DEEP DIVE | A broken permit system, broke drivers... but big bucks for Uber and City of Cape Town

The City of Cape Town issued fines in excess of R13 million to e-hailing drivers for a breach of the operating permit by-laws in 2021, while not granting a single e-hailing operating licence amid a punishing three-year moratorium set to end in 2023.
