Family of Darell Richards, who police killed in 2018, to reach settlement with city

The Sacramento Police Department and the City of Sacramento have reached a settlement agreement with the parents of 19-year-old Darell Richards who was shot and killed by police in 2018, for wrongful death and negligence.
