it never came to that bill. bill: the governor is set to talk again today. now, what was the last time he addressed his people, what is the message expected to be, mike? >> reporter: the message this time, he's expected to talk on tuesday, and that's when he's going to give husband budget address. what everybody is really looking for with this budget address is to see if he's going to finalize these risk to send out at-risk notices for layoffs to 1200-1500 state employees. that is because there's $165 million bond restructuring that comes due without the savings for that bond restructuring that's part of this budget repair bill that can't get through the senate because the senate democrats won't come back. he says without this savings he's going to send out the layoff notifies. we're all watching for tuesday to see if it comes up then. bill: it's a sleepy morning in madison. thanks, mike, on the outside of the state capitol building. back to you when we get more developments. martha. martha: as the battle rages in wisconsin, governors, many of the cash-strapped
