This is day that when you fly from america the unpredictable is washington about to jeopardize the landmark agreement on Irans Nuclear program in the next fifteen minutes u. S. President donald trump is due to reveal a new strategy on iran that could see him withhold approval for continuing the twenty fifteen pact that is despite all signals race including the u. S. Government agreeing that tehran is complying with the deal well take you live to washington and bring you that speech in full. Welcome to the program so u. S. President donald trump is about to deliver this major policy speech a white house statement says it will include a new approach to iran including a more aggressive stance of its regional influence it could also see the president begin to unpick the landmark deal which curbed Irans Nuclear ambitions a major diplomatic achievement just two years ago as i say that speech is due to happen in the next fifteen minutes and well bring it to you live first this. The twenty fifteen agreement with iran struck under the Obama Administration united world powers as well as the u. S. China Russia Germany france the u. K. And the European Union put their name to it obamas success a u. S. President donald trump has never made any secret of his opposition to the agreement and here was one of the worst and most one sided transactions the United States has ever entered into frankly that deal is an embarrassment to the United States and i dont think youve heard the last of it believe me. Under the twenty fifteen deal iran was to limit the scope of its Nuclear Program and specifically its enrichment of uranium in exchange for the easing of International Sanctions against iran some in trumps own administration say the agreement is working and they oppose dumping the deal out right if we can confirm that iran is living by the agreement if we can determine that this is in our best interests then clearly we should stay with it i believe at this point in time indications to the contrary is something the president should consider staying where. The International AtomicEnergy Agency says iran stocks of heavy water used in some Nuclear Reactors twice exceeded agreed limits under obama but are now below that benchmark whether that is enough for donald trump only he knows that if. That is the. Well i was going to let all of us know sure theres a side that speech is due to happen in the next fifteen minutes or so likely to run late but as a side well bring it to you live but i dont let a speculate with tyson baka from the Aspen Institute here in the welcome lets talk about decertification right because this is what Rex Tillerson said is likely to happen that america will decertify the deal right explains well and so this is not we should say the u. S. Pulling out of the deal it is a process that was required in the United States by congress it passed in in two thousand and fifteen which basically said that every ninety days the president is required to guarantee that two things are occurring one that this remains in the u. S. National interest and two that iran is fully complying with the agreement so far President Trump has certified twice very reluctantly in that required a lot of heavy lift from some of his advisors including defense secretary mattis. If he decertified then congress will have ninety days basically to say ok what conditions would they like to lay for what would they like to do and if they lie new conditions for that they basically have an open and open array of options they could just take out the certification requirement say the president no longer has to certify they could say we would like to see new conditions laid out at the doorstep of the iranians that could include bans on missile testing that could be used for Nuclear Warheads that could be more invasive inspections that could also pull in other areas like Human Rights Violations or support for terrorist organizations so they could put a lot of things in there and then they could put sanctions on him placed on iran which have not have been lifted so these would be u. S. Only seven so this would be u. S. Only sanctions and in the truth is the United States has a very minimalist economic relationship with iran even since the sanctions have been lifted obviously the United States is much further away. From iran so the trade is not as as robust as it is with countries like russia china or the European Union also the United States has since become pretty Energy Independent you know because of the shell gas revolution so the dependency on iranian oil just isnt existant as it might have been if there werent this big shale gas transformation in the United States but you know to be quite honest there are Still Nuclear options the sanctions fields i mean if they were to put holds on the ability for the central bank the Iranian Central Bank to clear money that would basically shut off the spigot of the iranian economy to foreign currency that would be a big deal but as you noted that is not likely to happen ok i was going to say but presumably they could only do that through u. S. Clearing yes exactly ok this is quite a lot in the to unpick lets start with the whole notion of certification which seems to imply there was a reluctance. On the part of congress or the republicans to to sanction this deal that done right and in fact thats not just the republicans and Many Democrats also voted for this piece of legislation that allowed for snap back sanctions because in congress there was on the one hand theres a lot of iran hawks to be quite frank there are a lot of supporters of israel israel was a big opponent of this deal as was made clear in the speech several speeches by Benjamin Netanyahu before congress in twenty fifteen he came on the invitation of the republicans to speak before congress. Without notifying the white house that he was going to attend so theres a little bit of that legislative executive friction there in the United States this is all a lot of domestic politics but the secret thing is and weve seen this in the run up to this speech that President Trump is going to give congress does not actually want the United States to step back from this deal and theyve been signaling this recently they thought they had the cover of the executive branch and a a white house that would basically go along with the. Objective. Evaluations of organizations like the i. A. E. A. And the other p. Five plus one powers which have all said that it is complying with the agreement and so they thought they had a lot of cover to ramp up the rhetoric and put in place so snap back provisions that would never be actually used now theyre in this situation where theres could be used and republicans themselves including bob corker the chair of the Senate ForeignRelations Committee or royce the chair of the House Foreign Affairs committee have both come out and said we dont want to defeat certify we just want everything to be applied more stringently within the four corners of the agreement as it currently stands so is the thing right congress is essentially in favor of a deal the defense secretary matzos is in favor of the deal. Europe. China russia and all the rest of you who signed up theyre all in favor of the deal the only significant and i say seems to be donald trump so if everyone else is for it why is he against it well he is one of the naysayers theres also a constituency in israel which is against this deal because it believes that iran will just skirt the deal and is basically still allowed to do everything but have Nuclear Weapons and has will make itself turn key ready to get Nuclear Weapons within ten years so they do one of the conditions that people like tom cotton are pushing for is an extension of that abstention for developing Nuclear Breakout capability but the bottom line is that as weve seen from trump in the nine months of his presidency he wants to reopen every agreement he wants to put his stamp on every deal and he is frankly. Deeply inclined to try to erase the legacy of the Previous Administration so i hope those things. Perhaps dont make for the most. Skilled leadership globally better definitely hallmarks of this presidency thus far and uncertainty is something that he thrives that we have we have been given a hint of what is to come in this strategy of the white house is really. Took us through the main points so i mean there are there are a lot of things that could be on the table there or there like i said there are three main critiques that republicans have had now again theyve had that benefit of being able to kind of hide behind behind the fact that secretary kerry and president obama were going to push this deal in concert with the International Community but their critics are this one that the deal is limited to Nuclear Issues it doesnt include the whole panoply of support for terrorism support for assad Human Rights Violations at home etc etc so thats. And critique that it was cordoned off Nuclear Issues too they felt like it didnt cover a lot of areas the inspections regime wasnt hard enough it allowed for missile testing to continue three as was mentioned in the report there had been some light violations which had which had been noted and the fourth is as trump likes to say and i dont exactly know what he means by this but he says essentially the United States didnt get anything out of the deal so what is whats there for us essential now one could say stability in the middle east is something or a nonnuclear middle east is something there for the United States as the main guarantor of peace and stability to the extent that exists in the middle east but that is apparently not enough for this administration at least not for the president ok. For me Aspen Institute does stay with us well let it be said to you shortly if you can see just here in the screen. Monitor screen so thats the scene in the white house where were expecting the president to trump to speak in the next well hes shuttle to start in the next five minutes but im guessing its going to be in the next half hour or so if that so as soon as he begins to speak well take that live and then hes likely to be speaking about the Iran Nuclear Deal as well as americas relationship with that country for now though well move on to other news thirty one people have been killed in the wildfires raging across Northern California the deadliest in the States History with hundreds still missing the death toll is expected to rise dry conditions and fierce winds are hampering efforts to bring the fires under control blazes in the wine country north of San Francisco have been burning since sunday and conditions are forecast to worsen this weekend napa valley was the heart of californias Wine Industry but now napa and its surrounds have seen an unprecedented disaster. These men are among eight thousand firefighters who spent the last few days trying to bring the prices under control. Some houses down the street theres no better feeling you know its just there because theyre everywhere you know theres Little Pockets theres theres. Theres parts that we just cant get to dozens of fires have been burning in and around nothing valley since last sunday night they causes are uncertain but fanned by hot dry winds theyve scorched an area the size of new york city and filled the air with acrid smoke. Where in a mask because i know im in there for two three days now i live here and starting to really affect my bringing along so theres no let up expected in the coming hours and already these fires of ten much of napa valley from a Tourist Destination to apply swill little more than scorched earth reminds. Me speaking with mike the wild eyed journalist with that castle radio incessant home a county where the fires have hit the hardest hes been to see the destruction the first time. I was able to take a tour of some of those badly damaged areas of the city today for the first time with the Highway Patrol and i can tell you that witnessing the devastation in person is far more striking and dramatic than the pictures that you see on t. V. The two neighborhoods copy park as a dense working class neighborhood leveled flat desolate. In any direction you look at just what ground what the upscale found growth neighborhood has more of a war zone burned out vehicles piles of rubble where some of the citys most historic landmarks one hundred i can say that the recovery here is going to take a very long time. As might the while from matt cassel radio in Sonoma County california now to syria where civilians are trying to flee the town of raca as a u. S. Led offensive ramps up efforts to drive out remaining pockets of resistance the socalled Islamic State hundreds of fire hundreds of fighters are holed up there in what was once the groups defacto capital u. S. Airstrikes have pounded their positions and witnesses say theyve caused numerous civilian casualties the Syrian Rebels on the ground dispute those claims. They cant see the enemy fighters for the rebel group the Syrian Democratic forces start shooting at random hoping to lure i as snipers from their hideouts. A few hundred militants from the socalled Islamic State are believed to be hiding out in the ruins controlling a small part of russia the destruction is partly a result of u. S. Led Coalition Airstrikes on a is that reportedly killed more than eight hundred sixty civilians since june thats according to the organization air wars which tracks casualties by interviewing eyewitnesses but this commander disputes that claim. Stick you. Know thats not true you sometimes civilians are killed in the fighting but that rarely hit by as strikes when people try to flee the combat zone that shot by us tonight because. Well they step on i. A. S. Minds. Many have died that way. The Syrian Democratic forces will win the battle for rocca but its not over yet yes is making a last desperate stand here the remains of a car bomb and i guess attempt to stop Coalition Forces advancing. The u. S. Led Coalition Says it wont accept the surrender of ai as militants so the remaining jihadists probably want to get out of rocket alive. So the little box that you see there just below me there thats shows you the scene in the white house where we are waiting for a president to trouble the United States to come out and deliver a speech regarding americas attitude to iran theres lots of speculation that he will then in some way try to roll back from the of the landmark nuclear deal that has been done as soon as he begins to speak well take that live head of out there lets take a look at some of the other stories making news around the world ceremonies are being held in thailand to mark a year since the death of King Bhumibol at times are preparing to mark a final farewell to their beloved moloch in i five day funeral later this month the day of the kings death has now been declared a National Holiday in thailand. The turkish army has sent a military convoy across its border into syrias rebel held italy province its part of a joint mission with russia and iran to establish a deescalation zone harvest in Kurdish Forces are in that area a senior rebel involved in the operation says the deployment appears aimed at containing Kurdish Militia militia. Three skydivers of been killed in australia in what authorities believe with a mid air collision paramedics were called to Mission Beach in northern queensland after reports of one woman and two men were critically injured all three died at the scene. If your access to education for girls is limited to girls are also subject to traditional practices like Child Marriage the one ethiopian t. V. Now the United States and israel announced on thursday that they are pulling out of unesco the Un Cultural Organization washington saying that the organization is anti israel has avoided reform and is too expensive so all of that came as a time when you know asking was actually Holding Meetings to choose a new director general with confidence from qatar and egypt amongst the leading contenders the organizations next chafer will have to cope with losing its biggest financial backer. Pariss unesco headquarters the side of the latest spat between washington and the United Nations the u. N. Government says unesco is too political wed like to see the politics kept out of it and we see with this anti israel bias thats long documented on the part of you know asco that that needs to come to an end to the United States made the decision after a long deliberative process to pull out the u. S. Is angry because u. S. Can recognize hadrons old city as a Palestinian Society even though the cities to me the patriarchs is also an important jewish holy land. Its also angry that syria was kept on the Unesco Human Rights Committee in spite of the countrys ongoing civil war the us already are as you know sco hundreds of millions of dollars now its laving in escrow says by doing so its betraying american values. United states is a Founding Member of going to school the whole idea that you can build peace through education science a culture communication. Is basically an american idea its not the first time the u. S. Has pulled out of unesco it quit in the one thousand nine hundred to scribe in unesco is anti western in process a decision that took decades to reverse it. This time around washington is planning to leave the door open to return and maintain observer status its a position it hopes to use to reform the uns cultural i didnt see this is the w. s life from lynn and especially if you look in that little box just below me here youll see the scene in the white house where were expecting a President Trump to deliver a scathing critique yes i guess a scathing critique of iran and the nuclear deal is there now lets listen in my fellow americans as president of the United States my highest obligation is to ensure the safety and security of the american people. History has shown that the longer we ignore a threat the more dangerous that threat becomes for this reason upon taking office i have ordered a complete Strategic Review of our policy toward the rogue regime in iran. That review is now complete today i am announcing our strategy along with several major steps we are taking to confront the arraigning regimes hostile actions and to ensure that iran never and i mean never. Acquires a Nuclear Weapon. Our policy is based on a clear eyed assessment. Of the iranian dictatorship its sponsorship of terrorism. And its continuing aggression in the middle east and all around the world. Around is under the control of a fanatical regime that seized power in one nine hundred seventy nine and forced a proud people to submit to its extremist rule. This radical regime has rated the wealth of one of the worlds oldest and most vibrant nations and spread death destruction and chaos all around the globe. Beginning in one thousand nine hundred seventy nine agents of the arraigning regime illegally seized the u. S. Embassy in tehran and held more than sixty americans hostage during the four hundred forty four days of the crisis the iranian backed terrorist Group Hezbollah twice bombed our embassy in lebanon once in one thousand nine hundred three and again in one thousand nine hundred four another iranian supported bombing killed two hundred forty one americans Service Members they were in their barracks in beirut in one nine hundred eighty three in one nine hundred ninety six the regime directed another bombing of American Military housing in saudi arabia murdering one thousand americans in called blood or any and proxies provided training to operatives who were later involved in al qaeda is bombing of the american embassies in kenya tanzania and two years later killing two hundred twenty four people and wounding more than four thousand others the regime harbored high level terrorists in the wake of the nine eleven attacks including osama bin ladens son in iraq and afghanistan groups supported by iran have killed hundreds of American Military personnel. The iranian dictatorships aggression. Continues to this day the regime remains the worlds leading state sponsor of terrorism and provides assistance to al qaeda the taleban hezbollah mosques and other terrorist networks it develops deploys and proliferates missiles that threaten american troops and our allies it harasses american ships and threatens freedom of navigation in the arabian gulf and in the red sea it imprisons americans on false charges and it launches attacks against our Critical InfrastructureFinancial System and military. The United States is far from the only target of the iranian dictatorships a Long Campaign of bloodshed the regime violently suppresses its own citizens it shot unarmed student protesters in the street during the green revolution this regime has fueled sectarian violence in iraq and vicious civil wars in yemen and syria in syria the Iranian Regime has supported the atrocities of Bashar Al Assads regime and condoned assads use of chemical weapons against helpless civilians including many many children given the regimes a murderous past and present we should not take lightly its sinister vision for the future. The regimes to favor chance are death to america and death to israel realizing the gravity of the situation the United States and the United NationsSecurity Council sought over many years to stop irans pursuit of Nuclear Weapons with a wide array of strong economic sanctions but the Previous Administration lifted these sanctions just before what would have been the total collapse of the arabian regime through the deeply controversial two thousand and fifteen nuclear deal with iran this deal is known as the joint comprehensive plan of action or j c p a way as i have said many times the iran deal was one of the worst and most one sided transactions the United States has ever entered into the same mindset that produced this deal is responsible for years of terrible trade deals that have sacrificed so many millions of jobs in our country to the benefit of other countries we need to go shaders who will much more strongly represent americas interests the nuclear deal through irans dictatorship a political and economic lifeline providing urgently needed relief from the intense still messed up pressure the sanctions had created it also gave the regime an immediate financial boost and over one hundred billion dollars its government could use to fund terrorism. The regime also received a massive cash settlement of one point seven billion dollars from the United States a large portion of which was physically loaded onto an airplane and flown into iran just imagine the sight of those huge piles of money being the hold off by the iranians waiting at the airport for the cash i wonder where all that money went worst of all the deal allows iran to continue developing certain elements of its Nuclear Program and importantly in just a few years as key restrictions disappear iran can sprint towards a rapid Nuclear Weapons breakout in other words we get weak inspections in exchange for no more than a purely short term and temporary delay in irans path to Nuclear Weapons what is the purpose of a deal that at best only delays Irans Nuclear capability for a short period of time this as president of the United States is unacceptable in other countries they think in terms of one hundred year intervals not just a few years at a time the saddest part of the deal for the United States is that all of the money was paid upfront which is unheard of rather than at the end of the deal when they have shown theyve played by the rules but whats done is done and thats why we are where we are. The Iranian Regime has committed multiple violations of the agreement for example on two separate occasions they have exceeded the limit of one hundred thirty metric tons of heavy whatever until recently the Iranian Regime has also failed to meet our expectations in its operation of advanced centrifuges the Iranian Regime has also intimidated International Inspectors into not using the full inspection authorities that the agreement calls for iranian officials and military leaders have repeatedly claimed they will not allow inspectors on to military sites even though the International Community suspects some of those sites were part of irans thailand distain Nuclear Weapons program there are also many people who believe that iran is dealing with north korea i am going to instruct our intelligence agencies to do a thorough analysis and report back their findings beyond what they have already reviewed by its own terms the iran deal was supposed to contribute to regional and International Peace and security. And yet while the United States and heres to our commitment under the deal the Iranian Regime continues to fuel conflict kera and turmoil throughout the middle east and beyond importantly iran is not living up to the spirit of the deal so today in recognition of the increasing menace posed by iran and after extensive consultations with our allies i am announcing a new strategy to address the full range of irans destructive actions first we will work with our allies to counter the regimes destabilizing activity and support for terrorist proxies in the region second we will place additional sanctions on the regime to block their financing of terror third we will address the regimes proliferation of missiles and weapons that threaten its neighbors global trade and freedom of navigation and finally we will deny the regime all paths to a Nuclear Weapon today im also announcing several major steps my administration has taken in pursuit of this strategy. The execution of our strategy begins with the law overdue step of imposing tough sanctions on irans Islamic Revolutionary guard corps the revolutionary guard is the iranian supreme leaders corrupt personal terror force and militia it has hijacked large portions of irans economy and seized massive religious and our mints to fund war and terror abroad this includes arming the syrian dictator supplying proxies and partners with missiles and weapons to attack civilians in the region and even plotting to bomb a popular restaurant right here in washington d. C. I am authorizing the Treasury Department to further sanction the entire Islamic Revolutionary guard corps for its support for terrorism and to apply sanctions to its officials agents and affiliates i urge our allies to join us in taking strong actions to curb irans continued dangerous and destabilizing behavior including ferro sanctions outside the iran deal that target the regimes Ballistic Missile program in support for terrorism and all of its destructive activities of which there are many finally on the grave matter of Irans NuclearProgram Since the signing of the Nuclear Agreement and the regimes dangerous aggression has only escalated at the same time it has received a massive sanctions relief while continuing to develop its missiles program. Iran has also entered into lucrative Business Contracts with other parties to the agreement when the agreement was finalized in two thousand and fifteen Congress Passed the iran Nuclear Agreement review act to ensure that congresss voice would be heard on the deal among other conditions this law requires the president or his designee to certify that the suspension of sanctions under the deal is appropriate and proportionate to measure and other measures taken by iran to terminate its illicit Nuclear Program based on the factual record i have put forward i am announcing today that we cannot and will not make this certification. We will not continue down a path whose predictable conclusion is more violence more terror and the very real threat of Irans Nuclear breakout that is why i am directing my administration to work closely with congress and our allies to address the deals many serious flaws so that the Iranian Regime can never threaten the world with Nuclear Weapons these include the deals sunset clauses that in just a few years will eliminate key restrictions on Irans Nuclear program the flaws in the deal also include insufficient inforce minute and near total silence on irans Missile Programs congress has already begun the work to address these problems key house and Senate Leaders are drafting legislation that would amend the iran Nuclear Agreement review act to strengthen and foresman prevent iran from developing and internet this is so totally important and intercontinental Ballistic Missile and make all restrictions on Irans Nuclear activity permanent under u. S. Law so important i support these initiatives however in the event we are not able to reach a solution working with congress and our allies then the agreement will be terminated it is under continuous review and our participation can be cancelled by me as president at any time. As we have seen in north korea the longer we ignore a threat the worse that threat becomes it is why we are determined that the worlds leading sponsor of terrorism will never up tain Nuclear Weapons in this effort we stand in total solidarity with the Iranian Regimes longest suffering victims its own people the citizens of iran have paid a heavy price for the violence and extremism of their leaders the iranian people long too and they just are longing to read claim their countries proud history its culture its civilization its cooperation with its neighbors we hope that these new measures directed at the a rainy and dictatorship will compel the government to reevaluate its pursuit of terror at the expense of its people we hope that our actions today will help bring about a future of peace stability and prosperity in the middle east a future where sovereign nations respect each other and their own citizens we pray for a future where Young Children american and iranian Muslim Christian and jewish can grow up in a world free from violence hatred and terror and until that blessid day comes we will do what we must to keep america safe thank you god bless you and God Bless America thank you. So you know watching a strange the u. S. President donald trump of. Talking about iran while talking about americas attitude towards iran let us some get some analysis of and find out what we should read between the lines now what did. Tyson. He talked. First ok lets start with what jumped hours last year from this i mean the first thing that jumped out at me is how much emphasis he put on the history of the Iranian Regimes relationship with its own people and with the United States i mean he went all the way back in history to nine hundred seventy nine and laid out in the litany of grievances that the United States has against iran and basically tried to frame the entire antipathy and antagonism that the u. S. Has with the Iranian Regime and he basically said im bringing that entire tag antagonism to bear this new policy is going to reflect that antagonism not just going back to the Obama Administration but going all the way back to one nine hundred seventy nine the other thing that kind of struck me was how comprehensive it was this was clearly not framed as just a speech about the Nuclear Program this was about the character of the Iranian Regime generally and that includes its support for terrorism internationally that includes its oppression of its own people that includes its militarism its corruption the role of the revolutionary guard that was all in the speech and he kind of outlined positions on all of that four points. Of his new strategy to address iran but i have to say that although he did decertify. You know saying that iran was in compliance with the spirit of the agreement and with net u. S. National interest and pulled back that certification he didnt say necessarily that it was not in compliance with the letter of the agreement and he left some wiggle room for open negotiations very typical of this administration what theyve done is just open negotiations again he didnt pull out of the agreement he said im taking it back to congress were going to work with them were going to try to reframe this agreement also it cold americas allies to join him taking these actions against iran do you think they are likely to highly unlikely the russians will the russians are. Of course not an ally of the United States but they have already said that they see that iran is continues to be in compliance percentage of me has said something very similar i think its very unlikely that well see any movement within the p five plus one on the agreement now the question is could the administration compel european allies to put sanctions in other areas say iran states support of terrorism or Iranian Revolutionary guard which is long been a sticking issue in washington and those sanctions that he announced today which he can do by executive order without authorization from congress are not related to the iran Nuclear Program that is related to the export of terrorism outside if you were because its important to make that distinction right to the nuclear deal exactly that was a deal about Irans Nuclear capability and what mr trump appears to be doing is saying well ok they complied they have complied technically to the letter of except on two occasions right but theyre really bad people and theres all this other stuff going on and hes also addressed the Missile Program right the no Nuclear Missile right exactly and if youre trying to make a case for why this might be justified he said that iran is technically in compliance with the letter of the law but our letter of the agreement but on the spirit of the grievance and hes going to see that in kind he basically said you know we will continue to apply with the letter of that agreement but anything we can do outside the four corners of that agreement were going to do and that includes imposing sanctions on areas like the revolution the revolutionary guard like looking at the terror taking a hard look at terrorist activities outside of iran like the Missile Program its cetera and then the fourth point he mentioned is deny all pass to a Nuclear Weapon and he put in there what he would like to revisit it within the agreement itself lets lets hear President Trump saying exactly that to you speaking just a couple of minutes ago. Yes ive ordered a complete Strategic Review of our policy toward the rogue regime in iran that review is now complete. Today i am announcing our strategy along with several major steps we are taking to confront the arraigning regimes hostile actions and to ensure that iran never and i mean never acquires a Nuclear Weapon. So we made the speech that its been long trial the long expected iran of course is not happy about the flavor of it right what is likely to be the reaction of this if i mean the iran foreign minister responded to trump speech at the u. N. General assembly a couple of weeks ago saying that it was the most strident insult to iran that had ever taken place at the u. N. Going back to one nine hundred seventy nine much worse than the rhetoric of the Bush Administration my guess is that we will see first of all that this will strengthen the hands of the hardliners because they will say look we put we allow the accommodation is the internationalist at home to be more conciliatory with the International Community and look what we got from it you know we get the strong rhetoric we get more sanctions we get and in stable partner on the other side of the atlantic so i think it will strengthen the hands of the hardliners second thing i think well see is the hot rhetoric coming out of tehran and thats what well probably see as a response in the coming days and what that means for their action on the ground or in their Nuclear Program or in their defense. Spending posture that remains to be seen but i dont think this will lead to the outcome that President Trump was trying to push towards you see i what do we can only speculate but i wonder what the outcome is because everything that weve heard and read up to this point and. What is likely to come after one wonders if a child actually wants a deal i wonder if if all this is about a deal that iran will just not be able to accept that would just accommodate what mr trombones we have weve seen nine months of President Trump doing from nafta to the paris climate courts to now this iran deal reopening the gauche asian symbolically withdrawing or literally withdrawing from negotiations trying to set things on his terms and so far we have not had an outcome that reflects success for this presidency so i think the. Theres a big question here but we do have a pattern in this way with the with the deal with north korea that happened in the late ninetys there was a sunshine policy the South Koreans and Madeleine Albright established providing food some economic sanctions relief to the North Koreans in exchange for them not pursuing a Nuclear Weapon which the Bush Administration then came into office and reversed which then ultimately led to them acquiring Nuclear Capabilities so i dont know again if were looking towards the outcome being a nonnuclear iran if the stick is really going to be successful strategy there was no carrots in there was a the there was no carrot there was. This. Because if you would expect they will do this and do this and do this and then you can expect this but this is this was just no this is all rubbish lets go back to this is what i want and nothing in it for a right i mean its a type of its a very. Odd negotiating strategy i would say we will remain to be seen if it leads to the outcomes that they would like to see he has basically stated what he would like to see and i guess the the carrot would be the absence of a stick but the truth is is that you know the trumpet ministration as a negotiation partner has not demonstrated itself to be credible yet and because of that theres a lot of questions of whether or not to engage because i think if youre in north korea if youre sitting in pyongyang right now and you see this kind of behavior this reversal this one eighty reversal on an agreement like this what incentive do you have to come to the table and think about denuclearization i mean basically when you have this kind of reversal at the whims of any individual or any kind of situation within a political system like the United States you. You with when the stakes are so high it makes people want to get into defensive crouch as it makes countries want to get in the defensive crouch as and i think that thats. What we will probably see with iran and with other states that end up on the administrations bad side tyson baka from Aspen Institute here in berlin thank you so much for your a another says this is going to occupy surface im but time to get. Were going to get the view now from europe and lynn were joined now by our Political Correspondent kate brady in the e. U. Correspondent max hoffmann in brussels welcome both so the e. U. France germany and the u. K. Were also signatures to this nuclear deal in twenty fifteen naturally it is being watched very closely lets start with you kate brady in berlin what has the German Government been saying about mr trumps backtracking on this deal well ahead of the speech that we just had a few moments ago our germany profusely defended this agreement of course they played an incredibly Important Role in those negotiations and what sealed that deal just a couple of years ago especially germanys twice former foreign minister foreign minister frank fell to steinmeyer and we heard just this afternoon for almost deafening but thats the government the German Government spokesman that should the u. S. Decertify the Iran Nuclear Deal and then this would push germany to work more closely with it so the partners in that deal which of course include russia and china so we can have a listen in now to see what stephens i would have to say i dont like where we have kate lets go to you. In brussels the e. U. Also a signatory to this deal so what will europe do once mr trump does decertify. The chief diplomat of federico mcgorry needs expected to speak pretty soon and react to what you heard from donald trump we know that she sees this as an International Agreement an agreement that belongs to the International Community she has said that a couple of times so even if the u. S. Pulled out of it eventually she says we need to continue honoring this deal but i expect them to be a little more careful now because what has happened. Has not happened that the u. S. Are no longer part of the deal they very much are so and we dont exactly know whats going to happen within the next sixty days when congress will take the lead role here but some do expect as we just heard that the u. S. Will remain a part of that deal so it would be a very european in a way to underline once again the importance of the deal from a european perspective but to say we wont draw any conclusions until we actually know what the outcome is. Stay with us youre watching d. W. News a special program as we discussed president speech just delivered it and he delivered a scathing critique of iraq and into the nuclear the landmark nuclear deal he really is talking about the possibility of decertified i am announcing today that we cannot and will not make this certification we will not continue down a path whose predictable conclusion is more violence more terror and the very real threat of Irans Nuclear breakout. Bugs hoffman and brussels does that the a you have much leverage in this. Well the u. Has a very different path from that of the United States especially under donald trump the e. U. Looks for compromise it looks for Diplomatic Solutions it never looks hasnt in the past in the past decades for military solutions they dont have the military muscle either to credibly try to have a military threat to countries like iran or north korea so this path that the International Community went down with iran you could say is a typically european way of handling these things and i think its safe to say that internationally speaking this deal with iran is one of the greatest european achievements in their way of doing things of the past decades so now if the u. S. Really pulled out of this deal theres not much the e. U. Can do against it because were leaving the diplomatic path and going probably more towards military threat Nuclear Threat these things that donald trump has been playing with in the last months with north korea of course the International Community or at least many countries probably including iran would continue applauding the e. U. For sticking with the diplomatic solution but the Iranian Regime those very well that behind the scenes they would have knowledge without the u. S. This deal isnt worth much and kate bright a relationship between washington and hava already cooled president a trump im guessing this is not going to help things. My relations are certainly cooled in the last few months and have to think back to the year this year just after merkel chancellor merkel met with trump and she said that the e. U. Could no longer rely on others is how she phrased that at the time and of course in recent days weve heard as well im more criticism of a potential decertification of they steal from the German Foreign minister as well as sigma gabriele who actually warned that any decertification of this deal would result in a wedge being driven between the e. U. And the us hes expected to speak again within the next half hour or so well be watching closely to see how germany reacts to this to this latest announcement. Macsoftware in brussels so briefly where does the you go from here well i guess we expect federica murder really to speak i dont expect to fully condemn what donald trump says because we dont have the outcome the u. S. Are still part of the run deal but she will certainly underline the importance of the deal in from a european perspective and that the europeans believe this is the only credible path to denuclearization of iran all right max hofmann in brussels kate brady in burning thank you both this is d. W. News live from berlin and so weve been covering u. S. President donald trump outlining a new u. S. Strategy on iran he focused on efforts to curb any possible Nuclear Weapons development by the what he said that hes decertified a twenty fifteen International Agreement reached with iran that gave them that they gave sanctions relief in exchange for restrictions on its Nuclear Program the american president stopped short of abandoning the deal entirely but said that he may still do so if the terms of the deal are not made stricter.
