Tonight on q and a, active batts onist phyllis reason negotiations with iran, and the want terror. Who is isis . Why they so violent . All questions are important, and i dressed them in the book, but what i think is more important, because it is something we can do something about is what is u. S. Policy regarding isis . White isnt it working . Can we really go to war on terrorism . Are we doing the war wrong . I think those are the questions that in some way are the most important and most useful. Andonight at 8 00 eastern pacific on cspans q a. Years iowa state fair 20 third,e august 13 and will be listed by many candidates te seeking the 2016 6 nomination. We learn about the history of the iowa state fair, and its role as additional stop on the road to the white house. The first iowa state fair was held in fairfield, iowa in 1854, some 150 years ago now. It started very small, in southeast iowa. Frome fair progressed fairfield, iowa, i think it went to eight cities over the course ina number of years, and 1879, it came to des moines. That point, a few years later, the legislators set aside money to purchase the site that we are on today, a site of 266 acres that was bought from the thorton family. At that time, the first pavilion was built in pioneer hall, nextdoor door to the building we are in today. , we started building buildings and erecting barnes , but alongnd sheep with that came the need for commercial exhibits, and also the need for campgrounds, for people to stay. When you have all of that together, pretty soon, a little entertainment breaks out, and i think the light will probably went off over the top of the head and they said, this could be a really fantastic celebration of everything, if we would just incorporate. Through the years, and really probably from the 1950s to today, the entertainment aspect was really added with a in theand being erected early 1900s, and lots of bands from jimmy dorsey and his orchestra to all of the rock bands, country bands that you know and love today have been on the iowa state fair grandstand. Ub is really the focal h and came to life in the 1940s and 1950s, and on to today. One of the things that have separated i was state fair from other fairs around the country caucusg the first state throughout the nation. Because of that, one of the places to be and be seen is the iowa state fair. That everybody pays when they come to iowa state fair, including politicians. Including their entourage that comes with them. Case manymade it a times that they want everybody limousineat the pulled up to the front gate, they got out, they bought a ticket, and then they presented that ticket to the ticket taker, and walked in the iowa state fair. We actually had some of the dollars that were spent by the president ial candidates, and president s, they came to the iowa state fair. Thession is 11 to come to state fair now. Back in the day, it was two dollars, and even one dollar prior to that. 14 years that i have been as i was state fair, we have seen nothing short of 30 plus candidates coming to the iowa state fair to get their name out, to be and be seen on the iowa state fairgrounds. Visitors that we have had, in terms of president s, we have had , weld ford, jimmy carter had george w. Bush, and also president barack obama have come as recently as 2012. , many times, we will see them going to the poor producers booth or cattlemans serving iced tea to people there, and carrying on a. Onversation many candidates do that as well. Of course, our president s with all of their security detail, do not quite get as close to the as some of the candidates do, but it is a thrill for everybody to , and a feather in our cap and the state of iowas cap that they would respect the iowa state fair enough to, and share. Heir time in 2007, we had 19 candidates for president come through the iowa state fairgrounds. Onetimes, we had more than candidate at a time. Our current president , barack obama, he, his wife, and her children were all here that day. The one thing his kids wanted to do was write the midway. The midway. I was able to get them and take them into the midway with a little help from our security. They have a great time, as a family. A little bitfelt of relief to the campaign trail. For the kids, it was not that the but they got to ride midway. That was a very memorable engagement. Iowa state fair has been a good partner with our newspaper here in town, called the Des Moines Register. They have a spot of ground that the stateleast from fair. In that, they will give candidates a chance to give their speech and encourage all the fairgoers to gather around and listen. Helped that has really the iowa state fair. Candidates always want to get their message out. In this way, it is kind of a bipartisan area. We cans is out because offer that to candidates who want to stop everything and say, hey, i am here, look at me. We can see, yes, you can do that, but you will do it on the Des Moines Register soapbox. With any camping, your people on both sides that love the candidate, and people that dont love the candidates. A few times where we have had hecklers. Where does it go . In your pocket. Whose pocket . In some cases, we diverted a group that had meringue pies that they would throw at one of the Vice President ial candidates in this past campaign. The iowa state fair in des moines have a very Good Relationship with any event that location, location, location is very important. With the iowa state fair being in the capital city of iowa, in des moines, and des moines being the largest city in iowa, it has fostered a very very good attendance record of the iowa state fair, and allowed us to of thend be in the focus experience in the biggest city of iowa. We are on the east side, and have a sprawling ground. And have a lot of something forhave everyone. Only thing we dont have is enough parking, and that is a great problem to have. This years fair takes place 23rdaugust 13 to august and will be attended by 2016dates seeking a nomination. The week take a look back at visits to the fair from mitt romney, Hillary Clinton, Rudy Giuliani. This is just over half an hour. That must thank you for the opportunity. In delaware, we have a state fair. Agriculture is the biggest industry in my state. As a matter of fact, to prove it, i brought my secretary of agriculture from delaware. [applause] about yall are 8 billion per year, we are about 1 billion. A little smaller. Wanted chance to make a couple points to you. Number one, i think it is there to say that whether you are a democrat, republican, or independent, americans have dug sixep hole in the last years. We find yourself more isolated in the world in a long time. Been troubled before, but never so isolated. Know, in the last years when i have been a United States senator, ive never seen a time ime when the middle class was so uncertain. Again, i have seen them trouble and angry, but it never seen uncertain. Isthe Des Moines Register sponsoring the soapbox. Senator Hillary Clinton toward the fairgrounds on wednesday afternoon. Wayne, it ison great, i was now the third biggest producer of wind in the world country, i mean. We are all here, helping that hot air moves. That makes iowa more energy independent. [indiscernible] shortly after senator clinton left the fair, former mayor Rudy Giuliani visited the Des Moines Register soapbox. Giuliani what you say is you are tired of politicians thinking only of themselves, getting nothing done, only fighting with themselves, and not thinking of the people. You would like to know what i would do about that . Accountability. I have heard that all over america. We have to do away with the earmark where we have what is called secret spending. The republicans are doing that. The democrats got the republicans thrown out of tohington two months ago stop the secret spending and earmarks. When the democrats got in charge, they have done more than the republicans are doing. I think that is the point you are talking about. The answer . Stop it. No more earmarks. We did a president who will be to those bills. You list the congressman who did it, and followup where the money was really spent. We have to cut that out. We have to get things done. Republicans and democrats Work Together to get things done, rather than fight with each other. I will tell you that i was ma 52of a city that was democrat. Im republican. In fact, im the first mayor in new york city in 50 years that is a republican. Im the first one may be the next 100 years that remains republican. I got things done in new york. A lot of things done. I revolutionized welfare. I reduce taxes. I had to get democrats to agree with me to do that. I partnered with him to do it. Republicans and democrats, once the election is over, they have to become partners. I think i will need a sharpie. I think i have one here. I just bought myself a new shirt. Look at my undershirt. There you go. My favorite. Baseball. [indiscernible] Rudy Giuliani there you go. Very kind of you. Thank you, very much. If i were you, i would be asking, who is this guy, and why is he here . I dont take anything for granted anymore. I was at an airport recently, and a lady came up and said, we love your tv show. You, what theell exams we are, would you stop and say hello to my husband. Certainly. We went over there and said, you wont believe it, dr. Phil. I dont take anything for granted anymore. Let me tell you a little bit about myself. This is my first trip back out here and a good while. I have been here several times over the years. I will get to see my buddy chuck. Ere i am loving that. Im hoping he knows his way around here. You can he does . I think he probably does. I grew up in a country town in tennessee. My folks came off the farm at an early age, and my daddy set up a used car lot. He sold cars for about 40 years to the same people. Have much formal education at all. They valued a very highly. This all that they saw that i was able to get my act together. I got to get through school, law school, and every once in a while participate in things that were important to our nations history. I got to be assistant united attorney and prosecutor everything from moonshine is to bank robbers. It was the best three years i ever spent and professional life. I went from there howard baker asked me to come up and be on the council on the watergate committee. I did that when i was 30 years old. Started by law practice, and a young woman said, you may have heard of me, i am chairman of the parole board. Aixa, if i need a lawyer, i would come fo to you. I working for governor, and he to fire me, not because im not doing my job, but because i am. Ure enough, he did fire her we sue the governor. We won a lawsuit. One thing led to another, and we came to find out that the governor, and others, were involved in a lot of corruption. One of the things that was happening was selling of pardons and paroles out of the Capitol Building in tennessee. He was jailed, folks came to town and made a movie about it. They asked to buy wanted to put myself in the movie. I figured, they couldnt tell me i was doing it wrong. They did on more than one occasion. While i was practicing law, i went out and made a movie once or twice a year, never having had an acting lesson or been in a high school play. Often times, my friend said, you dont need to mention the acting lesson, it is obvious. I read where out what was going to be the next Vice President. It brought me back to my kitchen table, listening to my daddy and mama talk about politics. It brought me back to college. Barry goldwater. Factought home to be the that it was time for me to put , and things that i. Ad learned left the law practice and the entertainment stuff, and all that and ran for the United States senate. I was able to on two different occasions when my election and reelection. I won by 20 points in the state of bill clinton won twice. I didnt do that by getting only republican votes, or by optimizing the conservative principles. Time served a during a time when we tell the budget, cut taxes, reformed welfare, something we have been working on for decades in this country. We started to rebuild our national defense. I put term limits on myself because i fashioned myself a citizen politician, and for other reasons. When i left the senate and went then, i left the senate and went back to the private world. Show, maybe you have seen. To keep involved in my nations future, i served on the china hasission because china been a special subject and concern of mine, long range for some time. Condoleezza rice asked me to head up and International SecurityAdvisory Board of the state department. A lot of this thing was americans on that. We do with all kinds of various issues. The most important thing that happened in my life, that i i were that my lif wife and going to be parents. I now have a little girl that is almost four years old and a little boy who is 10 months old. It was a surprise to me. Not something that i had planned, but i knew from the istant that i heard the news, was going to be blessed in a way. Hat i never been before that is part of reason why i am here today. I have formed a committee to test the waters. I have thought about the kind of world and country that these will and our grandkids grow up in. I have been talking to the American People about my concerns and listening to the American People. I think the American People will give us a shot. They will open a door, their hearts, and their minds to what we have to say, and to who we are. Around public aroun,. Ervice for quite a while i hope you will have a sense for the kind of guy i am, and the kind of things i would like to do. A lot of people say, it is late. Books andmy history see where people are announced september, october, november. I know the rules of the game have changed, but i was not there when they made the rules, so im not abiding by them. We have plenty of time. [applause] that is all process stuff. Here is the important stuff. That if weed continue the same direction that we are going in this country, we andgoing to wind up weaker less prosperous, and more divided than when we founded this country. We are going to reverse the historical process if we are not careful. Our ancestors, all the way down, believes in a better country than they found. We cannot be the first country that reversed that process, and left it worst off than the country we found, when we were born into it. [applause] as to why i am here, there are a lot of issues we can talk about. Goodness knows were not bereft of issues to talk about. I think of three things that kind of underlying everything else. The first one has to do with national security, something that has been something i have worked with and on in the Intelligence Committee in the senate, and since then, for a long time. I will simply say this. I do not think our nation has yet, as a nation, come to terms with the nature of the threat that is facing us and the global war on radical islamic fundamentalism, in terms of the time it will take [applause] in terms of the money, resources it will take. In terms of rebuilding our military, which is stretched way too thin. Replacing our equipment, and all the things that will take, i dont think we have come to nation. T as the we have not have the discussion that we need to have about the part of thisq is problem. It is not the whole problem. We are dealing with folks who want to bring us to our knees. We have to be stronger, tougher, and more united than they are, the way americans have been all through history. [applause] of iscond thing i think our economy. Story short, we futuredually bankrupting generations in this country. Im not the first one to say this. I may be the first politician , butants to talk about it it is an absolute fact. You look of the government reports, the General Accountability Office put out another one earlier this year, the Treasury Department has set up Warning Signals with regard we clear, and everyone in washington knows this. With the rising medical costs, we will be facing a sea of red ink, and government deficits and debt will ruin this economy. Not only jeopardize our entitlement programs, but jeopardize the future of the next generation. The third thing. As we look to washington, these are washington problems. Im a federalist. I believe the decorator independence, the constitution, and all the amendments are just as applicable today as they have ever been. There certainly [applause] there are certain things that are the responsibility of the federal government. When i look to washington, i see the economy more bitterly divided, more prone to fight over everything, large and small, that has all of the towardsirected inward each other, and totally out of touch with the American People. If nothing else proves that, the factration bill and the that they were surprised by the reaction they got. [applause] speaking of that, when you look governmental functions, we see for the first time in our history says clearly that the government can no longer do basic things that the government is supposed to do. We are think problems Everybody Knows about katrina and recru for recruitment issues. It is the tip of the iceberg, my friends. We have people in over their heads in key positions. We have computers that wont talk to each other, departments audit. Nt pass an all of this is affecting our national security. As you might guess, if you know about my record, my answer to these things is not Big Government and higher taxes. It is just the opposite. We need to get back to our principles, the declaration that i mentioned, the fact that our main laws come from god, and not any kind of government. [applause] our constitution, which has separation of powers, check the balances, and a federal system of government for one reason mainly, and that is to ensure the freedom of the American People. We need to treasure that and relied on that, and the underlying institutions such as ,espect for private Property Market economy, along with individual rights. Free and fair competition, not only among our people, but with other nations in the world. Those are the kinds of things were talking about. Prolife, shedly prosecond amendment, and i dont apologize for the United States of america. This country has shed more blood for the freedom of other people than all the other nations in the history of the world combined. Im tired of people feeling like they have to apologize. 1 [applause] if things play out the way i have them in mind, we will be seeing a lot more of each other. [applause] i dont know whether that makes you happy or not, but it makes me happy, and im looking forward to it. We could do something good for america. Thank you very much. 100 per year is all they make. No big pension plan. No big medical plan. They serve with the honor of serving their fellow man. That is what we need in washington. We need an end to the career politicians. We need to get the people from the private sector who are used to solving problems, who want to address the problems that our nation has so we can get a more secure and prosperous country. Elow that to our children that is why i am out here today. I appreciate the cool breeze i just got, and i appreciate all of you listening today. Thank you very much. [applause] mlb we are at the iowa state airgrounds, and hosting soapbox. The candidates are invited to come and participate. Our tournament to discuss whatever they wish to. [indiscernible] what did you think . He had some ideas. We are really here to see my cut huckabee. Ike have you been following his campaign . My wife is. I was in a focus group on sunday, and it was quite interesting to me that people who had what do i say notions about who they were supporting, a lot of them change. We watched the debate at the university, enclosed circuit tv tv, andsed circuit we voted what it was positive or negative, and Mike Huckabee come out much stronger after the debates. I was intrigued. I havent totally made up my mind, but i was intrigued. This is a wonderful country that we have to preserve. It will not be preserved if we sa sit back and listen. I came to the conclusion that everybody wants to eat between the plates. If that is the case, somebody has to do dishes. Many of you perhaps i dont even know if i will vote. That is part of doing the dishes, you need to vote. Some of you may decide something you get so frustrated and set up that you do more than just throw, you will work for a campaign or candidate. That is good. Some of you one day well get so totally fed up that you will really take the lead, totally lose your mind, and run for office. What did you think of his speech . Wonderful. It is refreshing to have someone down to earth. I like his ideas and how he comes across, how he presents himself. I think it was really great. Did you have the opportunity to talk to him . I would sure like to. [indiscernible] today we welcome former Massachusetts Governor mitt romney, running for the republican nomination for president. [applause] mitt romney thank you. Thats me. Y this is. Derful dav sometimes a massachusetts, it gets awfully cold, and i say, i wish it would get warm. We have to be careful what we wish for. The truth, lay the vision for where we want to go. Basis. N a bipartisan how often do you come to the state fair . Every year. I havent missed a fair yet. That what is the big jaw . Tablet we start from one end and go to the other. I knew mitt romney would be here today. How did you find that out . We have been doing a little bit of campaigning for him. We have seen him over in greene county. You have only lived in iowa for six years . Seven years. Have you been a caucus voted before . No. Will you be this year . I doubt it. Why not . I have a job and family. We have been following governor romney around the state as much as we could. What did you think of a speech today . , i thought it was excellent. I appreciate the fact that he doesnt dodge issues. He speaks the truth. How are you . Nice to see you. [indiscernible] not for socialized medicine. I said i want private market insurance. Thats what we have in our state. Not with the governor plan,. Edicaid, more medicare instead, private insurance from blue cross that is the way to do it. The good news is you dont have to raise taxes. Statehe way we did in our. We took the money from the federal government and gave it to hospitals. A great way to get the job done. Thank you. Good to see you. How are you . [indiscernible] this afternoon, we welcome the former governor of wisconsin Tommy Thompson, ready for the republican nomination for president. [applause] Tommy Thompson thank you, ladies and gentlemen. How are you . Thank you. Look at all of these wonderful people. [indiscernible] there will not be any other candidates until i think on monday. We will go home between now and then. That but we will be back on tuesday, friday, probably next sunday also. We will listen to it the candidates, whether they are in the gut or republican, we will listen to them all. One of the ladies who asked the question was from oklahoma. No matter where you are from, come out to the iowa state fair and meet some of these candidates. You can have some fun and maybe a corn dog too. Trying to inform about thet only model, but how important it is to be involved in an election year. [indiscernible] how it is settant up with us being the number one state to kickoff the caucus night. [indiscernible] it is where you get an idea what candidates people are gravitating to. I love coming here and talking to the people at the booths because they are very informed. [indiscernible] we are here for a signing of book. Ingrichs new very well is informed, a very good educator. He is very good at putting both sides of the issue together. Do you think he could be running for president i think it for president . I think he would be an excellent candidate
