Ultimately, the supply chain for the Communications Industry is vital to achieving security. Historically, checks and balances a supply chain have been procedural justice licenses, warranties and the reputation and recently assured the service failures. Unfortunately, these controls are increasingly inaccurate inaccurate inaccurate of the Communications Technology in the services that had critical capabilities in this industry. An ever expanding supply chain means the external dependencies must be rigorously measured and managed for organization to remain resilient. Youve hit upon one of the most difficult challenges in security and that is trying to ensure that we understand what security requirements exist and mentioned from the beginning. We talk a lot about the fact that the organizations have accepted the security debt and its handed to them when they purchase in secure components that the security was not considered from the beginning. Those requirements are into the engineering and design cases are the most important way to increase. That could make make it more competitive with cte. Well you mr. Felt . Read i agree that cause is a big concern and we need to make sure that its affordable for everyone and if we do not take steps to try to equalize the Playing Field for countries like china that can subsidize the equipment or have their own economy to scale. This will be between commercial and license users . I believe that there are a lot of opportunities that can be explored here. One of the elements of their he cbrs is user share. When the licensing is ready to deploy that the unlacing equipment stopped working because of the spectrum access so the spectrum can be a productive use all the time and the license provider can decide when its appropriate to deploy but we dont have to have rural areas captive to build out in urban areas first. We can have local providers deployed using these contacts. Why is ensuring enough to help close the divide . How could it help this divide . We have a number of local providers and Small Businesses and wireless eye peace who use the unlicensed spectrum to provide its affordable and available and they are in areas with larger license carriers that they dont want to provide enough rate of return. These guys are actually part of the committee so that they can make it work and will allow them to make. It work they say to the additional spectrum that it will be a huge boost in their ability to provide service. Before i close. Its in part depends on when its in that process you. We if we got the provision that was up to a year or two to establish was actually on the equipment. As i mentioned with our testimony its great to hear the Defence Department is a revolutionary attitude about spectrum sharing. These are very complicated situations. And the two bands that are mentioned, one of them is seven gigahertz as 8700 federal consignments. They 3. 1 to 3. 5 band as 450 spectrums. So and tee i a sent out the federal agencies that weve done all these assignments and using the spectrums in there has to be a signal. And it has to be ntia. I will put you on the spot i, dont have to. Were in this bit of a struggle right now and at least allegedly they want to grab control of the spectrum. Some of us believe that its an agency grabbed and we witnessed this in the last congress with the fda approval of drugs need and the needs because they were irritated with the approval of the product which we got resolved which were going to be their own fda. I think its their own policy. You dont have to respond to that cause you work on all of them. If theres a couple of things that brings us together as publicans and democrats this is one of them. I want to ask mr. Stempfley system miss you testimonies stempfley, in your testimony you can hide it across the entire change regarding Wireless Infrastructure and manufacturing and supply change. Currently, the only other major suppliers of 5g networking equipment are huawei, nokia, ericsson and all of those are foreign companies. As im standing here, there are no major u. S. Producers of the secure and trusted Communications Networks that no federal funds will implement the service that poses a risk. Given that language and the producers of telecoms, what manufacturer can we used to ensure that we will face the same issue later after the equipment has been renewed or replaced . I appreciate the question. Unfortunately, that is not one of my areas of expertise and i can only speculate. I regret that im not in that position to talk about this in the mueller in the market. Are there any answers anybody can answer this one. Other any teleCommunications Equipment that could pick up the slack that will create in the market a certain foreign product. And if so, how long do you think it would take for that producer to create enough infrastructure to replace all equipment that is contemplated and in place. If if i may, ill go back to the answer i gave guns word and it depends on what we have to replace. And that and thats one order of magnitude which would be a little bit more manageable including the ability to rehome our networks to existing corps in place to infrastructure sharing standpoint. There are some winners that make parts of the network and one of the challenges that we have which is when you buy components from different vendors. It adds a level of complexity and making everything work together. It makes it almost unmanageable and as far as the benders of nokia and ericsson and samsung has been one thats been mentioned. Being based in a democratic country would be considered a favor equipment or favorable. In her testimony, you discussed the challenges of providing Wireless Service in Rural Communities and the cost consideration of wireless equipment. You discuss the concerns about the ability of small providers and to make upgrades to facilitate next Generation Services in rural areas. Can you give me your opinion on whether the provisions or secure, trusted and these networks and would delay 5g for low loop Wireless Department another communities . What it delay . Yeah. Brennan, did you know that the chair act calls for the establishment of the spectrum enterprise strategy with one test bed in facilitate the sharing of spectrum by more than one critical entity. Can you touch on the importance of the chairing of the test bed and what are some of the potential consequences of the fcc if they dont require this ability for federal sharing spectrum here. Thank you for that question. He at qualcomm, we are aggressively 24 7 testimony of new technologies all over the place. Largely on our canvas and but elsewhere around the world. Our whole business is inventing new technology and testing and testing them to make sure theyre going to work and convince providers like mr. Nettles that its beneficial to be deployed and vendors to deploy them. That is the approach thats been successful to establishing the United States leadership in the wireless stage and it will occur so the testing can occur on the federal side. I would say would be vital. You gave an explanation of why but what happens if we dont do that . What if the fcc doesnt require that capability it will require entities and thats point number one in point number two no one else would have the sec as an independent agency and executive agencies. Second of all, we dont have that capability and the agencies that would have in the past several decades which is the federal government which continues to use all legacy systems and they dont have a modern wireless capability that would have the commercial sector which would add in of itself and the second thing it leads two is we want to have sharing which becomes extremely difficult because the commercial sector and state of the Art Technology whereas the federal government has all the legacy systems that were designed for sharing. Mr. Feld, to have any thoughts on that . I completely agree with what mr. Brenner said. I also want to stress that in order this opportunity here for the federal government with leverage and the vast economy of scale it requires that its focus in central testing. Somebody has to be responsible for making it happen. It cant be left to the vagarys of the agencies and we need to understand that foremost agencies, turn not in spectrum policy. Theyre trying to get their Mission Accomplished and theyre trying to do it within budgets of the upgrading of equipment and its simply not an element. So, there is no reason to believe that these things will happen without the statutory mandate being confirmed. Miss stempfley, and your testimony talk about the importance of having a full view of the complexities as they change moving into the future. What role does or should ntia we coordinate a software or hard well bill of material . I would like to comment ntia for the work that theyve been doing it with the materials. And our experience in handling risks in software oriented risks, we found that the software material is possibly the most effective way to understand the complexities and the nature of all of our technology that existed. It provides a foundation to integrate the material with the multi modal but serial and will continue to see a leadership role in the government on this topic. Thank you mister chairman. So the question the question again is, the House Permanent Select Committee and intelligence as stated, china has the means, opportunity and motive to use Telecommunications Companies for militias purchase purposes. Raise your hand if you agree with that statement. Degree it would be great to hear her first from mr. Brown or mr. Brenner on why do you disagree with that statement. Congressman, thank you. Its not that i disagree with the statement or agree, i dont have any, information, about china as a country or their capabilities. To affect our system i think it would be a horrible thing and the u. S. Government should do everything and ill disposal to make sure doesnt happen. When you say china, another reason i didnt raise my hand is at we qualcomm shall shares which are chinese vendors and chips and phones and i have no information. I think its a very good thing for the u. S. But i have no information that theres any Security Issues with these chips but i completely share the concern if china has a capability and i want the United States to do everything they can to prevent that. Miss stempfley, what is your opinion on that statement . I believe that there are a number of risks within the infrastructure that we should do everything we can to reduce them and to make it more difficult for anyone that has an opportunity to take advantage of this. Thank you. Theres been a growing movement within congress and whether its the National Defence act or other major bills to encourage National Boundaries. To encourage manufacturing high tech equipment here in the United States and in my district we had the project which is tamper proof and sensors. Mr. Feld, how and crucial is it to have National Boundaries and the next generation of technology and teleCommunications Industry . We in the United States have a long tradition of our leadership in this area. We want to maintain that obviously. I think that its very important that just as government had a role in fostering the creation of the internet and fostering the development of the technologies in which we now have a leadership role. The role for policy and encouraging the founders as well. We have a bill with flores which is encouraging the development of 5g to adopt the 5g security recommendations.
