The suspect, who officers say tried to enter a part of the police department not accessible to the public, was shot twice as an officer fired through the rear windshield of Dotts' silver Mercury Grand Marquis that was put in reverse, striking a squad car and pinning an officer, the report says.
The chase ended when Dotts drove through a fence into a retention pond on the southeast corner of Thompson and Fowler Streets before police rescued him.
Earlier that morning around 9:45, an officer encountered Dotts at a RaceTrac gas station on Cleveland Avenue.
Before entering the business, the officer asked Dotts' to lower his loud music, the report states. After exiting the RaceTrac, Dotts made a statement to the officer — which was redacted in the report — as the officer left.
