A fast and security that we are not careless we must be alert we must be disciplined and if i say we i mean every single one of the people here in germany and by just to make it clear i know how hard this is for many people hard it is for parents and children and i and particularly Single Parents who know me we see how hard it is for people in catering and hotels and for so many people who fear for the future of their business their shop you know their company and the fear that so many artists have about who can imagine how things can continue for them we see how the religious society is worried who want to offer more than just Online Services and we see how many believers want to share their shit with others and we see that the right too. Demonstrate to assemble a moment is something many are missing and i know that many people who are lonely feel even lonelier than they normally do in released weeks and this is why that this pandemic is demanding a great deal of all of us in this country every single one of us on the community as a whole about 40 it is however my Firm Conviction that all of this worrying and all of these troubles that we have all of these wishes all of these hopes that we have can be countered best if at the start of this pandemic we have the strength to ensure that we have strict rules and restrictions now i will remind you that we recently said that we wanted to continue to expand these rules until the 3rd of may 1 and a half meters distance outside all staying at home. Only with your own households being in public spaces with your own household except for one other person might who does not belong in your household but doesnt live in your household and no trips. Travel anywhere and my concern and what id like to say is that my fear is that we must not lose our focus at the inception of this pandemic and i said this when i spoke to the state premiers of the federal states as well because the wriggle room that we have here that we have given ourselves this room for maneuver is being implemented primarily by the federal states through their ordinances and their laws governing Infectious Diseases and so to ensure that we interpret this latitude weve given ourselves as narrowly as possible and not as broadly as possible because otherwise i fear we run the risk of not being able to keep the loosening of restrictions on to control the situ. That we have right now is that what it is to step to because what we have started doing now opening some of the shops again what this means in terms of infection cases we will not see for 2 weeks only 14 days later can we gauge the impact of easing these restrictions and i think both the federal states and the National Governments the state premiers myself and the citizens do not want to have another shutdown. Not really but that would be the consequence where we just see the exponential growth of the confirmed cases of corona virus again it would be unavoidable and that would lead to having our hospitals overwhelmed in a way we havent had so far and thats exactly what we want to avoid we dont want to have the dramatic situations in the hospitals that we see in other countries and because people with comorbidities older people get what i want we want to protect but we dont want to risk them but at the same time we dont want to isolate them for months on end you could almost say lock them away because that isnt how we see it. The way you should treat people and i do believe most firmly that preventing a relapse and preventing us having to tighten up on our measures is not just in the interest of combative the pandemic itself but also in the interest of the developing our economy and. Our social and public lives again and this is why i will continue to advocate consistently and with discipline and hearing to these rules and regulations and to the extent that the reproduction factor goes further down below 0 below one rather the more we will be able to have a more of a public life as a society and in order to tackle this situation well we need 1st and foremost an International Experience that shows us this we need to be able to precisely track all infection chain so any new confirmed case must be asked who they have been in contact with and all of these people must be in place in quarantined quarantine for 2 weeks and to do this precisely we need to strengthen our Public Health system and we have made agreements between the National Government and the state governor. On the 25th of march already there for 20000 habitants there has to be at least one Contact Tracing team consisting of 5 people. That are nervous and we have also agreed that through the financing of the Health Ministry we have 105 mobile teams to support the Public Health administration in the training of contact infection chain tracking teams this has been a great year there will be a duty to report from the 22nd of april by the federal states so that the Public Health agencies who have not yet been able to. Need to report that it was so that we can help them thats for example in brandenburg the german armed faces German Armed Forces rather are going to helping track these contacts phoning them in some cases were going to have a Contact Center for municipal Public Health and. They will be contacting persons for Health Agencies that all sounds a bit technical but we know from south korea and the other Asian Countries who have to deal with pandemics of this kind that it is crucial that we know how these infection chain ones are unfolding. And that we can really track these infection chains and then we can consider easing these contact rules because if we do so without use in place we will not achieve the result we want and of course we want to be as successful as possible in bringing down the reproduction factor and thats all i want to say thank you. Importance comes when madam chancellor as we have to report to you that in the c. D. U. Of mills distress you know what im talking about because if im in discussion or g. s open any do you think this is an appropriate term if you bear in mind the fact that many people have a strong desire to return to normal life i totally understand their wish to return to normal life as i just said and i said that i would love to be able to tell everyone that we are making a huge progress. Because we have seen initial steps today but i am admonishing against acting too quickly to relax going restrictions because we will only be able to see the results of what we did today in 14 days and i know what we dont want to but its my Firm Conviction that we must go slowly at the top of the student said we are on thin ice and we are we know that if we have a reproduction factor thats just slightly above the one we are going in the situation that our Health Care System can be overwhelmed and we have to bring together 2 aspects here on the one hand we must not overwhelm our Healthcare System and we must ensure that people get the care they needed now hospitals and on the other hand we need to ensure that we also loosen restrictions wherever we can and that is the balancing act and this is the best way to get through this very very serious pandemic also this is why i understand what youre saying here but the best way forward is to be cautious and not careless. For Bournemouth Council madam chancellor let me just ask Something Else as well as you have said very clearly. Both and warned us very clearly what is it that worries you most is it just the fact that with the budget as were seeing retailers opening their doors again and therefore the risk is increasing or do you have a sense that the discussion that were hearing at the moment is going in the wrong direction is it more than opposite of the under government the i mean if you go around through berlin and look at the parks it really does seem that there are an awful lot of people outdoors again in the good weather perhaps we need to be a little more strict in trying to get people not to do that how can you communicate this risks to them well i was part of deciding that we should reopen with shops above or below 800. 00 square metres. But my sense is that since last wednesday weve seen a discussion i am writing that the new year is insinuating that a security that is not their limit one on one that we cannot yet even gauge because we only know in 4 we will let you know in 14 days time what the results are of the discussions we have here i mean and what i also said on wednesday is that. People should stay in their households both indoors and outdoors except with one other person who doesnt live with an empathy and these are things that have perhaps drifted out of sight and that everyone is focusing on the loosening of the restrictions and perhaps the broader we open up retail the more people say you know you have the churches and synagogues and mosques and we want to open our doors as well and of course the opening of Irish Society has. Its a process its going to take a long time until we have a vaccination. But that means that you cant just take one sector and give them all the rights but rather that you try to ensure that all of the different aspects of society can. Have restrictions. Relaxed a bit and the. Wishes of the Christians Jews and muslims to be able to meet we have to try to meet their needs a little bit and to meet the needs of parents and their children of the little bit as well at the same time we dont want to have social contacts being so intense that we see exponential growth of the virus again. And indeed i did warn because im saying weve achieved so much but we have not. Reached the peak of this pandemic i think it would be a terrible terrible shame if we had to come back and say im sorry we cant were going to have to have stricter restrictions again. This conflict madam chancellor they can conceive what reason to use of city for this state premiers discussion about with yet relaxing corona restrictions do you think theyre competing with one another to look better in their own federal state or do you think it is the economic pressure that theyre and do you fear that there will be distortions of competition the lack of clarity as to whether the. Obligation to wear masks should be across the country what with the masks we made much more progress than we did we have got more massive bailable so the situation has changed and one federal state after another is saying were going to have a duty to wear masks in places where you cant keep it social distancing. Transports but i think that its quite understandable that there is a huge amount of pressure here of course there is i mean if you hear the artists or the parents and their children of course theyre experiencing something that we have not experienced since the 2nd world war you know about it and not actually everyone is thinking what can i do and what cant i do in. What would be responsible and what would be responsible if it can be a mistake when its all use these restrictions to quickly that is my concern and i feel that this part of the moderation is the way forward you know we never closed parks they were closed in austria theyre closed and italy and france we didnt do that we said people could go out not just one hour or 2 hours you were allowed to go out. And i think that weve been successful and theres a path forward and i dont want us to risk everything by relaxing these restrictions too quickly at the same time i see how hard this is and how there are groups are saying well if theyre allowed to sell their products why am i not why can i work and of course we always have to argue our point we have to discuss it i have nothing against having a social debate about this but as the chancellor i do feel a duty to. Have a clear position and my view here is that the leopold. And university for example which talked about the impact of loosening restrictions always said every infection chain must be tracked and to be honest we are not yet in a position to be able to do that and i would feel a lot more comfortable if we could so this 2nd aspect has to be borne and in mind on the one hand relaxing the restrictions but on the other hand i think tracking every single case and all the infection chains linked to it. Madam chancellor a big announcement is the German Development minister of his call to the chinese on the Chinese Government to provide information about things that made taken place in laboratories in was this a coordinated move and the German Government no that was not coordinated we did not talk about that within the German Government this discussion has been going on for some time now i think that transparency would be helpful to know more about the origins of this virus the more we know the more we can learn from this virus but this is if it discussion was not one that we actually held in the German Government no. For madam chancellor some of them are talking about how hard it is for people but also how much Catering Industries is suffering and hotels i mean the catering the rich and the hotels theres a discussion about at least bringing down the violence you boys are talking about short term ours is often short term what compensation do you expect progress here or what do you think well in the coalition discussion we will in the Coalition Meeting we will be discussing this but we have to be careful that we dont undertake one measure one week and then change it the next week we want to look at where we are now what is the status quo and where are the problems of course it is the case that the catering industry and Hotel Industry are struggling theres the whole question of short time Workers Compensation but we have people who have very low incomes for example working in the catering industry or the Services Industry but you also have companies out there who are. Getting paid 100 percent weve got the artists as well and many other people as well and certainly on wednesday at our meeting we will be looking at where is there a need to act and what do we need to do but these measures are ones that havent been enforced very long and we have to be careful. That we dont. Always focus on one particular group of them in a short period of time but rather that we get a sense of the bigger picture. Live here in berlin as she was thanking citizens for their patience with the lockdown measures that have been in place in germany easing some of those measures today some shops are allowed to open but we have a chance also urging people to remain vigilant disciplined because she said germany has not reached the peak and she said she doesnt want tremendous to be complacent with a sense of safety that doesnt exist and then risk a relapse well our chief Political Editor has been following merkel comments for us and she joins us. We heard the chancellor speaking quite candidly there about her decisions and her concerns as well what was your impression from what you heard. And so we were all observing a german chancellor being worried in real time quite clearly after she agreed together with the state premiers here in germany what the benchmark would be on easing restrictions her concern seems to be that theres been too much of a focus on the easing and not enough on keeping those restrictions in place which indeed do remain in place people here are still told to keep at least 1. 5 metres distance theyre not supposed to meet more than one person who doesnt belong to the household outside in public and yet she was concerned and she didnt really want to confirm the exact wording she used that now state premiers were trying to outbid each other in terms of being the 1st 2 so that they have something under control by using particular restrictions so one has to know that in the end its the federal states who decide when how many students go back to school and under which conditions and also the salt sizes do also slightly vary on which shops are being opened according to which state youre in at the moment so overall machall appealing directly to citizens to be responsible very personally as the governments eases this grip on public life we heard her say the last thing we want is to start opening up the economy again opening up the site again and then have to go back into some sort of full lockdown what do we take from that was that something of a warning to citizens to remain disciplined and vigilant in the coming week. It definitely was and this is off the Health Minister spahn had spoken about Something Like the virus being under control what he meant was that particular moment in time when he spoke on friday you wouldnt hear im going to machall saying that she speaks of fragile victory for the moment and she tells citizens that she personally is concerned that that head start could be lost if there was suddenly exponential acceleration of infection rates once again something germany is far away from right now if you look at the figures coming in for several days weve seen day by day more people being counted as recovered the new counted as newly infected is now despite all the caution one has to apply and all the testing going on here in germany that is all very reassuring to individuals to citizens indeed and you do see people sitting outside in the parks in groups. Take us through what exactly has been changing today as some businesses are allowed to reopening tell us which businesses these are in the reasoning behind that decision. Well the reasoning in the end was a compromise thats the very nature of the German Federal state that they greet actually on a salt size 800. 00 square metres up to that size salt saw about to open there are some exceptions made in individual states also pupils bit by bit returning to school mainly at the moment particularly as i speak here in berlin those who are writing their equivalent of a level exams here and in the so there is a lot of leverage at the Regional State in terms of implementation and the over the concern from the chance is that once there is a crack there will be cause for more easing in that what feels like a very long type period to those 2 weeks until we will know how big the rise in the infection rates will be through this opening up because nobody is claiming that these figures arent going to rise so that something those responsible are bracing themselves for we did hear that there were some frustration from the german chancellor this morning in the meeting over this debate over loosening restrictions and part of that friction is between states as you mentioned would you say that you know germanys federal system with these different measures of the differences between the different states has that really had a positive or negative impact on controlling the outbreak and the fallout. I think the jury is still out on what the overall perspective will be in the end but what is certainly true is that the outbreak here in germany is highly regional you see individual hotspots basically bavaria north rhinewestphalia that also comes down to individual events like the carnival for instance which led to one small region being particularly affected becoming essentially germanys who hunt so its only natural that results or it is have to act very differently according to what the level of infections is at the same time there is limited power from the Central Government and although we seem to be only talking about the corona crisis and the current 1000. 00 infections now in german politics in the back there is a backdrop of political contest going on and that is namely between those who wish to follow in the footsteps of Angela Merkel as future chancellor can do it within her own party hope posse has been boosted in the Approval Ratings under the magical pusley has as well but she doesnt want to stand again for reelection and those the likes of mark will soon the variance states of premier but also the stem state premier of north rhinewestphalia are quite happy to be quoted in the media right now so yes there is a political show contest going on but at the same time we do see a government also regional governments that also dont want to walk out of line with the recommendations of the now very prominent far oldest syrian germany despite some of these inconsistency some of that competition you were talking about. On a whole how do germans feel about their government and how it has handled this pandemic. Well according to the latest polls 2 thirds of germans are happy with how the government has been handling this crisis in fact those restrictions in prayer in place according to several polls polled around 90 percent and above so people here dont seem to mind that terribly. To have their own room for maneuver limited but of course theres also the underlying economic fear here in germany and theres a real concern here in the cabinet. That society is fine the acceptance is very high for now but can that last as long as this crisis will and here politicians clearly trying to prepare the ground that the corona is not going to go anytime soon our Political Editor with us thank you very much. Well as we heard there german chancellor Angela Merkels warned the country to stay focused on social distancing as germany eases its lockdown restrictions the country is achieved a lot in controlling the spread of the corona virus but it will be a delicate balancing act to keep new infections under control.
