>> listen. on friday i had judge judy on the show. the reason she's my idol is because she's big on personal responsibility. does anybody think there may have been something called theft going on by shoppers who knew they didn't have $1,000 worth of credit on the food stamp card? should they are charged? >> they should be prosecuted. walmart has that policy. if you steal -- this is not a shopping spree. this is a stealing spree by consumers. they knew they didn't have balances. they should be brought up. when you're brought up on criminal charges and we all know this, there's restitution. they get to pay back the walmart for what they stole. >> some of this video shows abandoned carts. they were abandoned once limits came back on cards and overhead voice said we've got your limits. we found your limits. the limits are back on the cards and people were, like, i'm out of here. i can't get this cart full of goods. everybody knows that. >> we can't prosecute them.
