individuals? >> reporter: not at all. the reason is that it's really one person's choice and that's the president. it does seem we have a little bet ire denow when this will happen. i'd say the indications are growing that this is going to happen earlier rather than later in may. i would guess the window opens the first full week in may. let's see, may 3rd. monday, may 3rd would be the earliest and i would be surprised frankly if the decision is not made by the end of the first week in may. now, this is somewhat fluid. initially our guidance we were getting was that they might do it in late april. that obviously proved too optimistic so i suppose in theory this could slide as well. but at some point, alex, they run into the reality of the senate calendar. they're really dependent upon that because the senate has built in periods when they're not going to be in town. there's the 4th of july holiday, there is some time off in august because this is a mid-term election year. so they have to work around that
