refused to cooperate with immigration authorities, so far no comment from the administration. fox news senior judicial analyst andrew napolitano join is us, good to see you. what about this federal appeals court decision? >> the decision was pretty straightforward reminding anybody who reads it fit under the constitution, the congress controls the purse strings. congress wants to use this as an example, $100 million to the police in san francisco only congress can say it you can have the 100 million but in return you have to cooperate with all federal authorities seeking to enforce federal law in your jurisdiction. congress didn't put that condition on the funds that went to san francisco and the president attempted to do so and that court told the president that he can't do that, it would have to come from congress. it's interesting because the president initially tried to
