Defining Citizens: Congress, Citizenship, and the Meaning of the Fourteenth Amendment

There is a widespread belief that the Citizenship Clause of the Fourteenth Amendment automatically confers citizenship to anybody simply born on U.S. soil, regardless of the legal status of his or her parents.
