Devon Scott, former candidate for Wilmington mayor, pleads guilty to sexual offense

WILMINGTON — A Wilmington man who ran for mayor in 2019 — and lost by roughly 600 votes — pleaded guilty in court Thursday to second-degree sexual offense.
