the history of the inspections, who's going to secure the pipeline. it is a serious learning curve. for instance, i had no idea that the department of transportation regulates america's oil pipelines. the d.o.t. is in charge of this investigation investigation, not the epa, so we're having to figure out whole new regulatory alphabet soup. >> one of the things people have focused on in terms of national attention to the spill in your state is the type of oil. there's a big learning curve for all of the technical aspects, but there are these reports this is tar sands oil. that it's a lower grade oil. does that matter at all in terms of how you're pursue ing this? >> it may or may not matter to the nature of the investigation. it certainly is going to matter
