At what point is it delayed, and 1st transition is risk National Security. There will be a slew transition to a 2nd drug administration. Right. President trump didnt win the election. Every single one of my colleagues knows this. He is declaring them so himself to be the winner of an election that hes lost. I dont think were going to have an interrupted transition to whoever is the next ministration. Well, i just think it should have bearish. And frankly, also coming up do the police need policing. A new study in germany claims officers are more likely to use Excessive Force on immigrants and people of color. They called us lebanese dirty foreignness. And so on later, my sister told me that after they took me away, one of the offices set, this isnt your country and you cant behave like any months here. Or to our viewers on p. B. S. In the United States and to all of you around the world. Welcome. We begin the day with americas unfinished elections. It has been more than a week since voters went to the polls and the results. Well, that depends on whom you ask and which party they belong to. Here is what we know tonight, democrats will retain control of the house of representatives. Control of the senate will be determined in january in 2 runoff elections in the state of georgia. And the white house, if you rely on math and the ballot count, joe biden will become the new president in january. If you believe the ballot count was rigged and you do not require evidence, as is the case at the moment. Then you may agree with donald trump that he is the winner. Last saturday, joe biden won enough votes to secure the presidency since then President Trump has fired off hundreds of tweets falsely claiming that the democrats stole the election. He refuses to concede that he lost today was the 1st time trump appeared in public since losing the election. He, along with the 1st lady millennium and Vice President mike pence placed a wreath at the tomb of the unknown soldier in arlington. National cemetery president elect biden. And his wife jill laid a wreath on a marine veterans at the Korean War Memorial in philadelphia are lets go to washington. Our bureau chief in his poll joins me good evening to you. This today was the 1st time that donald trump has been seen in public since last weekend when he in the world found out that he lost the election. What has he been doing for the last week . Right, this is the 1st time we saw the president in popularity. And actually he didnt make any statements despite just showing up at arlington and he has been mostly staying away from cameras. And this is kind of interesting for a president who loves the attention so much as donald trump does. The president has been using most of this time since election day to push false conspiracies, brant as you just mentioned, about voter fraud. That led to this election loss office in his lets take a listen to what the governor of wisconsin what he had to say today. Now as we put the election behind us, we are called upon to remember the things that unite us. And that includes the struggles we share. We must now return our on the vibe of attention to the covert. 19 pandemic. Inas has the president. I mean, hes been sitting out a lot of tweets this week. Has he tweeted anything about the pandemic in the last week . Well beyond, we always have to kind of remind our International Audience about the situation here in the United States, which is horrible. My. I mean, in places like apostle for example, they are already getting cooler tricks ready because they dont even know what to do with the americans who were dying of cold with 19. So this is a huge issue here in the United States and only tweeted about the vaccine saying that the development never would have happened if biden would be the president. What of course is not true as pfizer has distanced itself from the white house. So no, he has not said anything about the huge amount of people who got infected and who are actually dying. We know that 4 top level officials at the pentagon have resigned or been fired and replaced by trump. Is this week . Do we know why trump is reshuffling so many people at the pentagon . But frankly, we have to keep in mind. This is kind of hard. Trump has governed from the, from day one since years ago. He doesnt do anything by the book and he will fire staffers without any real explanation. And the secretary of defense, mark asper, he has been at odds with the president since a long time, and its not really clear. Trump really fired him, or if he really left, by his own wish by the, again, is just implementing loyalists into positions, even though hes only for another 2 months in office. But some people war rated that donald trump might try to pull all troops out of a guy on the stand. So this is something we probably will have to watch very closely. Yeah, that is definitely a serious concern. In the past election year, the week after the election is usually filled with preparations to make the transfer of power as smooth as possible. President obama helped president elect trump. For example. What is happening this year . Well since going from peasant conceded to conceded and his government had failed to accept the results, they have done nothing really to help move this important and complicated process along. Usually at this point, the 2, as you just said, the 2 president s would have met and would have exchanged congratulations and also held each other kind of to move on in going administration for example, which have started receiving briefings on National Security and the economy. Economical outlook and most importantly, the covert 19 response, but nothing, nothing has happened so far. As i described, the postelection situation in america as a split screen reality, but there really is only one reality. All state Election Officials have said that there was no fraud that influenced the vote. What does trump plan to do in the face of these facts . While he just continues to push the conspiracy that there was widespread election fraud, he just keeps doing that despite the fake, there is snow, true proof and all i mean, this is actually what he has done since since for years. If he doesnt like the facts, he just comes up with a different reality. So well, thats what he has been doing and i want to keep a little bit like a broken record. I think some people would say our Washington Bureau chief in his poll in this think you is there systemic racism within the german Law Enforcement community. A new study has found that people of color are more likely to face harsh treatment by the police. The findings are fueling a debate about alleged Racial Discrimination in germanys police departments. Omar yoops has he has been subjected to racist violence by the police. Hes a german with lebanese roots one day during the muslim holy month of ramadan. He and his family were breaking the fast when the Police Showed up to investigate, alleged, disorderly conduct. I would not let them in and tried to close the front door. Then the situation escalated. They called us lebanese scum, dirty foreignness, and so on later my sister told me that after they took me away, one of the officers said, this isnt your country and you cant behave like any most you could be if you are your claims, the police hit him as well as other family members, as they tried to help him. Hes now facing charges of resisting police or 30. Yes. Also filed suit against the police department. The police would not talk to us about the Ongoing Investigation for the moment. Its his word against the us. Thats a typical situation says to the hon. Shes part of a team that is researching racist violence on the part of police in germany for their study. They have conducted more than 3000 interviews. And the key finding is that people of color or from ethnic minorities are regularly treated more harshly by the police. Theyre horrific. But on simple bit of what we often hear is that nobody believes them, whatever they say is questioned. While Police Officers quartered more credibility in mind, were going to open up to hyman says that kind of violence has serious consequences. Victims of Police Violence often end up losing faith in the state and its institutions. As regards physical harm inflicted by officers, the number of unreported incidents is very large. Victims often dont file charges because they simply dont trust the system. We really need to cast light on this hidden figure head. The criminologist say, external independent oversight is needed to improve the situation. The police say thats not necessary. Relieved, you know, and we live in a country where the rule of law prevails and as a police officer, i have full faith in the state. We have control mechanisms that work. You can file a complaint or fight charges, and there are various ways to make a formal submission to the authorities. If you object to actions on the part of state institutions, including the police, we should stick to these trusted methods. In football, misha maton says, most people in germany have great confidence in the police, but acknowledges that a more open dialogue between police and the public would be a good idea. Youve says he experienced Police Racism 1st hand. The study my problem, the authorities to address the issue we didnt begin to spoke to a german more your. He represents people of color who claim that they were mistreated by the police. His work is offered pro bono free of charge. Mr. And you won. T. Are providing Legal Support for people who are victims of racism. What do you think about the study . What does it accomplish, what does it not accomplish . Well, 1st of all, i have to say that im very, very happy that the study exists. Sat on the other hand though, is that it was a study which was initiated by the university of but not by the German Government. And this is actually quite sad that the German Government takes so much time to really introduce a study regarding racism and the police. More its very helpful in the study is that we have not a better picture about discrimination of people of color. And people with a migration background in germany regarding the police study does not provide well, the study only focuses on violence by Police Officers in germany and not for example, on the topic racial profiling or as a police measure. So its also very interesting to see how the experiences of people, of color oppose people with migration background in this regard. Tell me about your personal experience in the press conference you described. You to have been a victim of racism. Yes, unfortunately, i also make my own experiences, especially when i dont run around in the streets in my work clothes a suit as a lawyer. So when im coming from this from a gym, for example, when i did sport and im on my way home, i get controlled by the police on a regular basis. Sometimes it starts with accusations without any reason. For example, regarding if i have drugs on me or not. So unfortunate make this experience as well. And its always very downgrading, so to say, and always not a nice feeling. And these situations, the evidence shows that people of color suffer more often suffer a psychological issues as a result of Police Violence. What is your experience in with your clients in regards to that . Yes, i can absolutely confirm this. My clients also have unfortunately a very negative psychological impact by Police Violence and yes, sometimes it really has a long term impact. I have for example, a case where lady was controlled by the police without any reasons of suspicion. They then asked her to follow her into the Police Station and there she was controlled in parts of her body regarding drugs. So this really had a negative impact to point it out. Basically she felt like she is being raped. So this is of course, very, very bad. You said in the presentation that you felt let down by the government, what action do you want to take now . Really demands that we have to switch on these so called body cam. Police officers want to infringe human rights which are outlined in the german constitution. So always when they want to do a police measure and this infringes human rights, then they should be obliged to switch on the body. Can we already have a rule regarding body cams and specific codes here in germany . However, in these rules that usually the Police Officers have simply the right to switch on the body cam so they can choose whether they want to switch it on. Not this is not appropriate. I think its definitely necessary to have the obligation to switch on the body count. Thank you so much for the interview. Thank you very much. The swedish sweden was the only country here in europe this year that did not implement a nationwide lockdown to stem the spread of the coronavirus. The approach has been controversial because swedens per capita death rate is higher than its nordic neighbors. Tonight, infections are on the rise in sweden and restrictions are finally being imposed. You know them, its november 1 of the darkest months of the year and this darkness is unfortunately going to get worse. Were heading for daca times with a rise in infections. The same goes for the world, for europe and for sweden all of the indicators point in the wrong direction. The infection is spreading quickly. Well, belgium has one of the worlds highest teen death rates. A sharp increase in new cases has forced the government to reimpose a partial lockdown and is d. W. Corresponded to results reports. The rules are being rigorously enforced. Times up for coronavirus Rule Breakers in belgium. The warnings didnt work to convince people to wear masks, limit gatherings, to 4 people and obey the evening curfew. So the next step is strict enforcement by police inspectors, like emily chua and kester. Theyve become the belgian authorities, the last line of defense against the sky, high infection rate, their weapon, a 250 euro, fine people must go in for their orders are to accept few excuses. Really get a 5 years through. Is that where it is most real question. Theres a lot of money coming in this look. Everybody knows. Just say for everyone, its not for us to use able to beat or not kill their business. Their business is to make sure that what the Prime Minister has called the last chance to get control of the virus isnt wasted. The fear of having it take its having a fine is going to stop some people from committing infractions of course. And then we hope that the behaviors that we are forcing are indeed stepping to disease. Theres one area where officers are being more tolerant now than during the 1st wave of the pandemic. Thats for people who cant stay home because they dont have one. During the last lockdown, many of them received fines, plain clothes officer, chris fonda, how to is in a special police unit designed to help get people off the streets. He and his colleagues asked the karuna patrols to take it easy on the homeless this time around. The ideal scenario that it would be that we have place and shelter for everybody. But were not in that situation for the moment. We have to be a little bit flexible for those people. More working like sense and sensible eyes, them to, to wear the mask, to keep their distance. But theyre part of the street so that theyre in the streets as a last resort to those who must or want to stay outside can now get a document to show the police and avoid a penalty. Founder how to agrees that for the rest of the population, the tough approach is unfortunately necessary. But when you have people who doesnt want to listen and always make the main same mistakes, they mistakes the mistakes you made. You have to give them a fine, you know, did they have to feel it somewhere . Hundreds of those 250 euro infractions are still being issued every week according to the brussels police. On this night, however, by the 10 pm curfew downtown is deserted. The officers say they hope this means people finally comprehend just how bad the kubota situation is. If everybodys through whats happened, really, persons or in hospitals, maybe people will take it more seriously in the district. Although the governments strategy seems to be working. Since they reinforced measures took effect, beldam is no longer in 1st place for the worst rate of new infections in europe. One of the worlds most famous pop stars says she is going on strike Britney Spears says she will not seeing or dance again. My colleague of hers joining me now with more on this family feud. The Britney Spears family feud. Thats what could be the headline here. This legal struggle has been going on for years. Walk us through it. It goes back more than a decade. 2007. Britney spears was divorcing her husband kevin federline. He was a former backup dancer of hers. They have 2 kids together and he got custody of the children. She went into rehab, she had a bit of a mental breakdown, allegedly was very public. You remember she shaved her hair off, she says she was attacking across the, at some stage. And so jamie spears, her dad took over legal guardian basically. But in this hearing, as they were said, that shes afraid of her father, and probably the biggest news is that shes not going to perform as long as a father is. Theres even a social media. Theres a campaign called free britney right. Its true. I mean, shes had a massive following for years. You know, in 1909 was when she 1st debuted with baby one more time. Shes had a massive following since then. Shes an icon for the community. This is following who are calling for her freedom and this goes back to her rehab stints, you know, 12 years ago when people were saying that she was being held against her will. If you follow on social media, shes been very popular this year. But if you look down favorite of many, shes really portraying a picture of herself in a very happy. She said that shes happier than ever. Shes trying to reassure her fans, but this has time to keep it keeps popping up. She recently had another stint in rehab. She says she was there voluntarily, but people are worried. I mean, it is amazing that she could have custody of her children, but still, you know, her father have control that puzzling. Theres a lot of money here involved, right. Shes very successful and her father obviously knows that exactly well. She says that he has lost hundreds of millions of dollars through payments to manages through negotiate a deal. His team on the other side says that hes taken her state from being badly indebted tens of millions of dollars owing, in lawsuits to today the estate is worth more than 60000000. 00. So this is, it is really a story about money as well as a story about mental health, money, and mental health. Exactly right over as always, thank you. To finally, the u. S. The number of trials 75 years ago, a high ranking officers of the nazi regime were indicted by the allied forces. They were the 1st war criminals to be held accountable for their crimes. Our 2 part series the 1st right in the talk starts nov 12th, on d w, this is g w, these wives are from berlin tonight, the deal to deliver the vaccine. The European Union agrees to purchase that promising Coronavirus Vaccine from german and u. S. Drug makers. The European Commission is buying 300000000. 00 doses of the vaccine developed by buying on tech in fines or deliveries could begin as soon as the end of this year. Also coming up a promising milestone on the path to peace in libya. The countrys rival factions have struck a deal to hold elections within 18 months. If the peace can hold that while im off is good to have you with us. The European Commission has signed a deal to secure up to 300000000 doses of a coded 19 bank seen developed by germanys buying on tech. And the u. S. Pharmaceuticals giant pfizer back scene is seen as the best chance to break the chain of kobe 1000. 00 infections. The German Pharmaceutical Company biotech says that it could start shipping the vaccine to European Countries by the end of the year. The e. U. Health commissioner says that the e. U. Is setting up a health union to improve the response and coordination of Member States in future Health Crises are. Lets get more now from our correspondent. She is in brussels tonight. Good evening to you. So lets talk about this, this deal to secure these vaccines are enough vaccines for everyone in the e. U. Health significant is this it is the most promising vaccine were having. Are we looking at at the moment so that you commission the e. U. Want to show to 2 european citizens that they will also get their fair share of fit, especially because biotech, as you already said, is actually a truman company, souce an e. O. Company that makes it even more important, but health commissioner, still accurate yet, does it actually address said this afternoon in the press conference that even if we have this any other vaccine, this is not a Silver Bullet for how the 19 cope at 19 is here to stay. Yeah, theres also the question of how were going to get the bank scene distributed to everyone. I mean, do we know how the distribution is going to take place within the European Union . But your commission is actually saying thats easy, your country will get its fair share and that it will distributed according to population size. And it will then be that your state is that you countries themselves who will decide what to do with the vaccine, who will get it 1st. Because health is actually a national necessary. Its not that you has not a lot of power when it comes to health, but its likely that in other parts of the world, it will be the elderly, vulnerable people, Health Care Workers who will get it 1st. And there are other questions who will need an answer, for example, how will it be storage, how will it create transported . And the u. S. Also stressing that the vaccine or any other vaccine will be 1st, have to be accepted by the european medical agencies. So its hard to talk about a timeline here, even if the Commission Said that it might be available to us earlier. At the end of this year, the pandemic has really shaken European Union lawmakers heads the commission considering new ways to respond to crises in the future. Talk to me a little bit about that the a commission asked for actually today again european how of union and the aim is to strengthen the corporation coordination. Not only the covert 1000 crisis but also in other possible Health Emergency crisis crisis in the future. Because when we look back at the spring, this ring was it from sam, it hits europe, the response was very uncoordinated. It was very caustic, and this has improved a little bit, but it still is the case. Its your country does not quit a very well. So they, its right to change that and this new regulation its would speak, for example, possible to declare a European Health care emergency which is not possible at the moment. Ok, rena strout some story for us tonight in brussels. Marina, thank you for listening now and some of the other stories that are making headlines around the world. The United Kingdom has become the 1st country in europe to record more than 50000 coronavirus related deaths. A grim milestone that it now shares with the United States, brazil, india, and mexico. The government imposed a month long, 2nd lockdown in england last week. Polish nationalists and right wing extremists have clashed with police during a march through the capital. Warsaw police said several officers were injured. Thousands of people defied a pandemic related ban, and to take part, poland celebrates nov. 11th has independence. Day. At least 6 migrants died when their overcrowded capsized in the mediterranean. More than 100 others were rescued by the in geo open arms in International Waters off the coast of libya. The spanish in geo rescued 88 migrants on tuesday. Political talks on libyas future have achieved a breakthrough with rival factions agreeing to hold elections within 18 months. The uns acting envoy for the country Stephanie Williams said that participants had reached a preliminary agreement on a roadmap to parliamentary and president ial elections. The un hosted talks in geneva opened on monday. They are the latest push to end almost a decade of violence in libya. To talk about that, im joined now by unassailable mahdi founder and general director of the subject institute. A think tank in tripoli that seeks to provide analysis and understanding of issues in libya. Its good to have you on the show. Is this the breakthrough that we have been waiting for now for years or not . I think it is. I spoke to us earlier this year in january when the conference and berlin took place and it made similar promises. And i think that the model started or the measure of elections is not really the contentious issue here. The contentious issue has always been that if violence flares back up, how do we stop it . Now weve had similar calls in the last few years and as a 17 in paris, there was an agreement all elections in palermo, 2018. There was an agreement to hold elections in 2019 and that with abi, there was an agreement to hold elections. Those elections were prevented by conflict. And in fact, the very body that we were a lot of to stop those conflicts. The Un Security Council allowed for 14 months of conflict to take place in libya without having the means to stop it or the local actors that were willing it, namely khalifa, haftar and his libyan forces. All the forces that were supporting him international, actors from the u. A. E. , egypt, russia, saudi arabia, france, none of those actors were sanctioned or condemned or criticized for this month. It is a danger here of really focusing on elections without realizing that elections are not controversial. You know, real problem here has always been, who holds power, let you know who is going to be the next president , which of the armed groups and the factions only the saudis is going to be designated the legitimate army. And i think those things are giving as a better indicator of the prospects for violence in the near future. You know, i mean what youre saying here is these elections, you know, theyll take place, but 1st, the peace has to hold until then. And you, you sound rather pessimistic based on what weve seen in the past. Absolutely, and i think thats the, the major issue here is the real dilemma comes down to the u. N. Security council. The European Union, both really key diplomatic bodies that can use sanctions as attempts and they fail to use the sanctions. And theyve given in fact, the actors that were in bold and very, legitimately trying to overthrow the u. N. Back government have given them a lease of life. The unification talks, unfortunately, offer without conditions. It seems the legitimacy of the international internationally about government to be designated reassigned to actors that try to overthrow the government with the with part of it or the government. And i think that we could be back at this next phase minute, very short. So im getting to be 18 months and delayed elections. It will be the 1st on libyas 16 years of the election. And it could also be a case of a new orleans we saw last april. But the key difference this time will be that one group that was a legitimate last year will try to overthrow the government as just a quiet international in and legitimacy out of a human process. Real dangerous stunts. And one thing, its not change. There are watts of moving targets, moving very rules in this equation, thats for sure, unassailable madi, from the subject institute. Joining us tonight. We appreciate your insights. Thank you. In august, the area around beirut support was devastated when several 1000 tons of Ammonium Nitrate exploded in a warehouse. Hong kongs prodemocracy law makers have resigned in mass after the territorys government removed 4 of their colleagues. Welcome to the program. In the u. S. Stock markets advance the signs of working covered 19 vaccine raised hopes of a faster than expected economic recovery. Technology stocks bounced back from steep losses made earlier this week. She has a netflix, amazon, and apple. The socalled stay at home with is gained up to 2. 6 percent, but some analysts have warned that any potential vaccine isnt going to solve near term coverage issues in the u. S. And of course, around the world. Lets cross to our financial correspondent in new york. To discuss this a little bit further, so this resurgence in those stay at home. Tech stocks is a bit of a reminder that coronaviruses christ. This is not over, is it it definitely isnt. Fittingly, im sitting in my home health, this reporter says, still not back a lot on the floor of the New York Stock Exchange and we have got no work when that actually might happen. I doubt that this will be during the winter months and talking about the winter months. The situation has clearly worsened. Here in the United States on tuesday, we almost had to evolve 140000. 00 new infections. So a new record. And then besides, even if we might see some reopening next year, some Companies Like microsoft, for instance, dropbox or twitter have offered their employees a truce work from home permanently and just one latest number that ive gotten from new york citys so far. Only 13 percent off Office Workers of back in the office, 13 percent one this week to really put that clearly. So obviously a far cry away from them. Meanwhile, the dow jones on the s. And p. 500. 00 both pushing once again towards record highs. That trade is a little bit over excited its really intense what youre seeing there. Dull jones industrial average closing in on 30000 points. Just a reminder around the president ial elections in 2016. We were at around 18000. So quite a run that weve seen in the market. Goldman sachs, for instance, was out with a new, analyzes sayings that if the visio should be working, we could see in next year, in other uptick of another 20 percent of this really to happen. Lets wait and see. We shouldnt forget, its going to be the 1st year under the new president , joe biden. And just historically, usually the 1st year of a presidency is not necessarily the best for the stock market because its the phase when were furthest away from the next president ial election or from the next elections. And thats why often a lot of the measures that are unpopular and not necessarily good for stocks will be done in the 1st couple of months off than your presidency is. So lets wait and see if wall street hasnt gotten a bit too far ahead. Ok and skeletor in new york, thanks for bringing us up to date a german luxury car make a big w. Isnt valid. Its highly anticipated i x all electric s. U. V. Its been and always 2nd full electric production model. After the i 3. The i. X. Has a driving range of 480 kilometers and if youre running out of power a 10 minute, top up can give you an extra 120 kilometers the i. X. Jews go on sale at the end of next year to compete with test land on their rivals. B. M. W. Hasnt released any price details yet, but i could be in that we use board member peter note who is responsible for sales among other things. German electric car makers are big roundly outsold by chinese rivals who have now got their sights set on the european market. I asked him whether b. M. W. Saw that as a threat. Well, we welcome any competition and i think we will always fight that from our own strength. The good thing is that we are also gaining ground when. If you look at our market share a development for the b. M. W. Group, we are gaining share in the global markets. And that proves also that our strategy is right at this stage where many markets have many different needs. Our power of choice promise to our customers is proving just right. We can just turn to the big news of the week really, which is that joe biden is going to be the next u. S. President. How is that news greeted around the top table at b. M. W. After all, President Trump has on multiple occasions, threatened some major tariffs on car imports from europe. So i think if you look at elections preliminary, it looks like there is a winner. And we will cooperate with any u. S. Government, very constructively, because we have a very large footprint in the United States of america. And our largest factory, in fact, is there in South Carolina in spartanburg. So its shows that us is, as we call it, our 2nd home. So we are quite confident that with our global footprint, where we have production in the u. S. In europe also in china, we are well set up for any type of trade scenario into the future. But obviously as a b. M. W. Group with our Global Production network, we favor and we plea, of course for free trade. Where actually there is a free flow of goods throughout the globe. Most potentially threatening that is practice, which is on its way fast. And theres no deal on the table. What would be until you say to the 2 sides, the u. K. And the well, of course we would wish that there is an agreement fost. So free trade agreements. And as you know, 2 of our brands. So that is many and rolls royce have their home base in the u. K. Our many plans in oxford is a place we are committed to rolls royces at home in goodwood. And obviously we very much wish for free trade agreements. And what is most important too, is that we know that there is going to be stability and that there is going to be clarity because debt is good for business and the clarity like we have it now is not necessarily good for business. So we plea for a fast chief meant of a free trade agreement. If that wasnt secure, that would be a disaster for b. M. W. Though, wouldnt it . Definitely not. I would say that of course we prefer for a deal to be there of free trade agreements. But if there were not free trade agreement, of course terrorists would apply, and that is, of course might lead to some price increases of importance of vehicles. But it wouldnt kill us. You know, to hear thanks for joining us on monday to revisit it. Take a brief look at what else is going on in the business world.
