Thank you for coming, everybody. Weve had an encouraging morning with Member States and a range of organizations where weve laid out the situation on the ground in bangladesh and asked for help from the international community. Reenforcing the generosity and the hospitality and the extraordinary welcome bangladesh has offered to nearly 600,000 refugees who have fled from myanmar since the 25th of august. On the basis of what weve heard this morning, our assessment is that against the 434 million that we put out in the appeal Response Plan some weeks ago, we now have pledges of 340 million. So were very encouraged by that. In addition, several donors have committed more than 50 million in in kind assistance to bangladesh and myanmar. We know that some of our donors, some of our very important donors are still working on pledges. So were confident that beyond what ive said there will be more support to come. Were also very encouraged by the work thats being done by the world bank, working extremely closely with unhtr for them to put in place using their new facility under either 18, a new package of support to help bangladesh into the medium term cope with the influx. Of course a lot of the issues that have arisen on this crisis go beyond simply pledging and financing to meet the needs of the refugees who have arrived in banglade bangladesh, and we note that there is important work going on important discussions going on amongst the Security Council members to address some of the other issues that the people have raised. Youre all aware of the repeated calls the secretarygeneral has made for an end to the violence for unhindered access for humanitarian agencies and for the conditions to be put in place through which over time on a safe voluntary and dignified way they can be allowed to go home and resume their lives in dignity in the way that we all want to live our lives, too. Thank you. Thank you. Would you like to say a few words . Yes. Id like to stress that this was a meeting in which it was important to hear delegation after delegation, a reiteration that the solution of this tragic and massive refugee crisis, refugee and statelessness crisis lies in myanmar. And we have heard also as you certainly have as well that bangladesh and myanmar have started talks on repatriation. That must be in a voluntary safe and dignified return. That must be the solution to the crisis. Discussions have started and we hope to hear that theyre making progress. Of course, in order to for that to really happen, conditions have to be recreated in the state for the refugees to return. Those conditions, as very clearly stated in the kofi annan report must include a solution to the question of citizenship, or rather lack thereof for the rohinga community and must eventually include substantive development investments, as inclusive as possible of all communities in myanmar. Meanwhile, of course, it was encouraging to hear the substantive pledges made against the appeal that weve put out today. This will be very urgent it would be very useful and it is very urgent, given the magnitude of the needs that youve heard about including from me even recently. In particular needs related to site and shelter. Related to water and sanitation. And health. Needs also related to the importance of healing the trauma that people are carrying with them from myanmar where they suffered very, very harsh violence. The humanitarian situation needs to eventually be stabilized. These resources will be helpful in that respect. It may last for some time because the issue is very complex. It that been underlined many times this morning in the debate. That means that we need to look also at the medium term what, you know, how to support these people once the emergency face phase is over. How to support Host Communities in bangladesh, and hence the importance of the World Bank Role that mark has already flagged. Were working very closely with them in the spirit, if you wish, of the declaration of the humanitarian Development Nexus that weve spoken so much about. This is a situation in which that nexus is being is hopefully being implemented on the ground. Thank you. Thank you very much, mr. Grandi. Mr. Lacy swing from the National Organization of sources for migration. Thank you very much. Id like to share three points with you. Clearly were looking at whats been called the Fastest Growing refugee crisis in the world, its also at the same time a stateless crisis. These people are trapped in an arc of suffering and rejection. From northern and well into bangladesh. It is in its own way a nightmare because its ethically based and it has been around for a long time and its not getting better. The numbers have fallen off from 12,000 to 15,000 a day crossing to about 1,000 to 3,000, but even at that rate, the numbers are engine expected to exceed 1 million very shortly. So that is the bad situation that we face. The second point is we should be encouraged, however, by several things. One, the generosity of the government, people and Host Communities of bangladesh. And secondly, by the remarkable resilience of the people. That gives us hope. Third point is that we need to be very, very steadfast in our commitments to this particular crisis, which is unique in its own way, and even though amidst eight or nine Armed Conflicts worldwide, it is the one that pulse at our heartstrings the most because of what it represents in terms of total rejection of one of the most rejected people in the world. So we need, therefore third point, we need to be moving quickly, not only to support the very encouraging talks that are going on now between bangladesh and myanmar, but as International Leaders we hope that they will move quickly to put in place a political process that will lead to the return as quickly as possible amidst safe, secure, dignified conditions of the suffering rohenga people to their ancestral home where they have been for a long, long time. And everyone i spoke to, i just returned at the weekend, says they really want to go home. That is their home, after all. So thank you very much. Well take your questions now. Thank you. You know the United Nations had a high level delegation. Our colleague, the undersecretary general for Political Affairs visited rakhine, including northern rakhine just 10 days ago and came back and reported to us all just last week and so discussions between the u. N. And the myanmar authorities very much continue. Youll have seen a number of announcements the myanmar authorities have made about their intentions for moving things forward. Youll have heard the news of the bangladeshy minister going to myanmar today and tomorrow. The u. N. Will continue to follow these discussions very closely and we will continue to urge immediate action on the three things the secretary generals called for. An end to the violence. Unfetered complete normal humanitarian access. For the humanitarian agencies, including all the u. N. Agencies. And for conditions to be put in place when they want to, when its safe to do so, on a voluntary basis for the Rohingya Refugees to be able to go home. Thank you. James keaton from associated press. We were at over that coming into that can you specific what youve raised today and could you mention you also mentioned youre expecting more money to come in. You mean in todays session . Because we heard canada say theyre going to give money later in the week possibly. So are we at the set figure for the day or do you expect more to come in for the day . Well have the entire break down for you later in the day and the number reflect some things we know are coming through. Not all of which you heard during the course of the morning. So its our best estimate of the pledges. Youve given me the chance to say that of course the pledges are one thing. Its really important to us that theyre translated as soon as possible into contributions and into money in the Bank Accounts of filepo and the ngos and not your personal bank account but of the agency Bank Accounts. Thank you for the correct configuration. Because the needs on the ground are vast. And funding, as i said this morning is absolutely a binding constrant. And we will do the best job in containing the needs and reducing the suffering. If what weve heard today is translated quickly into action. Thank you. Well turn it to image and folks from bbc. Two brief questions. Youve said again and again you want unfetered access to rakhine. What kind of access do you have right now . I sense its zero for delivering aid. And the appeal today is for bangladesh. You are and particularly for the u. N. Refugee agency, are you concerned youre treading a fine line. There doesnt appear to be a lot for refugees to return to given a lot of these villages have been destroyed. Are you worried at all about creating a situation where people just stay out of terror and having nothing to return to . Thanks and no. On the first one, of course you have to distinguish which is the capitol of rakhine, midkine and northern curhine. Northern cukirakhine and thats usual area. Most of the ngos have not had access since this crisis began at the end of august. We, at least nsf and a number of other agencies have remained there, including with International Presence but theyre not allowed to do the proper work. That work has been given by the government of myanmar to the Red Cross Movement as you know. But the request of the secretary general is that the u. N. Org organization have their access restored. Its a less critical area. We have access for example thool idp examples, which host quite a Large Population of Rohingya Refugees. But the crucial area is northern rakhine and this is where the access has to be restored. Its a very important question because clearly the conditions are not in place yet for the return. Neither in terms of material conditions with all the destruksz that we think or we have seen through satellite or we have seen images of, we need to make an assessment as soon as possible. So thats one important thing that needs to be addressed. But even more importantly i should say when i introduced the question of citizenship and reat rubugz of citizenship. Because this is a statelessne statelessness we have repeated in fact told the government of myanmar that we are ready to provide Technical Support in both exercises in fact. Both the exercise of verification of citizenship, addressing statelessness and the exercise of repatriation, which the two governments are discussing. So we have made ourselves available. In the fashion that the two governments will deem appropriate for us to play. Thank you. Well take one final question. Stephanie, have you raised your hand . You made a suggestion in your opening remarks that there might be need for even greater assistance beyond the sixmonth appeal. What do you have in mind, please . Well, we have to be ready for the strong possibility that there will continue to be a need for humanitarian asins for a period beyond the end of february which is what we have as the outer limit currently of the appeal. Obviously we dont know exactly the situation well be facing then. Its realistic to expect that we will be facing a continuing problem to deal with in bangladesh. Thats one of the reasons why we are encouraged that the world bank is engaged. Because we have substantial results potentially available. The government of bangladesh want to access them and they are potentially available for longer period into the future. Well have to see how things evolve over the next through months and im not ruling out that well need to bring our generous donors toofr s togethe in the early part of next year, depending on how the situation evolves on the ground. What wed like to see is progress, in particular on the three asks weve particularly made on the myanmar authorities. Because as we say time and time again the origins of this crisis are in myanmar and the solutions need to be found in myanmar and it would be better if a much higher proportion of all our activity could be focussed on myanmar. Starting with the things weve asked for and building on the full implementation of the recommendations of the commission. That is the work we would like to be doing. Thank you very much. All right.
