too many promises from boeing, not enough oversight from the government, from dhs. going forward, secretary napolitano says technology will be tailored to the needs of each region along the border and might include elements of the program that she axed. earlier i talked to fran townsend who was homeland security adviser for president bush and also loretta sanchez. >> by now there have been about $1 billion wasted on this project. how much of this was boeing not meeting its goals and how much was just a lack of oversight from the government? >> well, you know, anderson, there's plenty of blame to go around on all sides. first of all, this was a program that came in sort of suddenly and unexpectedly on the part of the executive branch. president bush was pushing for comprehensive immigration reform and congress insisted on a greater enforcement package which included this fence. so it came at the last minute.
