what do they include? again, it's not a wall or a free for all. they have a significant plan here. >> that's right. house democrats released their opening offer yesterday. i'm looking at my copy of it. $55.8 billion for the department of homeland security overall. significant investments for board are security in a number of ways. i.c.e. agents, i.c.e. attorneys. there's $500 million for humanitarian aid at the border. there's $675 million for what they call nonintrusive scans, technology, to be used at ports of entry like those that can help do drug busts like we saw reported yesterday. what there is not in this document is a single dollar for a wall, a fence or a barrier. in fact, the only mention of the word "barrier" in the democrat's proposal is a list of places in which a barrier would be explicitly banned. i can tell you from talking to democrats on this committee, there's a lot of talk about the idea of fencing. but they want this to be fact based.
