put priorities in line. one of the biggest priorities is what is not happening not funding the government and not funding the troops. >> can i agree with mr. collins on something. mr. collins brings excellent points with regard to the military. but he also probably realizes that there's some emergencies on some nonmilitary matters as well. you know, one-third of the nondefense discretionary budget is spent on security measures. everything from counter intelligence issues, to homeland security and so forth. we have to take care of our veterans as well. we have to take care of these nondefense matters. just at the same time we're taking care of these military matters. we have to do it in a way that's consistent with the values of the american people. they're demanding a solution. we have to come to the table right now. it's 12:40 eastern time, we should go to the table right now. i don't think we should delay. we have to get to the work of the american people.
