the president recommends a cut in nonmilitary spending that would lower the federal budget deficit by $3 trillion over ten years, and then $200 billion in federal funds for 1.5 2kz trillion for infrastructure investments over the next ten years. a very different budget than previous republican budget. what do you make of it? >> well, i think the cuts that they're touting are just sort of spending increases at a little bit of a lower rate. at the end of the day, this budget still does spike the deficit, raises debt as a percentage of gdp. it's because we're basically making cuts to discretionary program, which is an increasingly smaller part of the federal budget. as paul ryan made the case for years, we're not going to be able to fix the problem of a spiralling federal budget if we don't take entitlement programs seriously. that's what this budget doesn't do. i think the budget is really going to be the talking points for the administration going forward this year. i don't think congress will actually take it up and debate
