Were continuing to monitor the situation right now that is somewhat of a emergency situation in beaumont. We just received words maybe five minutes ago that the reservoir is now going to open up their floodgates, which puts counties of casper and newton more additional water being brought in there. So we have a crisis situation there that is unparalleled just in those areas that we havent even been able to address yet. Were prepared for them. We know that this eventuality was there, so we had units standing by poised to go in, but were looking at roadmaps now. Theres not a road open in that area we cant begin to move yet. But in houston, we are mustering our forces rapidly. We have Incident Team on the ground there thats getting a good handle on the situation there. We have 30 canteens that are moving into houston as we speak. Service began, were already serving folks in houston. Weve been serving folks in houston down at the Convention Center. Its just an amazing amount of resources pouring into that town right now, and were doing everything we can to help muster that and keep it organized. Neil is it your sense, director im sorry. I just want to be clear. Because we heard a number of reservoirs that are at or over capacity. I dont know where that is in relation to you, but its just a matter of time before they breach. Is it your sense that the state is ready to deal with that, has cleared people out of harms way, if thats the case . Well, i think the state is obviously stretched. Weve had to bring in every resource available, and the things that are happening are unprecedented so that, you know, we plan for how big is big . But, you know, this is absolutely enormous that were doing everything we can. And its our part to establish any way we can to fall in behind them and assist with mass care. In terms of the reservoirs, attics, i know is already overflowed. Its about a foot over the bank thats going around the edge of the dam, but its obviously you know, the waters not affecting the area any more drastically than they already had at this point. Meanwhile, there is the issue of what congress does to help out Harvey Victims and those displaced by this storm. Again, one that could be very, very expensive. You heard early reports upwards of 160 billion. Im not sure how they quantify that. I am sure that new Jersey Governor Chris Christie went through the same thing called sandy back in 2012 said time is of the essence. The aid needs to be delivered. I think is a gross error. Peoples livelihood should not be tied whether or not the United States congress can responsibly get to a place where they can pay their bills. Theyre paid to do that, they should do that. But theyre also paid to make sure that they take care of folks in a moment of disaster like this. Neil so you would think whatever funding youre going to have or otherwise have it, dont tie it. Absolutely not. Straight upordown vote. Neil this might drag on a while. Do you think an event like this could change once they realize that the risk of shutting down a government and that could add to more problems . Or what do you think comes out of an event like this . You would hope that what folks in washington would understand is that we elected them to sit down and run our government, not close it. Neil all right. The gist of what Chris Christie was telling me they shouldnt play politics with this aid. Offer it, grant it, and make sure its clear and fast. And secondly, this is hardly time to do anything that would threaten shutting down the government like increasing the debt ceiling or teaching provides those to it that would potentially lead to a government shut down. Reaction now from texas republican congressman brian, and he joins me on the phone. Congressman, good to have you. First of all, whats the latest youre hearing on conditions in your fine state . Im here. Im right in the middle of it. And completely surrounded by water in my home of tyler county up in woodville, but i have nine counties that i represent in every single one of them are under water. The southwest part of my district has gotten for the last four or five days, which is Harris County, chambers, and liberty. And now this storm is just sitting over east texas, and weve got another six counties over here. And it has deluged many, many thousands of people. Shelters, were going to get supplies to them, weve got volunteers coming in, First Responders doing a tremendous job. Our neighbors over to the east and louisiana have sent a ton of people over here. Florida. Ive seen just folks from everywhere, and weve got we just gotten some more disaster decorations from four of the six counties. I have nine counties. Two are already decorations of disaster. And now we have another four, but were trying to get the remaining two decorations of disaster. So its a mess, neil. Never seen anything like this before in my entire life. Neil it is amazing. I am wondering what youre saying Chris Christie that theres relief coming to texas, it shouldnt be stymied or altered or debated too much in watching that it should be a clean aid package, certainly not one tied to raising the debt ceiling or anything like that. Do you agree with that . Well, you know, to an extent, i agree, but i will say this that we have to look and see what the package contains because ive been serving congress during the Hurricane Sandy disaster, but i understand that there was a lot of that that was contained in that bill, which really didnt pertain to the disaster at all. But was just spending. And to unrelated matters. So you know i can tell that we want Disaster Relief and are expecting it, and i will support that. But certainly weve got to be where were held accountable by our taxpayers. And also held accountable by the citizens affected by these storms. So we have to look and see what were voting on, of course. Neil do you buy the argument that now is not the time to consider a government shut down. Whatever stance you take on this, more spending, less, whatever. That now is not the time to even let that possibility come up . I would agree that the last thing we need right now as a government shut down. Texas has never experienced anything like this before. This is a flood of biblical practic proportions i would have to call it. Ive seen a lot of storms, hurricanes, and flood events, and ive never seen one like this. And we desperately need the help, so i dont think this would be a great time to have a government shut down. But quite frankly, i think this is a media manufactured issue. I think people are going to want and serving in congress are going to want to help the folks that are in need. And we have to be responsible, but we dont want to be, you know, increase spending for programs that have nothing to do with the storm. But i think neil it doesnt appear to be any evidence of that yet. Of course, it did happen with sandy. A point i did raise with the governor christie yesterday when they did add a lot of these addons there, nothing to do with sandy. But that does not appear to be the case right now, whatever they are considering seems to be exclusive to those affected by harvey. We hope that continues. I could not agree more. But this is a this could be a National Disaster as well. I have some of the largest in fact, ive got more petrol chemical refineries in my district than the surrounding neighborhoods congressman that i represent. These are some of the largest refineries in north america. Neil absolutely. And im telling you this country is going to feel the gas pump, strategic tools and chemicals that our economy is dependent upon and our transportation system. It is going to be it will be filled by all americans. So this is why its so crucial that we make sure that we fix this infrastructure back. Its not going to happen overnight, of course. But we just need to get this storm out of here, get the rain to run off and stop, and then we can start rebuilding. Unfortunately, i just heard that theres another tropical depression out in the gulf right now. Im not sure youve heard that yet or not. Neil yeah, we have, and im just hoping it stays way out there in the gulf. Were keeping an eye on it, but, congressman, thank you very much. I have a busy schedule. As to why this has repercussions across the country, now keep in mind with the close of the port of texas, that shuts down a lot of energy production. Were talking about 600,000 barrels of oil a day. Thats just one facility. Right now about 20 of our energy needs, which are met in that area are frozen in place. And talking about about gas and diesel all the way to jet fuel that is affected by that region. Goes all the way to dozen states up to new jersey and traffic on that would be slowed to a trickle. I say traffic, energy traffic, the kind of stuff we just talked about. So the repercussions are fast and furious across the country as gas prices continue to climb, Oil Prices Going the other way. We have a saturated market with the oil market. But not so anything that has to be refined and produced again for whats happening on the gasoline and related front. All of those prices have been going up. This is one of the rare days weve seen oil moving up. But, again, it is collectively down. Jeff flock in the meantime in the middle of all of this in richmond, texas. Jeff. It has gone down. Yeah. You caught me right in the middle of a conversation, neil, with these folks just now National Guard here and dont want to repeat what you just told me, but please do. Youre going to go. Were leaving. We did this last year, and it came up to, like, three feet from the garage. And they say three more feet on top of this. Yeah. So we figure it might hit the house or at least the garage or cut off power or gas or water, and then we would be out of luck. This is this young ladys sixth child and may i see . Oh, my gosh. This is baby michael. This is grandmom here who has been in North Carolina floods in fargo. Yeah, when mississippi flooded. I dont want to take up too much of your time. I really appreciate it. Youve got six . Wow. Congratulations. As you can see, National Guard trucks moving through this neighborhood. Ill let you go and do what you have to do here. This is where you go, neil, if youre in this community, which is called rio vista. It is right not far from the banks of the river, and you can see the rest of the family up there. The National Guard has done a wonderful job as they wave goodbye. Wow. Look at that. As i said, National Guard, wonderful job. They trust them with a baby in his hands. Im not sure if hes done this before, but there you go. The little brother has up there. And they will go. Most people and thats where the three or four feet are going to go. And there you go, neil. Its been an incredible few days to see the people are getting to safety, as you reported at the outset. That is the thats the priority. People getting to safety right now. Were still not in recovery mode. Were still in lets get people to safety mode. And there they go. Neil thats a good mode to be in, jeff. I didnt even mention a couple of bayous that would be here. A lot of the people looking up at the sunny skies and say we dont know reason why that would worry. But, again, it is. It is the case. Neil all right. You had seen these horrific images coming out of port arthur, texas. One of the Worlds Largest refineries there, and its shut down right now because of harvey, and we dont know how long. The affect across the country will be fast and furious, well get a read from that from the industry fox business Hillary Vaughan in port arthur, texas and how it looks there. Hey, hillary. Hey, neil. What youre seeing right now is kind of a traffic jam caused by all the boats headed into port arthur to rescue people. These are civilians, ordinary folks that have come out to bring their boat. The mayor asked for more boats. Now people are asking the call. But the entire city is under water. Its causing a lot of problems. Over 20,000 homes are affected. Hundreds if not thousands of people are standing on their roofs, attics, the top of cars hoping to be rescued. A lot of the roads are blocked. Were on highway 90 right now at several points we drove through a foot or two of water to get to where we are here right now, and were even closer into the city like many of these rescuers are as well. But here about five miles from us is the Largest Oil Refinery in the United States and major shutdowns since the floodwaters have risen. At 5 00 again this morning, theyre closing the saudi identify owned refinery says they began a controlled shut down after increasing local they say they wont open back up until the floodwaters recede, which could be weeks. For 600,000 barrels of oil a day. But this isnt the only refinery offline. 15 refinery capacity is down. Exxonmobil, who has a refinery says theyve had to shut down as well once they discovered roof damage. Put refineries offline. And these shutdowns are going to have ripple effects on consumers. Drivers could see higher prices. There is a squeeze on this supply. But we dont know how long these refineries will stay close. Because when plants flood like they did during hurricane katrina, it could take weeks or months in order to get the Electrical Equipment that they need in other parts to be installed. But ready to open. They need the ports. Otherwise, the oil doesnt go. One of the ports is the houston ship, thats the critical vein that pumps oil in and out. And you can see behind me theyre Trucking People they rescued on truck beds in the rain trying to get out with what they have. And this is kind of the situation that youre seeing. Desperate and right now not only oil refineries, but really the entire city of port arthur is shut down. Kneel. Neil Hillary Vaughan, hard to get in, hard to get out. And for any of that stuff thats vital in that neck of the woods, the oil and all of that other stuff you keep hearing about to get out of that area to us, to the rest of the country. And that could be a problem for the rest of the country. Andy is here, he follows the best energy reads. You know, andy, youre a houston resident; right . I mean, youve been there all this time. How is, first of all, your home doing in the middle of all of this stuff . Right. Ive been here over a week. My house fortunately is okay. The neighbors told me we didnt get any water, so now were going on to recovery phase and trying to see whats going to neil all right. What will go on with these disruptions were getting at port arthur and some of these other the Colonial Pipeline and the other ones . Bottom line, one after another stymied for what could be quite a while. Whats the fall out . The refining industry has been affected, and if the refineries arent running, we dont have the pipelines. And all the different geographic regions of the country are connected. So if we look at houston and port arthur, first of all, were supplying dallas, st. Louis, and chicago. One of the major pipelines up that way is shut down because theres no product to pump. Colonial pipeline in houston is shut down because theres no product to pump. And that is serving the southeast and midatlantic. Neil and a lot of Energy Products over that, including jet fuel. Right. So weve talked a lot about gasoline. But if the refineries are not making jet fuel, and youre thinking about how does atlanta get its jet fuel, its coming from the gulf coast. So theres going to be an issue happening in a variety of airports as this outage extend. Neil that planes cant get fuel. Theyre going to have to get it somewhere else. Neil the affect right now is in gasoline futures climbing. I think 12 over the last week. Do you see that continuing . I do. Especially over the next few days because the market is still trying to assess whats going on. And as you mentioned, the port arthur refineries are now all down. Thats another 8 of Refining Capacity, and it looks like theres significant flooding thats occurring at those sites. Whereas in houston, they just shut down because it couldnt get crew. They dont really have much damage in the houston area, nor in corpse. Neil all right. But the flooding and the damage, no longer get it back online; right . Thats right. You get those electric pumps under water, and youre down for six to eight weeks. Neil why isnt oil responding . Well, heres a way to think about it is we use about 5 Million Barrels a day of Refining Capacity and the amount of oil to the market was closer to 600,000 barrels a day. So while we lost a little bit of oil, we lost a huge amount of demand. The Oil Market Getting coming onto pressure. Neil all right. But there was a lot of oil to begin with; right . So the argument was we are already kind of a little saturated and maybe a little less saturated now; right . Well, exactly. We have more oil. Neil but im sorry. I wasnt clear. The bigger hit will be in gasoline. So if people havent, they will see it. Oh, they will see it. I expect gasoline prices are going to march up nationally about three cents a gallon per day over the next five to seven days. Neil really . Yeah. The retail side has not absorbed all of these increases that weve seen in pipeline barrels that we trade, which have already spiked 20 to 30 cents a gallon. Neil i dont know if this is per view, but a lot of people email me in the south saying theres price gouging going on. How is that belief beyond the normal up tick of prices. Some are saying 50 cents a gallon. How does that happen . Well, i think we have to rely on the consumer and a lot of these service stations, even though they might pay exxon or shell or bp, theyre not owned by companies. Its a dealer type of relationship. So that individual gas station owner is posting where you could see some gouging take place. Neil all right. There are laws in effect for that sort of thing. But if you drive onto a better deal elsewhere. Bottom line, you see this going on for a few more weeks, at least. Oh, absolutely. Neil the price impact. Absolutely because its going to take the refineries along the gulf coast between one and three weeks to get back fully online and start replenishing supply. Neil thank you very much. Sorting through all of this, we are also keeping an eye on other developments, including the president of the United States whos going to be in missouri selling tax reform or tax cuts. Right now that his cause will not be in the details here. But to what he saw in texas for the country to come together and do for the greater good and help the common man and woman and part of that will be tax relief. Now, he isnt going to spell it out what i say in terms of what the specific rate will be of 15 of his best case scenario. More likely 20 to 25 . All coming out mere times and elsewhere. But maybe the top rate does not budge. So much we dont know. This much we do. Texans have other things on their mind. Life and death things. Important matters. I want to hear the Corporate Tax rate is reduced from 35 to 15 . Anything else beyond that would be pure icing on the cake. I think that is what we really need. That would get the economy going, and neil it, would pay for itself many times over. Just a cut in rate. There would be less sheltering. There would be less tax evasion. More businesses coming back. Neil 15 . You always hear this middle ground talk, they might end up 25 . Would still be less than the rate stand now, even though the real rate is lower than the top 35, 40 . What would you think of that . Well that would be okay but much rather have it down to 15. By the way, real rate is 35. Almost all Corporate Taxes are paid at 35 rate. I think 35 rate starts at 75,000. There is no progressive tax code on personal income. And when you look at this neil talking about average rate when they allow allowances effective rate is already, what the effective rate is about 13 , neil, because of all the sheltering and all other stuff. But that is not the relevant one. Neil could you live with the corporate rate if you didnt see individual rate relief, waited another day or a year, would you be okay with that. I would fine with that. If they corporate rate at 15, that would jumpstart economist. By 1986 we had a really good tax reform. We need a boom in the economy to start. We do the massive overhaul once trump is reelected by 49 or 50 states. All right, all right. Neil there is report in the New York Times that the president might not be pushing for any relief, that, back to individual rates for upper income. That their rate will stay at 39. 6 . How do you feel about that . It is a small slice of taxpaying pie but they are big contributors . I think the real killers here, are the high rates on individuals and also the corporate rate. Both of those are the major adrenaline that hates heart to keep economy going. Almost all Academic Studies highest rate on individuals and corporate rate of. I would love to see both of those brought down substantially, move toward the flat tax, neil. Is what our dream is. Get a flat rate tax on everyone equal so there is no arbitrage, there is no gaming the system or any of that stuff. We just get Economic Growth which is so important for all of us. But the corporate rate is the one that is really out of line today. Were the highest in the oecd. All others have cut their rates dramatically in the last 15 years, really dramatically with the single exception of hungary. Neil i think youre plugged in. You dont throw out numbers accidentally. You talk to the people with the white house theyre going nowhere fast on individual rate thing, they make the most progress on corporate thing. I think that is true. Neil youre trying to make lemonade out of these lemons. That it will be just Corporate Tax cuts, thats it . Corporate tax cuts will buy a lot more income for people. Neil it isnt the whole enchilada, isnt it. It is not the whole enchilada, but in 80 one we got tax cut through but not as big as the 86 tax cut. If they get one bill through, economy starts, it is like a rollercoaster. Once it starts it will be hard to stop. The economy gets momentum takes with it. We grew from january 1st, 1983, to june 30th, 1984, we grew by 12 during that 18 month period. Annualized rate, neil. That can happen again. We were in worse shape than in 81 and 82. Once it starts you and i will be cheering and running around and happy with the prosperity of in this country. Neil i dont remember any of that as you know i wasnt even born. I think back in 81, Ronald Reagan, i dont mean this to be inpolitic, his assassination, the attempt on his life changed his dynamics, fav new lease on life, no pun intended, a lot of momentum to push through the tax cuts. Yes, he did. Neil night and day difference of the president s handling early on some of his critics early on has been pretty good handling harvey, is going to boost his stature, help make his case, maybe improve his gravitas for what could be sweeping tax cuts. I know it is a stretch. No it is not. Youre completely correct. Youre completely correct. After the attempted assassination on Ronald Reagan by hinckley, i think the president s favorables went up to 70 plus percent. We got the tax bill fairly easily. It wouldnt have been had his favorables not been so high. In 1982, he was in mid 30s, where trump is, got hammered on election in 1982. But when tax cuts began january 1st, 1983, that is when the boom came. If trump handles this well, could get the gravitas and favorability and boost in the poll numbers allow him to get something in through. It would pull at least some of the republicans with him. How is your home . What have they told you . What have you been able to tell . Well, i can tell in real time, for whatever reason, i still have power to my house. Neil wow. I literally live on the bayou. Im on a culdesac within the area and, for whatever reason i have Security System cameras up. They have been functioning nonstop since, even before the flood, we evacuated, the first time saturday morning, we moved three times farther and farther away from the buy you, still by the house to keep eye on it. There has been talk of looters and Everything Else which is ridiculous given the travesty. But i have live cameras in my house, around my house. I can see the floating furniture. Neil oh, my goodness. It is not a pretty sight. It is, i know it is just stuff but, it is starting over. I mean it is, Flood Insurance, whether it is, fema does try to help but even if you have private Flood Insurance, which we do, it does not even come close to covering Something Like this. When youre talking about a middle income earner who in their 50s, and 60s, saving money over time. It is not close to covering contents, years of replacement and memories. Neil incredible. For those one out of five homeowners lucky to have coverage, it is not great coverage, right . A quarter of the value of the destruction. That is not across the board. But those are some numbers ive been reading. Are those about right . Probably will be right with our house. Contents will be lot less than even that. There is usually some number on contents and some number on the habitat, the place, that the house. Neil right. The house is usually somewhere around 2 1 2 times as much you can get back to repair it, get it back functioning as the con tents. But most of these houses were built in the 50s and 60s. They went through their boom in the 70s. A lot are not very modern. Theyre onestory ranch houses. So, you know, a lot of these houses in this area, although its a upper middle class, upper class neighborhood, now theyre unwater with everyone, everyones stuff on one floor. We had a twostory house. Our entire first floor is under six feet of water right now i think. Neil my gosh. When i was looking at security cameras now about an hour ago, it is six feet. Neil chris, im curious, have you seen of any looters or robbers in area. The houston mayor was declaring curfew from midnight to 5 00 a. M. To cut down this thing. It is rare, but it is enough. What have you heard . So, i have not personally seen but we do have a Neighborhood Watch network that is group of great people in my neighborhood. And they were posting things immediately yesterday afternoon with pictures, people that obviously are not supposed to be in the neighborhood. Sheets over their heads, carrying stuff. Pictures of people with, it looks like guns, you know. Neil jeez. I was out running fewer rands we could this morning with my wife. I ran into a Fire Department official from another district who was brought in and he said they were out patrolling last night in boats. The Fire Department and everyone else and police boats are heavily armed, and laws here in texas are a little bit more lenient for prosecuting, people robbing and taking advantage of others during natural catastrophes. So, you know, it is not the area you really want to try to loot given texass is pretty conservative state. Neil not a lot of flexibility there. It could be. Especially times like this. Chris, i imagine that camera system you have set up, still operating, both inside and outside of the property, affords you a little bit more protection than maybe others. And proof, which would hold back people who are, you know, ill intended . Oh, for sure, for sure. Were not folk to be able to get to the houses, you know for a little while at least because we dont know when the bayou levels when they bring them down. The system went off even before the flooding because there was window breakage. I dont know if there were high wind and all those other things. Back to the insurance side of the question, you know in the cases of high wind, you know, and rain entering your house, your Homeowners Insurance will cover that. You know, it is the rising water that your Flood Insurance covers. So you know, then there is fema that covers other stuff. So, you know, in theory, you could be working with three Insurance Companies all at same time trying to figure out how much, and if you can recover anything. But, you know, i know people who are literally six houses away from me, street water. Irs flood a year ago, where we had 17 inches of rain in half of a day, Something Like that. There was a lot of street water flooding which is, you know, rainwater, relatively clean. You get a halfinch in your house, cut out some drywall, put in some fans. Blow out the humidity, you know, sheetrock back up and, within two, three months it looks the same. You feel the same. This is different. Neil yeah i imagine. This is a lot different so. Neil chris, you hang in there. Im glad youre fine. Glad your family is all right. The important stuff that is okay. This is nightmare im sure. The debate over not, if houston can come back, but a lot of them want to know when, when. After this. Neil Texas Governor greg abbott is updating us. Mandatory evacuation of levee overtopped or breached. Rivers like peach creek, green bayou, all at or close to seriously flooding over. Coordinating with the National Guard bureau to deploy an additional 10,000 National Guard who are being deployed here from other states. So that will take us up to a total of a total of 24,000 National Guard deployed here in the state of texas. Now some of those will be arrayed across the greater Harris County area. Were immediately deploying far more to Southeast Texas, to deal with the emergency conditions that people are facing in Southeast Texas, and we will continue to deploy more west of the Harris County area all the way through victoria, to the coastal bend region. We are also getting immediately 200 boats and 200 vehicles from the department of defense to be assigned where needed. As you might imagine, the most urgent location for that is in the greater beaumont, Southeast Texas area as well as ongoing needs in the greater Harris County area. I have asked for and received an expansion of the number of counties added to the federal disaster declaration. It has gone from, just increases, now the total is 33 counties are part of the federal disaster declaration. Weve added 14 counties and i want to list these counties so that people in these counties will understand that by being included in this federal disaster declaration individuals as well as local governments are going to be eligible to receive aid from fema. First im going to list 11 counties that are, have what i call a complete federal disaster declaration which includes both individual assistance as well as public assistance. These new counties include colorado county, fayette county, hardin county, jasper county, jefferson county, montgomery county, newton county, orange county, seven screen county, San Jacinto County and waller county. There are four counties added to to the federal disaster declaration where public assistance is available but individual assistance is not. The reason for that, these four counties were not, the subject of disasters in the way that these other counties are but they are aiding in the support of the disaster. They include, dallas, tarrant, bear and travis county. These counties providing tremendous amount of public assistance dealing with the challenges, such as sheltering evacuees and providing Law Enforcement and other assistance to these efforts. I want to emphasize something very important. That i will come back to several times during my remarks. For the people in these counties i just listed, especially those 11 counties, that are going to be receive individual assistance. You need to write down this website address. It is, disasterassistance. Gov. If you are in one of the counties that is part of the federal disaster declaration, you will be eligible for immediate support from fema that you can register to receive at disasterassistance. Gov. I will talk to you more about that later. Let me talk to you a little bit about weather, where we are and where were going. First, as you know, the rain that was received in greater Harris County area has set an alltime record. Now that rain has moved to the beaumont region in Southeast Texas. Approximately 15 inches of rain already has fallen in the area and there is more to come. The worst is not yet over for Southeast Texas as far as the rain is concerned. There will be ongoing challenges both during the time rain continues to fall as well as for approximately four days to a week to come. Let me mention specifically flooding conditions that will continue to be a challenge for people in the area. That includes the sabine and natchez rivers. There will be record flooding in the lower natchez and flooding there may last a week. Major flooding will continue for a few days in the beaumont region, the lower brazos river, where there could be extensive flooding about a week if not longer. In the Lower Colorado region, there should be flooding for the rest of the week. Over in victoria and quero should be ongoing flooding for a few days. It is important for all the people in these regions, as well as every county affected by storms that you continue to listen to and heed local warnings, about evacuation. So listen to, heed and follow evacuation notices. On top of that always, please remember, if there is flooding around your area, do not drive into that flooded area. Many of the lives, if not most of the lives have been lost in this devastates storm so far, are lives that have been lost because of people who are driving vehicles in flooded waters. Do not drive your vehicle into flooded waters. Information based on certain categories. First the texas National Guard. They are active in 25 locations across the state. As i mentioned we now have 14,000 national state, National Guard deployed. 500 boats and 100 helicopters. Search and rescue operation and aiding shelter operations across the state. About the puc and access to power. There is an urgent need to get power restored in their being region and in particular in the calumny, port aransas the power provided there is an bp and the update is there are still 107,000 outages that is an improvement since the last time i reported, which was around the 138,000 model. But the good news is there are many new power crews that are now working in the region to reduce the Power Outages. Since the last time i reported, there were two other Power Companies with reports. Our number showed that centerpoint has a little bit more than 90,000 Power Outages and that would be primarily in the greater Harris County region and also entergy has more than 81,000 Power Outages. They are all working as quickly as possible to restore power. The text is tecq has been working with the epa on a daily basis to address environmental race issues. They have deployed rapid need teams to assess needs that have arisen in certain areas, including water and wastewater assessment teams, especially focused in that regard on the the side and rockport area. A report from the texas parks and wildlife, and they have 5000 evacuees at state parks in the state of texas. Most of those are in shelters, cabins or mobile homes. A report from the department of Public Safety, there are more than 2000 department of Public Safety who are deployed to targeted regions and they will continue those deployments to ensure the safety and security is maintained in those regions. From the texas service, they continue assisting local Fire Department in all of the affected regions. From the department of health, they have deployed multiple health care teams. To give you an example of what they are doing, and they have set up to Emergency Room Department at the george r. Brown center in houston as well as setting up a medical shelter at the new evacuees center opened up in Harris County at energy. New information about transportation and that is transportation buses that are available that will be transporting evacuees from the Southeast Texas region and taking those evacuees to locations around the state. Many of those who will be transported from the Southeast Texas region will be taken to the dallas region, but not necessarily all of them. The information that we have compiled statewide is that there are more than 32,000 people currently in shelters in the state. Importantly, we have approximately 30,000 bed that are available for sheltering as needed and we continue to work on additional backup plans in the event that more than that is needed. Some updated information from the mom that just came out that shows how important it is for everybody impact did by the storm to their. There have been 210,000 registrations for individual assistance and fema house already approved more than 37 million in individual assistance and for those who have not yet applied, and again, i give you the address to go to, which is disaster assistance. Gov one of the things most important for me to help you the best i can come and those of you affected by the storms is to get you the assistance you need as quickly as possible. So i strongly urge you to signup at disaster assistance. Gov so that you can register to begin to receive the money and resources that you need comment that you can get from fema for the next transition. One thing that fema is also doing that is very helpful, the shelters and Evacuation Centers are intended to be shortterm facilities. We want to quickly move people from Evacuation Centers like a Convention Center into a location where there are living rooms and bedrooms and bathrooms that people can use as a family unit. Already theres transition housing, which means postevacuation center for almost 2000 rooms and we want to provide more as soon as possible. Fema has already provided more than 5 million meals. Without, i i will take a few questions. [inaudible] does it seem overwhelming right now for everyone . Certainly it is overwhelming for the residents and people who live in that region. For this data in the responders is just part of our ongoing emergency Swift Response to make sure that we address and take care of the needs of the people, putting protection and safety of life first. Are you pleased to see how sheriffs departments, Police Departments [inaudible] are you amazed to see not kind of outpouring . I am not amazed because weve seen this before. Texans really stepped up in protect an aid to their fellow texans whether you are a First Responder or just an individual. Neighbor helping neighbor, friend helping friend from a stranger helping stranger. Texans have really stepped up. That said, i do want to applaud all of the First Responders, all the Sheriffs Officers from the Police Officers across the state for doing a terrific job. I really applaud the Harris CountySheriffs Office come in the Houston Police department for the way that it handles such an overwhelming demand upon their agencies. The same can be said for Sheriffs Office is in Police Department in all of the affected areas. I applaud them all for going above and beyond the call of duty, ensuring that they have protected text and then maintained order. When you consider the magnitude of this catastrophe, what they have achieved is just stunning. What is your message in regards to that . Price gouging is not only reprehensible, it is illegal. The attorney general texas is taking swift and aggressive action to prosecute price gouging. Understand this. If you price gouge anybody, you can be subject to penalties of up to 25,000 per incident. If you are a business, you can be put out of business by the Texas Attorney general if you dare try any price gouging. It is im texan and then we will not tolerate it. Congress has to approve really [inaudible] when you look at comparisons, the population, size and squaremile side of the area impacted both by the hurricane and the flattening is far larger than katrina, far larger than sandy. If i recall correctly and i will not have a precise number here, but my recollection is that katrina funding was well over 100 alien. I want to say it was over 125 million. And so, if we go on a parallel standard, it should be far in excess of that amount. I want you to know that i have been working with senator korn and who is on senate finance, providing me the categories of funding that were provided for fema and we are working to use those categories as a general outline of what will be provided. The Largest Development and federal state increased to your knowledge . I am unaware of there ever been another incident in the history of the state of texas where theres been this much deployment. As you know, i have deployed 100 texas National Guard and on top of that, we are bringing in well over 10,000 from outside. And understand this. It will only grow because we are operating in stages here. We are in the Emergency Response stage right now. As the water recedes, it is essential that we have as many people go door to door for the rescue and Recovery Mission and the restoration of order mission. National guard has experience doing this and so i would anticipate, but cant say for certainty, but i would anticipate the number of National Guard deployed in the state of texas will increase from here. I would say for months. [inaudible] youve gotten a lot of questions. But spread it around. [inaudible] we are working both with the epa as well as energy companies, as well as other authorities to ensure that we are going to get fuel out as fast as possible. We have a priority right now. Feel priority must be for First Responders so that we can keep people safe and protected and rescued. And once we finish with the First Responder needs that we can get into other issues. Having talked to leaders of energy companies, they are working as swiftly as possible to ensure fuel operations will be restored quickly. I [inaudible] the way people can get reimbursed for claims. They change the effect of data that will. You need to understand that any claims along those lines are absolutely bogus and im going to review, to make sure you have it, the Statement Issued by the department of insurance. The Texas Department of insurance is reassuring texas policyholders the storm claims will be paid and the agency will aggressively enforce state laws and policy provisions of Hurricane Harvey and the widespread flooding that follows. The processing deadlines are changing september 1st. House bill 1774 does not change how Property Owners file a claim, doesnt change or help insurers process claims. It does not apply to the Texas Windstorm Insurance Association or the national Flood Insurance program. Property owners with cover damages maintain the same rights, whether they filed a claim before or after the first. The Texas Department of insurance is sending staff to affected areas this week to help victims file claims and has extended hours for its consumer help line. The Texas Department line is 182523439 and it is open from 8 00 a. M. Until 8 00 p. M. Monday through friday as well as aiding and until 5 00 p. M. On saturday and sunday. Here is the reality of what is driving all of this. The implementation of this bill does not affect the ability of any policyholder from being able to file a claim or have that claim paid. It does empower policyholders to keep more money in their pockets as opposed to paying those who handle their claim. All it does is require a notification by policyholder to the Insurance Company before he policyholder files a lawsuit. And what that does is that spurs the Insurance Company to get that claim paid faster. [inaudible] say it again. I dont have that. We will defer to the local jurisdictions and what they categorize as the data related to the hurricane. I [inaudible] yes, i have and we are. I dont have with me here a list of aid and assistance that they have offered to provide, that we are dean. It involves things like vehicles and boats in supplies and food geared one more and then we have to go. [inaudible] welcome of the director of the department of Public Safety made clear the other day when people are going to Evacuation Centers, when people are seeking help or anything like that, no one is being asked about their status. That is to say that Health People here. Thank you all very much. Just an upshot from Governor Greg Abbott of texas here come the startling numbers the fact he said this whole issue at the flooding of Everything Else going on throughout much of the gulf coast area will continue and be a problem for days in the impact potentially for months. There were 10,000 National Guard and he initially called and not number and they will stick around for months. Reports of gouging going on, we are isolated cases will not be tolerated in their laws against that same and businesses price gouging will be put out of business. All of this comes on the same day we are learning the effect of this is going way beyond the goals indication that the thirdlargest refinery off the loaf of texas is a much bigger issue than previously thought. Hillary vaughn is fair and what it means. We are headed to that refinery, the saudi owned plan purchase just a few miles past this giant lake of water there was a road. It was a highway and now its a late. This is one of the only ways in and out of port arthur. They are rescuing people to higher ground. One thing i do want to point out they are going into port arthur into this body of water and i asked them, is that, is back to take debris away and they said no, its for people. Anything that can float it will take. Traffic jams created because of how many volunteers have driven to volunteer their boats and their time to rescue people. This is just like the volunteer effort weve seen all around texas. A lot of people leaving with not even items that are special to them, that thinks they may need. People bringing pillows, blankets. Thats a situation because they dont know where they are going. A lot still dont have supplies because they cannot get to the shelters. This is a state of devastation that extends beyond the high water in those communities that is flooding these people out of their homes. Its going to the shelters where there is not much waiting for them. I talked to one woman, her son had a port and it was a hard time to find a vehicle they can put this and tranfour because he couldnt sit on the back of a bed. A lot of situations where people are carrying their children, not much else with them and they dont know where they are going. This is what we are seeing the effect of the rain. Theyve received over 25 inches. The largest refinery was shut down because of it and they wont open their doors until the flood waters receded. Its called a Natural Disaster or for a reason. This is what we are lucky now. There is that much waiting for them. Not a lot of answers to give these people looking at them. Volunteers have come from other places to come here and do the same thing again today. Neil thank you very, very much. Hillary von. We talk about the terms of the effects and hillary pointing out what the fraction of what youre hearing about. This has been playing out throughout the gulf region. Jeff flock is easier said than done. The National Guard here is showing the residence this is how high we expect the water to be on that tire of the National Guard vehicles. They are trained to talk this gentleman to say and i think weve got to go. But there are a lot of people saying. Folks in this house to the left comes over where we are standing. Some people laughed, some people decided they will stick it out. The National Guard great in terms of assisting folks. Everything but furniture basically out with them. Some of those folks were visiting from venezuela and i said welcome to america. Im not so sure if this was a hospitable welcome. Heres the scene in the street. This is the brazos river in the direction behind me. They think three more feet of flood water coming down from houston and will inundate this community. Thats the next phase of this in addition to artillery was reporting on on the latest path of the storm. The outfall of what already fell in houston and we will continue to watch that. This truck is about to pull out. She convinced him. He is going. Jason is talking to them. Jason speak spanish and fortunately they did, too. I think they made progress, so there you go. That is the latest. Neil its not a mandatory evacuation to be as persuasive as they can to say its a good idea given the fact waters or three feet higher for you to leave now. Yes. Just to be clear, we are in richmond and there is a mandatory evacuation in richmond, which is near the river they are charging people 500 bucks a ticket if you stay and dont see that. Do not drag anybody out, but they will ticket you. They dont have a mandatory yet but its a good idea and they are making their case. Jeff flock reporting from richmond, texas. Lets talk about the government shut down and now is not the time to even entertain one with the debt ceiling increase that would get in the way of aiding folks like that are keeping the government might on. Ken langone is very encouraged not by republican or democrat or all of that, but how it proves the better virtues, better virtues, the better angels angle said the american people. What happened in the city five years ago and whats happening in texas today is the best it can be. It should not be tied, whether or not the united Case Congress can responsibly get to a place where they can pay their bills. Give these people the help they deserve and need. Right away. We spent 2 trillion of the middle east to get one guy and the disaster we suffered because of that. Theres talk now the president will meet with top congressional leaders, Chuck Schumer presumably on the taxcut paint that maybe the backdrop is this and finding a way to Work Together to quit the political arguing to find a solution. Where do you think thats going to go . I think as long as we have a great need like whats going on in texas right now, if we have to not get taxcut and afford to take care of that, thats a good trade. Absolutely. First things first. We have americans, good decent patriotic americans who are hurting right now. Theyve lost their home. Think of the tragedy if he went home and everything you had was gone. Every single thing you worked your whole life for is gone. The last thing you need is to be in a society where theyre being paid about tax breaks in taxcut investing in acting. Lets get it done. That show the world exactly how great we are as a nation. Neil one of the other thing thats been sort of pushed off is the idea that government would shut down. You dont want to tap in. Its not going to happen now. One of the most unpatriotic things to cut back on government and youre going to do the things. In a weird way, this tragedy has stopped that from even being considered. Keep in mind in the 12th anniversary of this week which up until this point was deemed the nations most expensive storm at about 100 lien dollars. Better than 1200 americans lost their life and not nearly that many are so blessedly impervious case. Not so much a destruction of bad and again we are hearing from a number of groups that this will be working the cost of katrina to the tune of 160 billion. All of this from the same day the president is going to address the texans are going through and attacked the plan would benefit the common man and woman and be something texans made, everybody needs. Cofounder ken langone who says when it comes to tax cuts, none of them need it right now. Your argument is not important right now. First things first. The first thing first right now is the coast of texas, galveston , lets make sure they do it right and make sure the world understands we are good people. Neil the world knows that, dont they . Refinery operations are all but shut. Gas prices will go up. You think its temporary . Would have been after 9 11 we got stronger and better as a nation. What happened after katrina, what happened after sandy. Would have been never happen with harvey. We are going to show the world just how much of a compassionate and caring people we are. What do they call those guys . The environments say this is the golf got too hot. Look, im i wish people would use various as a weapon in their battle. Neil their argument is we are going to see more of these. Who the knows. Neil right, that you have argued with god to have funding to help. We didnt do one thing. You dont raise prices as a reflection of this tragedy. And if you do, you should be shot. You are exploiting the very worst, saying im going to take advantage of this for my own personal game. Neil you wonder why. People will come back to those old same businesses. You ever think whatever they get, they will lose. They are shortsighted, but they dont last. And god home depot right now, we are going to do everything we can for that part of the world. We did it in katrina. We did it in, well do it again. Neil already matching whatever donations people are making. 9 11 we emptied out all the stores that had generators and we shut them down there. Ive got a flag in my office, the Plumbers Union had this flag made with this guy later new york to my office. We are at our best. Neil we really are. Home depot in some of these others helping people, but now stuff can get to them. Thats another story. Thats got a cooperate and give us the roads to get the merchandise. Look what we are doing with their own people. We have people that were arrested or having tragedies in their personal lives. We are going to help them. And guess what . You help them and god will help you. That simple. Nothing more, nothing less. Neil do you think this would be a turning event . It might be more willing to cooperate. It will be a turning event for about six months. That is human nature. When 9 11 head, well pull together. Guess what by the way, go down and look at the recovery. You talk about a great city. I couldnt do the Medical Center without home depot. Much of what i did at the Medical Center is because of home depot. Every person that puts on an orange apron i could feel some sense of accomplishment of what happened at the ken langone Medical Center. So guess what, it is interlinked. The question was when somebody asked me one time, did i ever think id have another home depot i said no way i was wrong. Is 64 years old when he asked me to take this job.
