decisions being made in the back room by a handful of leaders. >> would some of the rules changes you're talking about actually open up legislative opportunities to democrats, minority parties, amendments in the house of representatives? >> i think if to you open up that amendment process for members in general, that would include the minority party. and i think that's part of this. whether that's run of the rules that ultimately gets changed, that's yet to be seen, but i do think it's a process that would be fair for all party, whether they happen to be members of the democrat party, independents or republicans. >> and what about the so called hastert rule, which was really a practice, not so much a rule, in which a republican speaker should not bring anything to a vote that doesn't already have a majority of the republican caucus voting for it. is that something you're going to demand from paul ryan.
