It specifies that athletes are not permitted to accept anything of value really related to their status as an athlete. That means that you know a fan or a booster, a wouldbe agent, a coach, is not permitted to give you anything of value beyond what is specified in the ncaa constitution. How it forces good people to do bad things or consider doing bad things. The pressures are just so enormous in the athletic program. People that are sports fans or like to be helpful will be enticed to do shady things from time to time. Sometimes it morphs into fullscale fraud. It is a system that needs repair. That is the dominant message we would like people to take away from the book. I am in chapel hill and hillsboro. My district is best known has as a diverse and growing and by that we not only refer to shedding some of the negative aspects of our history, but really charting a new course. The Research Triangle story is pretty principle internalized arnold here. A group of leaders in education and business and government had a vision that the worn out fields in the area between durham and raleigh might be a new source for industry and so the Research Triangle was born and it wasnt an immediate success. Ibm became the anchor tenant and pretty soon in blossomed. And that is what were best known for. I think the biggest challenge that we face here in the district is the challenge of managing growth and achieving fairness, equity, and justice in our community. That sounds pretty lofty, but it takes very specific forms, especially in the housing area. Thats one of the reasons i have always pursued transportation and housing as my main interests and now i happen to be chairman of the Appropriations Committee on transportation and housing. And those are Important National issues and theyre both extremely important in this district. In transportation we have the challenge of diverse transportation, and our region is strangely con figufigured. It is difficult to configure a transit system. Were working on regional air. We have a wonderful airport. So transportation, but housing. It is really at the heart of those values of equity. There is a way to grow and have economic opportunity. And you cant just leave your housing scene to the marketplace. If you do you will surely gentrify. People will no longer be able to afford living in the community that are healthy nonprofits, and people want to do something about making sure the community is inclusive and i do think that starts with housing and my job in washington, it is not just to make sure there is federal support, but also to work locally to make sure were pursuing those opportunities. Cspan is on the campus of chapel hill in North Carolina. It is the nations oldest public university. Today were on the campus, it is the First State University in the country. This sis a contested claim that we debate with the university of georgia about. Unc was first to open and had graduated a couple classes before the university of georgia. The university and the city were founded at the same time. When this area was selected as the site of the university, there was no town or village here. A few neighboring farms, there was the carolina in, but there was no town to speak of. The First University building had an auction of town lots. And the university was going to succeed there needed to be town around it to support it, provide businesses and places to live. It is in essence born at the same time. The ground broke for the first building in 1793 and it was about a year and a half later when the university opened. They held an Opening Ceremony in january 1795. They had, you know, events on campus in no students showed up. It took a few weeks before the First Student arrived. He came from over 100 miles from the coast of new hampshire. For the First Century it was a school for white men only, it was only until the 1890s that women were first admitted. It is really impossible to talk about the history of the University Without talking about slavery. The earliest building, and the subsequent renovations, and we know that slavery played a role in the financing of the university. This was due to the fact that the state legislature did not allot funding for the university. Instead they provided funds and that meant that any unclaimed property, so if anyone in North Carolina died without property, it would become the ownership of the university and they would sell it and take the proceeds. There was a number of cases where the university clearly inherited enslaved people and ordered them to be sold to finance the university. It was an integral part of life in the town of chapel hill and the university of North Carolina. And students and faculty were overwhelmingly on the side of the only at the end of the world did troops make it into the village of chapel hill. And the University Administrators and other state leaders managed to negotiate and prevent the university from being december troided. There were soldiers from many regimens on campus and nearby towns. Things started to change for the university and the town in the 1880s and the 1890s. It was just west of chaphill hill. And finally the industry and the town for the near by communities started to develop outside of the university. The university really started a drive toward becoming a modern research opportunity. It meant expanding enrollment. Developing a graduate school, and making a on serted effort to be involved in the state of North Carolina. And it started to grow in prestige and national reputation. And this was when it was marking on a really ambitious building and growth campaign. It was inspired by some state universities in the west, and they started to begin with not just the state of North Carolina and ret john. And those kind of academic programs attracted students and University Faculty and started to and regional leader and certainly a National Leader in public and higher education. The university today is dramatically different from what it was when it was found some of the buildings are still here. It is hard to match this life. So what unc is now is a modern Global Public university. It is deeply in North Carolina and it has tied to programs and facilities all over the world. It depends on when the meaning of the term has changed overtime. Tarheel was used because narz w North Carolina was a tar producing state. Especially in the era when there was a significant navel industry. All of the pine psychiatries were used to produce tar. People would get tar on the soles of their feet. I think it was a derogatory term at first. I think it was embracing. It is the states nickname, more often than not i think when most people think of tarheels now they think of this university. The deputy chief council on the senate water Gate Committee. He recalled when Richard Nixon was subpoenaed. When i subpoenaed the president , it was the first time in the history of the country that they issued a subpoena to a preside president. It was just filled with anticipation, they did not know whether or not the president was going to be totally totally indicted. When the teams were revealed, that is the way they removed nixon from office voluntarily. It was my job to see that things worked well. I wasnt that old, i was 31 years old which no one should a job like that at 31 years old. I said when i was elected attorney general that no one should have a job like that at 32 yearsnu on capitol hill. I had been there almost ten years. I began with senator urban in 1964, so when the committee was set up i knew the ropes on capitol hill. Just a simple thing like Getting Office spate. When you a committee with over 100 Staff Members put together in almost a months time, putting all of the people together in as shoft of a time as a month. The way the water Gate Committee was set up, it was on the committee in the congress and the senate that was looking into water gate and senator mik Mike Mansfield knew you could not have segments here and there. He made senator urban the chair and the senator of tennessee the cochair. That is one of the marvelous things about watergate. We may disagree about things in public and they didnt, no hearing since watergate has ever succeeded like they did because you didnt have two compatible people that reached across to try to make another one work. That is a primary difference today and when it was in the years of watergate they worked together. I can hardly name anything of major importance where the parties worked together. Can we talk about how it came about you subpoenaing the president. When was it first decided that okay, were going to send the subpoena to president nixon and how will you choose to mix it to him. The senator mitt in his office in private and said that were going to ask the president if he will voluntarily turn over the tapes. Because of the revelation of alexander butterfield. Here is a side story. We were in there and the senator said to me rufus, go get the president on the phone. Go pick up that loaf of spread. Get the president on the phone. So i went into the little room and i got Rosemary Wood on the phone, and i said the president , senators would like to speak to the president , and she said well hold on. And ill be back. You have to remember that during that time president nixon had been saying that the committee is out to get me. Unknown to me the president gets on the line and says senator irvin, this is Richard Nixon, and he was not talking to me and i on the phone, i said this. So we put the president on with senator irvin and president baker and they ask him, they said they thought under the separation of powers that he should on nor the season that he should turn over the tapes voluntarily. There was no subpoena, i chose myself to deliver the subpoena. And i thought well, you to have a couple exciting things to do so i got in the back of a police car, went down to pennsylvania avenue, and there must have been 200 news people following. We got to the executive office building. And there was another crowd of crowd of reporters there. It was his new council. He had a habit of finding his own councils. So he delivered it and i did this little sneaky thing. I had a baby constitution. And i heard you all need one of these down here, too. So that delivered a subpoena for the tapes, but also a constitution, too. Just a little impish thing for a barefoot boy in the mountains. What is the impeachment process and do Many Americans understand how the system works . When you say impeachment, most people think that means removing the president. It is like a grand jury. When youre arrested for a crime you go for a grand jury, the impeachment prefers charges against a person being impeached. In this case it was president nixon, president clinton, and now will be President Trump if they follow through on it. Then they have to take the charges, a jury of your peers, resided over the chief justice to decide whether or not the charges, and they take those charging on, theyre not other charges, they dont make them up themselves, they take the charge thats come over from the house of representatives and they decide. They they is part of moving the president , too. They think it is one step. Step one of making the charges. Theyre both very important and very unique. And the system did work. They say it would work. Im not sure that were there yet in todays spreadings. The procedure is not there to do that you saw the members of the street courtroom. I dont think you could say that is working together. That it is not set up institutionally. Now senator burr is doing the hearing the right way. She doing them in a very good way. They decided they would have nonpartisan hearings. And it can be done if you but on the house side, i have seen nothing but accramony. Sure you had turmoil, you had people that didnt like what were doing. We were receiving, by the way, over 40,000 petes of mail a week. Mail, not email, not text, not but you know, horse and buggy mail. It was very controversial. It didnt have the hatred that we have today. That is a different we have between now and the watergate era if i was setting it up, i would have had one one committee in the senate, one in the house, but now you seem to have a system is that that is going to funnel everything in to the end of the Senate Judiciary committee which i find it hard to believe that it can work that well because you have people that are turfing. Its my hearings. My show, and youre getting a lot of shows on chil today. It is working with ragged edges. Put yourself in someone elses shoes, it is hard to do in this political haymaker now. Everybody is so mad at unanother. But be patient and try to let the system work. And in the end it will work.
