The skies above the South West Of England have been buzzing with all kinds of aircraft in the last few days with Global Leaders in cornwall for the g7 summit. But there was one foreign visitor we didnt come across and its got the twitchers in a flap a bird on the Isles Of Scilly thats not been seen on these shores for 150 years. Jon kay reports. Well, its not a plane, but what kind of bird is it, high above the Isles Of Scilly . Some thought it was an eagle, an osprey, maybe a stork. I mean, ijust of glanced up and thought, oh, thats an egyptian vulture up there. It was will wagstaff, taking visitors on a wildlife tour, who then spotted the bird in a pine tree on the island of tresco, more than 2,000 miles from home. I was surprisingly calm and didnt swear, which in retrospect is a bit surprising because, you know, to see a bird that rare, a big winged thing like many big birds of prey, that typical sort of rather pointy vulture face, and with these they have a yellow face, and they have this sort of rather punky looking hairdo think sort of billy idol, sort of 1970s. The Metropolitan Police are accused of a form of Institutional Corruption over their failure to solve the murder of a private investigator, Daniel Morgan, over 30 years ago. Also in the programme. Here in the us, the southwest is gripped by an extreme heatwave with temperatures hitting 50 degrees celsius. Well talk to a meteorologist in phoenix. Plus why youve got it all wrong when it comes to writing your out of office. Well explain. For 3a years, the family of Daniel Morgan have fought for answers. Today, an independent inquiry looking into the unsolved murder of the private investigator in 1987 concluded that the failure to find his killer was the result of a form of Institutional Corruption within the Metropolitan Police. The chair of the panel, baroness nuala oloan, said the met had for years concealed its own failings in the investigation to protect itself, refused to confront its own systemic failings. And when it came to her inquiry, the met delayed access to certain documentation. The inquiry began in 2014. It was supposed to take a year, but only in march did they get the last of the relevant documents. The inquiry� s findings have been been welcomed by Daniel Morgans family, who say the met� s commissioner, Dame Cressida dick, should now consider her position. This afternoon, commissioner dick apologised to mr morgans family. Heres our home affairs correspondent, tom symonds. There has never been a case like this an unsolved murder, decades of police failures. The body of 37 year old Daniel Morgan was found in sydenham in southeast london. A family damaged for a generation. Now, the verdict not who did it, but why we dont know who did it. The panel concluded the failures of the Metropolitan Police went beyond a failure to solve this crime. We believe that concealing or denying failings for the sake of an organisations public image is dishonesty on the part of the organisation for reputational benefit. This constitutes a form of Institutional Corruption. Daniel morgan was found dead in this car park, an axe in his head. He was a private investigator, just a small firm above a shop, but a firm, it turned out, linked to corrupt Police Officers. The police describedl the case as a sticker. In other words, its one theyjust cant solve. I four investigations produced at least 12 possible motives for the murder, but no convictions. The report finds the investigations were inadequate and there was evidence corruption played a part. At one point, suspects may have even been tipped off they were about to be arrested. This report is an enormous and damning. This report is enormous and damning. It details forms of corruption at all levels, from the tolerance of poor investigations to Police Officers drinking with people on the limits of legality. But most of all, it says that the Metropolitan Police concealed or denied its failings. In short, that it was dishonest. Todays report finds that in 2005, during a review of the case, the met failed to identify deficiencies in its own police work. In 2011, the force made a statement on possible corruption, but failed to make it clear that Police Officers might have been involved in the murder itself. And when in 2013, this panel began its inquiry, the met delayed handing over documents and made it difficult to get access to a Police Computer system. The current commissioner, cressida dick, is personally accused of obstructing the panels work. Should she now consider her position . No. The commissioner, in her role before me in overseeing this panel, oversaw that disclosure ive talked about, oversaw the release of the homes database and some very difficult, sensitive material that we had to work out how we could best show. All of that was superintended by the commissioner to the best of her ability, and i have continued with her support to take that approach to the panel hitherto. We cannot ignore the findings of this report. Its recommendations are wide ranging and far reaching across aspects of policing, conduct, culture and transparency in public institutions. Today, i have written to Dame Cressida dick to ask her to provide me with a detailed response into the panels recommendations for the Metropolitan Police. For daniels brother, its the end of a 34 year battle. Its vindication, but. Its not like the wounds can heal in this kind of environment, where youve got lies, incompetence, corruption, secrecy, dishonesty, shiftiness, you know, over the murder. The panel said the words Institutional Corruption werentjust a description of something which happened here in the past. Theyre about the present, too. Tom symonds, bbc news.
