Environmental groups issue notice of appeal over removal of Virginia from RGGI

The Virginia Register on Monday published the final regulatory action to remove Virginia from Regional Greenhouse Gas Initiative at the end of year — but the Southern Environmental Law Center has challenged this action by serving the responsible officials with a notice of appeal.
