to be able to come home and what are they going to come home to? >> reporter: a big question. no doubt you can see how high the water is here in minot. as you said, the crest did happen here at the souris river. it is well above that 1880 record, but the good news is that water is receding. the bad news is that 4,000 people are displaced from their homes. there are actual hi 12,000 evacuees now in minot, north dakota, and all of them will have a tough, tough situation in this recovery. only one in ten have flood insurance because people here really did not expect this. here's what one resident had to say about going two this horrible ordeal this week. >> you hear so much about what it's like out here, but when you actually see your house and you know it's not just your basement. it's your whole house. i'm sorry.
