This as harvey damage caused toxic chemicals to pour out of refineries operated by exxon, shell and other companies. Houston now floating in a terrifying toxic stew. Floodwaters may not recede until october. We are basically going to monitor that situation for you. Again, this is a dangerous situation we are going to stay on it. Weve become quite accustomed to seeing president s emphasize with the victims. Is it fair to judge President Trump on the lack of empathy . The Human Element seemed to be an sent. Just concerned about optics. Very little in terms of empathy from this president. Very little in terms of emotion or talking directly to the people of texas. Its like theyre all reading a script trying to question the emotional empathy of donald trump and i want to say to them, some people eat their soup louder than other people but it doesnt mean that the soup tastes better. Donald trump is not the kind of guy who goes and just breaks out in a balling fit but he showed real empathy by marshalling all of the resources of the federal government in advance of the storm and helping people when they needed it. I think people would much rather have a leader whose getting things done when theyre standing up to their waste in water than have somebody that does nothing right but sits around and sheds tears for them. I think the president showed a great deal of empathy today. He wrote a check for a million bucks of histone money. Thats the empathy a lot of people appreciate. Im sure if they can figure out a way to do it they will. C. , do you know what cut it out with your swamp go fight for the not gotten man and get the policies and the help texas needs. A lot of americans have seen america at its best this week. People who arent being paid to go out there and risk their lives, but theyre doing it because theyre neighbors and nobodys asking are you black or white or are you democrat, republican, do you agree with me or not . Theyre just helping because they are fellow human beings and my heart has been gratified. I think all americans have been touched by the extraordinary scenes of watching these First Responders as well as just people from the cajun navy and other volunteer organizations rush to the sound of the guns, if you will, helping these people who really they dont have time to wait for somebody to come get them who has a badge or who has authorization. They just need somebody to get them off the roof and do it right now and folks have done it with pool floats. Theyve done it with jet skiis and theyve done it with every kind of device and the result is we have sadly some people who have been killed but its nothing like the over 1800 that parished in katrina, a sight that none of us god forbid ever want to see again. You know, the death toll of Hurricane Harvey, governor, it is rising to over 31. We brought you this story. It took the life of Houston Police officer steve perez as he drove to help people in need. Texas senator ted cruz reacted earlier. Lets listen. You look at the Houston Police officer who was killed. Sargent perez. He came in, his wife begged him not to go, said the water is too high, dont go in and he drove in anyway and he said ive got to its my job. Ive got to save people and he drove and he couldnt get to his ordinary duty station so he went to another station to report for duty and got caught in fast moving water and lost his life. I mean, those are the stories of bravery were seeing one after the other after the other and its really what has saved houston throughout this storm. Liz quite a story. Whats your reaction, governor . Well you know, i dont know of any person who doesnt feel a deep sense of just grief for this family, but this is the character of 99. 9 of the police officers, firemen, First Responders all over america. Liz these are true heros. When other people are getting out of danger theyre going into the middle of it and every time they do it, they are risking their lives and some of them end up giving their lives, trying to save other people. This officer is a reminder and example of what we owe to these folks who often wear uniforms but they wear Something Else deep inside that the eye cant see. They wear a sense of character and a sense of responsibility for other people and theyre certainly not paid well enough to do that. Its something inside of them that gives them the capacity to care that much. Liz yeah youre right, governor. You know youre right. They arent paid enough and ive heard time and again First Responders are born into heroism theyre born that way and so thats why the white house looks like the federal government is stepping up to take care of texas and louisiana. Its deploying federal resources including help from the pentagon , but governor the katrina commander for new orleans Lieutenant General russel honor see he says the government responds with amateur hour that we are busy fighting terrorism when disaster responses should not be cooked up on the flyby each state, each of the 50 states, because youve got people hanging by a thread. Hes saying there should be more uniform response. What do you think . I think hes wrong. I think he doesnt understand what is done at the state and local level. As a governor of a state and somebody who took in 75,000 evacuees during katrina, we marshalled resources and took care of people in a way that really met needs in i think an extraordinary way and i think he just doesnt know enough about what hes talking about when he says that because if you look at what was done and the cooperative effort between the state, the local, and the federal levels in this houston issue, it is stark contrast to what happened in katrina when you had these agencies fighting each other and not making decisions. A lot of the people died in new orleans because decisions got bottlenecked and everybody was worried about the right paperwork rather than taking care of people. When you have a disaster of this consequence youve got to either sometimes bend or break rules but forget the rules. Take care of people first and so i think thats exactly whats happened and i would say that every one of the governors of america and the county officials and mayors are prepared for this and they do get ready for it and to say otherwise is just disingenuine us or uninformed. Its a Chemical Plant that is in a volatile situation. Lets get to our own Hillary Vaughn and she is outside that plant. Hillary . Reporter hi, liz, so right here, we are kind of outside the radius where theyre evacuating people because they dont want anyone to breathe any of the fumes this plant is emanating but i do want to point you to this sign. This shows you this is for a different plant not the one that had the explosions overnight. This is part of the most condensed area in the country of Chemical Plants, refineries, pipelines, all in this area but there are still people that live here and they had to evacuate them. We talked to or the epa announced that they tested smoke that came from that explosion and they said they dont believe it had any toxic chemicals but still there are concerns these chemicals are going airborne. Residents are blocked. The plant itself is sitting under six feet of water, so until that water dissipates, the power plant cant get power which means they cant control the temperature of the chemicals thats what all of this is about , because when these chemicals get to a high temperature, they spark, pop, ignite and then you have the fires, and the explosions and thats what theyre trying to prevent but until they get control of their plant and power back on they arent able to do that. There are eight more tanks that they believe could explode or cause a Chemical Reaction and its a matter of time until we reach the high temperatures. You can see how bright it is today. Temperatures are rising and its only a matter of time until we have more Chemical Reactions which is why theyre keeping people out of this area but a lot of people wondering if these if the smoke isnt dangerous why they arent allowed back into their homes. We havent received many answers on that but they do say theyre taking a defensive posture making sure that no one inhales any type of smoke that could cause any irritation. 15 deputies were taken to the hospital. They have been released and they are okay but they did inhale some of those fumes and complained of some type of irritation, so it is having an effect on some people that come into contact with it but again, were in standby mode because even though the rain has stopped here, the water still remains and six feet of water has to evaporate and be cleared out before they can even go inside. Theres no officials on site at the plant monitoring the situation because they believe its so dangerous. They are doing sending a few choppers into the air to monitor from above but thats only every few hours and they are only getting so much information from that birds eye view up there so really its a waiting game and residents dont have many answers as to when they will be allowed back inside their homes and right now were just seeing what happens with those remaining eight tanks of chemicals. We should be but no one denies the earth warms and then it cools and then it warms and cools and just how much is man contributing to it. Well irma, first of all the Virgin Islands and puerto rico could be a major test if this comes right at them and if by sunday i think the administration understands that this may make a direct hit on the Virgin Islands and puerto rico. Of course we got that big refinery in the Virgin Islands also, perhaps trying to get equipment and recovery items in there before the fact might be a good idea. Once it gets past puerto rico and hispaniola, it has the bahamas and may come all the way to the southeastern part of the United States. By the way im not trying to quarterback but this pattern was so well telegraphed. You know, for folks that followed me on twitter and weather bell, what i did on weather bell is i set this up two to three weeks ago and theres a certain kind of pattern that takes place, and when it gets into phase ii, you have a lot of cool weather in the Eastern Central part of the United States and warmth from the test and tropics literally light up.
