Trillion dollars a massive investigation finds Financial Institutions facilitated corruption and Money Laundering on behalf of criminals. And the emmy awards autos the watchman again and again the h. B. O. Drama takes a lab in the emmys in a mostly virtual extravaganza well bring you the highlights. Im sumi so much going to its good to have you with us Foreign Ministers are meeting in brussels where they are trying to break a deadlock over imposing sanctions on bello were seen officials at president aleksander look at the block has a list of some 40 officials of blames for violence against antigovernment protests and electoral fraud during last months president ial election but cyprus is blocking up those sanctions because it wants measures to be taken against turkey. On a separate issue exiled better will see an Opposition Leader sped. Up the meeting in brussels she is trying to keep up the pressure on the International Community to take action and a short while ago she gave an impassioned plea on behalf of the bell of people. Beyond immediately and indeed in. The. In the. In the. Beginning to. Be able. To be the leaders. And just. You. Lets get more on the story now with our correspondents we have alex on the phenomena in brussels and Nick Connelly in minsk good to see you both alexandre lets start with you there as you were at that press conference where svetlana spoke what else did she have to say well i found it quite interesting how she described her meeting with the foreign minister saying that she has asked them for help that the opposition in miller was understands that there really needs help to change the facts on the ground she also told us that she believes that sanctions are very important because they can force the regime to listen to what the people of their own words has to say and in the end so she was very diplomatic describing this meeting but in the end shell also told us that her message to the e. U. Foreign minister was to tell them to be braver and to be bolder and that of course could be seen as an indication that maybe there are figures within the opposition who are becoming impatient and who really wants the rupee and union to to take action. Nic lets come to you know we hear there that the impassioned plea from. How is her meeting with you foreign minister is being seen there in minsk. What people are definitely following these talks in brussels and these sanctions plans i think the most the opposition as we have money going to that this is a bit its a question of too little too late this is a regime after all that is being under sanctions time and time again of the time and time again has set out those sanctions if there is a regime in europe that was prepared and had Hidden Assets abroad and made other arrangements i think it is about a russian one but i think at this point this is about the symbolism of the symbolism showed that europe is paying attention to whats going on here is following this i think the most important thing for people here was that europe has refused to recognize the results of that rejection that was the big deal this is now pushing details youre really doesnt have that much in the way of halt power as its inability to really put pressure on this regime but it is about the symbolism of showing support by the russians in the country and those that have left. As for the official reaction what we heard are going to furious rebuttal of these plans last week from the Foreign Ministry threatening to respond asymmetry and even to throw out foreign journalist aleksandr lets talk now about what pressure the e. U. Can exert here the German Foreign minister who has called for sanctions against president look i shant go himself so can we expect that actually to go through. Well actually that is what the foreign minister said after their last meeting in berlin a few weeks ago when they have announced that they are ready to go to the sanction list if the situation is not going to improve on the ground in belarus and if there is she continues to use violence against peaceful demonstration that wants traitors and thats of course what we still see in minsk in our cities in belarus however adding to the same list is one thing and agreeing on the list is another thing and the Foreign Ministers are still discussing the same sions with cyprus as you mentioned blocking the senate against the russian officials and trying to couple them with punitive measures against turkey so we hope at least that there will be or what we can expect is that the wool the end agreement but there are still discussing the sanctions and the discussions are still going on and of course this is as nick said the u. S. Credibility that is now putting into question as long as the Foreign Ministers cannot agree on the same sions start and nick i want to come back to you because this diplomatic debate comes off the back of another weekend of protests there where you are in minsk i mean how are demonstrators keeping the momentum going. Well that is getting serious the regime here is obviously happy to sit this out hoping that is some a tense winter people will simply give up but if you cant remember here these protests are costing the states huge amounts of money. Being paid to write police to keep the most states those resources are finite disputes are changing and youve seen those images we can weeks out of unarmed protesters coming out against police and the protests in having trying to those Police Forces literally and metaphorically weve seen people ripping off the Public Office ripping off the mosques and police often running away a strange thing to do. They really are convinced that what theyre doing is legitimate or even legal but in the metaphorical sense weve seen hackers loyal to the opposition hacking interior ministry databases releasing the names of Police Officers something that they obviously are very worried about weve seen activists post during the building the redemption complex where police live showing their neighbors what these people be getting up to that is Definite Development the government seems very worried about and one that seems to be promising quite a potential to put pressure back on the streets and the government in the weeks from. Our correspondents reporting for us nic connelly there in minsk aleksandr phenomena in brussels great to talk to you both through now to a banking scandal of gigantic proportions a cache of documents just revealed show that for years banks around the world have helped divert and conceal criminal funds the documents leaked from the Us Treasury Department appear to show how banks helped to circumvent International Sanctions including those against iran and syria danish and british banks as well as Germanys Deutsche Bank are among those implicated. All over the world criminals are using the Global Financial system to launder money its a dirty bit lucrative business for the banks. If a bank notices a suspicious transfer it has to report it to the authorities. Thousands of such reports were of time by bus made news. And then evaluated by the i. C. I. Jai. Its an International Network of investigative journalists. They have discovered evidence of Money Laundering worth 2. 00 trillion dollars. You can earn a lot by handling money from criminal sources. Thats why its hard for banks to say no to criminal money. In germany dortch a bank has some explaining to do the countrys largest bank already had to pay millions in fines in 27. 00 tane after dorji dealings in russia. The investigation reveals that those illegal activities a much more extensive than previously thought russian criminals used torture banks Moscow Branch to loan to millions the current c o christian setting served as head of corporate order thing at the time he did not raise the alarm but subsequent external investigations deed Deutsche Bank says it is since toughened its internal controls and it denies that c. E. O. Saving did anything wrong it says he was unaware of the external probe. Yeah i know i know how it was she founded the unit that led these investigations is what were not paying it takes to what we have since been external investigations to this and at no stage could any responsibility be traced back to the head of the business to the consent of it and if i thought it was somebody to the conservatives who had i think just the investigation also shows that us President Donald Trump may have profited from dirty money all accounts from kazakstan allegedly bought apartments at the trump new york property with laundered money trumps Company Denies knowing who these customers were but they did make money from the transactions. The investigation shows the scale of the international Money Laundering efforts to curb it a floundering. Because regulators cant get to grips with highly sophisticated criminal networks. It is a massive scandal lets talk about it more now with our Business ReporterArthur Sullivan is with us here in our studio and do we have our correspondents shall see delaney over in frankfurt near the headquarters of Deutsche Bank great to have you both arthur lets start with you were talking about a massive scale here so many banks that are implicated what does this tell us about the Global Financial system you know the scam is huge since we know at the center of it is these 2000 or so suppose so called suspicious activity reports and these were these are reports detailing what banks suspect to be criminal activity in their accounts and so on so theres so much detail to pour through its 20 years of reports around 2 trillion dollars worth of transactions so so much stuff to come out and so much specific detail about some of these transactions what they tell us is something that on one level we already know about the Global Financial system bunks how for years facilitated Money Laundering and the socalled washing of dirty money not that its something that they necessarily want to do but its something that has been happening but what these reports show is the extent to which its been happening and in some specific examples shines a very very strong light on exactly the nature of some of those transactions and i guess why there are so potentially for so many people one of those banks is germanys biggest lender Deutsche Bank and chelsea i mean if we look at the numbers here it was involved in 60 percent of the leaked transactions i mean tell us more about that. So georgia being very much at the at the center of this scandal. For georgia bank this is obviously a blow up because theyve been embroiled in so many scandals over the past couple of years and theyve really been trying to move past it some of the details that have come out of this investigation were already known some of the Illicit Activity that have been involved in such as for helping evade sanctions against iran or for Money Laundering and russia those are things that Deutsche Bank has already been fined for but what weve learned today is that that for many of these things they continue to to carry on those activities after they had already been fined and as well as just these documents really just shed light on how lax really was for for its entire Money Laundering controls for example and russia where its Moscow Office was was under a lot of scrutiny for for Money Laundering they just have very few controls in place at all even the most basic ones like knowing who your clients are having an address for them they really didnt have any of that information so they definitely were turning a blind eye to. To these activities and thats really putting a lot more pressure on them today so what do you think this is going to mean for Deutsche Bank. It definitely opens up to more regulatory fines to more regulatory investigations Going Forward as i said they have paid some fines for these activities already but investigators likely will take another look at these reports and see if theres more to be done already is being investigated from by the department of justice and the United States for several Money Laundering complaints this could certainly play a role in that and it also does raise more pressure on the bank c. E. O. Christiane saving who was overseeing auditing at the time of some of these Money Laundering transactions and russia president has said that he wasnt really involved in that but critics say he should have taken a stronger approach to that so a lot of questions and we are seeing this certainly reflected in the stock price today its down about 6 percent so investors are clearly spooked by these new reports so arthur as we heard there Deutsche Bank is now under massive pressure again to clean house but who really is responsible is that the banks or the regulators who have also failed to do their job i mean ultimately simian is a little bit of both know its important to remember this information came directly from the banks they were obliged to file these reports of suspicious activity so they were largely aware of what was happening its not necessarily proof of criminal activity but when you see some of the cases broken down its quite clear that the banks had a very very good idea of what was going on and started as a moral question on them why has this been allowed to happen when theyre literally making money through fees off some of these multimillion and 1000000000. 00 transactions at the same time it is ultimately regulators and in the u. S. And elsewhere that are responsible so its a little bit of both i mean the banks really should be should be doing better on this and some banks do better than others as weve seen Deutsche Bank is doing particularly poorly or husband to keyboard in the past but ultimately its a little bit like the global talks question its up to regulators internationally to come together and governments to figure out a way to crack down the waters of global problem rather than one specific to any individual country well have to leave it there our business correspondents are there sullivan here in studio Chelsea Delaney for us in frankfurt thank you both very much. Lets take a look now at some other stories making headlines around the world a plaque that antigovernment protesters and highland installed over the weekend has been removed and now the pack in bangkok declared that thailand belongs to the people students have been leading protests since july calling for reform of the monarchy and political system. Hundreds of pilot whales have become stranded along the west coast of the australian island of tasmania government Scientists Say it appears that dozens of the animals have already died rescuers have arrived at the site and are assessing the situation. Newest frictions on movement have come into force in spains capital madrid as authorities try to combat rising coronavirus cases almost a 1000000 people in and around the city will not be able to leave their neighborhoods except for work study or medical reasons the restrictions will be in place for 2 weeks. Now with over 4000000 cases india has the 3rd highest community of people suffering from alzheimers disease in the world after the u. S. But probably have it be surrounded by loving family has been one of the more fortunate patients. Centers like this one called hope asha you were instrumental in providing patient care before the pandemic dr seuss socialization helps immensely in managing the disease. But now things look Different Group sessions are no longer held and all the caregivers wear protective gear and maintain social distance the change was confusing and isolating for residential patients. To the caregivers sitting next to bear having you know giving them come forward. They were perplexed what is this. And they were all really calling them come here come here while the residents adjust to their new circumstances the end is also helping patients at home be have to look to schedule and activity kits with cognitive exercises which theyve then had to be true we do not keeping patients in gauge helps of what episodes of violence which can be aggravated by isolation patients and become very aggressive in turn out for 3 to 3 months who are nonetheless. Now to the biggest night of the year for programs on the small screen it was held on a grand stage with no audience the emmy awards only had a hint of the glitz and glamour that were used to the u. S. Network h. B. O. Came up the big winner of the night its shows succession and the watchman took home handfuls of heart. Oh hello and welcome to the pair and. At 1st it looked like any. Money but it soon became clear there was some technical trickery and no audience but more than 100 stars joining from home on live internet feeds it was a big challenge but everything went smoothly. Did you ever think i could do it. The top job the h. B. O. Series succession scored big wins across the drama categories with its star Jeremy Strong named best actor. In the bar the night we asked me about the moment i fell in love with you. This is the moment but the most awards went to the watchmen an adaptation of a superhero graphic novel tackling racism in america. My perception of time yeah i get it this series took 11 awards in total including Regina King Foote best actress king reminded us that its not only awards season in the us court also election season got a vote i would be remiss not to mention that being a part of the show is person is watching and have a voting play and go to about the pedia dot com vote up the ballot please when its time to lay down your way or a head well find cut 3rd. Party renovated rose. Down sheets creek swifty comedy awards with 9 prices breaking the emmys for most wins in a single season for comedy. One of them 24 year olds and data also became the youngest we know of best actress in a drama for her role in the series euphoria. Lets talk about the emmys now with Melissa Holroyd from did arts and culture hi melissa this was a virtual ceremony did it work. Well i think like many people my heart sinks a little bit when i heard he had this word virtual because we hear it so much now everything is virtual i mean it is the it was the 1st socially distanced emmys so it was always going to be a little bit rocknroll so we had jimmy kimmel in l. A. And then they sent our camera chains to 130. 00 locations some of those locations were homes and some of those locations were other places where people gathered and this provided some of the highlights and the lowlights of the evening we had David Letterman who sort of appeared as a looks like a bit of a hermit at the moment hes got a really long beard its been a good look at him for a while but he sort of rolled up in the back of a car and he handed out an emmy to john oliver for the best variety talk series i think though a lot of the jokes did fall flat the opening sequence with jimmy kimmel speaking to an audience that was you know from from years ago or from last year laughing at his jokes its a bit of a depressing joke because it comes off as though thats in his imagination and then we have to face the real world which is a world that you know people are quite isolated so it was appropriate that i founded a little bit sad you know tough conditions to hold an emmy award certainly the big winner the night h. B. O. The network i mean was that really a surprise no i dont think it was so much a surprise i mean netflix did go big go in with the most nominations with a 160 nominations across the board and thats only the 2nd time that theyve been able to do that also h. B. O. Did suffer this year a fair bit because they didnt have the usual favorite game of thrones h. B. O. s big winners of course were watchman and succession and watchmen is the 1st comic book adaption to win a major emmy including best limited series. About black american trauma being handed down through the generations it takes a good few episodes to even understand that its very very complicated. They went in with 26 nominations came out with 11 the other big point score of course was succession that we just heard its like a modern day dallas the shows creator Jess Armstrong also did peep show channel 4 in the u. K. A couple of years ago armstrong wrote a film script about the actual murdoch denah state and this series is supposed to be what came of that film script what came of that idea the show centers around a man by the name of logan who is like a modern day king lear a lot of films and Television Shows have one central theme and us writer alex seen i think he was right when he said when you watch succession you think its about wealth and power but its actually about abuse and trauma and so it makes a strong comment on uncontrolled capitalism just quickly enough the big winner of the night was a show called shifts creek explained to us that right here so shits creek with the sea to tease is a canadian show about a very rich family who lose everything and have to move to a place called shits creek it was done by eugene and live you father and son team the 1st father and son team to win big at the emmys in the same year they won 7 prime time woods and 9 indies in total. So they broke a record with. You know so. Very well for them. Yet it was a great day these are all right thank you so much melissa all right from d. W. Arts and culture great to have you with us. I lets get a recap now of our top stories here on the w. B. New leaked files shed light on georgia box role in dodgy Financial Transactions the german lender calls it old wine in new bottles but could the accusations mean more trouble for a bank still atoning for earlier mistakes. Also on the show lithuania has taken a strong stance against belorussian strongman lucas shank oh. But bill roos is also one of the countrys most critical Economic Partners well fill you in on the latest. Welcome to the show im sitting here its good to have you with us a german Linda Deutsch a bob is no stranger to scandal paying more than 10000000000. 00 in fines and settlements over the last decade for everything from dodgy Mortgage Backed securities to Money Laundering but the bank has supposedly cleaned house now a trove of leaked files sheds new light on past transactions and raises the possibility of new scrutiny from regulators. For years customers from russia and other former soviet states funneled money into the western Financial System by hand to each a bank the socalled near a trade scheme unraveled in 2015 the bank later paid a settlement of more than 600000000. 00. Joint u. Bank was found to have been engaging in a variety of suspect trades involving as much as 10000000000. 00. The bank didnt seem to be a victim they seem to be a participant in these mere trades back then dont have bank promise to clean up its act now u. S. Financial documents reveal that the bank itself estimated internally that this is vicious trades amounted to 16000000000. 00 and that it could have still been involved in the dealings until 2017 that is long after the scandal had come to light according to the u. S. Documents russian criminals and a money launderer for a terrorist group were among the customers involved theyre all believed to have laundered money at the Moscow Branch of Deutsche Bank a spokesman points out that the bank completely withdrew its Investment Business in russia and 2016 and has become a Different Bank altogether. You want to increase the ante Money Laundering department from 600 to more than 1500 people weve strengthened the systems and this is an ongoing process. A consequence of the failed control mechanisms prior to 2015 also in the internal Auditing Department christianes even once its head until the end of 2014 now hes dodging bank c. E. O. His former department had audited the russian deals but never notice this is spacious transactions but a later extra nal investigation revealed serious shortcomings. Of the current chief executive did not sign off on it back then he also did not read it at that point in 2014 as there was no reason and no cause for him to do so unless god the bank does not view its current c. E. O. As responsible. For more on this lets go to our financial correspondent chelsea to lanie in frankfurt. Chelsea how are investors taking this so far. Its been a major shock to the market today weve seen going to Bank Stock Fall over 8 percent so really dramatic decline. Has sort of been on this on this road to a reinvention over the past year trying to put all of these scandals behind it and this really puts it all back in and to perspective for investors that bridge a bank is still likely to face a lot more regulatory scrutiny Going Forward theyve paid some fines for this some of this activity already but todays data link shows just how much more widespread activity really was and that likely could put more regulatory scrutiny on such a bank Going Forward torture bank cant seem to get away from those scandals delaney their force in frankfurt thank you. Lets dive even deeper into this im joined now by lars fellows hes chairman of the German Council of Economic Experts and hes long study tax evasion and its consequences or thank you very much for joining us why is the environment for Money Laundering seemingly so ripe in europe and especially from one of its major banks. Well the environment for Money Laundering. Has change across time but it is still. Very easy for money launderers to void the regulatory channels and to succeed in laundering to money just because what you observe across time for many years now is a kind of regulatory spiral. The money launderers always a step ahead of the saudis at the same time were hearing about georgia bhaag basically acknowledging that there are suspicious transactions and then going ahead with those transactions that seems wrong or i mean what is the proper regulatory response from a major bank. So 1st of all banks and also in this case i think they must change a lot in order to. Properly with the regulatory quietens but only other hand we cannot simply trust. Banks. Finally doing what they ought to there also must be a change in direct little requirement in order to be able to detect Money Laundering more. Decisively and also to force the existing regulations more strongly. Are you seeing or have you seen a commitment to enforcement on for example the german side. Well i think the commitment is there but still need to be done when you think about. Other cases but what we also need to find out is to what extent the european regulators in particular the case of the large banks when you think about the regulatory possibilities of the European Central bank for example to what extent this needs to be extended you mentioned there of course the tech here in germany that made it to the dax they made to the blue chip index and then turned out to have a massive hole in its Balance Sheet do you think these allegations against torture back on top of wire card will that mean politically for germany will that be more of a challenge or promote or prompt more of a conversation politically or do you expect it to sort of i dont know turn to disappear over time. Well i dont think that its going to disappear over time there already discussions are launched. Try to find its minister to. Lead to regulatory changes already in. This this year or next year so finally still in this legislative period and also needs to be done is to ask to what extent the regulator. In this case buffett in its really up to date in forcing the regulations all right lars feld hes chairman of the German Council of Economic Experts thank you very much for joining us i think you are by right now to some of the other Global Business stories making headlines. The inhabitants of lesbos dont want it to be an island for refugees any more they repeatedly set up roadblocks they dont want to 2nd moria and say the refugees should leave their island marriot so my docky lives in moria their teacher experienced firsthand how her neighborhood became radicalized at 1st many welcomed refugees but then the mood changed.
