And he plowed his vehicle through would be shoppers that were in this area. This area earlier was filled with people doing some early Christmas Shopping as they were out. As you plowed his vehicle through these pedestrians, at least 5 people were killed as we just found out over the past hour, including one of those a child. But the victims were also elderly women as well. And so as he plowed through the people, police right behind me managed to apprehend him as he tries to make it through the ancient gates of this historical city. And what do we know about the driver . The man is a lifelong resident of tree or hes 51 years old. However, he isnt. He has not been known to authorities previously, but they did note that over the past couple days, he had been sleeping in his car. Now when authorities arrested him they, they found him that he was intoxicated, in fact, significantly intoxicated, much higher than the legal limit and that he should be while operating a vehicle. And we must say though, that authorities have warned against speculating about a motive. And so right now theyre just, theyre just asking the public to please let you know, let us do our work. So the investigation is ongoing. Police have said that this is not being treated as a terrorist attack. Is that correct . Indeed, that is correct. And now authorities are saying, look, there is no evidence to suggest that there is a political motive behind this act. However, police said that it is clear appears clear that he had used this vehicle as a weapon, has eased zigzag to intentionally target pedestrians as he was driving his vehicle through this area. So while there is no motivation at a political level, they are following leads on his psychological well being in lieu is what are residents there in tree, or what are they telling you about today . They just feel immense loss for many of the people that have come here. And if you can leave candles behind me to pay their respects for the dead, its just a dark day. They could not even imagine that a act like this could, could have been right in their streets. And so for many of them theres, theres not much to say and they just hope that tomorrow is a better day. And that as they continue, that authorities will do their job and, and bring justice where it must be served. Arent you . Are you to peru now worth or do you have had to impose tight restrictions on public life . To curb the spread of the corona virus, while there may have saved untold numbers of lives, it has been a disaster for businesses in many of their employees. To vent their anger. Thousands of peruvians took to the streets, raising fears that the protests could, in turn, calls a further spike in infections. Paloma cazenove a knows what touch it means. Cupcakes company was very popular in the capital, but the business was not considered essential. When the lockdown, which is devastated, the peruvian economy began. Polo move was among those who had to shut up shop lap, and theyve embraced the pandemic began when we were growing as were many other businesses in the crew. It surprised us. We think it was going to close for a while, but we had to shut for 76 days. And it is affecting aspects of the business very deeply in that the harsh measures brought in to cover the corona virus did not succeed in bringing the number of infections under control. But Downtown Lima is on recognizable, once busy and bustling streets are now nearly empty. And eerily quiet. The crisis has left more than 2000000. 00 peruvians unemployed. The victims, some morrow was the Health Minister at the height of the crisis. He understands that drastic restrictions are necessary, unsustainable in the long run. Precariousness of family incomes forced people to leave. The conditions under quarantine were very difficult. No water, no internet overcrowded homes, no banking, no money. And state services that could enable people to stay at home would delay. But it was only bearable at the beginning, but could not be sustained over time. There is hope that the worst of the pandemic is over the crisis that brought tens of thousands of people up to the streets to demonstrate some fear the mass protests have been super spreader events that will increase case numbers in the next few weeks. Meanwhile, entrepreneurs like polo man, can only hope for an improvement in the business climate. Good night scene has dominated headlines this year, but it is not the only deadly pandemic. The hiv virus which calls as aids continues to spread some 40 years since the epidemic was 1st declared. The latest figures show that in 201938 1000000, people were living with hiv. The nearly 700000 have died from the violence. Hiv is now a manageable condition, much like diabetes. In the last decade, the number of new infections has decreased along with the number of people who die from aids. Yet that trend is expected to reverse this year because of the covert, 19 pandemic, and lock downs, causing a shortage of hiv medication. In south africa, one in 5 people has h i v. A new drug is raising hopes for more effective prevention. As our correspondent adrian crease reports tonight from cape town to almost 2 decades, the Nonprofit Organization hope has been an important point of contact for those living with hiv, like she in the cape town township of tales. 2 years ago, luis morris worked in a textile factory, but then her life took a difficult turn. An accident left her, unable to work out the whole problems follows. And then she became infected with h. I feed him and it made me it. My family didnt want to have anything to do with me after my h. L. V. Diagnosis. They cut off contact. And even now if my neighbors knew that i have a chevy, they would only say hi from a distance. They wouldnt invite me to their homes. It means i also keep my distance is not easy. Being a hiv positive, you have to somehow accept that people behave in a certain way towards you. I find it sad. Dr. Hughes on rainy, couldnt, is used to hearing similar stories to me. At least half of the community has a Family Member that somebody that they know that they can be positive, but its but its so common here, but people dont speak about it. They basically not open about it. They might speak to us about it than them not speak to the Service Providers about it, but they will, they finitely not speak. They. Theyre not open about the status. They worried about discrimination. Although stigma still a massive problem in many communities, south africa has made mess of progress in the fight against hiv aids. Over the past years, most people, the vast majority of those living with hiv, know their status and are on medication. And just recently, researchers announced possibly for the good news. The preventative drug prep has been available for several years around 90000, South Africans protect themselves against h. P. V. Infection by taking a daily tablet. Now a study into a similar preventative drug that needs to only be injected every 8 weeks, has found it to be even more efficient. Well, men particularly have many challenges with taking a pill a day. Issues of the habits of taking a pill, but also people experience a lot of social pressures. So women are judged as living with hiv. If theyre taking pills that look like antiretrovirals, they may have judgments about their sexual activity. And partners may feel that they are wanting to be unfaithful, so there are many barriers to taking a pill a day. And what the injections were able to do is overcome some of those challenges by being discreet and kind of being and independent researchers also see the injection as an important development. But further research is necessary to find other options to prevent hiv in women. Young women are the hardest hit group in south africa, and do you really lag behind sometimes . You know, so we jews there seems to have hopefully in capetown also believes the injection could be a great help, but it may not be available for a number of years. In the meantime, more argent issues remain due to the covered spend them make fewer hiv patients are going to kleenex. As a result, the number of new infections, a new born says on the rice, a worrying trend. After all, the hard work to stop the spread of the virus or joining us tonight from geneva is tim martin. Oh, he is the deputy executive director of you win a. Its good to have you on the program. Mr. Martin on this world aids day. How concerned are you that the corona by respond to make, is eroding all of the progress made in the fight against hiv . A thanks for having me on the program today. And i think its really important that we very much recognize the urgency of responding to the coded 1000 pandemic. And i think its a responsibility for all okan eyes actions to step up and do what they can. And certainly we believe the aids response has actually got a lot to contribute to, to, to make of it 1000 response and applying some of the lessons that weve learned from, from our work over the last 203040 years. That said, we are of course, very concerned that we are missing the targets that we already had to be honest. The targets that we had set prior to the cove in 1000 epidemic were not being met. We are short by 4000000 people starting on treatment. As your piece spoke about the young adolescent girls and young women. 5 and a half 1000 new infections amongst adolescent girls and young women every week. And keep populations a consistent you being left behind, been ignored in the United States, spawns and does things have got worse with kofi 1000 on tactically, missing treatment. Scaleup has been slow and prevention commodities. Even basics such as condoms, have been difficult to get. But i think at the heart of this, there is a very clear wake up call to everybody that it demonstrates the need to invest in health and social protection, and the communities that really build resilience in our societies. And thats the thing that we must concentrate on, whether its covered 19 or whether its h. I think, you know, we are just weeks away from the 1st vaccinations against 19. Do you know why it is that there is still no sign of a vaccine or a cure for aids i v some 40 years after it was 1st diagnosed . Yes. What its, its not this news because at 19 and i can only recognize also they are going investment in science and research. And i chimed in, ites that beauty has been a catalyst for so much of the development. So your piece again in south africa was talking about new developments that were very excited by that developing a vaccine for aids is significantly more complicated than call that part of it because of the kind of the virus that were dealing with. But also the longevity of the disease and what that means in terms of developing new evidence and new science about what works and what doesnt. But it does demonstrate what can be done. And i think thats a really, really Important Message for us all to take away. And then importance of continuing to invest in science and research, meaning as it does, gives us the way to the future. Now you say, and you make a good point there, it demonstrates what can be done if the world have reacted to the need as it has reacted to the new coronavirus. We have a vaccine or maybe even a cure today. I think has being, you know, i think we need to recognize the significant global investment, the house being male, thats been a hallmark of the, of the ice response and one of the reasons in world aids day. We talk about global solidarity, the International Community house, which incredibly closely together. What did happen at the early stages of the epidemic. And i think we worry that its returning as us that theres an acceptance of the epidemic this in the acceptance of the disease. And again called it 1000, nothing teaches us again, we mustnt touch set these things, we must cry out against the moment, must call for action to deal with them. And you know, we need to keep working on science and research to find cures for these diseases. What about the stigma that remains within shiny aids . It has enough education been done to get rid of that stigma. Yeah, that was i was very place that your piece picked that up and i think weve seen a lot of countries really fantastic progress. You not from cambodia, thailand, s. With seanie plus one as zimbabwe you serious, significant progress in scaling up programs. And the real challenge tonight is dealing with some of the policy constraints that countries face in terms of better access to services and some of the stigma and discrimination issues. And you know, some of that can be dealt with through education. But its also about things like comprehensive sexuality, education, giving young people the knowledge and the skills, and they pulling them to say, to control their lives and to, to make decisions about their futures. And these are things that are incredibly important as well as, you know, stigma Friendly Services that are often done by communities where people can feel more comfortable about who they are going to. The cat. Tim martin now with u. N. Aid sorting is tonights mr. Martin, we appreciate your time, your insights. Thank you. Thank you very much. Youre watching t. W. News still to come. Utah is mystery monolith across some out of this world, theories about who put it there and who took it away. That story coming up in just a moment. But 1st moon rocks may be coming back to earth for the 1st time in more than 4 decades. And this time aboard a chinese spacecraft, chinas space probe has touched down on the moon surface on a mission to collect geological specimens so that scientists can learn more about the moons origins. So far, only russia and the u. S. Have successfully carried out lunar missions. This marks a giant leap for chinas Space Program. If the journey is successful. Im joined tonight by keith cowing. He is a blogger, and the founder of the web site nasa watch as well as a former rocket scientist. Keep us good to see you again. What are the chinese hoping to achieve with these moon rocks and this mission . Well, theres 2 things. One is now the scientific goal, which is to live in an area where we have not landed before. In this case, its able kinnock deposit and by leaning there in getting some rocks and bringing back to earth, well be able to better understand the history of the moon. How long it had volcanoes, what its interiors like. And you know, to be able to understand that with the rocks right in our hands of a speak. But the other thing is, this is a very complex mission, and its probably the most complex thing china has done in space. And its the sort of thing that if youre getting ready to think about putting humans in spacecraft, this is sort of thing you want to practice being able to do departing from earth. Undocking landing, launching from the litter surface documents, something and coming back. So again, its got to prime goals here, one has to do science and the others to learn how to do things in lunar orbit. Kid, you know, we were talking in the newsroom that theres, theres been very little video footage provided by the chinese of this mission. I mean, its not a manned mission. Thats true, but we were expecting that there would be more video instead of these, you know, these weapons, you call them the simulations that have been shared with this. Were you expecting more footage . Well, you know, i think theyve done some missions theyve, youve seen it live in others, its taken a while to get the video. I dont know what the issue is to it. Maybe theyre just processing it because theres only so much that you can get in real time from a mission as its coming down. And this piece craft is a lot of its own thinking about where it needs to go and how and needs to do think so. I suspect that china will be more than eager to share exactly what theyve just done to everybody. This is an unmanned spacecraft, but the chinese they also have plans for a manned moon mission. What do we know about those plans . Well, if you look at some of the drawings that come out of china and the, the ideas of how they might lean on the moon, its sort of like taking the spacecraft like a 5 a to slippage making it bigger. And you know, theres some, you know, obviously you want to practice with a small spacecraft 1st. But also, you know, theres a, been a very methodical way of going about learning how to do things in orbit around the moon on the lunar surface that china has pursued. Starting with orbiters and landers and more sophisticated leaders, leaders of the rovers, leaders in the far side of the moon. And now later with a return capability. So if anything, the chinese have been very methodical in learning their lessons and improving each time that you, yes, they are methodical. Theyre learning with each step where we june ranko, where would you plays the chinese Space Program . In the hierarchy, if you will, with the americans with the russians, because its becoming a crowded place, outer space. Well, it isnt. It was son back to the sixtys it when i was a kid, you know it, everyones going to the moon and that seems to be whats going on right now, reaches ghosts or chinas sophistication. Now that probably is on a par with the u. S. Probably a bit better than russia. India has tried to land something. Israel is jointly and something. So i would say that china is at the top of the crop right now in terms of being able to do things around and on the lunar surface. All right, keith cowing from nasa. Watch dot com. Keith, as always we appreciate your time and your insights. Thank you. I want to give you a quick update on that breaking news story that were following here is what we know about that car rampage in the western german city of tree, or at least 5 people were killed. Hes been identified as a 51 year old. German local resident Authorities Say they see no sign that the incident was politically motivated. I want to change tracks here just for a moment and turn to the mystery surrounding a metal monolith. In the u. S. But now its suddenly vanished, leaving some wondering if it was put there and removed by other worldly powers. Like something from another wild, a metal monolith hidden away in utahs red rock, does it. And landscape that resembles that of planets. Maz kay, the intrepid explorers. Go down to investigate the alien life form. It was spotted by a helicopter crew from the Utah Department of public safety, which was conducting an animal count. Some might suggest that discovering this 3 metre high structure was a welcome distraction from counting sheep. It certainly got people talking and investigating, even though local authorities had tried to keep its location a secret. So is it solid or not solid . It sounds a little bit like a cardboard box. Sigh, find q. C. s, have linked the object to the film 2001.
