Approach to processing passenger data enabling the identification and tracking of criminals victims of trafficking and those individuals vulnerable to radicalization in all these areas people across europe are safer because of this cooperation and the unique arrangements weve developed between the u. K. And e. U. Institutions in recent years so it is in all our interests to find ways to protect the capabilities which underpin this cooperation when the u. K. Becomes a european country outside the e. U. But in a new partnership with it. To make this happen will require real political will on both sides. I reckon. Guys there is no existing Security Agreement between the e. U. And a third country that captures the full depth and breadth of our existing relationship but the risk precedent for comprehensive strategic relationships between the e. U. And countries in other fields such as trade and there is no legal operational reason why such an agreement could not be reached in the area of internal security. However if the priority in the negotiations becomes avoiding any kind of new cooperation with a country outside the e. U. Then this political doctrine and ideology would have damaging real world consequences for the security of all our people in the u. K. And the e. U. Lets be clear about what would happen if the means of this cooperation were abolished extradition under the european arrest warrant would cease extradition outside the european arrest warrant can cost four times as much and take three times as long it would mean an end to the Significant Exchange of data and engagement through europe law and it would mean the u. K. Would no longer be able to secure evidence from European Partners quickly through the european investigation order with strict deadlines for gathering evidence requested instead relying on slower more cumbersome systems this would damage us both and would put all our citizens at greater risk as leaders we cannot let that happen so we need together to demonstrate some real creativity and ambition to enable us to meet the challenges of the future as well as today. Thats why i have proposed a new treaty to underpin our future internal security relationship. The treaty must preserve our operational capabilities but it will also fulfill three further requirements. It must be respectful of the suffering of both the u. K. And the u. S legal orders so for example when participating in e. U. Agencies the u. K. Will respect the remit of the European Court of justice and a principled but pragmatic solution to close legal cooperation will be needed to respect our unique status as a country with our own software in legal order. As ive said before well need to agree a strong and appropriate form of independent dispute resolution across all the areas of our future partnership in which both sides can have the necessary confidence we must also recognize the importance of comprehensive andrew passed Data Protection arrangements. The ukase Data Protection bill will ensure we are aligned with the e. U. Framework that we want to go further and seek a bespoke arrangement to reflect the u. K. s exceptionally high standards of Data Protection and we envisage an ongoing role for the u. K. s Information Commissioners Office which we would be beneficial in providing stability and confidence for e. U. And u. K. Individuals and businesses alike. And we are ready to start working through this with colleagues in the European Commission now. Finally just as weve been able to develop the agreement on passenger name records in the face of terrorist atrocities in recent years so the treaty must have an ability to ensure that as the threats we face change and adapt as they surely will our relationship has the capacity to move with them nothing must get in the way of our helping each other in every hour of every day to keep our people safe and if we can put this at the heart of our mission we can and will find the means and we cannot delay discussions on this e. U. Member states have been clear how critical it is that we maintain existing operational capabilities we must now move with urgency to put in place the treaty that will protect all european citizens wherever they are in europe. But clearly our security interests dont stop at the edge of our continent not only do the threats to our internal security emanate from beyond our borders as we look at the world today were also facing profound challenges to the global order to peace prosperity to the rules based system that underpins our very way of life and in the face of these challenges i believe its our defining responsibility to come together and reinvigorate the Transatlantic Partnership and the full breadth of all our global alliances so that we can protect our shared security and project our shared values. The United Kingdom is not only unwavering in its commitment to this partnership we see reinvigorating it as a fundamental part of our global role as we leave the European Union. As a permanent member of the United Nations Security Council is a leading contributor to nato and as americas closest partner we have never defined our Global Outlook primarily through our membership of the European Union or by a collective european Foreign Policy so upon leaving the e. U. It is right that the u. K. Will pursue an independent Foreign Policy but around the world the interests that we will seek to put ject and defend will continue to be rooted in our shared values thats true whether fighting the ideologies of di ash developing a new global approach to migration ensuring the Iranian Nuclear deal is properly policed or standing up to russias hostile actions whether in ukraine the western balkans or in cyberspace and in all these cases our success depends on a breadth of partnership that extends far beyond the institutional mechanisms for cooperation with the e. U. That means doing more to develop bilateral cooperation between european nations as i was pleased to do with president macron at last months u. K. France summit it means building the ad hoc groupings which allow us to Counter Terrorism and hostile state threats as we do through the thirty strong intergovernmental European Counterterrorism Group the largest of its kind in the world it means ensuring that a reformed Nato Alliance remains the cornerstone of our shared security. And critically it means both europe and the United States reaffirming our resolve to the collective security of this continent and to advancing the Democratic Values on which our interests are found it. Taken together its only by strengthening and deepening this full range of partnerships within europe and beyond that we will be able to respond together to the evolving threats we face. So what does this mean for the future Security Partnership between the u. K. And the e. U. We need a partnership that respects both the decisionmaking autonomy of the European Union and the sovereignty of the United Kingdom and this is fully achievable the e. U. s common Foreign Policy is distinct within the e. U. Treaties and our foreign policies will keep evolving so theres no reason why we should not agree distinct arrangements for foreign and defense policy cooperation in the time limited implantation period as the commission has proposed this would mean that key aspects of our future partnership in this area would already be effective from twenty nineteen we shouldnt wait where we dont need to inter nitty e. U. And its remaining Member States believe that the best means to increase the contribution europe makes to our collective security is through deeper integration than the u. K. Will look to work with you and help you to do so in a way which strengthens nato and our wider alliances too as e. U. Leaders have repeatedly made clear. The partnership that we need to create is therefore one which offers the u. K. And the e. U. The means and choice to combine our efforts to the greatest effect where this is in our shared interest to put this into practice so that we meet the threats we all face today and build the capabilities we all need for tomorrow there are three areas on which we should focus first a diplomatic level we should have the means to consult each other regularly on the global challenges we face and coordination how we use the levers we hold where our interests align in particular we will continue to want to work closely together on sanctions we would look to carry over all e. U. Sanctions at the time of our departure and we would all be stronger if the u. K. And e. U. Have the means to cooperate on sanctions now and potentially to develop them together in the future. Second its clearly in our shared interests to be able to continue to call. Natan deliver operationally on the ground of course well continue to work with and alongside each other but where we can both be most effective by the u. K. Deploying its significant capabilities and resources with and indeed three through e. U. Mechanisms we should both be open to that on defense if the u. K. And interests can best be furthered by the u. K. Contributing continuing to contribute to an e. U. Operational mission as we do now then we should both be open to that and similarly while the u. K. Will decide how we spend the entire city of our foreign aid in the future if the u. K. Contribution to e. U. Development programs and instruments can best deliver our mutual interests we should both be open to that. But if we are to choose to Work Together in these ways the u. K. Must be able to play an appropriate role in shaping our collective actions in these areas. Third it would also be in our interest to continue working together on developing the capabilities in Defense Cyber space to meet future threats. The u. K. Spends around forty percent of europes total on defense r. And d. This investment provides a sizeable stimulus to improve europes competitiveness and capability and this is to the benefit of us all so an open and inclusive approach to european Capability Development that fully enables the British Defense industry to participate is in our Strategic Security interests helping keep european citizens safe and europes Defense Industries strong and youre a fighter typhoon is a great example of this a partnership between the u. K. Germany italy and spain which has supported over ten thousand highly skilled jobs across europe thats also why the u. K. Wants to agree a future relationship with the European Defense fund and the European Defense agency so that jointly we can research and develop the best future capability that europe can muster. Last years not pet cyberattack showed why we also need to work closely to defend our interests in cyberspace this reckless attack which the u. K. And partners have attributed to russia disrupted organizations across europe costing hundreds of millions of pounds. To contend with a truly global threat such as this we need a truly Global Response with not only the u. K. And e. U. But industry government like minded states and nato all working together to strengthen our Cyber Security capabilities and as our lives move increasingly online so we will become increasingly reliant on Space Technologies space is the main like any other where hostile actors will seek to threaten us so we very much welcome the e. U. s efforts to develop europes capabilities in this field we need to keep open all the options which will enable the u. K. And the e. U. To collaborate in the most effective way possible the u. K. Hosts much of europes cutting edge capabilities on space and we have played a leading role for example in the development of the Galileo Programme were keen for this to continue as part of our new partnership but as is the case more widely we need to get the right agreements concluded which will allow the u. K. And its businesses to take part on a fair and open basis it was the tragic massacre at the one nine hundred seventy two olympics here in munich which subsequently inspired British Foreign secretary Jim Callaghan to propose an Intergovernmental Group aimed at coordinating european counterterrorism and policing. At the time this was outside the formal mechanisms of the European Community but in time it became the foundations for the cooperation that we have on justice and home affairs today now as then we can and must think pragmatically and practically to create the arrangements that put the safety of our citizens first so ours is a dynamic relationship not a set of transactions a relationship built on and on shakable commitment to our shared values a relationship in which we must all invest if we are to be responsive and adaptive to threats which will emerge perhaps more rapidly than any of us can imagine a relationship in which we must all play our full part in keeping our continent safe and free and reinvigorate the Transatlantic Alliance rules based system on which our shared security depends those who threaten our security would like nothing more than to see us fractured they would like nothing more than to see us put debates about mechanisms and means ahead of doing what is most practical and effective in keeping our people safe. So let the message ring out loud and clear today we will not let that happen we will together protect and project our values in the world and we will keep our people safe now and in the years to come thank you. You Prime Minister to reserve my addressing the Munich Security Conference and shes now going to be questions put to her by participants and by issuing of the head of the Munich Security Conference the man you see on your screen at the moment lets listen. Were actually going to be eating into our coffee break and i hope thats ok with the audience well just limit the coffee break to twenty minutes and i think that will give us at least time for a few questions. I have two questions from the audience in written form which im going to read to you but let me start this by. By offering a personal observation as far as im concerned and almost everything you said. Reinforces my sense that the brics a decision from from the point of view of us inside the e. U. Is extremely real regrettable things would be so much easier if you stayed so here comes the question of thousands these are all friends of the. First question comes from someone you know well as been barred i had a former foreign minister of norway now to read it left states like norway are outside the e. U. But fully inside the internal market respecting the four freedoms is the effort to model an option for the u. K. Question mark and if with your permission ill add the second question right away this comes from someone you also know well thats Charles Grant dollars where are you somewhere in the in the back child concerning the future u. K. Relationship the u. K. Will have close and more productive ties to the extent that its soft and its quote unquote red lines this applies to the security relationship as much as to trade question are you willing to compromise on the European Court of justice and on the e. U. Rules on data question mark. Well thank you thank you very much first of all if i may respond to your remark which i recognize. It received quite a round of applause from the audience but we are leaving the European Union and there is no question of a second referendum or getting back on that those and i think thats import. Because we gave the decision to the british people and i believe that people have a right to believe that their politicians will actually respect their decisions when weve asked them to make that decision and to deliver on that as regards the future relationships trade in terms of efter in the internal market or the security relationships that we have and where we see ourselves in relation to the European Court of justice the European Union has been very clear about the four pillars and the four freedoms being indivisible part of the reason for the vote in the europe in the United Kingdom to leave the e. U. Was about the feeling that we wanted to take control of our own borders i. E. That was the concern about Free Movement that we wanted to take control of our own laws that was a concern about your role of the European Court of justice and of decisions that were being taken in brussels so as i said in my speech where we are looking to participate in e. U. Agencies we will respect the role of the European Court of justice but as a country outside the European Union we will have our own sovereign legal order and so the European Court of justice will no longer have jurisdiction in the united in the United Kingdom and when we look to develop a new Economic Partnership in relation to trade we recognize that there will be discussions a reference was made to red lines ive set out principles for our involvement in these matters and as today i have set out in more detail on the security front where how we see this developing this partnership in the future i believe what we should both be aiming at is a partnership on trade and security that is in the interests of both sides both the European Union and the u. K. Because i believe that new partnership is in both our interests for the for the future and thats what we want to well be starting to negotiate. There is a question from joe you often can somebody give a microphone to dr you often from. Very short. But. This is Prime Minister yes we should respect vox populi. But go back into the early two thousand the french and the dutch voted against the socalled constitution. And accepted the new framework so its not a matter of national shroom i think it may be a matter of national prudence. Can we take one thanks would you be kind enough to identify yourself. Chairman of the house of Commons Defense Committee Prime Minister some people feel that the brics it vote means that britain is reducing its commitment to European Defense can you confirm that this is not the case as evidence by the fact that some of the strongest voices in favor of increasing britains Defense Budget of from members of parliament who are strong euro skeptics. Thank you thank you very much well if i can take the first question first at the time when other countries in the European Union had referenda the results came out against the new constitution and then people were asked to vote again many of us in the United Kingdom actually said that was not the right approach that should be taken and the people in the u. K. Feel very strongly that if they take a decision the government shouldnt turn round to them and say no youve got that wrong have another go see if you can get it right next time we took a decision across parliament overwhelming majority in the United Kingdom parliament voted to say that the decision about membership of the European Union should be one for the people of the United Kingdom and i think its right in terms of the integrity of the relationship between us as politicians in the u. K. And the people of the u. K. That we abide by that decision and that we deliver on that decision and in response to julian juliens question yes youre absolutely right there is no question of us rowing back on our commitment to European Defense and security we are conditionally committed to maintaining European Security and that is why we want to ensure that the capabilities that we have that the cooperation the relationships that weve already developed can continue to be put to the good use of of the collective security of us all within europe and as you say judy and were weve made a commitment on our defense spending in nato we encourage others to do the same. I think we have time for one last question from different. Way back there. Prime minister. Your layout of the future security arrangement with europe for domestic security particular. Poses the question or opens the question is there a link with that treaty if you want to negotiate all the arrangements which need to be done on the economic field so will there be. A security arrangement without the you cannot make arrangement you envision where were going into negotiations so we will through those negotiations be looking both our Economic Partnership and our Security Partnership for the for the future what ive set out today is why i believe that Security Partnership is in everybodys interests and that we could be looking to be ambitious about this and to korea to have a new security treaty so that were not just looking at a range meant that perhaps more naturally the e. U. Would look at country but recognize the in twined nature of the work that we do together already on counterterrorism or on Law Enforcement and criminal justice work and develop that and develop that Security Partnership i hope we can start soon to as i said to discuss the security issue i think its very important and i look forward to being able to for us to be able to sit down and go through these details within the e. U. We already have a different security relationship because of our justice and home affairs opt out so we have that different relationship already but lets be bishops about a security treaty for the future and thats ensure that the one goal we all have when were looking at it is not about institutional structures or mechanisms but is actually about the security of our people. Side so a clear balance than i think the really interesting question was pretty much at the end when we saw the editors the judge decide to paper here in germany asking whether there would be a link between those security commitments which are pretty much stating the obvious i mean nobody in the European Union wants to lessen the security operation with that vital partner britain which is also part of the five eyes agreement also with the United States a lot of intelligence sharing there as well as a very strong Defense Industry what they would actually be linked to economic interests into this stoltz process of finding a transition agreement come twenty nine hundred when britain does leave the European Union for sure now she pretty much ducked the question she said that one should be pragmatic i mean the word pragmatic and practical was mentioned all throughout that speech on several occasions so were not quite clear whether there will be a link there was a hint that. When she mentioned the British Defense industry and this is the one key point where many continuing e. U. Partners still dont see eye to eye and we heard this commitment to tesco the new Defense Corporation in the European Union while many open questions of the major Sticking Points are always what kind of core. Ration that is amongst those very individual Defense Industries and you will get which share of the defense spending pot really so in the end it does come down to money and that she wouldnt really give any specifics and i think that was at least a hint that that going into those negotiations of what will happen after bricks and before there is a Long Term Agreement that socalled transition period how much that is linked to the nuts and bolts of the security commitment and the practical cooperation of person in the future ok mckayla many thanks for now we will of course be coming back to you throughout the morning. Enjoying that coffee break so were going to go now to the other top story that were following for you german turkish journalist and hes huge shell has been released after spending a year in a turkish prison at the same time however six turkish journalists and newspaper employees were jailed for life for their alleged involvement in a failed coup attempt back in twenty sixteen now german politicians have been reacting with relief at the news but does still face charges of spreading terrorist propaganda in turkey for the time being though hes free and back in germany. Touching down at butlins tago at poet dennis your child was once again on safe ground freedom at last after one long year and prison the german tuchis journalist spoke his first public whats in a video posted on twitter last night. I think everyone who supported me all here three hundred sixty seven days if i remember correctly my lawyers my people my friends from the pretenders campaign my family the German Government for its efforts and of course most of all my beloved elect. And it was his wife who was the first to embrace him outside the prison walls. You child was held in istanbuls high security syllabary jail with months in solitary confinement. The correspondent for devotes newspaper was detained a year ago on allegations of spreading terrorist propaganda. Until yesterday no formal charges have been brought against him nothing to explain why he was kept under pretrial detention for more than a year of course. Hes not independent at all now prosecutors are seeking up to eighteen Years Imprisonment for you child but they opted to free him ahead of a trial german diplomats escorted him from jail german chancellor Angela Merkel had pressed for your childs release. Pay for him and his wife all this in the system we know that there are also other cases of people perhaps less well known who remain in prison in turkey and we hope that that Legal Proceedings will also be resolved quickly. As you chose release was announced a court in the same building sentence six other journalists to life in prison without parole. Among them the prominent brother has mehmet and a comet out on but its accused of being involved in takis failed two thousand and sixteen coup attempt. So lots to talk about on this story in the studio with me you know one of our Political Correspondents we also have. Correspondent with us some you know yesterdays release of the news you chel something of a surprise just some remind us how events unfolded yesterday well they unfolded really quickly and even though we knew something is going to happen in this to you jills case soon events yesterday really came as a surprise for many of us basically everything started with a tweet by mr huge as lawyer in the early afternoon here in turkey saying his client finally got his release notification so we saw that and then we rushed to solidify the prison at the outskirts of istanbul were mr usual was being held because we were hoping to see him to speak to him like many other turkish and International Journalists in the end he was taken out of that jail in a car pretty much unnoticed so we were wondering whats going on whats going to happen next so a lot of confusion despite of course the relieve on alice side as fellow journalists by the end of the days a man who spend one year in a turkish jail without official charges got his freedom back within just a few hours he left turkey in a German Government plane in the evening so hes back in germany now overall a really crazy day but im sure a very happy one for him his family and this friends and you know this coming of course after an entire year in prison without any charges being published against him the turkish state prosecutor now has presented an indictment tell us more about the the detail of those charges and what it tells us perhaps about his Justice System at the moment. Well in the twitter we do you know that you already mentioned in your report to mr usual himself was saying that he still doesnt know why he was arrested in the first place and that he things need to his arrest nor his release have any thing to do with the rule of law and thats been echoed here by many people they say yesterdays events were the final proof if you still needed one that turkeys Justice System is not independent and this just following a political agenda ive read through the indictment it didnt take me long because the indictment is just three pages long again we have the accusation of him spreading terrorist propaganda and inciting hatred they are referring to his journalistic articles and interviews and state prosecution is asking for eighteen years jail time and offered this indictment has been sent to court the court accepted it and then surprisingly decided to release him on bail as i said everything happened within just a few hours julian many thanks for now but to stay with us i just want to shift the focus now to whats happening in germany. With this song that one of our Political Correspondents the German Government you know of course campaigning very vigorously to them to get you jail released turkey for many months on impressed by by that. Can you tell us what has been going on behind the scenes and the key question of course has there been a deal between the German Government and the turkish government on this thats the big question that lots of the critics have been asking and that is the question that the German Government has dismissed. Pretty straightforward from the very beginning from the very first minute when they announced that his release was imminent they said and by the way there was no does he deal just in case you were wondering how stress this current foreign minister stressed on several occasions since the announcement yesterday and of course yes as you mentioned dennis tito was probably the most prominent of several cases he had a huge following here although still has a huge following here in berlin among. Fellow journalists like you i was saying and so dennis you joe was always seen as sort of the face of something thats going terribly wrong in turkey as the government said the figurehead riesling figurehead he had become Something Like a sin synonym almost for people who are in jail without charges and illegally so yes we have since heard of secret meetings between my god and the president of turkey so foreign minister of germany nice thing to take as president that is quite something the German Government did that ill be quite hot yes ok i mean its interesting you mention those meetings because a very prominent turkish journalist who lives in germany now hes an exe exile the former editor of jim. Hes been saying the following. The president youve just been mentioning richard time bet on now knows that its possible to negotiate overture unless this is a quote from china. Received something in return we just know yet. I realize theres not much one can say about this but you know one of the indications that we have that there may have been some form of deal. I would be a bit hesitant whether there was a deal in this case that. Have been announcements by people who usually criticize does he deals who say in this case probably it wasnt even necessary anymore because turkey just felt that they had taken it a bit too far that pressure was just too high and that this case at the end of the day was not important enough nevertheless having thought that that have been. The has been have been lots of voices saying that of course global diplomacy cant be done without without deals behind closed doors and so. For example if you take jim as dimia one of the greens here. Himself has said that the German Government does need to put more pressure on on that sack his government and also maybe threaten to. Do something in terms of investments and maybe pull pull out a bit of tacky and that is the language that the texas president understands ok well no doubt well be reading about this in a few years time perhaps and now one of our Political Correspondents many thanks and also thank you to. Now where a grand jury has indicted thirteen russian nationals and three Russian Companies for alleged meddling in the twenty sixteen president ial election Deputy Attorney general road rosenstein announcing the charges the Justice Department said the defendants conducted quote Information Warfare with the goal of sowing discord in the u. S. Political system the charges include conspiracy for war to Identity Theft the indictment was brought by the office of special Counsel Robert Mueller which is proving ties between trumps president ial campaign and russia. Now President Trump unself says the indictment proves his campaign did not collude with moscow to tip the election on twitter he wrote this russia started the anti us campaign in twenty fourteen long before i announced that i would run for president the results of the election were not impacted the Trump Campaign did nothing wrong no collusion well for more were going to bring in our correspondent in moscow emily sure when emily dozens of pages in this indictment detailing this russian operation to influence the u. S. Election what is the reaction in moscow. Well moscow has always denied meddling in the us elections and they continue to deny it in fact some of the reactions have even been a little bit mocking for example the spokesperson of the Foreign Ministry here monday as a hot of a took to facebook to call the accusations absurd she pointed out that apparently thirteen people took on a huge budget as she says of the whole u. S. Secret services and she even said actually thirteen is an unlucky number and said perhaps the u. S. Had chosen thirteen people for that very reason and the head of the Duma Committee on International Affairs here. Slutsky said that these accusations are part of an anti Russian Campaign a western anti Russian Campaign that very much fits in with the narrative going on here in russia overall where western sanctions these accusations of meddling and even the whole doping scandal are seen as some sort of russophobia campaign against russia. At least one of the russians indite to do so man well known to. Someone whos very close to president Vladimir Putin could the kremlin take any form of retaliate reaction. Well we dont know yet and there hasnt been any indication of that yet but it wouldnt be unusual to have a sort of tit for tat reaction against these accusations that has after all happened before for example the u. S. Recently accused recently said that russia today the state sponsored International Broadcaster here has to register as a Foreign Agent and russia responded with well with what they called symmetrical measures they amended this media law here saying that any media outlet that is registered abroad or funded from abroad would have to ten chile register as a Foreign Agent and some u. S. Funded Media Outlets here in russia have actually had to register as Foreign Agents following that so we dont know in this case what the reaction could be what the retaliatory action could be but it wouldnt be unusual for that to happen. Allegations but its still true what could be russias strategy. Well even if they are true i think it seems like russia will just continue to deny these accusations and it also seems likely that they might turn the table on these reactions ahead of their own president ial elections after all russian accusations of u. S. Meddling in their elections and in their internal affairs have already happened for example when opposition politician alex enough viney last year was barred from running in the president ial elections the u. S. Our american friends only have thirty we have twenty air craft types in europe in the u. S. Its only six of the problem we have. Seventeen texts in europe in the us only one model of take thats being used in europe there are a helicopter many factures then we have governments that could potentially buy all of those helicopters. And i could continue this list. And therefore i think it is necessary for European Defense policy and especially for procurement to be more efficient. With our American Partners. Spend twice the amount of what the European Union defense efforts. Of spent on defense and still the europeans. Are. Much more efficient than their American Partners so we need to simplify our procurement system and improve it we have already made proposals in that regard to i am determined to implement those proposals im told now when it comes to research we have invested nineteen Million Euros for twenty eighteen and twenty nineteen thats funds we allocated for this time period and this amount is much higher than what weve spent before by twenty twenty we want to spend ninety five million and have friends ninety million years and then one point five billion euros per year so that we get an efficient increase in our budgets and the Member States also need to get involved eighty percent of the military Research Spending is happening at purely National Level and ninety percent of our investment in equipment happens at National Level and we have to increase our efficiency across borders and make our procurement system in the European Unions much more effective. Its not that a surprise that ive read that people on the other side of the atlantic think that the e. U. Would become too independent when it comes to defense matters and. Security policy yes we do want to immense a better self but we do not do that against nato against the United States of america i still think that nato is a project that. We need to stick also in the interest of stick to us in the interest of future generations over many years we have been accused by the americans that we wouldnt be doing enough for our own defense but now we do make efforts we do do more and now they are not happy with it either either one thing was right and the other ones correct and the wrong and the other one is wrong or the other ones correct well we do more because we have to do more but we cannot rely on allies alone we have to do something ourselves in order to protect our security interests and we want to do that but that does not take place in an effort against majors the european treaty sets out there. Nato and the e. U. Need to be complementary and they will continue to be that complimentary. The food but if we want to be able to act in International Politics we need to simplify our Decision Making processes and we need to standardize them and if things can stay as they are even the fed many Foreign Ministers see that they see it that way as for example my for from a foreign minister mr azerbaijan who might well come as well we cant have it that we always need unanimous. Security and Foreign Policy this need for unanimity. Stops us from being able to interact in International Politics time and again we see that we are not able to come to a unanimous decision the European Union. I have never dared to contradict you fancy most of. Them when it comes to joint command we have to Work Together with nato. And find an appropriate structure that helps our European Missions. Removed the internal borders a long time ago and what we are also getting but without proper protection of external borders these internal borders are in jeopardy as well you know to me it has always been unbelievable but now it has turned into a fact if you stop that whole move in your theory. That we must be the ones to decide who is allowed to enter we must be the ones to protect our external borders that is the only way of ensuring that a europe without internal borders come remain a matter of course in future of in order to secure prosperity in the long run. We as the European Union have created a level Playing Field for everyone we have set up the Single Market for it theyre actually but when you look at. The number of regulations we have today and when we hear that small and Medium Sized Enterprises are often been crushed by this multitude of regulations we must be clear precise berti can only be secured if we create the vi conditions that enable small and Medium Sized Enterprises and when we need to be in a position to use all these benefits. Of america see and focus of i believe we need to focus on stronger cooperation on security and defense matters as well as we as a neutral country of course have a special role to play here with the peace commit about the war now but we have declared our willingness to cooperate in the pesca effort and we want to make our contribution when it comes to defense and Security Policy the motto unity in diversity is also applicable. So. Its not that we call upon not just austria but other mutual states as well. The do. Legal situation must be respected. And economically if we secure or does it contribute toward soupy instability that will create the right faces. Mr courts and previously to that the polish leader but heres what ive yet to see with me in the studio song from the German Institute for international and Security Affairs thanks very much for coming to talk for such just want to go back to a speech that we had a little bit earlier from the british Prime Minister to reserve my much of it all European Security to refresh commitment to European Security from mrs may talking about how briggs it will affect European Security a question that many of us are asking ourselves the uncertainty surrounding brags it is that already having an effect on European Security a negative effect well right now i think most of the day to day Security Cooperation is continuing as before and also the u. K. Has actually opted in a number of measures that are still in the pipeline to be implemented so as long as the u. K. Is a member all sort of if they permit to stores are really using the mechanisms and the channels of the Big Questions of course. What comes afterwards what kind of arrangement can be struck and this is a debate that were having already since well over a year and not since mays remarks on actually that new or innovative the question is where where will be the substance of that sort of special and deep arrangement that both sides actually want mase calling for a new treaty between britain and the e. U. Which if i remember rightly she said we should respect both. Legal orders the british legal order and the European Legal order is that feasible well this is as in so many other issue areas always this risk of having the cake and eating it and im i wouldnt be too harsh in saying that there isnt room for some kind of compromise. But obviously as has been said for many many months one big Sticking Point is the role of the court of your court of justice of the European Court of justice which may has in the possibly set is a red red line that would be acceptable. But there is also other kind of more general sort of questions of socalled regulate realignments or between european Data Protection laws and u. K. Data protection arrangements maybe there is some room for compromise to kind of see it say well we mutually except each others arrangements. Thats fine but the question is what happens if there really is a dispute so i think that we do it hasnt been resolved by or by the offer from a so far she talked about in india in dependent dispute resolution mechanism so you know obviously that they will be negotiating on that what i want to ask you as well you talked about having having your cake and eating it too and. Theresa may who of course used to be the home secretary in britain so shes very familiar with all these an area negotiated a british opt out of the european justice and home a fan as a regime if you want and she she talked about three areas. Well she wanted. A lot of cooperation too to be maintained as she talked about diplomatic regular diplomatic consultation coordinated ground Operations Coordination of overseas development policy. There was a question coming from the audience shouldnt you just remain a member well as i said its the same debate in many many policy areas that this kind of tightrope walk between maintaining an independent or newly sovereign stance and wanting to remain at the table and having as much a say as possible is of course difficult i think in the area of foreign and Security Policy is there is more room for such an arrangement because anyhow a lot of these initiatives undertaken are taking place in flexible formats framework nation from a store of the willing and in that sense of course the brits can remain associated in various missions or foreign gauge ones and the french and the british have actually made moves towards that already and that all moves by lateral move so given that the e. U. Is in this area not so legally consolidated as in just in the home affairs this room for maneuver does exist the question is of course what happens over the long term i mean anything that is a rate range now may work for say two five or ten years but all the strategic secession were having is of course also trying to really have a long term view of having a coherent european Foreign Policy and with a valid is possible in this kind of format i have my doubts im happy you mentioned that because thats exactly what i want to ask you about several speeches today as a real the jim from minister of the European Commission president have been talking about. Is that do you think thats going to come for instance the Eastern European countries going to accept that not anytime soon and i think a real change which would you know meaning a change in Voting Rights would mean a treaty change and that is i think every european government wants to avoid that for the time being were still in this sort of mode where we want to exit the crisis and keep together what we have rather than sort of taking the next step i mean you incurs fine with this kind of vision but it has lots of vision well hes trying to make his mark in the last year as a Commission President and i think its also perfectly fine to do that but i wouldnt see this as a as a near prospect though the real the real action at the moment is really in the way of trying to use the additional forty of european integration meaning using money and using a more well say integration by the back door to then have a sort of more solid base for political decisions so this kind of flexible tesco format is of course a Political Tool but the more important thing behind it is new money being mobilized the European Union level and with that investment and most of teaching long term planning for how were going to build up our militaries in the future and i think thats thats the way where were going rather than sort of focusing had along on a new kind of majority Voting System but just one last thing i think it would be also wrong to be too pessimistic in what can be achieved in unanimity i mean we still have you and you dont im a sanctions against russia although there are downsides to that and that was an achievement and i think hopefully well see more of that you mentioned essentially soft and hard power so the money that the European Union invests in for in World Affairs should we say about. The the need to build up its military power as well the excuse me the jim from a says it might gabrielle was saying today that the e. U. Cannot be the end the vegetarian in a. Of convoys is that something that europe needs to do to become more hard nosed about well defense. Again its also a long standing debate were having this debate since the one thousand nine hundred and the yugoslav wars and since then there has been a plan to build up the harder edge of. Foreign policy white white why is that a movement well first of all of course its a very sensitive area of National Sovereignty and then theres also economic interests of various national European Defense industries and the outlook of this to g. D. P. Outlook of european states remains still relatively different from the east to say from. The south so it is a very very frustrating process at times but i think it would be. We were as a said we are seeing now a new stage of defense cooperation which may have substantial results in five to ten years and on the other front and here the more flexible Decision Making comes back and meaning common European Missions maybe north africa and other parts of africa that will take place in a more flexible format and i think the french are leading the way there the question is how far will they go but it will certainly happen so we will not in the union of twenty eight have a quick Hard Military intervention in Northern Africa but we will maybe see more countries participating than the two three or four countries that are doing it right now ok so a certain amount of progress to be expected that Gabriella Jim foreign minister also had some fairly pointed remarks about the United States on one hand he was saying you torch is democracy and multilateralism and then he said that is perhaps why any in particular is just a by the current u. S. Administration do you think he obviously appealed for for more u. S. Involvement or at least as a whole to this withdrawal from the world stage or any of those comments likely to make an effect in washington. No i dont think so the discourse is not new again i mean last year the Munich Security Conference was much more under the impression of what is the threat of a year with u. S. Withdrawal this actually hasnt happened so we are seeing continued commitment to nato and to Territorial Defense in europe while at the same time also on the obama there was already a long term strategic shift towards asia the pivot to asia is a discussion we already have since then so i think the speech by gobble has certainly its grounds for you know expressing the warri about maintaining a certain kind of common normative ground but in terms of actual military strategy. Deployment and current engagements. Nothing much actually changed since the last year and i dont think this kind of call will also from the european side at anything to that so i think that the next step will be to demonstrate that this kind of european format for increased defense commitment actually works is complementary to nato and i think all of this is a fairly pragmatic and doable task and whatever else happens with trump i think will only distract from that for the time being ok i just want to tell our viewers were waiting for the remarks of it to a philip the french Prime Minister and while were doing that just a question to you rafael about from this obviously with a new president menem a call what effect is he having on this whole transatlantic security debate well he is seen in many areas as a. Leading figure of hope and so in the area of Transatlantic Relations of course he thinks he is actually quite successful on the one hand trying to stick it up a little bit to the u. S. On issues like Climate Change or in general sort of taking a prominent diplomatic role but at the same time not sort of going all the way for an alienation and actually managing a relative the current productive discussion as far as we can tell from the outside with the u. S. So france as i also mentioned before has been launching or pushing for an idea on top of the kind of defense Investment Corporation to a more flexible format for interventions in the european neighborhood this is primarily or rypien discussion and i think it will be a sensitive discussion to make it so that it doesnt look like its only a vehicle for french interests but if that successful i think france will have a strong sort of additional platform to also go beyond and to the u. S. And say yes we respect nato. And we have other european tools and were doing work which is also useful for you and i think thats really what people are putting their hopes for in the crowd the moment well were going to go back to the Munich Security Conference now but just very very briefly. Are we going to see a multispeed europe within the next five to ten years we are already seeing it i think its going to be a trend that is going to deepen maybe not all the way maybe as for the course just says but this direction will deepen yes ok rafael the song from the German Institute for interNational Security affairs many thanks for that. If we want to be successful as a unified European Union that we should participate in the same development do better in the world together sometimes this might be a fossil than others but this is just an interim step its not an objective. The head of the Munich Security Conference for issuing an appealing to the various leaders that he invites to this format to appear on the same stage with each other and engage in dialogue rather than as he was recounting last year one of two european leaders refusing to appear with each other on the same stage now. However i am sure that the threats we face today are different and are new challenges because they have changed and evolved and i know that from experience a was born in one nine hundred seventy the movie is small. And i have lived through the spec librium of tara these what people call the end of history and the hope for a peace dividend. A big political muscle and then a multipolar world came about where new centers of power and new power balance has evolved especially in asia i have been witness to violence through terrorism against and looking against our democracies all across the globe but also here in our own countries in the western world in europe. This is all good stuff. And would like to believe the stocktaking at that but what surprises me today time and again is the increase of imbalances the growing imbalances and lack of equality is the development of symmetric conflicts. Through. The changing forms of states and governments failing states that it is vav the evolving development of regional conflicts needing to migration movements and the blatant ignorance towards the roots. International togetherness these are threats to my generation that also threaten my country that. Are looming above friend friends too and they are not far away from us they are here their presence they are not part of any history book as we have seen in europe many times we already know a lot of threats are many but now we were hit in our hearts in europe in barcelona stockholm for lynn brussels its. Hard to go. Again the five hundred million europeans was hit. And all those were hit by those attacks that our friends of europe produced in may of twenty seventeen the french for held president ial election and in that election they made sure the decision by decision in favor of change and renewal as most are before an openness towards the world. They decided to take on responsibility when it comes to how a nation still with each other and the people also just made it clear position in favor of europe and not for any kind of europe not only for europe you know with a big internal Single Market because it was a decision in favor of a europe that can protect them from the detrimental developments of globalization against it can protect them from threats that i just laid out it was a clear decision that the president and i tried to implement on a day to day basis in france and also outside of the french quarters. Against the backdrop of these imbalances we want to change france to make it stronger we want to make france more credible through this bigo. Right strategies and. Thus we want to address all of the challenges that are scattered all across the globe and this strategy rests on three pillars first of all there is the military pillar falls of these two but theres a little falls of as you may be aware of your friends decided to diversify to spend two percent of g. D. P. By twenty twenty five in defense expenditure that is very important because we do that in an environment of strong limitations to public spending spree dollars but this is a Necessary Evil spencer vote effort that we also try and in the law will use all this we can employ our armed forces that are involved in many. Runs right now and we want to equip them properly with that because he with their lives sometimes in the middle east and decide hold zone but also in friends. In the form of these security operation called up of us no such unit but that is to protect our homeland the second pillar of our strategy is Public Development assistance we want to increase the amount spent spent on that two zero point five five percent by twenty twenty two focusing mostly on africa we do that in the context of a migration crisis that we have to be honest with ourselves europe was not prepared for this is why we implemented International Action plan with germany and italys its in spain. And italy in order to eliminate the root causes of migration where they originate from of course we cooperate with the transit and originating countries in that regard to do it is about changing sharing our knowledge and expertise france can make a direct contribution to the security of europe and its partners in the east because we deployed to combat aircraft. And land forces to the baltic countries countries my first visit brought was to the baltic countries it was an important meaningful just tried to demonstrate our solidarity with those countries and we did that after the annexation of crimea but there you end today this commitment continues in lithuania we participate in. Be forced to gether we provide a battalion together with germany we are also engaged in africa in the middle east. And there we try to fight the threats to European Security i would also particularly like to highlight our commitment in this so i hope zone commitment by. Mauritania malia and molly. Faso cher and chard the threats i mentioned hit us right in our center into our hearts and if i say us i do not refer only to the people of friends and i do not address you today as a frenchman but as a european citizen who was born in france and i also speak to you as a frenchwoman on them and who in. Childhood travel to other countries i used to live in germany for a while to the cities i just mentioned earlier our cities we know very well the germans italians french we all know the cities we travel to the cities we used to live there maybe we maybe have friends and family there we feel at home in those cities all of us so all of europe is basically. Facing selfwill the same time were facing. A wall here for good luck with a back against the wall and at the same time European Defense cannot only be a topic for to the theoretical seminar its a practical necessity to discuss it and this necessity this need needs to be addressed with you by those three demands we need to fulfill three requirements so france and germany. Indeed needs to intervene and a very practical sense because otherwise Germany Europe will remain a topic of theoretical conservations in europe is not to replace the United States or other states but we were able to create. Europe. With and through the states that are members now im not a fan of trotsky but i think he always had a good sense for good phrases and i would like to refer to him if europe is not interested in war the war will start getting interested in europe and the second demand we need to meet is this europe needs to get used to it interdependencies that is not so easy until now it looks like this the world followed europes beat and now we live to the beat of the tensions in the east and asia and the middle east and we also feel the tension instead to come up somewhere else and say well observed there is our tech coolness and called we feel there too or if theres a conflict in the Korean Peninsula we feel that to europe which we cannot. That brings me to f third decision the decision for action the European Union has already launched a number of measures that the lisbon treaty allows for. We just havent heard about the axes we heard about means that are not being provided for europe of defense and we want joint strategy which is an industry but indispensable prerequisite for European Defense we want the europe of defense to be created we want to shape it to be able to pretend we should be ambitious together in spite of political chaos that we lived through despite brags that we need to build on the community of our people its on our relations our close ties that tires to the u. K. And to other countries if we want to further drinks and all of those titles that we hope that image of europe of defense we can all benefit from our cooperation with nato as well as strong nato needs a more solid European Defense just as a reasonable response but you also is an added value for nato and i said it in french maybe i should have said it in norwegian but you understood me just right friends once to take on an active role in the Transatlantic Alliance the alliance that has nuclear as well as conventional forces available france stands by the. Allies in the face of those major challenges i want to say that my conviction is this i have a conviction of a european its. A conviction of solidarity based on a long history that was also a tragic history but its still based on these old values. And on the history that also had wonderful aspects its a conviction that its rooted on a world and change and founded on the belief that europe is more than a Strong Community of values but community of feet we want to use this faith this destiny and approach it together and shape it and since were in munich i would like to quote major reno and author and soldier who was a soldier of the french. I think thats that was one of the key message. Just second sort of message was of course trying to kind of embed this kind of french leadership well acceptable framework to both nato stressing the complementarity but also underlying the french commitment also to the baltics and to the Eastern Front i mean i mentioned earlier this kind of difference that he did outlooks so most of the time to dish in the as is befitting to france he was talking about from africa middle east as to how but he also deliberately i think included thoughts of other than mentioned that way sort of trying to show that france really can be a leader for all of europe in this kind of area and how do you think the Franco German access which is so often driven european progress forward especially within the European Union how do you think that that could develop over the next few months assuming that germany gets a government within the next few months weeks rather well i mean and the coalition Draft Agreement that we have which will be voted upon still i mean germany isnt yet schooling in the direction as france saying he was referring specifically the sort of two percent spend the commitment plus extra spending on Development Aid in germany where we having not made that commitment and while we are also committed to increases in Development Aid so i think as already referred to this beach there is certainly room for more coordination in third countries to address root causes whatever you want to call it of migration there was crisis early crisis prevention maybe also a little bit more of military engagement from germany but i think in this particular area frankly german couple is cannot be the only motor driving this fall with we need also still britain to a certain extent and other countries that have a more need to focus as in the east and from so i think so i would say Migration Development general crisis of prevention for. France and germany are essential but it cannot be better for Everything Else its interesting you mention the two percent. Military spending two percent of national g. D. P. Military spending target that nato has and it off elite the french Prime Minister committing to that in a very different way than what we were hearing from the German Foreign minister is it not gabrial who said yes its a target but whether were going to achieve it he was he was much. Much less clear about that and gabriele in that context also said people are calling on germany to take on more leadership but when it turns to military leadership he said there are he he senses there is there are almost reservations is that an expression of the fact that at least parts of the German Government are still very reticent about taking on leadership on the world stage. Well i think germany has obviously had this discussion for many many years and has come a long way including the greens and the s. P. D. I mean there were the ones who were committing first to Foreign Missions in the balkans so i think if you go to govern right exactly and i think so it would be wrong to point fingers and saying you know there are certain rights and elements and so on having said that though of course its clear that in the current political insulation there are significant. Factors and maybe the s. P. D. Who is more reluctant to say will go all the way to very quick increase for military spending and i think its also a fair argument to say that just throwing money around i mean it has to be absolved it has to be workable and if you look at the german g. D. P. Its really big sums were talking about so it doesnt it may be more realistic also to say we cant just quickly jump up to two percent and we have to see the bigger picture. And maybe a last point i think there is also a good. Reason to be reticent about the effects of military interventions i mean afghanistan hasnt be a striking success there is a lot of instability in all the other areas where there are military engagements so we also have to think hard what exactly can we really achieve but yes the pressure will remain in germany to kind of pull up and going to be more apartment to france as in the past it has been and maybe will edge closer towards that and it was interesting to hear him the french Prime Minister quoting a russian revolutionary leon trotsky saying quoting the sentence that he said many years ago if europe is not interested in war then war will become interested in europe so again an appeal to become more hard nosed more more realistic an appeal to europe that is as far as its role on the International Stage and that appealed to germany as well well and he also cited and so you know which is for german speakers that hes also a very rather controversial rather right wing author and so that was quite interesting the choice of references i think the call for responsibility and the need to look a hard have a maybe hard to look at the insecurities around europe is is well taken and i think needs no convincing also in germany. I think the trick really is how exactly can you can we coordinate different instruments and how which instrument can be realistically stepped up in the near term to make a real impact so say for example now the main crisis in north africa which fuels continued migration flows. We need a full set of instruments here and germany is already heavily engaged and it would be wrong also too soon that there is that one thing just missing but maybe to make you concrete if time comes maybe and we have a question should we have a bigger European Mission in libya to stabilize the country and i think thats a realistic prosper. For next year then yes you could us german Decision Makers are you ready to take the risks associated with that and i think were not quite there yet you know the german Public Opinion we havent discussed that to told.
