Who was assassinated on friday to promise retaliation in what its calling to tom. And in sports, a frightening crash leaves racing fans. But formula one driver remained gross. You escaped with his life and walked away from this a great bowl of coffee. Its good to have you with us tonight with the corona virus continuing to impact life around the world. The race for and approved vaccine is on. Now u. S. Drug firm mcdermott says its applying for emergency approval of its coated 1000 vaccine in both europe and the u. S. Now that could lead to distribution in the u. S. As soon as december, the company says full trial results show its vaccine was 94 percent effective. With no serious safety concerns, the filing sets up mcgurn as a product to be the 2nd vaccine likely to receive special authorization after one developed by pfizer and bio on 10 are joining me now is young. Its not says he is with the European Public health alliance. He is, a board member of the European Medicines Agency, the e. M. E. A. , which is dealing with would earn his request for authorization here in europe. Mr. Not says its good to have you on the program. We want to be clear, youre not speaking on behalf of him a but you do know the procedures there. When do you think madonna will be granted approval . Thank you very much for having me. Well, that remains to be seen. Weve seen in recent weeks, a lot of these press releases from several pharmaceutical companies. Weve seen candidates, but pharmaceutical Companies Press release is not necessarily science. It can be marketing but is not science. So where it is very critical point right now, where the regulators, for instance, the European Medicines Agency in europe, needs to look at all the data and come to its own conclusions on whether or not and when to authorize these products and to provide these and the grounds and these vaccine candidate with a condition of marketing authorization that remains to be seen. I dont have, im not a fortune better, so i cannot tell you exactly when. And i think that also politicians need to be a bit more careful a bit more nuanced when announcing to the world of specific timelines when we dont have yet. Yes, assman coming from the regulatory authorities. You know, because we are hearing from certain Public Health officials, not necessarily poet titians, that we could be looking at the 1st delivery of a vaccine, particularly in the United States by mid december. Is that, is that too early in your opinion . Well, for the us its up to the food and drug administration, the f. D. A. So there they have different procedures and we see when the green light, we come from the e. U. May 4th for europe. Doesnt it, these, it to hold assessments do not necessarily need to be aligned. I would say on this stage, we have on one hand, the procurement procedures ongoing for the 1st pyramid of these potential vaccines. But we should let the record do their job. Their job is Something Different than the procurement negotiations for ceding these contracts. For these potential vaccines against public banking. Let me ask you, mr. Not just the news that weve been reporting the last couple of weeks has been based on these preliminary data release is about the trial for these vaccines. Do you think that data, should it be made public as early as it is, or should that be something that waits for the you know, the regulatory agencies such as e m a or the f. D. A. . Well, we need to see exactly. Youre making a very valid point. There is a difference between these press releases and this is good news indeed. I mean, it is certainly promising news, but isnt there where companies themselves, in their own press releases, they were making clear that this is pretty canary data . Would shes likely to change their where i think they make of trials. They get that transparency ease a sense of having an independent review and assessment of these data. Because of course, companies, they know theyre conducting the trials and they can claim whatever they want. But we need to check those claims. And we to make sure that we provide the citizens not only in europe, obviously, but around the world with safe and effective effective vaccines. I think you will agree with me that this is essential for the Overall Trust and confidence in that scenes. And you will trust in the handling of the Public Health emergency yes, young is not to use with the European Public health alliance, and a board member of the European Medicines Agency eat. Mr. Knox, as we please with your time and your insights tonight. Thank you very much our, lets have a look now at some of the other developments in the corona virus pandemic. Turkey has further tightened its coronavirus measures announcing a curfew on weekdays, in full lockdowns over the weekend as it comes after a record rise in new cases. The director general of the World Health Organization has urged the countries not to politicize the hunt for the origins of code 19 saying that would create bell and a research to learning the truth. Vietnam is reported its 1st locally transmitted case in some 3 months. Authorities have introduced to bury lockdowns in an effort to curb transmission, and brazils state has imposed stricter social distancing measures. It comes as the w. H. O. Urged the country to be very serious about what it called very worrisome case. Numbers. Many of irans top religious political and military leaders joined for the funeral of the countrys top nuclear. Scientists believed to be the father of the islamic republics military nuclear program. Wilson, fuck iraq. He was assassinated last week in a hail of gunfire and explosives. Iran has blamed israel and an exiled iranian government in tehran has said that it will seek revenge for fuck death in what its calling due time, and that it will not be pushed into a trap. Well, iran says it will not be provoked into retaliating, but what capacity does the regime in tehran have to strike back . Not much say analysts, but i think that iran does not take up ability to and so proportionally act like this is the same up in wisconsin. Surely, many killings was very difficult, so you dont to kill a u. S. General. And this time is very difficult for you dont to kill a representative of the Israeli Nuclear military program. So its very difficult to answer the same liver, so they will try made me to answer and theres a way but. Ringback the timing once again is not the best time. And for more now im joined by trying to parse easing, executive Vice President of the Quincy Institute for responsible state crafts. Its good to see you again. Try to, i want to just throw this to you. Iran says that the murder weapon, or murder technology that was used was made in israel. So how realistic is a retaliation by iran against israel . How realistic is that at this point . Well, as the previous analyst mentioned, the iranians most likely do not have the capacity or being able to respond proportionately, meaning that they would target. And hes really new scientists inside israel. For instance. The broader problem though, is that any retaliation by iran, proportionate or not, proportionate. Iranian would have great difficulty doing something that would not escalate into a broader conflict that its quite clear that for the last 23 years the iran has been very careful not to give the trumpet ministration order. Netanyahu government a pretext for a broader war, but it does not mean that they cannot retaliate in the eriks ways. And weve seen that in the house that the iranians have found acid metric ways of exacting a price on israel when it does assassinate iranian scientists or conducts are the types of attacks against iran. Im wondering what this assassination means for you as president elect joe bidens hopes of reviving the iran nuclear deal. It certainly is not helpful. And in fact, the consensus is increasingly that this is something thats and thats on yahoo government did precisely because it wanted to undermine its bidens ability to be able to react to the nuclear deal and restart negotiations with iran. I think its important for the viewers to keep in mind that at the end that a day that real worry that netanyahu has, is not that iran would have a pathway to a nuclear weapon. Its an iran would have a pathway to washington. And thats what this assassination is aimed at preventing. And what about the role of israel in this . There has been talk over the weekend by some analysts saying that israel may be forced this assassination in order to force the hand of the next president , joe biden. A bit how do you see that now i believe certainly, i mean the israelis are trying to create as many obstacles as possible for by that straight to be able to restart negotiations with iran. And we have seen in the past that assassinations of this kind tended to take place at sensitive moments where there was a likelihood of some form of a diplomatic breakthrough. They did not happen at moments in which an estimation of this kind would have really set back the nuclear program. And i think in other asked me that comes through all of this is that its very unlikely that the Trump Administration was not either giving a green light or some support for this. But netanyahu must also have calculated that biden does not have the political will to punish nathaniel who for some of the touching his prospects for diplomacy. Thats a perception that the now seems to have only by the change at perception. You know, its interesting to the perception is key here. What about tehran . Waiting out and holding its tongue and waiting until joe biden is the u. S. President didnt do you think that the, the will, the force of will, is in tehran to wait until january 20th . Its going to be tremendously difficult because from their 1st back that theyve already shown a tremendous amount of restraint in regards to other attacks that already have taken place in iraq, most likely conducted by the israelis. So you can definitely says that theres an increased anger there in which the arguments of those who are arguing against restraint is that its precisely because of iraqs restraint that these attacks will continue. Restraint has be god and more assassinations. Whereas if the iranians were to respond really harshly to this calculation, then israel would be changing. But the problem is that they do that then the region would likely be at the brink of war. True, the parsi with the Quincy Institute for responsible stake for the its good to see you again. We appreciate your time and your insights tonight. Thank you. Thank you so much for having me. And to sports now, formula one. The racing and sundays bahrain grand prix was overshadowed by a fiery crash. Should the french driver remind girls he was slightly injured and hes been ruled out of next weekends race. But i guess he was happy just to be alive and happy to walk away in one piece. Take a look. This was the moment when formula one held its breath careers into a crash barrier and is engulfed in a ball of flame miraculously crucial in a marriage to relatively unscathed from the inferno. But this was an accident that seemed to come from a bygone age. No car had been split in 2 and a crushing 1991, while a crush had caused the car to cut fire since 1990. But there was an angel and gross on the shoulder, the halo. The titanium structure protects the driver from head injury. Yet there was much skepticism when it was introduced in 2018, not least from the money whose life its almost certainly saved for the halo film is they get the greatest thing that both film was a dud though the big it would feel they think they would make those tough to see if you and folks like you. But susan, this is a failure to do it. Another former hill skeptic World ChampionLewis Hamilton thanked the sports governing body for what he called the massive strikes they taken in try for safety. But while the sport rightly cuts itself on the back, the postmortem has already begun a sahab a crush that made scrap iron of car and a light was able to happen at all. If hes lucky to be alive, youre watching the news of the top of the hour with more world news followed by the day i hope to see you then the fight against the corona virus pandemic has the rate of infection been developing. The latest Research Says information and contacts around a virus update on t. W. From the ghetto to parliament. Everyone knows poverty line despite coming from a poor family, the pop star wants to become president. Challenges a compass and credible story. Bobby one starts to simply tell them homeless during a pandemic in the french capital, paris, Health Care Workers deliver mosques, sanitizer and food to rough sleepers. In rome, volunteers conduct temperature checks to test for a fever. Scenes like these are playing out over the world. Whether living on the streets or in close knit communal shelters, Homeless People are especially vulnerable to cope with 19, cold weather bites in some parts of the world, they face a double threat. Many Homeless People are older and have underlying medical conditions which leave them increase risk for severe illness, homelessness, organizations say social distancing, and hygiene measures are often all but impossible to maintain. This is the job news covered 900 special. Im kate ferguson. Thanks for joining me. An estimated 115000000 people around the world dont have a home, lack of Affordable Accommodation unemployment, a family breakdown and addiction are some of the major causes. Now, during the pandemic, Homeless People have been pushed into a more precarious situation than ever. And our next report will meet lukey, a homeless man in the german city of cologne. Business used to be better here in cologne, city center. Every day. Look, you write, it sits here and hopes for the goodwill of the passes by. But since start of the pandemic, the tourist crowds have dissipated, and most of the people keep their distance or the venue. There are fewer people around them and fewer people who approach me because theyre scared of corona, i guess because im homeless on live on the street. On good days, lukey used to make up to 30 euros in 3 hours enough to feed himself and his dogs. But in recent months has had to sit here for an entire day. Look, he spends his nights under a bridge. Hes 35 and came to germany from slovakia to find work. Hes been homeless on and off for the past 5 years. He lost his last home, an organist because his landlord didnt allow dogs when their mother, if i always have to dogs with me. When i look for work, im players want to see where im registered, or without a home. I have no registered address without an address. I cant get a job without a job. I cant get a flat and money with a vicious circle. At least twice a day. Look, he makes a stop at the girl at a cafe for Homeless People near cologne. Central station he comes here to eat, shower and charges phone. But even here things have changed. And the people are nowadays allowed to sit in the cafe right before corona, the host to 30 to 40 people at once. For many, here, this place is a lifeline. And despite the new measures, its allowed to stay open. Thats one of the main problems for Homeless People, which will probably get even worse during the winter months, is that there are fewer day shelters and indoor spaces for them to spend time in. And were not the only institution which is have to restrict its numbers. Others have also been affected. Sleeping rough through the winter will definitely be challenging for looky. And hes also worried about corona, especially because he can do so little to protect himself. Because i want to stay healthy and are trying to be careful to take all the necessary precautions when i live on the street. Im always in town with my dogs. I meet other Homeless People. I can always get infected and im always at more risk than other people. A roof over his head, thats the biggest wish during the current crisis. Then he can look for job again and no longer have to rely on others. For more on this issue, lets talk to frank spain, event director of the European Federation of National Organizations working with the homeless. Mr. Speight event. Welcome. What do we know about how the Homeless Community is experiencing this pandemic . Well, i think its important to note that most Homeless People that are homeless, people in general, are more vulnerable to have over 1000 then the general population, basically for one reason is because they have often be existing Health Conditions that make them more vulnerable. And also because their situation, the situation they leaf in make the move and the like most Homeless People live in shelters. I dont have to explain to you without following the guidelines imposed by the government, such as staying at home. Playing social distancing is extremely difficult when youre in a shelter. So i think the Homeless Population is really movable, or there are groups of society for the 1000 problem. And with all those factors in mind, what can you tell us about covert 19, right among the homophile they getting access to testing and treatment . Well, in the rates, its difficult to see because it is very if you come they thought the infections amongst the Homeless People. But what we know is that, that hes a bit of a difference between the 1st wave and 2nd wave that were currently experiencing. In the 1st wave, the echoes we get from the homeless shelters is that the hot be able to contain the spread of the disease in the homeless shut the system. Now in the 2nd wave, that seems to be different. And we hear from countries like france, for instance, where a study was, get it out of the shelter system, but is in the but is a lesion. And they found that in all the shelters that they investigated, the over 50 percent of the book lesion, who was actually infected by 1000. 00. So we think it took a little bit of fine for the vitas to entity to the shelter system into shelters. But that is currently the case in quite a few countries and when the fight is these circulating in the shelter system, its but its very creepy because so many people live together. There are many shelters are overcrowded and said what our governments doing to protect the whole method if there any best practices that you know off. Well, governments are, many governments are doing things, certainly emergency measures. It has been quite remarkable how quickly many governments have been able to get people Homeless People. You could say off the streets as a public have measure. They were new shut, the banks were created as were used to accommodate Homeless People. Then put a leaf even some countries used a b. And b. Flats to find accommodation for Homeless People on the sea. So as, as Emergency Response, many countries did actually quite well. If i can give you one example of a concealed a seat on it, but it is dublin not really house managed to keep the infection rates very heady, if anybody knew it was. So thats one thing in terms of the long term solutions. Its only a few countries that actually use the 1000. 00 pound, they make to change the way they dress. Fulness is because its obvious the shell that it is not a solution to homelessness. Homeless people meet housing, often with supports, housing is important, but that he, some countries not use the 1000 pound they make as a lever to actually change the way they address homelessness. And the netherlands would be a good example. The government there has just decided to invest 15000000 euro in Housing Solutions for Homeless People in order to get as groups to use the abundant make to say what, ok, we can not. We have to go beyond the Emergency Response and actually providing sustainable hosing solutions. Weve supported necessary for Homeless People and you think that anything we can learn from the fund and make that might actually help tackle home if in the future . Well, what weve learned is that it is over, but it is important. It is, the housing is the best protection against good 19 and instead any damage and actually against or sort of vision for the health problem. So putting people into shelters as an emergency measure is fine. Its probably progress, but its not a safe place for Homeless People to be. So you actually need housing. Housing is the best pull that shit against a pandemic. And i hope that that will sink in with, with the governments with the decision makers, not in the future. They will put more emphasis on the people Homeless People as quickly as possible to housing and provide the support necessary housing is probably one of the most stark, a social determinants of health. And i think that has now become quite obvious. Frank spain event from the European Federation of National Organizations working with the whole mess. Thank you so much. Thank you. Robert. Time. Now to answer one of your questions over to our science correspondent, derrick williams. How long does it typically take in europe to approve a vaccine . After phase 3, trial results are published verities under ordinary circumstances, not in the midst of a Public Health emergency. The scientific evaluation carried out after phase 3 trials by the e. M. A. The European Medicines Agency, it takes Time Developers 1st, have to submit testing data, and whats called a Marketing Authorization Application that governs general approvals for medicinal products. Throughout the e. U. A board at the agency called the committee for medicinal products for human use is required to submit a scientific verdict on the application within 210. 00 days. It then passes that opinion on to the european commission, which makes a decision on whether or not to grant an approval within 67. 00 more days. So all in all the process can take between 9 and 10 months. But thats under ordinary circumstances. In the midst of this pandemic, the e m a has set up a special task force to help fast track covert 19 treatments and therapies. It allows for accelerated action in a number of ways for vaccines. A key change is that developers dont have to wait until all of their data is final. Before submitting it for approval, but have been able to submit it instead in batches while the trials are still ongoing. A process called a rolling review. So in the end, the formal assessment will take much less time for covert 1000. 00 vaccines that have proven safe and effective in trials because the e m a has cleared the way for whats called conditional marketing authorisation.
