What do you make of the response effort youve seen so far . Well, it is dynamic to say the least. That is why they call it a disaster. Mother nature in this case over mast with windfalls in subsequent days after landfall they could get progressively worse because the amount of rainfall. But the rainfall and wind, helicopters can fly very much from what Aerial Search and rescue mission, things are starting to get better with the windows down in the rain stops. For the next few days, its going to get worse because says the infrastructure, more people underwater and now shifting over to louisiana, more National Infrastructure is involved. It will get worse before it gets better. At the same time, the Good Samaritan, citizens have stepped up and after every disaster, more people are saved by neighbors and citizens than they are by First Responders in that model was that way in katrina, the navy saved over 5000 people and Good Samaritan brigade over in texas doing the same thing. It will take time because youre talking about tens of thousands of people underwater by tomorrow. Dagen general, you are right. We cant say enough, cant communicate enough these volunteer rescue forces throughout the state of texas right now. In terms of the federal and state efforts to rescue people, to help people out of harms way, have any authorities in houston, in the state couldnt even the National Level reached out to you for guidance on this . What have you heard from them . I think youve got to scale it up. Americas got a lot of capacity. We have 40,000 National Guard troops in katrina. General blum, commander National Guard, 40,000. We have 20,000 federal troops, over 245 helicopters on day five. The Airborne Division as well as first army in the u. S. Ships. Theyve got to scale it up. I know Business People understand that term. The military and fema have to scale it. The continued wind and weather is challenging than the local airfields are closed, but they will have to figure out a way to get in there as quick as they can because right now this is a big area, a lot more people they could bring up in the challenge is going to be bigger. The elevation is three feet. I learned about the shinier refinery they are. It was built after hurricane rita and most of that area flooded as well as the big plant up in westlake north of lake charles under construction. Thats an 18 billion plant in all of that area, just a few feet above elevation. Our fourth largest city houston, shouldnt be this vulnerable to this kind of flooding. We shouldnt have a Housing Development with 40,000 people, overwhelming are hispanic and African American that are in more mortal danger that run out of their homes. Theres no excuse for that. When you say its government at best and worst, the days leading up to the storm, we knew it was going to be bad, we knew the rain was going to go at least through wednesday and we were talking about how the mayor encouraged people to stay and not evacuate while the governor on friday night, maybe you should evacuate, there didnt seem to be good messaging and good communication to the people of houston and we are paying the pricing for that now, how do you respond to that . Well, theres a little of the confusion there as i think the governor was primarily addressing people that were in the midst or path of the hurricane, not necessarily to those that were going to be subjected to flooding in houston and so we had a very weve had a very bad situation in the past with people evacuating, jamming up the highways, people getting stuck, many lives loss because of attempted evacuation. The mayor in houston had a tough balancing act. It wasnt an easy call there but the upshot there is we need to be better prepared and theres no reason when we are having the kinds of floods, we had allison in 2001, hurricane ike in 2008, there was no reason for houston, a city that size to be shut down because it does not have the infrastructure to deal with flooding. Thats just not acceptable in the country. Dagen mitch, to point out one thing, lee is referring in terms of the mayors decision to mayor of houston. Dagen telling people to stay in place that when an evacuation was ordered after it was before hurricane rita in 2005, that was a very difficult experience and i think that more than 100 people tied in that incident. There were evacuating 2 and a half Million People, there were 23 nursing home patients that were killed as a bus caught fire. So that certainly informed the mayors decision with regard to harvey. Not an easy call. Getting back to infrastructure, dagen, to your point, a lot of this resolves around infrastructure, does the city have infrastructure to make that kind of evacuation, but with infrastructure in the headlines for a while, do you think that gets elevated in the president s agenda in terms of trying to move forward in infrastructure bill which have bipartisan support than taxes and health care. We have to do all three. We are going see the winter, the east coast, cities shut down because of blizzards and we are going to see massive Power Outages when we could be distributing or having incentives for acquisition of tesla batteries that can run houses for hours and even days and solar roofs all over the country so people can be off the grid and still function. Thats where our country ought to be moving, when we have floods, we need to be prepared, we need to have drainage oh so people are not running out of their homes. The current was strong and they helped us up to military truck that evacuated us over here to the library, we are happy to be okay. But, you know, we are trying to keep the faith and stay strong and stay positive, we are sticking together as a unit. President trump has been coordinating efforts with state and federal officials as they continue to deal with this storm, the president will travel to the region tomorrow. Catastrophic flooding thats hitting houston, more than 30inches of rain in some areas in just the last 72 hours, even more rain, an additional 2 feet of rain possible as this week moves on. Thousands of residents in the fourth largest city have fled by boat, some hungered down hunkered down as floods continue to rise. Jeff flock is life in house houston with the very latest. Whats going on right now . Jeff this is one of the communities, dagen, where theyre releasing water from reservoirs because of the concern about the dam, if they lose those dams, we are in akatrina situation because the water begins to flood the entire downtown, you have sky scrapers flooded which would be extraordinary. This is one of those neighborhoods, though, close to what they call a bayou. Water typically drains, well, the water is out of the bayous and into the neighborhoods. They have cut power. Maybe you see and im going to get out in the street here. The byou is right here. This is where the homes are you saw, the folks, you know, using boats to get around, this is the bridge that goes over the bayou and i dont want you overtopping yourself, but this is typically the bridge that crosses it and if you walk up here maybe you see its already its already over top in the bridge so theres no where for the water to go. When they release more water, it only drives this up and the people, of course, hearsay, jeez, why do you have to do that, if you lose those dams you have more catastrophic damage but i would say its already catastrophic here, i leave you, dagen with a picture of the neighborhood, completely flooded and probably going to get worse. Former fema federal coordinating officer Senior Management director, brad, brad, i want to alert people to the fact that theres going to be a press conference or at least a bulletin put out from dhs, the department of Homeland Security at fema and fema said yesterday afternoon that it had 400 urban search and rescue personnel in Southeast Texas with 500 more to arrive last night and then President Trump has signed a federal disaster declaration for this area. I think there are 3,000 National Guard troops that have been deployed so far, but you listen to Lieutenant General russell who managed the aftermath of Hurricane Katrina and he thinks that that number probably needs to go to about 15,000. What do you make of the response so far . I think the response so far looks very robust but we have to remember these types of incidents are unprecedented, general has great sense for it, so i would not do anything other than listen to him very, very carefully in the coming days because this could get quite bad. Its already extremely bad, it wasnt feeling like katrina until yesterday. Then it started to feel more and more like that. Dagen but thats the issue, is that that responders, federal and state and local authorities they always use the past and the immediate pass to try to judge what to do, hurricane rita, houston had problems evacuating 2 and a half Million People, back then a 100 people who died, seniors when a bus caught on fire so that informed possibly the mayors decision not to evacuate people from or at least order a mandatory evacuation and in hindsight telling people to stay in place doesnt seem like the best decision. Its a tough decision. We remember here in new york city the year before hurricane sandi, we had hurricane irene, much more robust evacuation, when sandy came, a lot of people didnt do anything because irene didnt do anything. Its a different challenge in the gulf coast. When we see them coming towards the east coast, we can see them coming a long way across the atlantic, harvey came across the yucatan and reformed quickly and before people in texas knew it, harvey was on them and them as major hurricane. Dagen i will point out in terms of our meteorologist at the Fox News Channel and the National Weather service, National Weather service has been spot onto predicting the epics amount of rainfall, contracts trophic rainfall and flooding, storm hit when it made landfall, category 4 storm, but it delivered the amount of rain that forecasters were expecting so on that note, they did, again, it was a storm that it really came out of nowhere almost or it gaped power and speed really quickly at the end but but its worth noting that the forecasters have been very accurate in trying to tell the people what to expect. I think youre right, dagen. When the storms get this close, the meteorologists job get a lot easier, whats been hard is really difficult to wrap your mind around 50inches of rain even when weve had half of that, its still hard to imagine another couple feet of rain in the coming days and thats whats going to make this catastrophic and make this years of recovery. Dagen mitch. Looking back at past storms and j. J. Watt talked about donating money. Can civilians how cannot only local but people nationally who want to help, how can they help . People nationally who want to help should do one simple thing, thats give funds, dollars, donate dollars to the charity of your choice because lots of people take this time as a reason to help by trying to send things that they think people will need, the cost of transporting that and the cost of handling when it gets there just puts more burden on the local government. Dagen kevin, i did want to bring up this, we start in the aftermath of a disaster like this, and again this storm is not over for the people of houston and the people of texas, but we Start Talking about insurers and how well they are braced to handle this and on the private side, well capitalized and they should be okay but the National Flood insurance program, this is a federally run program owes almost 25 billion to the u. S. Treasury right now and most of which covered claims from Hurricane Katrina in 2005 and then super storm sandy, in 2012. What happens with this program, kevin, do you think . And by the way, it does expire september 30th, its up to congress, they have just 5. 8 billion left, it can borrow from the treasury to meet new claims and copying has to discuss new options on how to keep, whether they are going to keep this Program Alive or not. Kevin highlight it is fact of disparities that happen in the insurance market. Theres private insurance that people can get for floods but most of is through this type of program thats really defunct. They dont have the money, they owe the treasury and since 2005 we havent recovered from that and havent been addressed. This is a key that should be addressed Going Forward. The flooding that we are seeing right now not only to power grid, one of the things i would like to get brads take on, theres so many constituencies, Flood Insurance program, army corps of engineer, National Guard, what is femas role in that, how do they help serve the National Disasters like this . To the issue of Flood Insurance, theres a real challenge there because when super storm sandi hit here we had a brand new congressional fix to the Flood Insurance program and quickly we realized that that was going to raise Flood Insurance rates from a few hundred to a few thousand dollars a year to tens of thousands of dollars so that was pulled back and we still havent solved it. At the end of the day f people dont have Flood Insurance or they dont have enough Flood Insurance and they need to have help rebuilding their homes, its going to come down to taxpayers one way or the other. Taxpayers are going to bail out Flood Insurance programs or fema and other federal agencies, those tr only choices, the fact of the matter is, this is the real catastrophe thats about to happen. Dagen great of you to be here, brad gair. We are waiting on a briefing from the department of Homeland Security on harvey and we are also following the latest developments on the catastrophic flooding in house open, again, the storm is not over for these residents. For the people of texas. And also we are covering this story that uber has a new chief, the new ceo tapped by the embattled Ridesharing Company after months of speculation. Dagen right now we are at the beginnings of the fema press conference, i believe thats lane duke acting secretary of Homeland Security, lets listen. I know everyone in this room and on the president s team has been moved by the images and stories of people who are suffering in texas. We want to make sure you all know that we are working right now to provide assistance as quickly as we can. Right now, we are focused on rescue operations and we are moving to recovery operations later in the week but today we are deeply concerned with those in houston and surrounding areas who are stranded or in a need of immediate assistance. People need help and we are working to provide it. While the Hurricane Forced winds have diminished, i want to stress that we are not out of the woods yet, not by a long spot. Harvey is still dangerous and historic storm. According to National Weather storm who youll hear from shortly rainfall amounts as much as 2 feet have occurred in the houston metro area and lifethreatening flooding will occur over a large portion of south and South Central and Southeast Texas in the coming days, rivers wont press until later this week. Its vitally important for those in texas and louisiana to monitor your local radio and tv stations for updated emergency information and as always, listen to the direction of your local officials. If you are in the affected areas, we are asking that you please only call 911 if you have immediate need, if local officials deem it safe, please take time to check on your neighbors and friends, particularly the elderly who may need assistance. The department through fema has been working in close coordination with the state and local officials throughout the region. For many days in preparing for hurricane harvey, and under the president s direction, we have made every resource available to respond to the historic storm, the partnership at every level of government has been exceptional and i want to thank Governor Abbott and governor edward for all they have done. We understand that there are challenges before us particularly in houston but we are committed to getting the resources, local officials need as soon as possible. Finally, i would like to thank the civil servants, First Responders, including those here at dc at fema who have worked tirelessly throughout the weekend you have provided Tremendous Service to fellow americans, we thank you, with that, i would like to turn it over to fema administrator to walk us through response efforts. Thank you, madame secretary. So Emergency Management as i have been saying is about partnership. My goal as the emergency manager of fema or the federal management administrator is to unify the efforts of all the agencies, not only these guys, the agencies that they represent, the fire power, the federal government, what we want to be able to do is have coordinated effort down to support and give the state of texas everything they need to fill gaps, bolster operations and capability. They set they set the Mission Priorities right now. We follow in line to support those. Right now this is still on going situation. We are not in recovery yet. We have recovery teams down, you know, down in texas, but right now this mission is very important, this is a lifesafety, lifesustaining mission. We are trying to bolster the efforts to do swift water rescue, search and rescue over a huge county jurisdiction, 30 to 50 counties possibly impacted in texas. Just because we see whats going on in houston, this impact these impacts are not only across houston but 50 different counties within texas, we are also going to see a tremendous amount of rainfall fall into the southwest, louisiana, we are asking citizens to still listen to their local emergency managers, county judges or perished president s for life saving communication. So right now, in addition to search and rescue the next objective is to stabilize disastrous survivors. Once we move them we are able to extract them and we have to get them into shelter, the Shelter Mission is going to be a very heavy lift, we are anticipating over 30,000 people being placed in shelters temporarily to basically stabilize the situation and provide for their care. Next we are ready and already deploying essential lifesustaining commodities, we have a tremendous amount of supplies in the state and the state is pulling our resources already to be able to put those out. Its occurring all over the state of texas. Through our partners at the army corps of engineers, we are working to restore power so we are providing emergency generators for Critical Infrastructure to support things such as 911 centers or other Critical Infrastructure within the state of texas. Finally, we are also providing Emergency Communications. We are trying to help the state reroute 911 centers but also making sure that we are inner operable between federal, state and local responders on the ground. Security is also a main concern. The state as you know is mobilized a huge amount of National Guard but we have also, the secretary has been leaning forward, weve activated dhs capacity force, we are putting Law Enforcement down to bolster that effort as well, as well as dod assets that are going down. Right now here is what i need you to know. The this helping texas overcome this disaster is going to be far greater than fema coordinating the mission of the entire federal government. We need citizens to be involved. This is a landmark event. We have not seen an event like this. You could not draw this forecast up, you could not dream this forecast up. Its been a very challenging effort for the National Weather service who has been putting out great information. We have been telling people that its coming and still ongoing but you couldnt draw the situation up. The bottom line is, its going to continue on. We need the whole community not only the federal Government Forces but this is a whole Community Effort from all levels of government and its going to require the citizens getting involved. So here is what i want you to know as a citizen if youre wanting to help, right off the bat we have a website www. Nvoa du. Org. A whole host of nongovernmental and religious organizations that are seeking help and be able to support texas. We have to make sure that donations of volunteers are managed correctly to be effective down to state and local efforts. Thats one way to start. Underneath the president s declaration, we are expecting based on this event over 450,000 potential registers of disaster victims, thats a huge number but we are ready to go to process. Weve already processed over nearly 15,000 calls over the last 24 hours of getting citizens registered, you know, what we want to do is get you in, hopefully you qualify for Disaster Assistance and we will start processing and setting up your Case Management to go forward there. Right now what i would like to do is push it over to the National Weather Service Director loui. Thank you. So just give a short update here on whats happening and what we expect over the next five days. The circulation of harvey has been drifting southeast towards the coast. Its surnlly located currently located in metagorda bay. Towards the texaslouisiana area within the next five days. Still uncertainty. The storm itself is creating own circulation so the forecast is real difficult forecast for us and we have to Pay Attention as we move forward. Very heavy rain currently associated with intense of rainfall extending north, northwest over beaumont and port arthur and southwest louisiana. Earlier this morning reports of 5 to 6inches of rain per hour associated with this ban and unofficial reports up to 8inches. With respect to houston, we are in area right now and we have a report of over 30inches of rain so far near houston. Theres a broad area of 15 to 20inches and even greater in the whole South Central part of texas. If we can have the rainfall map, yeah, that one. This is a 1 to 5day forecast. As i noted, we will get back into the moderate to heavy rains later today and then into tomorrow and we will see how long that lasts. It all depends on the track. 15 to 20inch rainfall still associated with the max. Notice the shift towards the east, southwest louisiana, western louisiana and going into northeast texas is included and we need to watch the area carefully. Go to the last map, this is a map of the current flooding, we have major flooding occurring already in the houston area and you see that area blossoming out, north and west of houston, the peak flow and depth of this flow will max out in the wednesdaythursday time frame and this does include the projected rainfall that we are expecting. Also and even though we see on this map that currently we dont see flooding in eastern texas and western louisiana, this was as of 4 00 a. M. , with the heavy rainfalls now occurring, this will quickly change. We should also emphasize in this case the flooding will be very slow to recede. So we are seeing catastrophic flooding and this will likely expand and will likely persist as it is slow to recede. I want to emphasize from a Weather Service perspective, we are working in partnership with federal, state and local management and we have been working with them since last weekend in anticipation of this storm as models and forecasters started showing the potential for this storm and we are standing here today to emphasize that you listen to local officials. They are there to safe your life. Please listen to them as the storm unfolds, thank you. All right, folks, i will be departing after this News Conference down to be with Governor Abbott in texas to make sure i put boots on the ground and understand the situation thats constantly, a dynamic situation that will be constantly developing. One thing with the director of National Weather service, local officials are rescuing people that are getting in cars and going in flooded areas, you are going to kill yourself and put people in danger, not only his but we have Customs Border patrol, department of interior assets all out there trying to support the state and locals, we have to stop doing that, folks, its pulling resources away from the people that truly need it by doing that. We are also in the process, we are evaluating and putting forward hopefully we are evaluating a governor bell edwards declaration that was put into too so hopefully we will expedite that coming up soon. Yes, joe . Where are you going exactly today . Who is in charge of this response . Who is coordinating everything . Excellent question. All disasters begin at local level. I am not the Incident Commander over the state of texas. The bottom line is it starts at local government. When local slefl level capacity has been exceeded, they call upon either county to county mutual aid or they call upon state resources which youre already seeing. The governor declares a state of emergency which basically gives the governor the ability to mobilize all state resources down to support his counties and then once the states capacity was exceeded over several days ago, they asked for a president ial disaster declaration, the president moved in an expedited and very swift, one of the quickest time frames i have ever seen to approve the disaster declaration so we can mobilize our resources to help. Yes, maam. Good morning, cnn. I understand that we all know that there are several refineries as well as sights contaminated sights in the regions where we are seeing a lot of flooding, my question is do you all have an assessment whats in the water and Health Implications for the people that are waiting through water, we are talking about a lot of toxic chemicals. You know, at this point, you know, its still a developing situation. We are so focused on life safety, we understand that the environment piece is going to be big in this case, but we do not have Accurate Information right now. Secretary price, do you have any as far as what youre learning about the potential Health Impacts for people . As brock said its very early in this. What we do know that the water in Corpus Christi and in victoria area recommendation for boiling of the water before consumption. The good news is that the work thats been done, predeployment thats been done as brock said theres significant water assets there that are available for folks and thats the challenge that we have, is getting them to people. In terms of refineries exercised voluntary shutdown before the storm hit. Very prudent measure and that will help with environmental issue. I believe i do not know the exact number but it was most of them did do a voluntary shutdown well in advance of landfall. You have normally we hear emergency officials, let the First Responders handle it. You called for volunteers for american citizens to help efforts, what does that say about the situation right now . I mean, this is a landmark event for texas. Texas has never seen an event like this. This is going to eclipse ike and allison in 2001 and based on the benchmarks of those storms, we know its going to be large. Images rescuing residents on rooftops, images we really havent seen in this capacity since katrina, should there have been a bigger effort to evacuate houston and surrounding areas than we saw given the amount of flooding . Yeah, thats a great question. So i all evacuation decisions are made at local level within texas. Right now i believe that every local officials, state official, including us we are operating with the best information provided at the time, as i said earlier, the National Weather service has done a heck of a job, the problem with forecasting rainfall is one of the toughest things to do. You can say that its going to rain over 5 days over a 30county jurisdiction but pinpointing exactly what water shed that rain is going to go into it, its dang near impossible to paying your that out and unfortunately the city of houston is huge, its 2 to 3 Million People. You know, pulling pulling the trigger on that is a difficult situation. A lot of times when youre facing a city like that and rainfall event you have to ask people to shelter in place because of the time frame that youre given. The time frame to evacuate the city of houston can take days, days, literally days. I believe everybody is doing the best information with the information provided. Do people need to start thinking about getting out new . You talked about 15 or 20inches of rain over the next 2 to 3 days. People need to listen to local officials in houston area. I do not want to step on the governor and local officials and confuse the message. The most important thing during a disaster is consistent message to the public. Right now we need them to listen to local officials and each one of their jurisdictions. Needs to be reviewed after the fact so we learn from the situation absolutely. The thing is, listen, after every disaster we call after action reports. We have to go down and exhaustively get better after every disaster. We have been doing those solidly since katrina. We want to get better, guys, we are in the business of saving lives and helping people. We dont want people to go through hardship and get killed during disasters, we always strive to get better with the resources that we have. There will be extensive afteraction reports not just by fema but working in conjunction with our local governments, non governmental organizations but right now its not a time to start pointing blame. Right now what i need the media to do is organize the efforts to help us organize citizen efforts, to ultimately help help texas, these people are in need. Where in texas are you going, sir . I believe im going to Corpus Christi right off the bat and later san antonio. Ted cruz mentioned one of the big requests hes asking from local officials is for more high water rescue capabilities. What more should have been done in advance to have those in place and where does that stand . Each county, each state and federal government have certain capacity, right. So what happens is once again when locals, we prepositioned a lot of search and rescue before the declaration was ever approved by the President Trump, we prepositioned everything when we basically have down and in support of the state and local local efforts. Now, that those resources are there, we are basically at the direction of the governor to ultimately help the local governments. This is not just a federal government response. Theres something called emac, Emergency Assistance compact and the state is calling upon search and rescue from all 50 states, there are teams coming in from all over the country whether its helicopters, swift water rescue all of this is Emergency Management at work. I just want to make one comment one of the challenges with the storm as it has to be safe with the rescue as well. Just for the persons and even now the rescue is barely operational safe. Unlike katrina that have passed clear. We have still been operating in the mist of a Tropical Storm. Our flight crew is a multiple flight crews. Weve thrown every coast guard asset available at this response. But there are conditions where its just not safe to fly. We have also brought in over 27 Fast Response teams to deal with the situation but integrate that with the local responders so this is a cord needed response as well. The good news is thousands of lives are being saved. And we are not out of this by a long shot. Half of your helicopters operationally are there can you take more. Would you bring more. Great support by custom and border protection. The other key part is safety in the airspace. It is providing an airspace the confliction. The department of interior they used drones and fire Response Technology and so they are able to use this for damage assessment. Weve not encountered but certainly we are flying at very low altitudes. We are monitoring every media source available. Even what is out on the twitter feed were looking at google maps to see where the twitter feeds were coming from and if there is a concentration of calls. Weve 11 aircraft that are orbiting the area at the same time. Looking for oil spills. This is not the time to monitor whats going on. We had weve time for one more question. Is a really big congress can do to hurry that up. Can you tell us the status of that program. They can reauthorize the program in a multiyear they can do a multiyear optimization of the program. Right now the people should know in texas if you are a policyholder. Clear insurance agent. Go ahead and start the ball rolling re mobilize 1300 people under this program already there already is staged staged in texas and ready to go. It will be a huge lift of getting in. We do have the reserves in the funding to be able to address the flood as well. Right now yes we do. But the funny would come later down the road. 450,000 people calling. Heading to Corpus Christi first. The fema director and a forceful way went through a lot of what is going on in terms of responding to this historic catastrophic storm. We are not onto recovery yet. With worries about the storms and flooding that will happen in louisiana as well. 30,000 people are expected in shelters 450,000 individuals expected to file for Disaster Assistance. This is a situation that has been devastating by historic proportions is going to be even more challenging because of the release of water from reservoirs just very quickly for our viewers. The reservoirs. Intended to protect it had reached full capacity. Into one particular by you. You can see the rain coming down that will add to the problems. To see if the release is having any kind of negative effect at this point. Yesterday this letter was higher it looks like it is improving a little bit but not a whole lot.
