A new factory up and running locals have mixed feelings about their new neighbors will visit the construction site just outside berlin. Im sumi so much going to thank you for joining us german chancellor Angela Merkel is meeting with e. U. Lawmakers in brussels on her 1st International Trip since the beginning of the coronavirus pandemic in a speech to e. U. Lawmakers facal presented the cornerstones for germanys you Council Presidency which is to be dominated by economic recovery in light of the coronavirus had them and she welcomed the e. U. Commissions plan for a massive relief fund for struggling european economies it is a 2nd time that germanys taking over the Council Presidency with mcmichael as german chancellor. And heres what the chancellor had to say if we are willing to overcome our differences and. Identified the solution so if we are just on the view well on the. Nights before europe will emerge you can find this is stronger than ever if we strengthen cohesion and solidarity no one will get through this crisis alone we are always voted no. Lets talk about that speech with our chief Political Correspondent with a crane with us here and Richard Walker has been reporting for us in brussels good to have you both in the lets start with you this was really a Broad Strokes speech from the german chancellor what did you make of it well i think the words that stand out she talked about the house to day of issues actually one of the things that you can certainly take away from this is what a very ambitious list of goals the german presidency has set for itself but the 2 words that really stood out for me certainly were the ones that we just heard solidarity and cohesion and thats a message from the chancellor both her or her audience there the e. U. Parliament who will be required to vote on some very crucial aspects of how europe sets itself up to help those whove been affected by corona not only this year but in the years ahead im referring of course to the multiple year Financial Framework that governs the e. U. Budget which they will also be voting on but beyond that shes also speaking to the german people reminding them that this is the moment for germany to really be willing to take broad and bold measures to support those European Union Member States who didnt emerge from this crisis as strongly as germany did if we see the newest figures germany is going to see a contraction of its economy around 6 percent some countries significantly worse contraction in store now that divergence between north and south is something that worries a lot of people in this country. And also in some other northern countries that are very open to trade with the rest of europe meaning if those southern European Countries languish this is a problem for countries like germany as well so until america means it when she talks about solidarity and cohesion and trying to see things from the perspective of the others because shes going to be asking the frugal northern European Union Member States to go along with a very ambitious Recovery Plan that is going to have to require them to ante up more money than in the past yet richard do you see it that way as well was this really a plea to european lawmakers to say come together at this point especially as they discuss this multibillion Euro Recovery Fund that is crucial for a block Going Forward. Yeah i think thats exactly the message that i think in her appearance back in may gather with a man when mark or when they presented a joint Franco German plan for european recovery with a 500000000000 euro headline figure on it i mean that was the sign from the german side that they really were prepared to kind of like jump beyond previous previously held positions to really make a very significant gesture and i think that is. Essentially what matter is saying to those frugal northern European Countries are just mentioned is that weve gone this far come with us this is only going to help you and you have to understand the southern perspective but of course theres also a bit of a message heading down towards Southern Europe as well suggesting that they also have to be prepared to make some compromises this is going to be a negotiation and theres few weeks and nobody is going to get everything that they want but still this plan and my call i came up with which has been the basis now of the European Commissions own proposals is certainly a sign that germany is going further than its ever gone before on this kind of thing and definitely a central priority for germany during its Council Presidency melinda you know incidentally this is not the 1st time that chancellor merkel has been at the head of germany as its taken over this rotating presidency 2007 was the last time how much is this time about her legacy well its very much about her legacy another interesting parallel between these 2 different rotating presidencies that she will have held the last time around europe was also in crisis but for a different reason the European Union had wanted to finally get its own constitution and it had put that constitution to or a couple of Member States had put that constitution to a popular referendum and come back with a knife no so that was the netherlands and france had both voted no on the constitution and the question was where to. Europe go from here and the chancellor essentially helped put together a compromise during her rotating presidency in 2007 that emerged as the lisbon treaty which was a very central framework Going Forward so we know that the chancellor is pretty adept at handling crisis what she is looking at now is nothing less than the survival of your about europe and she has been saying that since march when the corona crisis 1st hit and it became evident that the economic fallout from lock down was going to be the biggest recession ever in europe and she made it clear then that bold action was going to be needed and i think that she sees this as her moment to really shape her legacy and perhaps to correct the historical record of ambivalence on europe and to show that she truly cares about the survival of europe and for europe to prosper and is willing to bring the german people alone to truly lead on this issue and richard with the survival of europe at the heart of this presidency can you just take us through quickly some of the other priorities that were going to see from germany over the next 6 months. He spoke about quite a few of them and in any ordinary year this will be plenty to begin getting on with one thing that is obviously you know a hard deadline at the end of this year is brics it now the United Kingdom has one foot out of the european door but its not a completed pro process yet the 2 sides still have to negotiate a trade deal but the brits have been very clear that they want to leave fully at the end of this year even if there is no deal a form of brinkmanship you could say on their side or the europeans are really now saying well ok if that see if thats the case then so be it so many including Angela Merkel have been sort of preparing the ground for a possible no deal scenario saying that they want to find a solution but theyre not going to. Theyre not going to do anything to achieve it thats just one massive issue then there are the big. The long term issues of Climate Change and the Digital Transformation these are 2 things that Angela Merkel also was rough on the European Commission a very keen to tie together with this Recovery Plan to say well lets use this necessary stimulus to actually bring progress on these 2 very important sort of generational issues so those are also issues theyre also diplomatic issues relations with china was supposed to be a major priority of the german presidency there was supposed to be a summit in september with the chinese side thats been put on ice because of the pandemic bird things and not going well with china we look at the human rights situation in hong kong attempts to negotiate an investment treaty with china have not come to much for perhaps it wasnt much of a surprise that im going to merkel only very briefly mention china during her speech and ambitious 6 months i have right Richard Walker there in brussels our chief Political Correspondent linda crane with us here thank you both so much. Lets move on to some other news now the World Health Organization says there is emerging evidence that the corona virus could spread through droplets in the air that statement comes after more than 200. 00 International Scientists claim that the Current Affairs can be spread from person to person or tiny droplets that were made suspended in the air for several hours they also claim these airborne droplets could travel for tens of meters the w. H. O. Has promised to publish information on the no roots of transmission of the virus these are fields of research that really grow a wing and for we each there is some evidence emerging but it is not to defend the phenotype. And therefore the possibility of airborne transmission in. In public settings especially in very specific conditions crowded closed poorly ventilated setting so that have been described cannot be ruled out lets get some perspective on this story now we have viral or just dr mohamed more near with us from Lancaster University in the u. K. Dr munir thank you for joining us 1st of all what does this mean for us if this virus can spread through this Airborne Airborne route. Yeah well if it isnt economics by the organization that this white house can trust me to other people who we have bought that mean of meserve to union over daily life which is already pretty much distorted that means that we probably have to their face masks indoor we have to work really effectively on to the ventilation. Conditioning because your circulation indoor would probably mean higher exposure to the virus and we also probably need to think about commuting maybe trains and the bus is going to be traveling with or didnt know the open and so on so once it is getting a nice message and use it acquired ok so were talking about even more for cautions here the w. H. O. Says its still emerging evidence behind the spend more than 200 International Scientists are convinced that this is true so why is the World Health Organization being cautious. I think one of the major problem is being misinterpretation of the data because they are going to have been defined for the corner by distrust mission has been basically based on the studies those been conducted in 1000 fortys and fiftys and at that time point we have a certain limitation on instrumentation what kind of instrument we can apply to be early detect the spread of the infection but as we move along we have no new technology to really determine how much the distance is a small problem can travel and now we have a clear idea that one sneeze can generate more than 30000 different droplets misery and its from the size of 50 to 5 micron meter and even the smallest droplet which is 5 micron could have thousands of lives in them that can travel up to 10 feet much more than what we are currently observing the social distances so i think now there are strong evidences and certainly that its a need to revise the strategy to control this infection this is pretty overwhelming for a lot of people to hear who already taken precautions so given what we know about kobe 1000 to this point what is the best advice you have for preventing yourself from catching the virus i think at this moment to porton thing that i would like to highlight is that carrying on following all those controlled media that we have already been practicing for example moscow or Face Covering in the gathering of washing hands keeping the social distances and also being reviewed to vigilant of all the information that would become available on to the new guideline especially when we are in the war that also have a lot of destruction on to moving forward with opening up off the countries and working in the offices where there are limited spaces so certainly a lot more need to be generated would be much more awful in a house fighting moving forward dr mohammed when youre from Lancaster University with us thank you very much. And lets bring up to date now with us some of the latest coronavirus developments the u. S. Has announced it is formally withdrawing from the World Health Organization the exit of the w. H. O. Biggest donor will come into effect in one year about a quarter of irelands population has downloaded the cunt downloaded at the countrys new coronavirus contact app its hoped that the decentralized app will help keep ireland infection rate low new zealand plans to bring charges against a man who escaped quarantine to go shopping and later tested positive for public 19 he faces a fine or jail time the australian city of melbourne is heading back into lockdown for the next 6 weeks after a spike in corona virus cases officials from the state of victoria reported 134 new infections on wednesday its in contrast to the rest of the country where the numbers have remained in the single digits. Normally an invisible line between a stray leads to the most populous states now being controlled by Police Offices cars line up for i was at the border between victoria and New South Wales after was closed for the 1st time in 100 years those in border communities rush to get permits to cross for essential reasons like heading to work. Permit last more along with help a little bit of surprise but still it is getting frustrated with probably soon you know that half an hour before i get so were going to be running like. State of victoria is being oscillated from the rest of the country because its capital city melbourne hes seeing a 2nd wave of corona virus cases. This is as i said not a situation that anybody wanted to be in but it is the reality that we must confront to do otherwise is to pretend that this isnt real to pretend that we have the best Public Health advice is to take those steps. Shoppers strip the supermarket shelves before the big night deadline has melbournes 5000000 residents return to Strict Lockdown measures for the next 6 weeks i think were doing a good job the overall as frustrating as it is i support it. But you know ask me again in 6 weeks. Most people can still go out for work Grocery Shopping or light exercise but for these people in some of the citys Public Housing estates they cant even leave their homes the State Government implemented a 5 day hard lockdown on 9 housing blocks after 27 residents tested positive for the virus authorities said they were preventing an explosive outbreak but many trapped inside say they are being treated like prisoners with little access to food and medical supplies. The states primary Daniel Andrews says testing is at record levels and not authoritative will continue to investigate how the spike in cases occurred. After brazil and the us india is the 3rd worst hit country in this pandemic the government in delhi has started easing restrictions after a 3 month lockdown but the result is that new cases and deaths are rising at their fastest pace since the pandemic started. After 3 months of lockdown life in new delhi is almost back to normal millions of indians have lost their jobs in the corona crisis now the economy is sputtering back to life. But with restaurants and shops open again the coronavirus is also making a comeback. To where afraid we have to leave our house to make a living but we feel for our lives. Many hospitals have reached capacity and the country is scrambling to increase its intensive care units. This wedding hall has been filled with hospital beds 12 doctors staff the emergency treatment center. We have around 100 beds here we have patients with mild and less severe symptoms and even some without symptoms that have nowhere else to quarantine in. India has ramped up its testing. Fear that the tests will reveal a rising number of infections. Earlier we spoke to professor hans lets take a viral adjust who specializes in hiv research at the university of bonn here in germany and he told us that an untreated hiv infection is far more deadly than covered 19 and he told us why well the difference basically between 19. 00 and 8. 00 chevy is that many hiv patients do not get their medication its a deadly disease and almost 100 percent can die from a chevy van they are infected now we were at the state where we can control the infection bad well that people can make it happen normal Life Expectancy but now lacking those medication in some countries just due to.
