody that makes 100 grand in new york. Neil the idea is to have people think twice about high taxes. Charles i am with you but practice it. It will be very hard. That is why talking middleclass taxes. My guess if you do a middleclass taxcut your budgetary impact at least at first is not going to be that bad because they dont pay all the taxes, rich people pay taxes, close loopholes for the rich people, take it down marginally, do a middleclass taxcut, budgetary impact is not that great but where you get the stimulus is on the corporate side. Neil you are right about that. When rich crutch the numbers and discover i am paying more than i used to. Were not incentivized to do certain things they were incentivized to do and that is what tax reform is about, giving individual freedom to figure out what they are willing to pay, not look for these loopholes and gimmicks to get away from paying certain taxes. But i will tell you this. It is going to be marginal on individuals, not a rich guy which is good. Rich people are rich. I think where the stimulus comes into play, they have to go bold and gary cohn is hearing from sophisticated investors if you eliminate all loopholes and bring this to 25 that is not a Corporate Tax cut. Neil we do know the president will be meeting with top officials in the rescue effort going on right now in texas. We know theres a possibility we could get something from that, we are also on the ground with jeff flock as well. Its a highly contagious disease that can be really serious. We are reading our forecasts of the preseason, i dont know how more clear i could have been when i said the major hurricane drought was going to end this year, it would be a high impact year. There was a line in may, lookout in the northwest golf given this pattern. Also very worried about the eastern seaboard, the entire area. If you look at our forecasts map, the entire United States coastline surrounded with red. We think in that area 50 of the accumulated Cyclonic Energy will occur. What is that . The real measure of storm power, not how many you name but how many get close to you and how big they are. You see harvey, cindy was minor, emily was minor, harvey was a major hurricane and now irma, irma is a slowmoving monstrous classic atlantic hurricane, i say classic because if you look at attractive gloria, donna in 1944, 1938, sisters of the 1950s, you see what im talking about, they get to the western atlantic and threaten the United States. That doesnt mean it will hit directly in the United States, can tell that. Other people can. We have got it in close to the coast by 10, 12 days down the road, some here watching. I think also given how strong the storm is going to be and how slow it is going to move it may be the single strongest, using that terminology, ace index, storm we have ever seen. That is a product of how slow it is going to move. A lot of big Atlantic Hurricanes move very quickly because theres a stronger region the atlantic. In this case the steering currents are not as strong but they are aiming this west for at least 7 days. In the storms case you expect it to be severe, where it hits but a monster. Yes. As a matter of fact watch the track of the storm. It will be bending to the west southwest over the next few days and my professor at penn state, tropical meteorology professor doctor john lee, dont know if he is watching but he always used to say, back in the 70s, we have seen storms like this before, when the track will bend to the left, if it is moving west northwest entrance west west southwest to look for that kind of storm to become very intense and the storm seems to have the same situation. Remember when ike developed in the atlantic, did that come andrew was curving and turned west, became very intense after that so looks like it will do that. We are seeing people come through the shelters, looks like it is stabilized and we are seeing a new normal but on the volunteer side we are seeing upward of a couple hundred volunteers helping support these efforts each day. Neil how many are at the Convention Center . From what i was told earlier this morning it was around 1800 to 2500 so that is my best figure on that. Neil how are they doing . The logistics of feeding them, housing them, providing what they need, how is that going . Volunteers are doing a great job getting everything through them. We have areas for the kids set up, areas getting news to folks and getting basic basic needs taken care of. I saw people last night getting haircuts at the facility. It is almost a dumb little town. Neil i was fascinated to read about volunteerism in your undertaking. What does it do . We were founded in 1974, local point of light phileas, we were the Largest National and International Network of volunteer injuries agencies, founded by president george hw bush. This has hit home for a lot of us. When we are not responding to disasters we place 50 to 60,000 volunteers in nonprofit agencies, providing capacity and right now that capacity is hitting houstonians. As i talk to you there is construction workers on the first floor, we are trying to get by on the second floor. Citizens got to use their good judgment. It is very difficult, the fourth largest city in the country, to predict they are going to get a storm which was worse than the worst Case Scenarios outlined when i was mayor. Neil no one is wearing a political label. In any of this. Cooperation seems remarkable. That is my read from new york looking at this. What is your sense of it . People put politics aside and Natural Disaster. Neil not all the time. Not all the time, but 90 of the time. One of the times where people draw together, that is what we did during katrina and for that matter like. One great thing about City Government and the city of houston is, nonpartisan elections, as you mentioned, i voted the democrat primary but got 91 of the vote for reelection and not because all texans or houstonians are democratic, local government you have to get things done. It is more about results than rhetoric and that is a big incentive for people to Work Together to get things done. Neil a lot of people you know better than many, the fourth largest city, such an economic, vibrant area when it comes to energy and technology and the turnaround is more pronounced we have seen in other areas like the katrina disaster. Do you agree with . We have a lot of capacity in this community, is this metropolitan area is home of the second largest number of fortune 500 companies. We have very large and extremely effective faithbased organizations in this community. People come to texas for economic opportunity, strong work ethic. Neil i always wonder, so much of the media is fixated on what is going on in your city or state, i remember covering katrina, fears that what happens when the camera crews go, floodwaters are still there, problems are still very relevant, do you worry about that . Some. What we saw during katrina, for fema response including excellent fema personnel who replaced folks who were in place at the time of katrina. Year out, the normal reimbursements that we were entitled to under law for temporary housing, a new crew of federal officials came in and things slowed down so what we want to do is minimize the bureaucracy, get things done. The fallout in the energy sector, after people dry out in the city comes to life there is concern the effect might be more than a little shortlived, the uptick in gasoline and related disruptions could linger. What are your thoughts . This does emphasize the importance of the gulf coast of the United States, those on the Golden Triangle in particular for the Nations Energy supplies. I have been in the Energy Business most of my life. I dont think people realize how critical some of this gulf coast infrastructure is. The companies that have it are strong, it will take some rebuilding, water was high. There is a lot of what we call the Golden Triangle area, beaumont, orange, significant refining capacity, there are stocks of Refined Products in europe as this will define products that are a major export item for the United States in the next couple years or over the last couple years but we will get back. This is what we took out, we went out with the air marine operation, part of the Customs Border Protection Unit and we got to see what it was like when they were rescuing their neighborhoods, they showed us some crazy stuff. I want to introduce you to the pilot with the air marine operation, tell us how you got people that were trapped in their attic. We utilized the helicopter and swift rescue technician, we would put them on the roof, and use a chainsaw in order to access the roof. We got a lot of 911 calls from people trying to get out of singlestory dwellings the got trapped in the attic. Reporter they showed a house that had a hole in the roof, that is how they got people out but inside here, when they went out on their missions they took these seats out and were putting as many people inside as they could. They had baskets they were lowering to rescue people. This is their search and rescue operation they were doing in the neighborhoods hardest hit by Hurricane Harvey but since then they moved to humanitarian efforts delivering blood to blood banks and food and resources to shelters, the roads are still flooded. An aircraft like this is the only way to get food and resources to those people in the shelter. Moving forward, once this water dissipates they are here to back out lawenforcement from the air. If they see anyone trying to loot or vandalize someone at home and property it could take less sentiment to get from the air to the ground and get that person in handcuffs and take into custody. Really remarkable efforts by all here and from what we saw you are looking at the video, you can see some of the water has dropped but many homes, about half will of water. It will be several weeks before we see the water go down. Neil i want to show again a view of the first day we have seen where they have come down after an aggressive run up. It is a mouthful. These gasoline futures, this is a look at what has been a 20 uptick, the first day i can remember started having a little bit, reversing the gains that were going on interrupted. There has been dramatic improvement in all levels of response, total quality management, you always want a better response. There is going to be a postmortem as we say in medicine. Im a doctor. They look what happened before and after, how can we do it better but hats off. The First Responders have done an incredible job and i folks coming in afterwards which i visited a noaa station in louisiana and they have been staying there 24 7 sleeping on the floor to provide accurate updates to all those in their Coverage Area and you know they were doing that in Corpus Christi and houston where there are other noaa stations. Knowing we should have done it better but hats off to our federal partners that worked so hard. Neil Speaker Paul Ryan talked about urgent aid in texas, presumably to louisiana as well, 5 to 6 billion, there was talk that if there was difficulty with that, attach it to a debt ceiling, doesnt look like that would be necessary but what do you think of that . A great idea. After Katrina Congress set up a fund so fema would not have to come to congress for immediate funding but dollars would be there. The enormity of this disaster is the Disaster Relief fund might be drained before what they need. Upfront money is necessary but i know from experience they will be rebuilding down the road. Neil i had Chris Christie here not long ago talking about the back and forth on that but first the president just moments ago. Today or over the weekend have a decision. There has been a call on the part of speaker ryan and others that the president not rescind this program, growing hints that he will not and it will be official this weekend, calling sunday national day of prayer for the victims of the hurricane and to bring the nation together, all that at a time the president is entertaining aid for victims of Hurricane Harvey to the tune of 5. 5 to 6 billion, merely a down payment on what to be north of 130 billion when all is said and done. We forget there are Small Businesses directly affected by this and their operation stopped by this. You emphasize the right to delay those loans, update me on other things going on. When you listen to stories of mothers, a mother who watched one sundial electrocution because he was in water, didnt know had been positively electrified. However there are folks who look at how can i get back in my home, get it repaired, get my business up and running so i can take care of my family, that is where fda has stepped in and that is our job and what we will continue to do and part of what we did at first, the one time we need to make clear, in disasters is when we loan money directly for homes, only time you ever get involved in home mortgages and businesses for loss of plant property, equipment, inventories and operating capital. We are the direct lender in this phase, first step we took was to let businesses know if they have an outstanding disaster loan from a prior disaster, not harvey, we will automatically deter any payments for that in disaster areas for up to a year and contiguous areas for nine months so we put that in place but we certainly have on the ground already in dallas our Disaster Relief center which is where i was yesterday, i had gone down with the president tuesday when i was in dallas yesterday, Disaster Relief center where we have 500 people already in place, taking calls, processing applications for loans, prepared with our surge folks that are on standby, have been trained before to come into that office, also in sacramento and buffalo to make sure we are getting these loans processed as quickly as we can, get the whole process done and to qualify those eligible for their loans. We are up and running and geared up. We will bring more on for the surge to take care of applications that are coming so we can help people get in their homes and businesses up and running as quickly as we can. Neil speed is important. My numbers could be offered two out of three Small Businesses after a Natural Disaster like this never recovered, never get back in business so time is of the essence. It really is blue Small Businesses are the glue in our communities, to get cities and towns backup not only in houston proper but outlying areas, getting Small Businesses back on their feet is key to economic recovery. We are geared to be doing that. We are not only on the ground now but we will be there for the longterm. This is going to take years of recovery. Fema said they would be on the ground for years. I think they have and working very closely with fema and other Government Agencies because this is all hands on deck to make this happen. Neil appreciate the time but i want to pick your brain on the taxcut news we are likely to get detailed from the administration, one idea that it would be across the board, not as much for the wealthy, the top rate might not move very much, a lot of allowances and writeoffs might offset what they have, many Small Businesses pay at the marginal rate and not the corporate rate does that concern you . I tell you what i hear when im traveling the country talking to Small Businesses. I hear from everywhere if they do get a tax cut that money will be used to grow their business, hire more people and reinvest in what they are doing, they are looking forward to a taxcut, paying anything else, if they can get the rate locked in and know what tax they will pay they know how to plan. So, one of, rescue stuff was going on and still is in the orange area, we would use helicopters to fly ahead to direct rescue boats to get into hardertoreach areas to navigate waters and pathways, get them to people that actually needed it, save time. For the average american right now theyre seeing 20, 30 , hikes in fuel prices and other costs going up because of harvey. This could come at a really good time. Bring some of Middle America back together as well. I think its a good thing of the wealthy will be stressing out as much i dont think with the effects of harvey tying all that in as average american would. I think tax cut would be good. Neil if Hillary Clinton would be in there their taxes would be going up. That would assume, depending on makeup of congress whether she would have the followthrough to follow that up. Katelyn, what i think about how harvey affect this is debate. I can not imagine anyone talking about a Government Shutdown now . That makes it very difficult.
