We are a growing population and a growing economy and in a growing population and growing economy and with lots of capacity to help the world reduce Greenhouse Gas emissions in a way thats actually good for our economy, thats actually we are being a good Global Citizen by contributing our gas, by contributing our cleaner coal, by contributing all of these Energy Sources that will help reduce emissions all around the world at the same time us generating jobs in australia. Mr. Speaker, i thank the member very much for his question and acknowledge his service to our country in uniform and also now as he chairs the Parliamentary Joint Committee on intelligence and security. One of the smartest minds in this parliament in relation to National Security matters and he really leads a great team within the committee. So acknowledge the work that he does. As we all know, mr. Speaker, earlier this week over 200 federal Police Brought to culmination a 12month investigation in relation to three individuals and it demonstrated by the arrest of those three individuals in relation to terroristrelated allegations against those individuals that this threat has not gone away. Mr. Speaker, in september of 2014 the threat level against our country was raised to probable and we know that in our country was the police and the intelligence agencies have been able to thwart 16 attempted major terrorist attacks in our country, seven have been successful. We have had as a country a very high number, in fact, of people who have gone to syria and iraq to fight in the name of sieye sl and the threat is not only beyond our shores but here in australia as well. About 230 people left our shores to go and fight overseas, we know about 100 of those on the best estimates that we can make have been killed in the theater of that war. We know that there have been about 100 people across within that 230 cohort who have sought to come back home or we believe will seek to come back home. We know 40 are already here. Mr. Speaker, this government and the australian public recognized this at the last election. We will do everything that we can to keep australians safe. We have introduced multiple pieces of legislation, including the encryption laws last year that were questioned by some of those opposite on the front bench, but which have directly resulted in australian lives being saved. Thats the reality, mr. Speaker, and this government and this term will make sure that we do whatever we can to keep australians safe because we know particularly australian citizens who of a constitutional right to return back to our country, we need to do that in a managed way and thats why weve introduced a bill into the Parliament Today to temporarily exclude for up to a twoyear period some of those australian citizens that have been working with isil, now have the capacity to come back to put together an ied or to walk into a food court or other place of mass gathering and cause serious death and carnage in our country. We want the support of those opposite in the senate to support our temporary Exclusion Order regime. Its based on the United Kingdom model. It has worked there and it will work here. Its not a Silver Bullet but it is another way in which we can work to manage the return of some of these evil people, and this government, mr. It is critically important because one in five australian jobs are traderelated. Indeed 2. 2 million australian jobs depend upon our trade relationships and trade activities as a nation. And trade growth has been an engine behind the type of jobs growth that australia has seen that senator cash was speaking about at the commencement of question time. One quarter of australias Economic Growth over the last five years is estimated to be attributable to our growth in trade and export activity. Trading Companies Pay higher companies, an estimated 11. 5 higher wages amongst those companies and businesses who export. We had the historic recognition at the opening of this parliament not only of the fact that the first cabinet minister to be an indigenous australian but indeed the first minister for indigenous australians was an indigenous person and the unique opportunity that is presented by the fact that the shadow minister for indigenous australians is also an indigenous australian. This gives us a great opportunity and we shouldnt limit our options in how we continue to progress this. The government before the election had endorsed. And adopted the recommendations of the bipartisan joint select committee on Constitutional Recognition and we are going to continue to implement the outcomes of that report and the recommendations it provided. We have agreed to Work Together with the opposition to that end, but all parties, all members of this parliament and the other place. I would say that were seeking a nonpartisan, an apart san perspective on this not just a bipartisan one and we welcome everyone to the table in seeking to advance this agenda. We have allocated 7. 3 million for a codesigned process to improve local and regional decisionmaking and develop options for Constitutional Recognition and we have set aside 160 million in the contingency reserve for a future referendum once a model has been determined. So we are serious about progressing this matter. The ultimate models and the ultimate options that are considered by the government will be a process of this ongoing consultation and the work done by the minister for indigenous australians and the shadow minister. They will do that work independently and then do it together as the leader of the opposition and i will follow that same pursuit. But i will say also that as important as this issue the priority for my government is addressing the terrible curse of indigenous suicide in indigenous communities. The rates are unthinkable. But it is real. And the programs we have announced to address it and funding provided in the budget, i thank the leader of the opposition for his support on these initiatives. We will continue to work each and every day towards zero. That must be our goal. The fact that young indigenous australians see taking their life as the way forward is heartbreaking for every member of this chamber. There are challenges of Indigenous Education and Indigenous Health and employment, these will always be front and center in my government, our government, and i believe our parliament. Would the minister please outline to the house what this government is doing to address the tragedies in relation to Youth Suicide, Mental Health, and eating disorders . The minister for health. Thank you very much, mr. Speaker. I want to thank the member who has been a passionate, tireless advocate for action on Mental Health, Youth Suicide, and for eating disorders. Born of his own familiarity with this challenge, he helped deliver the First National eating disorder center, we are supporting with 6 million. But thats become a pilot for a network of eating disorder residential Treatment Facilities around the country. Were here today about their own challenges formality. We heard the Prime Minister with his words and leader of the opposition in relation to Youth Suicide. Mental health and Youth Suicide are not the problems of any one side of parliament. Whether it is government or opposition or cross bench, all come together with our concerns. We know the challenge. 404 young lives were lost in the last four years to their own hands tragically. One in four Young Australians suffer some form of Mental Health challenge in any one year. And more broadly, over the course of our lives almost half the australians have some form of Mental Health challenge, whether it is anxiety, depression, bipolar, schizophrenia, or other conditions. These things are of profound importance. To take the Prime Ministers lead, they bring this chamber, this parliament and our parties and all those whom we represent together. On that front, i am proud we have been able to deliver a 500 million Youth Suicide prevention and Mental Health treatment package that includes 375 million. Theres 110 focusing on early psychosis youth centers. And extra 150 million to expand services for the existing head spaces. Coupled with that is the absolute importance of building resilience and encouraging prevention. The Prime Minister invited me to join him and the member. We had a great privilege of seeing a young group led by young people talking about experiences and challenges they faced. Give a sense of hope, inspiration, support to these young women that their lives could be something special, but that they had to recognize that there is hope, there is the ability to reach out. We can see the transformation on that day. Yes, were supporting that. This challenge brings this parliament together. We can save lives, protect lives. We have to work towards zero. The government listened to concerns of the veteran community and have taken action with complete support of those opposite. Introduced free Mental Health care for all veterans, invested in improvements in open arms, a free counseling service, and relaunched last year. We provide more than 230 million a year in terms of veterans Mental Health support. Trying new approaches, use of psychiatric dogs a. I want to say, too, mr. Speaker, working with the Service Chiefs in terms of important transition process, proven one of the most difficult aspects of veterans leaving the military, joining civilian life. Make sure were supporting veterans into employment. Mr. Speaker, i know and say the government knows and im sure theres more to be done. Last week hosted Veterans National health summit, brought together leading experts in australia. Coming weeks, meeting with veterans and families to cuss what else we can do as part of the plan. I have written to all members with military experience from both sides and across the bench, direct access to me and my office to provide input from their own experience which i think will be important as well. When it comes to Suicide Prevention and mental wellbeing, we all have an Important Role to play. I urge those experiencing difficulties listening today to seek help, contact open arms.
