EDITORIAL: NY HERO Act would help economy get back to normal

New York’s economy is slowly reopening, and that’s a good thing. The businesses that have stuck it out for more than a year in this once-in-a-century pandemic are understandably anxious to get back to, well, business.
At the risk of oversimplifying the matter, it will take three key elements to make that happen: employers with jobs, employees willing to do them, and — especially in the case of retail, food and entertainment businesses — customers willing to patronize them.
With the COVID-19 pandemic not over, most of the population still not fully vaccinated, and millions of Americans still apparently hesitant to get a shot, many workers and potential customers will likely have one overriding question about venturing back to stores, restaurants, theaters, sports venues, offices and other settings: Is it safe?
