and other southeastern states. what's behind this may be a matter of timing. school starts early in these states. h1n1 appeared earlier last fall, then it peaked before the vaccine came out. by the time the vaccine came out there was less interest perhaps in the southeast and than? some of the northern states when h1n1 was peaking around the same time. so that's what federal health officials may be one of the reasons behind this. megyn: what about the vaccine? there was an issue whether people should get it. >> reporter: they are talking about a surplus in the fall. they were experiencing delays in getting vaccine. it boils down to the manufacturing process. they make vaccine in chicken eggs. it's safe and effective, but slow. so public health officials have to forecast their needs months in advance.
