A mental health trust that was shamed by the shocking treatment of patients exposed in a national television broadcast has come under fresh criticism. An independent review into care provided by Greater Manchester Mental Health NHS Foundation Trust has been followed within days by a report on conditions on acute and psychiatric intensive care wards by the regulator the Care Quality Commission.

In September 2022 a BBC Panorama investigation revealed a “toxic culture” of verbal abuse, bullying, humiliation, and poor care of patients at the Edenfield Centre in Prestwich, near Manchester.1 Staff were filmed using restraint inappropriately, swearing at and slapping patients, and enforcing long seclusions in small, bare rooms at the mental health medium and low secure service.
