Theyll send the tape back to dc and run it unedited unfiltered which is the way i prefer it to have happen. The only thing congress has to do year in and year out is fund the government. We do that through the appropriations process. We are todays october 7th. Food is the seventh day of the new fiscal year. We should have gotten all that appropriations work done at least before the end of september. And we didnt. Which is not unusual. Congress typically doesnt get that work done. The fiscal 19, the year we finished off. We did get 70 of the spending plan before the end of september meaning probably the department of defense which is the largest block of spending on the discretionary side had a full year to execute that 700 billion plus budget theyve got. So this year because we had well, mechanically, the spending process starts with a budget, which is simply agreement between the house and senate. Its not law. Its an agreement as to how much total we spent on Discretionary Spending in the next fiscal year. Not the entitlement spending or mandatory spending that on autopilot rocking along. A third of the budget is the appropriations process. This year we had democrats in charge of house and republicans in the senate. And two parties unable to agree most cht year what that would be. I was worried we would get to september and be in a jam. But late in july. Speaker pelosi, the president , and Chuck Schumer and Kevin Mccarthy and mr. Mcconnell. Got a twoyear agreement for 2020 and 2021 for the total amount to be spent. We voted on got it passed. That meant the airport esper could go to work in a real way. The House Appropriations system had been operating on a make believe number. Petition they worked up passed 12 wills and adjusted for the agreement but the house got its work done. And before the end of the year. The senate on the other hand had basically not done much because we didnt candidate have the number didnt want to work without the number. They cranked it up in september. But nothing got done by the end of the month. So now were operating under whats referred to a c. R. Continuing resolution. Terrible way to run a railroad. It simply says agencies can spend in the new fiscal year what they spent in the old fiscal year in the same way. They cant do a do away with the program they need to to do away with. Cant start new programs they want to start. They are in autopilot until the Congress Gets work done and the president signs the bill. We have until november 21st to get this done, get the government funded for 2020 and start the process for 2021 with a number so that in 2021 we should do better getting that done in terms under regular order so to speak without the awful tool that we have gotten to used to using a called a c. R. Thaeps in the mix going on right now as well. The other obviously highprofile issue excuse me certainly the National Media is whether to impeach the president or not. Youve seen the whistleblower complaint that triggered the latest iteration of why they think why my democrat cleeks think they should impeach the president. Im on the intelligents committee i went back to d. C. Spending all day friday with the Inspector General listening to what he had to say about the various aspects of it. We met with him before the before we he couldnt tell us what it was or the issue. We needed to meet with him now the president released not only the transcript offal of the call but also the whistleblowers hearsay allegations about what the whistleblower believes was done wrong by the president. Unlike a lot of the issues out there that its there is classified information or information you dont have. Youve got. You have as much information as i do. I do not know the whistleblower identity. I know what he or she wrote in the complaint. Youve got the complaint, or the narrative of the transcript from the phone call of the president. And each of us gets to make up our mind something the president did something wrong anterior. And right now its breaking down pretty much on party lines. I was on a krch call a while ago. In our c. C. , the National Republican committee had done polling not surprising you but the hard core democrats want to impeach. The hard core republicans doept. And the independent dont either. But well see now the second whistleblower is nouned that he or she has firsthand information. Well see what that is. But if its about the phone call weve got the transcript from the phone call in that regard. Last thick thng thing ill talk about and then your turn. Announced the end of july im in the running for reelection. This is my 78th term, reelection. Mts 5th year. I will not run for reelection in 2020. I love this job really love this job still. Thats not the issue id do to forever. Quite frankly no one should and no one gets to. And we have term limits on the republican side and leadership role li roles. I finish my third term leading the Agriculture Committee on the republican side. And in order no otmar compete for another leadership role like and Armed Services i would need to commit to three more terms. And i cant ask my familied that. Nobody gets to serve forever. Everybody comes to a certain point where its time to come home and let somebody else begin to learn the job, build a reputation, begin to get in a position of influence. And hopefully get to a position of leadership so that they can be more effective than just individual member. I will not endorse anybody in the campaign. You and i between now and the first tuesday in march have an important job to do that is figure out who my replacement should be. As i said im not endorsing anybody. At least somebody was listen ppg but i dont think its appropriate to use the power of incumbency to get someone elected. All of us are in this together and i have to decide. One of the reasons i announced as early as i did is we had 29 counties in district 11. And there are five counties where the population concentration. And all the candidates will go there for sure. They are ought to come to the other 24 counties as well. The folks that live in santa ana as as much right to have the want abee saying here is why you should vote for me as anybody in the bigger population areas. Im going to try to bully all those folks into making sure they come to all 29 counties. Because its important they look you in the eye, you get a chance to see who they are. Ill help any of them. Ive talked to most of them so far. And ill help in in any way i can but im not going to endorse them. But this is a second most republican district in you will a of United States. The other one is am rm reconcile o mack thorn berry is not running for reelection also. Its important to get the primary deal right. In likelihood it will the primary in 2nd tuesday in march. I think its the middle of may. By that in point its pretty well et process. Because i dont think anybody will be competitive in the general peeks thats not a republican. We got good work to be done, important work between now and march to figure out who should be who should be my replacement. Last thing, thank you for electing me eight times. I love the job. We have a large yearly budget deficit. We have a large yearly trade deficit. I would ask you to please give me a guess or estimate when the problems will these problems will crush our currency and end the dollars status as the reserve currency because the chinese and the russians are certainly working towards that end . I wonder wouldnt worry about the russian ruble. But china wants to replace the u. S. Dollar as reserve currency. Our National Debt is a strategic threat to our country. Obviously the president is trying to fix the trade deficit. We need to sell more overseas than we buy thats not the case. The only reset thats happened as a result of the result psa good step ismail plap we were exporting and selling in that regard. Let me speak to the National Debt. The santa anna city counsel and the School District by law have to operate upon a balanced budget. Its hard. Theyve got to make really tough decisions. Theyve got to say yes and no to good stuff. No to the silly stuff. But no oh it some good things because they have to. We dont have the same linzee at the federal level. Theoretically we are seat belt human beings and should be able to make the decisions. But we have so far not been able to. Back in the late 90s, the federal government actually ran a Budget Surplus for two years. Certain previous president ial wanna bee said four. But two years we used the Social Security surpluses to augment. Im a cpa thats not full and fair disclosure. There would have been never been easier to him to glemt the balanced budge amendment to the constitution. Forceling congress to have the same dplin and see the School District or city here does every year that when muir at a surplus pinpoint. You have to hold at that forward. The 97 98. The house of representative he is passed a balanced budget constitutional emmit memt amendment. Fail in the Senate Bob Dole voted no to bring it back up and it never am came back up. One republican senator could have made that difference. And it was a fellow oregonian who im told High School Economics teacher told him it was a bad thing. And he voted no. If he voted yes we would have had one in place. The states would have adopted it quickly. I dont know what the tax rates would loobl today. I dont know the spending or not spending but we wouldnt have the 22 trillion in debt today had the one vote gone the other way we would have had the physical discipline to make it happen. If you ask me of all the things out there we think to amend the constitution over, the single most important one head and shoulders above anything else that weve done would be a balanced Budget Amendment to the constitution. Now, both parties are at fault. Both president s all president s because we have all contributed to it. Now republicans when we do a budget, the budget includes the amount of money to be spent on Discretionary Spending for the next year and then also shows a 10year vision for what the country should look like. We get one adopted because the two sides couldnt get together. When the republicans were in charge showing not only the amount but the vision for the next teen years. Every one of ours showed a path to a balanced budget to get to a balance within the 10year window. In order to reduce the deficit obviously its like Everything Else you got to quit digging the hole deal deeper and pay off the debt. You got to run surplus to make it happen. Embedded in the vision stungly difficult legislation having to get done. We have to renegotiate med kir. Make changes to Social Security. Social security is not a deficit issue but a cash flow issue over the coming time frame. And medicare medicaid. There are some really important mandatory programs like i said earlier on autopilot we have to come to grips with. You know, president bush was the last one trying to address Social Security. Died when katrina came on. President obama didnt want to take on medicare. Social security President Trump is i want not in his agenda. In order to get that addressed mean flee it it takes leader shep outside the white house. Now we can maybe lay the groundwork to make it happen pl until its on the agenda of the president , to force that happen, make it happen, im not too encouraged we can do much more than have the conversation try to build the case for why its important. Because i was worried when this information came across my desk october 3rd, which is an executive order on medicare, may even be too new for you to have come across your desk. Im a nurse track tissue ner in santa anna and been here 25 years in practice. Right. All of this time ive had to fight bureaucracy to maintain my independent practice. One of those is having to pay a physician every month. So supervise your work. So supervise me. 22 other states do not have this. They have full Practice Authority for Nurse Practitioners. Thats got to change. Whats really exciting is is that this executive order that trump signed this week is possibly making or putting forth for a lot of those changes so that Nurse Practitioners, physicians abp. A. s, chiropractors everybody else is paid on the level of the scope of practice rather than who is supervising who. So i hope do you want this copy . I have it marked up for. Ill be able to get one. That you will take the lead or take part of it or support it so that Nurse Practitioners can indeed in texas meet the needs of the rural population. Because thats we will serve the best. Now, physicians assist, Nurse Practitioner that cope of issue is a state issue. State of texas. Yes. Hopefully in 2021 well at a take that up and do that. Because access to care in Rural America is getting tougher and tougher. And we take up every year. I know. Its got to be fixed. And so you and your team et alhave to work hard to mack it happen and patients and everyone else when they come on a see you because Nurse Practitioners are jennerly more accessible than physicians and others. That they raise stink with the the legislature to get you in a position to do that. Its scope of practice. Im supportive what the president is trying to do. This is a whole medicare thing. You told me that medicare trump wasnt wanting it. No, no. He wasnt wanting to take it on, i think your words. He doesnt want to take on the payment system. He wants to take on funding issues. Here is the hard truth about medicare. For i look around the room. Unfortunately most of us are already there. But there are a few folks here who have a harsh reality coming. And that is for people under say, 5 a years of age, any will, as a senior, pay a greater proportion of their own Health Care Costs than parents and grandparents. Maybe unfair and i got all that. But thats the reality. We have to renegotiate medicare and medicaid because if you look at projections whether a democrat making the projections or republican or independent. Every one of the think tanks show the growth in program will outstrip the ability to pay for them within two decades. We have a wreck coming we have to address. Republicans have a plan. We call it a premium support plan. Democrats call it a Voucher Program as a per jortive its the same thing. But we have to address that. Thats the payment side is what nobody wants to address. The delivery side we are constantly tengering with that. There is two pieces. Delivery of health care. The other is who pays for it and how you get paid is the piece that the president so far hasnt been a willing to take on. We have to renegotiate medicare. We have to adjust Social Security. So that it cashfullies itself over that infinity the horizon. Actaries i was talking to this gentleman. The actaries tell us that is by 2022, 2030. Medicare will paid out. The they say they can pay out in earned benefits. Current collections and surpluses. We have surpluses now those paid out between 2032, 2033. At that point we are limited to exuncles. The guess is buy the actaries is that collections will be 7 a wers, 7 of earned benefits. One month you get 100 of the check. Next month 77 of the check. If that were next month wed move is to heaven and earth to not let it happen. Process pu bus because its years out we think we have time process but we dont. Medicare is sooner we have to get it addressed. That piece of it i am supportive of. Yes, sir. All i wanted to say is thank you for all the years you gave us. My wife and children have been to washington in your office, and theyve been supportive to help them to get in to see the different things. And you were kind enough to come out and talk with them and that made a big impression on my children. And the other kids thats gone up there. How much faith do you have in the validity of the numbers that you use to contemplate the budgets . Well, there is so many zeros on them that its really difficult to comprehend. Im a cpa. Was in banking. Ive been in Congress Almost 15 years. And used to dealing in big numbers. Its stunning. Just you try to put it in perspective. How how would you spend a trillion dollars in one year . If you were to try a spend a trillion dollars in one year you have to spend 33,000 every second. And the numbers are big. The there is two systems one the city system making sure that theyre spending money in the way its appropriated. Thats generally really good. Wave got to audit that you need a financial audit were not able to do that. Particularly the department of defense right now. So until we can get that pegues done and theyre working at it its hard to say that that the the numbers are what they should be because the cpas tell us they cant tell us yet. But on the efficiency act things and apprehensions bills the system was built to protect and understand that. That system doesnt set itself up for Financial Statement auditing and thats what they have to have is internal controls and so we can rely on the numbers without having to test every transaction. But i think they comport with the appropriations law. But until we get them audited we cant say the federal government is totally audited. And the department of defense is the largest unaudited piece. But theyre making progress. This is the second year under full audit. 18 was the first year couldnt dot it. The audit is put over to midnovember np they have to tell us whether they got it done owner. My guess is they made progress. But didnt get it because the of the scope. Its got the attention of the leadership and pentagon. Everybody is working to getting it done and im confident they will. Thank you. Yes, sir. First of all, mr. When are the democrats going to get over the nitpicking and start representing the people of the United States again . I get that question a lot. So this is not going to shock you but Speaker Pelosi rarely confieds in me. This is a Significant Group on the democrat colleagues that are obsessed with overturning the 2016 election. Didnt believe it was the right answer. Disagreed with it. Even Hillary Clinton calls President Trump illegitimate because he got 300 plus electoral votes and she only got 225. C lets not 11 them drive the train. Lets let everybody vote in 2020 and thats the rye way to get at it. But it impacts a lot of areas not the least of which is the usmca, United States mexico canada agreement. This is a replacement for nafta. Its been done for months now and should have been implemented and ready to go. Mexico has changed their laws that they needed to change to implement it and begun to do some things there. Ktd hassed read it twice in the parliament they have to read it a third time. They wont read it a third time until we do wae we need to could. Speaker ploerts is in charge if she brings it to the floor for a vote. We have the requisite number of votes to make it happen. If she doesnt she does it for thu things. One a majority of her team doesnt want it. And she cant put it on the floor or two, she is working in the democrat nominees best interests in 2020. So make it because President Trump campaigned on dogt away with nafta in does away with nafta, resets it. Every eefgs of thes the new deal sits better for the United States. Not as good for canada. But for mexico and United States its better. Better in mexico for this reason. The labor standards are the best negotiated. Not likely the democrats could have negotiated labor standards better than whats here. It will raise wages in mexico. Protects unions, protects organizing in ways thats never been protected down there. The law that unions to organize and protect workers against employers. The wages will come up and thats good for them and us as well. On balance its multibilliondollars of new trade, agricultural trade for the United States as a result of this deal. So every evaluation says the usmca is good for america does miss pelosi want something good for america or does she want whats best for the democrat nominees in 2020. Only she gets to decide that. Well see if thats going on. But antitrump hatred, Everything Else is pretty pervasive among a lot of the democrats. Now there are a lot of them in districts where President Trump won that theyve beaten the republican and theyre in a tough spot. Now to be fair, Speaker Pelosi is in a tough spot as well. What she is asking a majority of her group who wont vote for usmca to allow a marj majority of the republicans and small number of her folks to move it forward. Republicans would have a hard time doing that. That would violate our has ert rule. We would have a tough deal. But pelosi Speaker Pelosi has to have enough Critical Mass of members representing districts where trade is really important where trade is important to the state. Where we need to get this deal done so that they she can look to the majority and say look i know you dont want the this but we have so many and America Needs it quit frankly were going to go ahead and move that forward. Excuse me but the long answer to a straightforward question, but im reading the tea leaves just like you are. Yes, sir. What is the has ert rule. What is that hassert. The unless a majority when republicans were in the majority in the house unless the majority of our marmt agreed to it we wouldnt put a bill on the floor. It doesnt apply to floors. This was a selfrule. A rule we had among ourselves. We named it hassert because he was speaker and says this is what we are going to do. We violate the rule once in a while because its important. The they didnt want the populous States Running the train and overrunning everybody else. They put the elect all college in place to make sure every state had a voice in who is going to be the president. I agree its a its a brilliant tool. And i would object vehemently to changing it because it would then put us into a circumstance where much of the world would be irrelevant to that process. And thats not what thats not going to what bept we want to do at all i dont think. Obviously compressed with our Founding Fathers have done. Yes, maam. So you told us what you were doing with the whole impeachment thing. I want to know what are you doing to go on offense against the democrats . Well theres not a lot we can doc in the minority of the house. We have to be reactive. One thing we are do something trying to put forward the narrative saying look Speaker Pelosi if this is the right thing to do, then vote on it on the house floor. And trigger the normal process which does in fact unthe impeachment inquiry rules previously used allows the minority to subpoena the, allows the president to have lawyers, the president to protect his Constitutional Rights as well. So if this is the right thing to do speaker, put it on the floor and lets have the vote. And so far she said no to doing that. What that would say is rather than just Speaker Pelosi and a small handful of folks driving this narrative thats captured the media and is the focus of everything, being led by just the small group, put all 43578 of us on the hook. What do you think ought to be done and set up the thing the right way. Thats one thing we are trying to do use whatever bully pull pits we might or mantai might not have to get the American People tell the speaker, look do it the right way, not back dooring the congressional inquiry the impeachment inquiry the way you are. The put your members on the hook. As i mentioned earlier she has 31 members who represent districts that President Trump won. And they dont want that vote. They want to have the cake and eat it too. They want to have the noise thats going on associated with the impeach many stuff at the same time but they want to protect in re members who are in tough reelection circumstances from having to go on the on the board red and green lights as to where they stand on this deal. Thats one of the things we are trying to do is to get try to influence america into telling Speaker Pelosi she needs the vote on the ploor. Along with that, she changed the rules in january. When were you aware of that . We were intimately war of it. Every Congress Changes of the rules. Every Congress Changes the rules. Every majority changes the rules. Thats the thats the the prerogative for being in the majority is you get to set the rules and what the the house rules committee, rules committee Everything Else. Big in the minority. Pure a rule taker not a rule maker but its making us not have a voice. It does limit, thats right. But there are some when the republicans were in charge the eight years we were there i suspect there was some folks in democratheld district argued they didnt have a voice. Its great to be speaker. Technically you can but you have to have a majority vote of the floor. And it would take a majority to get that motion to the there were because the speaker drives whatever the speaker decides what does and doesnt come to the floor. The only way to overrun the speaker is a discharge petition where 218 members sign the discharge petition. And that would involve almost 20 democrats signing on with us to make that happen. And here is how hard it is. We have a bill called the born of life bill. Requiring medical professional that is if a child survives apportion department attempt and born alive the medical providers must have to keep the child alive. Pretty straightforward stuff. We cant get that vote to the floor because the speaker wont allow it to the floor. We have a zmarj procession position petition where 100 democrats three democrats have signed it but we need 218 so the speaker is blocking a bill that is simply says has nothing to do with abortion per se, simply says a child born makes it outside of the womb alive we have to work to keep the chieltd alive. And we cant get the vote on the floor. Stharj petitions are hard. Youd think its straightforward. But the discharge petition to censure the speaker probably not high on any democrats list. Anybody else . Question. Yes, sir, last question. One more. A few years ago a few years ago there was a lot of talk about the cashless society. Annual every transaction of american they do with cash would be recorded. Has that gone anywhere, because i see that as the end of privacy. So were ending itten oh ourselves in the sense that fewer and fewer of us carry cash and we have debit cards or credit cards. Some efolks even write checks. We do that to ourselves. Im not aware of any official effort to eliminate cash from the society it as legal tender for owe for tracks we want to transact. Im not aware of anything like that. If you ask my staff they have very little cash in their pockets. Its a generational issue. The most effective though is for you to talk to your Democrat Friends and ask them to. Because ill listen to anybody in district 11. Republican or democrat. Thats not the issue. Speaker pelosi, the folks out of her district in california have direct access. By the time you get to her is needs to be folks on her side of the aisle who have the ability. If you have Democrat Friends around the world or country. Friends living in districts represented by democrat asking them to do it is probably the best way to have an impact on that. Anybody else . All right. Well, let me some of you have heard me close out my townhalls like this in the future in the past. But as as i look at our nation, im worried that were losing the moral high ground in order to continue to selfgovern. John adams among others that only a moral religious people can selfgovern. Our form of governance is unsuitable for amoral or immoral people because they cant govern the way we have done it. We are 240 plus years of our nations history. That concept has served us well because and i think weve been a nation that god has been able to look at and bless. But put yourself in gods position today and ask him to bless americana he sees. Ask him to bless the killing of 62 million babies in 40 plus years. Ask him to to comprehend just how heinous some of the things going on in our nation have occurred. I dont think he can bless the nation. I did it when the children of israel, with their hearts separated from god. He would use awful circumstances to reset that nations heart back to god. Were in control of that. There is nothing i can do from a legitimating standpoint. Cant legislate at the city counsel standpoint. We have to do this in our hearts. We have to stand up for the moral values on which the nation was conceived and supported and sustained for 200 more than 240 years. Think about lichgt in Rural America. The values are in safe keeping in Rural America. You folks live them ever day. Its not nothing new to you not a shock to you. But it is to many parts of the nation. And the power that is would take us the other direction are gaining steam every day. And we have to begin to be bold enough in our witness to stand up to the forces and point to a different direction for our nation. Because if we dont then this nation will be lost. How do you live a moral life . You got to have a code. I live the Judeo Christian model. Jesus christ is my personal savior and i try to live his tenets every day.
