why we have counties and parishes across the country saying we're going to have open enrollment counties is because they understand that if you have limited options in your county, you have to go somewhere else. the cost of not educating those children are enormous. and that's what we're involved with in this country. we have to make the mechanism, in which a child can, if they don't have access to a quality school, to go somewhere else, to cross county lines or we'll see the types of devastations we're seeing throughout the country. >> take us back to brown versus board of education. which i know is a desegregation case, but ultimately, was itn't found that access to a quality education is a basic and constitutionally protected human right, which the court then would remedy if they fould it wasn't true with bussing or whatever.
