A complete collapse so a colombian Healthcare System so long down is truly going to be crucial when you know what if you dont know what youre looking at perhaps the watchdog rate that were and were going to talk to an expert in fighting deadly outbreaks who says there is still reason for hope even in some of the worlds poorest regions for me i am optimistic that it is possible for the countries in Subsaharan Africa to break the clients mission it is possible to quentin this outbreak were going to find out the essential things that governments and people need to be doing now to achieve that before we get to that lets check in on the outbreak in freeing of the most important cities in the global south. Were going to head 1st to india home to 1300000000 people its capital city region alone has a population of almost 30000000. The streets of delhi are usually packed with traffic and full of life now theyre under lockdown much like those in europe people are only allowed out to go and get essential so its being called the biggest curfew ever anywhere in the world the 3 week measure was announced by Prime MinisterNarendra Modi in an impassioned address to the nation. Ill go get it because then millions some of. Our are where you are it gives richard the lie that it was dramatic language from modi and he tapped deep into his well of popularity among indian voters to drive that sense of urgency home before the outbreak hits the levels that weve seen here in europe. Surely is about why india actually get into lockdown want to sell only if that perhaps is the knowledge that i had guesses to cant quite manage to outwit the kinds of which the at scene in europe the Prime Minister has also announced a Significant Fund to contribute to health care something 1000 crores which is about 2000000. 00 euros this is going to border were detected equipment testing material mentally it does so there isnt anywhere to ramp up health care but theres also a sense that this opened our eyes more on prevention than trying to manage the actual outbreak. Theres little doubt that Indias Health care system would be overwhelmed by a major escalation in some areas workers are going door to door trying to track infections. The worse Case Scenario is that this virus reaches communities many tools together like the open were literally a slump additions there its not possible to practice most of the something thats not what the will to practice their isolation one of the i was going to build communities can do when i was pregnant be nearly impossible and the way to health care to all of those people is thousands and millions of people would also be better so logged on is truly going to be crucial window because if it doesnt work we definitely are looking at perhaps the watchdog rate that the world has seen. But many poor indians feel pain have no choice but to defy the lockdown Migrant Workers in delhi have suddenly lost all of their income and theyre trying to get back home to villages in the surrounding states the government is offering help but cant reach everyone d. W. Spoke to one worker and his family started a long walk home. He said that you know the Prime Ministers right should not be back to our village but what im asking wells to do i have to feed my children and well beyond the surface but its better that we die somewhere else to get you know i started net in the capital its a horrifying its likely to face countless more Migrant Workers across the developing world as more and more lock downs come into effect. Whats the picture in Subsaharan Africa lets go next to nairobi one of the regions main economic hubs people in kenya are being urged to abide by social distancing and washing their hands but the government has so far not followed india into a nationwide lockdown the latest move has been a nighttime curfew. There will be a daily curfew from 7 pm to 5 am in the morning with your movement by persons not authorized to do so. Or not being medical Professionals Health workers critical an essential service provider. Being prohibited there would have been enough people here are anxious about whats next. So when people look into europe and whats happening in italy and spain and so on theyre very worried about the situation there and what that could mean for a country like can you know any other country in africa where the Health System is already struggling in many cases. Kenya has been trying to boost its Hospital Capacity and its been showing off this new isolation ward in nairobi but there are huge concerns about whats going to happen outside the capital. Put the further you go out into rule areas. It gets. Very little in terms of and times of capacities for example up in speaking to some people in the counties and theyre setting up isolation units at the moment 2 theyre also trying to kind of get. Get medical schools and so on or dorms which are empty at the moment which they can use for Isolation Centers but at the moment they basically have a handful of dead which are basically areas where even much richer countries of course share those fears about the Health Care Systems facing up to the coronavirus crisis. Lets go now to colombia in south america its regarded as a middle income country and is 3. 00 to 4. 00 times richer than kenya or india. In the capital bogota the government has been preparing a Military Hospital to act capacity to the Health Care System but many ordinary colombians have longstanding worries about getting access to treatment when they needed. There is universal health care here but the system is nearly stratified so if you want to actually. What health care you need to pay on top of the basic coverage that you get from the state theres long lines. In the Emergency Rooms in normal time so there is a huge fear that the weight of this pandemic might lead to a complete collapse the Colombian Health care says. Colombia has invented a nationwide lockdown one thats left bogota streets eerily empty apart from a heavy military presence but along colombias border with venezuela this reminder that the outbreak comes on top of the deeper crisis in the region streams of venezuelans continue to cross illegally in search of food and medical supplies for their families 2000000 of them have ended up staying in colombia and they are now some of the most vulnerable to the economic fallout of the lockdown. These people quite literally live from hand to mouth they pay their shelter at night with the money they make during the day and without the ability of going out and making money these people have no place to go thats why in the past days weve seen protests in several cities around colombia organized and led by venezuelans who are asking for Financial Assistance they were asking for food and for shelter because with the country and markdown they dont know how to survive so if you take all of those problems that weve been hearing about and put them together they can seem absolutely overwhelming youve got weak Health Care Systems large populations living under precarious Living Conditions a big gap between rich and poor all of that makes it all the more important to act early the outbreak is evolving very fast so many countries reporting many more kids this the capacity to respond is what we need to ramp up quickly so how can countries actually do that the advice is challenging but actually quite clear 1st of all social distancing expanding the capacity of hospitals to treat sick people and crucially keeping track of every single new infection for as long as that remains possible to bring the transmission we have to take all the q. C. s new cases being reported we need to take them or not well we need to isolate those kids used to test and confront them and also to talk all decanter 100 percent of the contacts so that we cant break the chain of transmission because if we are not able to do this then we might end up leggin behind because it sounds like an almost impossible challenge and. Countries that have very limited resources but as mary stephen of the World Health Organization points out even some of the poorest regions in the world can sometimes tap into valuable experience like the recent outbreak in the democratic republic of congo for me i am optimistic that it is possible for the countries in Subsaharan Africa to break the transmission it is possible to contain this. The region has less bonded to really be big major and there we have been able to contain this outbreak after battling with some of those are great or that occurred in complex situation like you. See where you have already an ongoing humanitarian crisis with ebola on top of that so its like im right its because they have responded to one form of imagine c. Or the other doesnt they are kind of i think a bit much more alert in terms of responding to these imagines. Of course every nation across the global south will be drawing on all the local experience they can find as they face up to this crisis these are decisive days that will determine how bad the outbreak gets. Im skill that my work not hard and in the end is a me youre not allowed to stay here and we will send you back. Are you familiar with this. With the smugglers were alliance of.
