>> 2011 is off to a deadly start for the men and women who vow to you protect and be the public. 11 officers have been shot in the line of duty across at least five states from florida to oregon, all of this since january 1st. the justice department is preparing to launch a review in hopes of identifying factors that may have contributed to the spike in police deaths, which have inpreesed 40% overall since 2009. deficits in training and resources as well as the behavior officers will be examined during a review by the justice department. nbc news justice correspondent pete williams joins me live from washington, d.c. pete, from this report, it appears that the justice department review, they're looking at everything, including training. >> absolutely. they want to know if there's something that can be done differently that would perhaps solve these. you mentioned 40% increase in fatalities. of those a 20% increase in fatal shootings. that's i think where this report will concentrate. will -- is there something about police not wearing their bullet
