The latest un Climate Summit has kicked off in bowling with representatives from one hundred ninety seven countries joining talks on how to tackle Climate Change the conference opened with a traditional fijian welcome ceremony the tiny Pacific Island is chairing the conference its already suffering the effects of Global Warming and lacks the resources to host the event on the island itself to go shares are working to cap an expected global temperature rise at two degrees or less. Well earlier i spoke with power caballero shes attending the Global Climate conference in bonn shes the global director of the Climate Program at the World Resources institute i began by asking her why this is a critical juncture in climate negotiations. Thank you for having me on the show and definitely its a critical juncture the science tells us and Paris Agreement confirms that we have to stay well under two degrees to avoid the most catastrophic impacts of which many were already seeing so this is a key window that we have before two thousand and twenty to not only peak but start to decisively to crease global emissions and that means that we have a small window that where its technically and economically feasible to achieve this aim so yes its a decisive and critical window what do you think will come out of this conference or let me put it another way what do you think would constitute success in your opinion at this conference theres three elements that would constitute success at the cop the first one is that we make really decisive progress and on whats called the rule book or the implementation guidelines of the Paris Agreement a second one is that we are able to really launch twenty eighteen as a very decisive year for Climate Action that will culminate in the first global stocktake where we take stock of how far weve come and how far we have to go and thats now called the talent show a dialogue showing the leadership of this first island nation cop as you had indicated earlier so thats a second big deliverable and the third one is obviously because were talking about very vulnerable nations very vulnerable communities that we make real headway on adaptation and particularly on adaptation finance the Global Community has got to respond to the needs current and emerging needs of the worlds most vulnerable now two years and ago in paris the Obama Administration was the driving force in these talks now u. Legal as they used to be another thing we have to remember is that many of the stories that came out today and yesterday were about poor countries developing countries corruption they dont have they havent made headlines yet but there are stories in these leaks about congo about kazakstan of our service and some of the poorest people in the world who are suffering also through these exact same systems that have been an answer but but offering a tax haven is quite a lucrative Business Model especially for countries who dont have any other source of income how can you then make offshore on shore again whats necessary the key there is basically transparency we shouldnt be getting this data things to journalists this data should be publicly available we should know who owns every company in the world including in these offshore hype havens and it should not be possible to hide your identity behind these Anonymous Trust because that is when it opens the door to all these kinds of criminal activity tax avoidance of raising all these types of activities that basically are ripping off the rest of society across the world but that sounds easy its easier said than done isnt it. How do you suddenly make something that is legal not illegal and that on a global scale well the the irony here is that the Technical Solutions are well known so for example if every country had simply a public list of who owns every country in that every company in that country it would make it much easier for thought is to keep track of whats going on its that easy why is there such resistance its political will so weve been talking about this for many many years now and for example the lation in brussels now that is moving forward in this area to provide more transparency to the Financial System and what were finding is continuous council lobbying of course by you know actors who are not so interested in this transparency so its a constant push towards more transparency and to make our governments match the rhetoric because they keep talking about more transparency and fighting tax evasion but its actually the implementation the snacking so theres a lot of talk for theres not enough action yet but governments lets leave those that make money from actually offering a tax haven led lets leave them out but government actually loose. An awful lot of money because of those schemes so why do they not support it absolutely thats a great question and partly its because many of the most powerful wealthy People Society of we seems us now are those who benefit so there are obviously a small powerful minority lobby against this transparency to the detriment of the majority of society this is so this is part of the chans and its only thinks of the media oftentimes in these types of the eggs that actually this discussion is moving forward because governments are still not moving fast and so you think that leaks like those paradigms papers now will they make a difference they already are but we need more we actually need more leaks in this to actually get to where we should be which is full transparency in the Financial Sector this is the ultimate goal ok good luck with that to max haywood from Transparency International thank you for being here.
