People, volunteers coming on as well as government officials and First Responders all headed to houston making freelance rescues of people sunroofs, addicts from the second floors of their houses. Incredible. People still going. Im here in what is called Buffalo Bayou, essentially a place where the water drains. People checking cars like this one. This person is loaded up and ready to get out. First responders open the doors of cars, making sure nobody aside. Some people questioning whether or not they should have been evacuated. We talked to some of them. They should have told the city to evacuate and aired on the side of caution because i would never want anyone to go through this with children, family, dogs. A lot of elderly people live in the neighborhood and it became very dangerous very fast. Impact to you even if you are far away from houston for gas prices. Look at the closures of refineries has been explained to you on friday in terms of the Production Capacity, a huge amount of Production Capacity in the gold, but not located off for the hurricane hit. That was the good news. The bad news is refinery capacity out there and that is shut down and as you can see, shut down for a good long while. Lauren jeff, it is lauren. Im from New Hampshire originally, so im used of blizzards in snowstorms, but this is my first hurricane like this. I almost decided not to leave houston, but i am so glad i did. My family and i left the city on friday. It was raining so hard in what is happening since this widespread devastation. Most of my friends decided to stay put in houston and write it out. Cheryl i have a lot of friends in houston. Lets talk about Texas Governor greg abbott. A big split between the two gentlemen about the evacuation orders. You were ordered to evacuate. You are smart enough to do so. Many people stayed in place another laser threatened. What do you make and how do you feel the direction was from the mayor refused and versus the governor . I think the mayor come as Sylvester Turner the city. He didnt even call for a voluntary evacuation and it seems like no real provisions were made before the flooding. I want to know why not. We knew this was coming. This was in the reports. We certainly didnt know the hurricane would be this bad, but a city should always be prepared for the worst. I think what made it most difficult for the residences we are getting mixed messages. Greg abbott, the governor was suggesting evacuations, but the mayor told people to stay put. Processing as much as 560,000 barrels of oil a day and feeding fields in to feeding fields into pipeline feeding fields into pipeline and barges that move across the southeastern u. S. Senate east coast. The projected path of sunday night included an even bigger refinery in port arthur texas owned by Saudi Arabian oil co. And produces 600,000 barrels of fuel a day. It isnt clear how long they could stay close. Harvey knocked down almost 15 of u. S. Refinery capacity out of commission, which threatens to boost fuel prices across the country. Cheryl a lot of shipments coming out of the port of houston got the east coast. Thats what we see the effects. What about travel . We are looking at 5000 flights affected. Flights have been granted about that houstons busy airports, bush continental distracting Airline Schedules all weekend. Nation wide had granted about 1800 sites. Many preemptively on saturday. More than 1400 cancellations extended into today and another 450 nt tomorrow. U. S. Airlines are waiving change fees for travelers to get ticketed flights to the region in areas such as Corpus Christi. Nearly all flights were already crowded since friday. Transfer airlines are letting you change your flight way outside of time which is changing. These things are heavy and continuing. Talking 50 inches of rain in some places. Do we know yet i know its early how this flooding damage will stack up compared to Hurricane Katrina . Listing all the pictures i took used in far but the Insurance Information estimates flood damage mate equal that of 2005 Hurricane Katrina which so far as the costliest Natural Disaster in u. S. Restarting a refinery is one of the most dangerous parts of the entire process of burning oil. They have to be cautious when be cautious when they bring these things back online. We have to pay a few more cents for gas, were all okay with that considering what is happening, but there is a longerterm effect on the overall gas price situation correct, sir overnight. Some people had their car loaded up ready to go in they were unable to get out. Look at the storm track in the radar, and ive never seen anything like it. Ive covered every major hurricane since 1988, since the mid80s actually. Ive never seen ive seen storm stalled before. Ive never seen one for this long dumping as much water is truly unprecedented. Rescues going on today if they went on over the weekend. You said it. Its going to get worse before it gets better. Sometimes that is a cliche. It is not here in houston. This is bad. Next hour we will get if we can do the Buffalo Bayou, a crossing point with water rushing past. Youve got to stay out with your cars. If you get washed away so quickly. Weve been so lucky with the loss of life so far. I hope that whole time. We will not know until a long way away. A lot of rescues weve been seeing on our Television Screens and then by boat. People are told to get out in kayaks and small boats. Every going to see more of that today or residents choosing to stay in their homes and not leave at this point . They will start to think about if they been hunkering down baby. The area has expanded into the cameras, going in for the elevation is three feet past. Right where we have the brave new refinery, a 14based planned. Going into lake charles, we have 14 plants, all of them built after katrina and rita. This is going to be a real test. My biggest concern is people surviving. I think the rescue will steal up in texas in the next few days to get people out of their homes. 40 of the Small Businesses fail after a flooding event like this. This is going to have a catastrophic impact on this area. Lauren are you satisfied with the National Guard members coming in to help, teams from other states . Is there enough response on the ground right now . I love the National Guard. Both of my sons are in the National Guard. But i think weve got to go quicker. Texas is the home of over 10,000 National Guardsmen as involving only mobilized about 3000 of them. Lauren how do we need . Lets put it this way. Katrina we had 40,000. Lauren and also 20,000 federal troops. In the 82nd Airborne Division in 240 some odd helicopters. This guy to scale up quickly to use a business term. Right now they are trying to do it in the middle of the rain thats coming in which prohibit the helicopters from getting in. That this is a complicated issue. Dual distribution and they need support person bid contracts to come in because all of those small gas stations is going to be a real mess on our hands. Lauren phil flynn told is the process of getting these refineries and plants back online is very dangerous as well. That is something when we get to that point we will have to watch as well. What are you hearing from the companies you work with . First and foremost we are still focused on the people and getting people to safety. That is our priority one and we appreciate the agencies working together to make sure that continues to happen. The next piece of it as we go forward is looking at the economics of the situation. Obviously, weve got some real challenges. Last week we sent out for the Railroad Commission a notice to operators. Hurricane harvey came in right on top of one of the biggest oilfields in the state of texas which is south of san antonio. We wanted to make sure not just that failed, but all the fields across the state were protect it. We know about 900,000 barrels a day were coming out of the eagle heard we think right now thats offline, most of the production offline. Secondly, making sure pipelines, infrastructure is safe. 450,000 miles of interstate gathering lines plus gas utilities, hundreds of thousands of miles to make sure that still stays online. The third thing ive heard you talk about a couple times this morning already have to do with refineries. Obviously that is a real challenge for us. 6 Million Barrels of oil are refined in texas today. Thats about 30 of the countrys oil refinery capacity. 10 refineries as of last night. That is about half of our refining production by day capability. At least 3 Million Barrels offline and potentially growing. Lauren it is not just we just had a guest talking about gas stations shutting down, contaminated stations, contaminated fuel lines to get these refineries back online. You got the larger impact to the u. S. That the second part of this story. How fast can these refineries get up and running to not just get production up and running and energy to texans, but also the rest of the country. That is important. The four refineries in the corpus area finally had people allowed to go with yesterday. They are making those assessments. When corpus can get up and running hopefully relatively quickly in the corpus area come and i will beat hundred 40,000 barrels a day we can play back online. We dont know in houston quite yet. Obviously we are waiting until the flooding subsides and we can get some personnel issue to you. Make sure people are say first and foremost. Those companies will make sure that the refineries are safe in our back online as quickly as possible. That is their longterm challenge. Cheryl christie, thank you for joining us.
